hammered with lightning and thunder. let's time it out. show you what we expect through the day. this is noon, 1:00. notice showers in the peninsula, south bay. heaviest moving toward open waters. later this evening, another round of showers for the south bay, east bay, peninsula. san francisco and north bay seeing a few showers, more so there. you'll stay dry through most of the day with showers this evening. overall, don't cancel plans if you have to do anything outside. if you hear thunder, get out of the water, at the beaches or pools. pay attention to changing weather conditions today. while it is dry now, we are expecting thunderstorms this afternoon, really for the entire bay area. later this evening, 5:00, 6:00. >> bring the umbrellas today. thank you, anthony. we begin this morning with breaking news. the man who police are calling a person of interest in connection to a homicide that left five people dead in a modesto home is

in custody. police tweeted that martin martinez seen here was located and taken into custody by the san jose police. yesterday afternoon officers were called to the home for a welfare check. that's when they discovered three children and two adults had been killed. detectives are calling it a homicide investigation but at this point aren't saying much else. that lack of information has many neighbors on edge. >> i can't believe in my neighborhood. just crazy. >> i don't know how they had injuries or what transformed before hand. it is still pretty early in the investigation. >> no word on who owned the home, how the victims are related. the investigation is on-going. we will follow this story all day long and we'll bring you the latest online and at nbcbayarea.com, on air at 4:30,

6:00, and 11:00. a search for the suspect in the south bay. morgan hill police are looking for a teenager who escaped from santa clara county boys ranch, juvenile detention facility in morgan hill near highway 101 and live oak high school. authorities say five teenagers escaped from there around 9:00 last night. after a couple hours, they found four of the five boys and took them back into custody. the teen is on the loose described as a 17-year-old hispanic man with a tattoo of an s on one arm and j on the other. officers say he does not have a violent history. new details this morning in southern california where brush fires continue to rage. fire crews say the north fire is now 60% contained, but damage has been done. cars, big rigs, even a boat fell victim to the fire that began friday in san bernardino county

and spread across the freeway. drones were in the way trying to film the flames. >> two drones pursued our lead plane. one underneath, one over the top. talking a situation dozens of people could have been killed. >> just 15 miles away, another fire on mount care in angeles national forest forced hundreds of campers to be vaektd, including girl scouts and hearing impaired children. the fire is still burning as well. that one is 35% contained. he hasn't even suited up for his first game. an incoming freshman player was cut from san jose state. kanya bell was arrested friday. this was taken from the san jose website, he is accused of domestic battery of a woman. it allegedly happened on campus.

bell was in summer school at the time of his arrest. spartans head coach said, quote, we have a zero tolerance policy for this type of behavior. a manhunt going on in the south bathe morning. nearly 36 hours after it started. two men still on the loose after an intense search. good news, the park reopened yesterday morning. it was closed most of friday after they investigated an illegal marijuana grow. two suspects ran off after being spotted. a third suspect was arrested. the entire park was evacuated. nearly 8,000 plants were confiscated worth about $16 million. booster security, that's the warning from alameda police after they've seen a rise in burglaries. they're between midnight and 7:00, sometimes on the west end of alameda. officers are temporarily increasing staffing overnight to

==michelle/topvo== a ttle too good morning. it is 7:11. a live look outside morgan hill. the rain and crazy weather coming our way. we will have weather coming up later. a little too close for comfort. a gilroy man out with his dog took this picture on his cell phone of a mountain lion tailing him apparently. this is the third sighting in that area the last week. wildlife workers say the drought is drawing mountain lions out of the hills as they look for water. >> with properties with a fair amount of land on them, the cats

are coming here with deer and turkey looking for food sources, water sources. >> hikers are warned to travel in groups, keep small children close. if you have pets, bring them inside before the sun goes down. a federal judge has given the go ahead for taxi companies to sue uber. at issues are ads that claim they offer the safest rides on the road. cab companies argue claims are false. they point to background checks every driver must pass before getting behind the wheel and driver safety courses and written exams. a judge rejected uber's attempt to dismiss the lawsuit allowing it to move ahead. more on today in the bay coming up. a symbol of the american dream is changing. why the size of california lawns will shrink, even when drought ends. we have big time thunderstorms popping up across monterey bay, expected to move in the peninsula and south bay in hours.

