they made multiple attempts to get in touch with the doctor but have not been able to speak to him. at a news conference this morning, zimbabwe's wildlife minster said zimbabwe is seeking to extradite walter palmer. >> processes have started and we are looking forward for his extradition. >> at home, u.s. officials are asking palmer to come forward. the u.s. fish and wildlife service tweeting thursday we are investigating the killing of cecil the lion, will go where facts lead. doctor walter palmer is staying out of sight and the man who guided the american on that hunt tells the telegraph he is devastated. he is out on bail after pleading not guilt tow poaching charges stemming from the hunt tells the paper it went wrong from the

beginning. he said palmer first shot cecil the lion with an arrow, but it was too late to track him so they went home for the night. 11 hours later they spotted the wounded lion and the client then shot it with his bow and arrow and killed it. that's when he told the telegraph they found the lion's tracking collar which meant he was a protected animal. he and palmer were upset. he said he panic and hit the collar in a tree. still the guide said palmer later asked if they could hunt for an elephant the next day. palmer has not been charged with any crime and has said he will cooperate with authorities. we have also learned that the sa fares club international suspended walter palmer and is calling for a full investigation into the killing of cecil. savannah? >> thank you so much. let's go to lisa bloom, a

"today" analyst. the u.s. has an extradition treaty. what is the likelihood that if he is found will be sent there? >> it's good. they have to file formal charges and they make an application to the u.s. and he can assert legal rights and say i shouldn't be extradited. >> what would he say to say i shouldn't be facing char >> we know he'll say i relied on the local laws. i relied on the local guides. they let me down. >> there is a political element, a question of what the u.s. relationship is with zimbabwe's leadership which has been tricky in the past. >> well zimbabwe rates high on the corruption including the legal system on the international scales. that's another defense walter palmer could assert. my legal rights won't be protected there. >> finally you have to think this case has a lot to to with public pressure. officials have known about it for some time. only now after the case bubbled up in the headlines are they

seeking to charge him. >> right. walter palmer could say i'm the subject of a witch hunt. it happened july 1. zimbabwe didn't seek to extra extradite me then. only since people signed up to a petition and have spoken out on social media. >> it will raise interesting legal issues. thank you. now to the overnight news on the fate of mh-370. debris on reunion island thousands of miles from the search zone headed to france. crash inspectors preparing to inspect it closely for what happened to the doomed flight. we have more starting with tom costello. what's the latest? >> reporter: that piece of water wreckage was in the water for about 500 days. 500 days of sunshine and 500 days of saltwater. will it reveal any clues as to

what happened? it's not much to go on but it's all investigators have. the flaperon sits here on the trailing edge of the plane's wing to help slow it on approach and bank at high altitudes. investigators will inspect the metal looking for anything to tell them did mh-370 hit the water at a high or low speed? did it go in nose-first or in more of a controlled landing. are there signs of fire or explosive residue? and will the barnacles provide a clue about the ocean path it might have traveled? >> by carefully looking at the species of barnacles they are we can get a degree where the debris was passed. >> reporter: oceanographers believe it could have been carried by the counterclockwise movement in the indian ocean. likely coordinators believe mh-370 likely went down in the

priority search zone off the coast of australia, an area they have been searching above water and below for more than a year. if there it could be two to three miles under the water in deep, rugged terrain. >> this one piece of wreckage is not going to tell us what happened or why. it's going to confirm that, in fact, this airplane did go down in the water. >> hi, everyone. >> reporter: from the beginning the captain shah was a focus of the investigation. investigators removed the flight simulator and computer drives from his home looking for evidence he deliberately flew off course into the indian ocean. even the fbi was asked to assist. so far there is no solid evidence of foul play. meanwhile the resting place of mh-370 and the 239 people on board remains a mystery nearly 17 months later. wanted to mention the photograph of the piece of luggage that washed ashore on reunion island. australian coordinators are less certain it has a connection to mh-370. it doesn't show signs of being in the water for 16 months. they are sending it to france for inspection. experts say finding the wing

