wrong ta won't take flight anytime soon. good wedges day morning. thanks for joining us. >> we begin with an update from breaking news. firefighters are mopping up and keeping an eye out for hot spots after an early morning house fire in belmont. that fire started just before 6:30 this morning. the flames were extinguished about 30 minutes later when they were first responding, crews were concerned they could spread to a nearby hillside. you're looking at new video. middle road is where it's taking place is a narrow road and will likely be tied up for another hour or so. >> an unsettles site on the peninsula. a woman woke up, looked out her window only to see a man staring right back at her. stef, police say this is

actually the second time someone has spotted a suspicious man in their neighborhood in less than a week, so of course the question is, are they related? >> reporter: that's right, yi, that's the big question. police are trying to figure out if this is the same man. we're just a couple blocks away from university avenue, which is a big artery here in the town and city of palo alto. about 24 hours, is when a woman in her 30s called 911 telling police she with just woken up, she is she had woke up to a dog barking, and one window where she saw she spotted the outline of a purpose. it sounded like someone banging on a screen. she caught a man looking right at her. he did run off. the officer's search did not turn up anything or anyone.

>> reporter: as of last night, after speaking with the person who represents the san jose police used, according to him the talks are not going well. today expected to meet back here at city hall to try to come to an agreement on the cuts that have been mandated. a voter-approved measurer of both sides have fought over a court. today -- if they could come to an agreement. one of the hangups in the talks reportedly hinges on retirement benefits for new employees. >> we're seeing the city unfortunately hang on to some of the failed pieces of measure b. there's a plan laid out that legally settles this nightmare, puts cops back in our neighborhood and begins to restores the services that our neighbor and citizens deserve.

tightening its construction standards in the wake of last month's collapse that killed six people. >> it would be a -- an amazing compounding of this tragedy not to do something now, and not to ensure that similarly designed and constructed buildings are not being inspected. >> the attorney representing one of the victims issued an emotional plea yesterday, as you just heard to the berkeley city council. the council agreed to impose tough new standards. the new code would require -- more durable materials for balcony supports, and new decks have to be ventilated to allow air and prevent moisture buildup. all decks must be inspected, and again every three years after that. inspections will be paid for by the property owners. >> searchers are headed back to lake chabot to look for a man who fell into the water.

police department for not believing their story. police are crediting social media and word of plout with the arrest of a burglar suspect. police arrested a suspect identified as jason lee harris last night. officers were acting on a tip about possible whereabouts, tips generated from news outlets and surveyance images led to that quick arrest. uber has reached an agreement with a family of a little girl who died two years ago. she died after being struck by an uber driver in a san francisco crosswalk. uber came under fire after these claimed they were not responsible. the backlash forced uber to change its policy. the final temples of the settlement, though, were not revealed. two women come face-to-face with an armed robber. this happened last month at nothing bundt cakes.

expect sales and most of the saying full price is kind of a bizarre idea. amazon posting deals to the website, walmart is conducting sales. the amazon deals are only open to prime members, people who pay a yearly free, but get free shipping. just assuming you wanted any of of these things, on my pay page it offered food storage. $20 at walmart. the headphones on 80 -- this one is amazing, a law mower, $300 on amazon, worth darn near $1,000 at sears. the big question will be whether amazon will be able to ship out all of these things on time. obviously it does have practice with last-minute christmas sa s sales. net flick has been on a tear in the stock market, the best performing stock so far this

right now as we look at san jose, the sun is coming up. the typical clouds as we start out the day. the seven-day forecast shows we will have the hottest days for today, tomorrow and then once again it starts to come down this weekend. in the east bay, topping out at 76 degrees, san francisco 74. the tri-valley is where we see the biggest temperature change. today reaching 90. hot later on today in the south bay reaching 83 degrees. with a light wind. it really doesn't give you much, if any, relief from the temperatures starting to ramp up. we do have in fog on the bay. visibility may be low in spots, especially closer to the coaster. in the north bay, the darker shades of gray show where the visibility will be the lower. winds coming in more from the north. when we get more of a northerly wind, it does cause the temperatures to warm up, because we don't have a nice little