bridge in the background (adlib) ==ichelle/cu== the let's take a live look outside san francisco bay with golden gate bridge in the background. welcome back. it is 7:15. the long fight to access a bay area beach appears to be headed for a solution. tomorrow, the state will gather public input about martins beach near half moon bay. the beach is public but the road to get there is private. billionaire venture capitalist bought the property next to the beach in 2008 and closed the access to the road. under new state law, he has to open up the bridge and work with people to figure out a solution by the end of the year. the state hopes monday's meeting will generate some ideas. laws in california aren't just turning brown, they're shrinking. the state passed new rules on lawns of the future, and there's

a size limit to that. today in the bay, ian cole shows us what you need to know. >> reporter: american dream of having a home with a big lawn seems to be leaving california. >> now we can't push lawns. >> reporter: robert is an arborist who lays sod, though many customers haven't asked for grass recently. new rules mow the number down more. >> it will probably take six months or so for people to turn things around. >> reporter: the state water commission cut the amount of lawn new homes can have, starting december 1st, only 25% of the area around your home can be grass. that's down from 33% before. newly constructed businesses and schools, grass can only be in picnic areas, ball fields, recreational areas, or on some landscape that uses recycled water. >> if we use water at the current rate and doesn't rain or we have another drought year, we

will be out of water this time next year. >> reporter: he says measures will remain, even if the skies open this winter. >> i say california has always been historically an arid state, and as our population increased, we've become more and more constrained relative to water use. >> reporter: this is the alternative to grass, putting down mulch. landscapers are focusing on lawn removal and drought friendly yards. says he may never feel confident enough to encourage a customer to go for a big, green lawn. >> we'll discourage it as much as possible. >> reporter: ian cole, nbc bay area news. looking at the board, i see flashes, the radar is active. >> if you're just joining us this morning and look outside, you think what rain, what storms. just wait. we have lots of lightning. look at the satellite and radar. all that moisture is headed our

way. they have been getting hammered in southern california. up to two inches in socal and las vegas. now it is our turn. we are seeing returns pick up towards monterey way. dealing with heavy lightning and thunder the past couple hours there. for us, it makes it up into the peninsula and into the south bay. santa cruz, you're next. that will make it through the rest of the santa cruz mountains heading through the morning hours. the rest of the bay area, this afternoon you see showers and thunderstorms, and more so later this evening for parts of the north bay and san francisco. again, moisture is moving north from the south. it will be stormy in the south bay, at least first. then the peninsula and to north bay. once it moves to san francisco and north bay, it will weaken. not expecting lightning and thunder for everybody, but a few showers for every location, and best chance for lightning and thunder in the south bay and peninsula where it is looking ominous now, especially from the south bay cam.

you can see the clouds moving in from san jose looking out towards the west and south. overall, it is going to continue to remain active because of remnants of former hurricane delores, now tropical depression, with wind speeds of 35 miles per hour. can't even make it out if you look at satellite. there's the center. you can see outer bands wrapping around the area of low pressure. this is going to continue to make it to the bay area. tomorrow evening, still moving through. we not only have a chance for showers today but also for tomorrow as well. that's a new update. keep that in mind, especially with traveling across the bay today and tomorrow. those are flash flood watches from yosemite through socal. another day of heavy rain expected for las vegas and arizona. for us at home, we're not expecting flash flood watches, not expecting much rain. the thing we are watching for is lightning. put the future cast in motion. as you move through the day,