flap should at least eliminate the theory that mh-370 was flown to a remote location where the passengers were held prisoner. as we reported all along, the lead theory is somebody intentionally crashed this plane into the ocean. back to you. >> tom costello. a couple of pieces of a complex puzzle. >> bill neely made his way there this morning. bill, good morning to you. are. >> reporter: good morning from reunion island. this is the rocky beach where the piece of aircraft was found and they are still searching for more. police and local people looking for any more evidence, any clues that might point to where this debris came from. this is the man who found the debris and a suitcase nearby and more items this morning. what johnny has just found is this bottle on the beach. the reason it is interesting, it

is from indonesia. no indonesian products sold on this island. it is possible it has come across the indian ocean from a plane. they also just found a bottle of water from china. most of the passengers on mh-370 were chinese. while they are searching this coastline by land and by air. that helicopter scouring the coastline looking for more debris. out at sea, there are fishing boats and a coast guard ship looking for anything that may have come from an aircraft. >> for the families it brings mixed emotions. some hope it will bring closure. others fear it is the end of their last hope. those on the island here simply hope they can do more to help solve this enduring mystery. bill neely, nbc news, reunion island. >> right where they found that wreckage. now to politics. at home it will be a big weekend in the republican presidential

race leading up to next week's first debate in cleveland. to make the primetime slot candidates must be polling in the top ten nationally by tuesday's cutoff. >> they have been told they will line up on stage according to the numbers. if the debate were today we would see donald trump center stage surrounded by jeb bush, scott walker, rand paul, mike huckabee, ted cruz, ben carson and chris christie. the question is who gets the tenth and final spot? it is neck and neck with john kasich and then rick perry. >> the rest of the field will then take part in a separate debate ahead of the main event. >> earlier in the evening. we should say lester holt will sit down with jeb bush later today. you can see it on "nightly news" and more on sunday on "meet the press." after a week after the horrific theater shooting we are getting a first look at the

checking into a hotel. no indication of the devastation he would cause before taking his own life. >> suspect is down. suspect is down. we have several more victims inside with gunshot wounds. >> reporter: thursday night in lafayette, a gathering for healing remembering the two killed and nine wounded. >> it's great to honor them together as one community. >> reporter: kerry sanders, nbc news. >> so hard to see that tape. >> meantime out west the wildfires are getting bad. it is. good morning, everyone. 7,000 firefighters are being pushed to their limits in california this morning as they battle flames in drought conditions. more than a dozen large wildfires are burning there. most of them in the northern half of the state. in sacramento county eight homes were destroyed after a fire ripped through a mobile home park. but the biggest challenge in

lake county which is 100 miles north of san francisco. that fire destroyed two homes and scorched more than 13,000 acres. there are concerns over cyber security at home. nbc news exclusively obtained a u.s. intelligence map highlighting nearly 700 public and private victims of chinese cyber espionage. nbc's justice correspondent pete williams has more for us this morning. good morning, pete. >> reporter: good morning. the u.s. has been warning about how aggressively china is engaged in cyber spying here. a classified map obtained by nbc shows how widespread it is. prepared by the national security agency the map shows a red dot for every successful cyber intrusion by china over the past five years. nearly 700 in all against both government and private companies, large and small. among the targets, trade secrets for popular drugs, specifications for hybrid cars, genetics of productive food crops and the working of civilian and military air

traffic control systems. the fbi is investigating hundreds of cases of suspected chinese espionage, 50% more than a year ago. it's making a big push urging american companies to vastly improve their cyber defenses. tamron? >> all right, pete. thank you very much. the former university of cincinnati police officer who fatally shot a motorist during a traffic stop has been released on $1 million bond. ray tensing pleaded not guilty to charges of murder and voluntary manslaughter. he is accused of shooting samuel dubose on july 19th for stopping him for not having a front license plate. tensing is due back in court next month. history being made by the international olympic committee. beijing has been selected to host the 2022 winter games, becoming the first city to be awarded both the winter and summer games. the chinese capital hosted the 2008 summer olympics.