last week just a few miles away. intense negotiation going down to the wire in san jose. the city trying to reach a deal with fire and police on pension changes voted for. back to politics. secretary of state john kerry has returned to the u.s. after negotiating a historic nuclear deal with iran. now the sales pitch begins here at home. today president obama is holding a news conference where he'll be asked every question available. tracey potts has more. >> this is likely to last a while as the president trying to sell this idea of this being a good deal between the united states and iran, but there are skeptics here on capitol hill. today the message is really aimed at them. later today, president obama begins explaining this deal to the public, and selling it to

lawmakers. secretary of state john kerry insists ten years of restrictions on iran's nuclear program is better than nothing. >> what's the alternative? go to war now? >> reporter: iran is urging congress to back the deal. >> this is high time for people in the united states to start looking at iran without those painted glasses. >> reporter: but that may not be easy to capitol hill. >> it looks very much like they made a worse deal than even we had feared. >> if in fact it's as bad a deal as i think it is, we'll do everything we can to stop it. >> reporter: but can they? president obama says he will veto any attempt to kill this deal. republicans don't appear to have enough democrats on board to hem them override it. >> i think it will be hard in any evan, and i'm sure he'll work hard to get the votes. >> i want to go through this process and make sure we fully understand what it is we're voting on. >> obviously the devil is in the details. all of us are going to study

in the tri-valley, temperatures at 77 degrees, 70 at san francisco, and the peninsula at 75. later on today, highs reaching 85 degrees in the north bay, east bay 76, the tri-valley today, 90 degrees. with some of us hitting the lower 09s, it gets even hotter tomorrow. i'll show you the numbers coming up. let's check in with mike. >> as you heard, no delays reported anymore on the earlier track fire. again recovered. we haven't seen any appreciable increase to the roadway traffic. sometimes that happens with b.a.r.t. issues. we do have a crash on the shoulder of north 880. a very smooth easy build to the commute. right now the bay bridge toll plaza metering lights are on. we do have a crash that will continue with a road closure, at least blockage there. it's a make ride wahl through, cuts from 580 to 680.

other surface streets will be packed. it may take slightly longer. you'll be just fine right now. south bay looks nice. we'll show you the live look. over on the northbound side, you see the jam happening, but underneath the overpass, we had fire trucks there. they were at story road, but they have cleared. there was a brush fire there, but still warning, again we've seen a number of car fires, always looking out for smoke. >> is that affecting the backup? >> that was southbound, not enough of a distraction to cause a lot of problems. >> and no throwing cigarette butts out the window. a big push today to fix what some call a big problem in east oakland. potholes, the group, will march down 92nd avenue and e streets calling for city leaders to fix streets and potholes they say have become a safety hazard. the group claims most of the

money available for fixing roads is being spent in the city's more upscale neighborhoods. you may have all been guilty of this at some point. certainly you have seen people doing it on the road, driving sdrabted. 40% more people are using and holding their cell phones while driving, compared to just this time last year. that according to a chp study released yesterday, which includes looking and talking and texting. researchers saying being distracted for just five sects is the equivalent of driving the length of a football field. francis leader today will dig deeper into an area many never venture. we are talking about the city's overnight public transportation. >> you're talking about a recent study recommended that new ways to improve transit during the overnight hours. today's transportation leaders will join supervisor scott weiner in presenting some of that work being done to fill in the gaps. >> a lot of folks work overaye.

feared dead. officials say the crew spotted the plane yesterday. that girl hiked for 24 hours through dense forest to find help, says she could not get her grandparents out of the burning wreckage. no word yet on what caused the plane to crash. a conviction in the making. a german regional court today sentenced a former nazi sergeant to four years in prison. 94-year-old oscar said he never had a hand in their deaths. prosecutors argued that amounted to being an accessory. one of the most well-known and notorious prison breaks in recent memory now a mexican drug lord disappearing from his prison cell, we just got new video of the moments before el chapo made his daring escape.

it shows joaquin guzman walking over to the shower, crouching down behind a small partition wall and it puts him in the camera's blind spot. that's when authorities say that guzman made his escape through a small hole, ending at a house just outside the prison wall. happening today, a plan to build a new jail in downtown san francisco heads to the board of supervisors this morning. the jail would replace aging facilities at the top floor of the hall of justice on bryant street s supporters, including the sheriff, say the change is necessary, because the old jail is just not seismically safe. however, others oppose the idea saying that any money spent on jails -- building jails should be spent instead on programs to reduce the jail population. opponents plan to speak at today's meeting starting at 10:00 this morning at city hall. coming up next, a peninsula woman says she woke up to a dog