heavier cells move to open water. if you're a boater, sailor, by 1:00, south bay dealing with showers and thunderstorms. towards santa cruz as well. moisture weakens as it tries to make it to san francisco and santa rosa. again, not talking heavy rain for folks there, again very spotty. tonight, another round of showers and thunderstorms move through around 11:00. with us tomorrow morning through the rush hour. look how it is out toward the sea. i don't think everyone will see this rain tomorrow, it will be spotty in nature. moving through the day tomorrow, a few more popup thunderstorms by the evening hours. by tuesday and wednesday when we're finally done with the storm system as skies clear out, sierra dealing with showers and thunderstorms through tuesday and wednesday. here's the extended forecast. glimpse at today includes showers and thunderstorms. tomorrow, remnant showers. tuesday and wednesday, we clear out. temperatures back up into the

barbeque was the cuisine of choice when the lynn family went looking for a place to celebrate. the reason for the get together was to toast beginning of a new career for their youngest son, justin. before he was sworn in with academy graduates to be the newest crop of deputies working for alameda sheriff. it is a particular source of pride for dad jim because for the past 28 years, that's exactly where he has worked, too. >> i'm very proud. and blessed. >> reporter: what makes this graduation more special, justin is not only following in his father's footsteps, following in the footsteps of older brother jim and another brother jacob. there are four lynns wearing the

same badge and same name tag. what's more interesting, growing up, none of the boys talked much with each other about becoming cops one day. they certainly didn't talk about it with their dad. >> talked about it a lot lately. i don't think i had a conscious thought that one, let alone all three, would go into law enforcement. >> reporter: how does it happen? to hear the family tell it, jim seemed to have the ability to bring only the good parts of the job home with him and leave the rest. >> i talked to many people, man, why do you want to be a cop, sucks, miserable, you come home angry. but talking to people, i was like my dad is not that way. >> reporter: for jim's part, hopes his boys are that way too. it will be better for them he says and the rest of us. >> i want these boys to go out and do the right thing for the right reason. if you do that, you'll be successful and you'll be happy

be stored, due to cost. test period runs through october. you can give feedback on body camera policy to the department's website, facebook, twitter pages. now to some international news. israeli prime minister benjamin netanyahu continues to attack the nuclear deal signed last week between the west and iran. he says it poses as a threat and iran did not deserve concessions until it changed its policy. he believes after economic sanctions are lifted, iran will use money from the historic deal to finance their terror machine. iran supreme leader said yesterday the deal would not change the nation's policy toward the u.s. government. but can it work? president obama warned the country and congress not to let this agreement with iran slip away. in this morning's reality check, sam brock explains why the u.s. holds most of the chips, if not all the chips, in getting the

deal through. >> reporter: the agreement binds seven countries. some experts say the security of the world hangs in the balance. is it a good deal? we asked gloria duffy, ceo of commonwealth club and defense expert who worked on nuclear deals with former soviet countries and north korea. >> it is a very good agreement. it is probably the most thorough, well thought out nuclear nonproliferation agreement the united states has ever negotiated. >> reporter: not all security experts feel that strongly, but most agree a deal is better than watching iran make a bomb. about the deal. what has to happen for it to kick in. seven countries involved, china and russia have authoritative governments which means their leaders made the call to approve. britain, germany, and france, those three have parliamentary governments, prime ministers and presidents reflect a majority party or coalition. they shouldn't run into trouble. that leaves us with iran and the

u.s. iran needs blessing of the ayatollah which experts say it probably already has, if the deal has gotten this far. what remains, just our government. can opponents in congress kwaush the deal. >> i think there will be significant defections from the president's own party likely in the senate and a lot of republicans will vote against it in both houses, but i do not believe members of congress will vote against it that will override a presidential veto. >> why are we talking about votes and presidential vetoes. several months ago congress and the president came up with their own deal and here is what they ironed out. congress has 60 days, can do one of three things. vote to approve, disapprove, or take no action on the agreement. even if congress votes to disapprove, which is the only thing to derail the deal, the

president still has veto power which brings us to our grand conclusion. many political pundits think you may see half of the chamber vote against. two-thirds vote needed to override presidential veto, in the senate, that would mean 13 different lawmakers have to reject the commander in chief and their own party and vote with republicans. that scenario is virtually impossible. bottom line, many of the deal's details still need to be worked out. it may or may not keep iranian from developing a bomb in the long run, but the reality is the u.s. controls the fate of the agreement. i am sam brock. back to you. at 7:37, ucsf health educators are more prepared to handle a global emergency. yesterday the group trained to respond to everything from a terror attack to ebola outbreak. one scenario mimics conditions of a syrian refugee camp. volunteers provide hands-on experience for health care workers by acting as sick and

good morning, first of all. >> good morning. >> looks like it is already heating up. what do you think makes this challenge particularly interesting? >> déjà vu all over again. simple factors make this a biggie. we begin with the fact it is a battle of generations. honda, known for fighting for those that aren't heard, immigrants, poor, elderly, and the challenger making his third try for congress who emphasizes to use technology to bring the district into the 21st century. both are democrats. honda had great support from organized labor. he has support from democratic establishment, including president obama. conna worked for the president as assistant secretary of commerce. what a story. it is a race that drew mash

attention in 2014 when he beat him by 3.6%. doing the same thing in 2016. everybody is watching. >> it is early in the game. most are focused on the presidential campaign. why are we talking about this race now? >> fundamentally it is a contest between two powerful forces. technology sector which feels like it hasn't been heard enough in washington and organized labor which lost a few battles in silicon valley in recent years, including san jose mayor's race in 2014. each side feels its back is to the wall and this race must be won. >> comes down to money. how are these two guys doing? >> well, that's interesting. differently than one might expect. incumbent honda has done well fundamentally, raised $625,000, more than enough.

but challenger conna has $1.25 million, more than any other congressional candidate in the state, whether that be incumbent or challenger. that's a 2 to 1 advantage, michelle. when you look at cash on hand, conna has more than 1 million compared with honda $325,000. better than three-to-one advantage. we should point out that conna had overwhelming advantage in 2014. but honda got close toward the end of that campaign. whether that can happen again, that remains to be seen. >> next year, what should voters be looking for. what are you expecting to see in the next 15 months. >> first of all, watch for fund-raising. can conna keep up that peace. will honda get close enough as he did last time. second, watch for endorsements. can honda hold onto that long list he had from 2014 two years

welcome back this sunday. get you outside with the micro climate forecast. want to show you the satellite and radar. we have lots of heavy rainfall on the central coastline, even towards monterey. look at the lightning strikes with this rain. this activity is moving this way. it is making it to santa cruz now. lightning strikes have been numerous with this cell moving through monterey.

it is going to continue to remain up the peninsula. santa cruz, woodside, belmont, half moon bay, keep in mind you'll see lightning strikes moving through the early morning. same for these developing across the central coast, gill roe roy, hollister, making it to the south bay. as it moves north, it will weaken considerably. you're not expecting to see the heaviest rain. that will be across the peninsula and south bay. temperatures are still warm in the 70s and 80s. 83 for south bay, 79 for the peninsula. shot from san jose. you can see clouds beginning to roll in. humidity will be up there today. you measure humidity by something called dewpoint. it is always there, always like the temperature. it measures the amount of moisture in the atmosphere. usually in the bay area, talking dewpoints below 55. don't ever have humidity. today it is humid.

talking dewpoints 5 to 10 degrees warmer than they usually are. puts us in the category of dewpoints in the range of 60 to 65, feels uncomfortable outside, sticky like florida weather. we have to deal with it today. this tropical storm is a remnant low, makes its way through. can't make it out on the map, but it is there. deloris spinning showers and thunderstorms. outer bands are pushing into the central coast. by tomorrow, still sitting off the coastline, will continue to weaken with sustained winds up to 25 miles per hour. not all that windy, but again as it moves through, will kick up winds, lightning, thunder, heavy rain. no flash flood watches today. we have to deal with a few showers, more so lightning. heavy rain will continue to fall across the sierra, socal, las vegas, arizona. flash flood watches are posted there. if doing any traveling, heads up. you're going to run into heavy rain with lightning and thunder. even the possibility for severe