no one was hurt. a new strategy this weekend to help beach goers. they often use surface streets but the town is worried about emergency vehicles getting caught in the traffic. starting tomorrow police officers will direct traffic and point them back to the freeway away from downtown. here's meteorologist carrie hallman. >> i'm tracking this morning rain moving across parts of the bay area. monsoonal moisture streams in approaching the south bay right now and could be moving into gilroy. be on the lookout for rain elsewhere and low clouds and muggy conditions. highs reaching the 80s and 90s. 82 degrees and castro at 70 degrees and in the north bay expect highs in the 70s and 80s and 90s in the trivalley.

sweltering cars, yes, during one of the hottest weeks of the year. nbc's stephanie gosk is on the story this morning. stephanie, good morning to you. >> i can't believe we are talking about it. this case happened in new jersey on thursday. the mother arrested and released with a ticket. her daughter is okay. we are seeing more of these incidents where police and bystanders are forced to take action. >> oh, my god. >> reporter: cell phone video shows a police officer pulling a crying toddler to safety in a new jersey parking lot thursday afternoon after bystanders and later another officer tried to break into this scorching hot car. >> i'm telling the girl, don't cry. we'll get you out. she was drenched in sweat. she was just crying constantly. [ crying ] >> she's soaking wet. >> reporter: a minute later the toddler's mother returns to the car with a full shopping cart and another child.

>> is this your kid? you left her in the car. >> sorry, sorry. >> no sorry. she could have died. >> reporter: she was arrested for child endangerment. it's the latest in a series of incidents where police and bystanders have taken matters into their own hands after seeing kids left alone in hot cars. >> oh, god. i can't believe i did that. >> reporter: tuesday, oklahoma mother hannah sikandi screamed in panic after a couple found her 1-year-old in the back seat of the vehicle. >> she walked past the van. i don't know. it didn't sit right with me. i said what was that sound. >> are you the mother? >> yes. >> reporter: the child was alone in the car for 45 minutes while she was shopping. according to the police report the temperature inside the car reached above 120 degrees. the child was treated at a nearby hospital and released a day later. her mother was arrested and charged with child abuse. this heat wave is affecting tens of millions of americans across the country. it is important to know that

local developer. hollister already moved in. >> we wouldn't have gone through with the transaction if we weren't sure we were on the right side of it. >> reporter: thursday a judge disagreed describing the sale as invalid and improper. the archdiocese taking it as a victory. >> it's simple. we win, they lose. >> reporter: the mixed ruling is just the beginning of a legal fight that could stretch for years. in the meantime, perry might be allowed to rent the house. lawyers in court said she's interested. so into the eight-acre property in one of l.a.'s trendiest neighborhood she visited the nuns a few months ago treating them to a private performance of "o happy day". >> there has been no "o happy day." it's a very o sad day. >> reporter: these sisters, deeply attached to their home would rather someone else moved in. someone who better reflect their values. but the archdiocese said the deal from perry, a preacher's daughter is better.

while the roads were passable parts of i-5 were closed because of heavy rain and flooding. there is more on tap for the weekend. we have moisture from the southwest all the way into mt. kilauea all the way into california. so the moisture flows up out of mexico. heavy downs, localized flash flooding. gusty winds and rainfall amounts anywhere from an inch to an inch and a half from southern california all the way to texas. good morning. i'm meteorologist carrie haul with that monsoonal moisture bringing us humidity. much of the rain has dried up and we're starting out in the low to mid-60s as you head out the door a lot of low clouds and 70 degrees will be the high in san francisco today. north bay 83 degrees and 86. a bit sticky in the peninsula. trivalley topping out in the low 90s with the sun coming out as we go through the day.

some people like them quartered. i leak them in half. you want to get as much juice out of this as possible. so you're going to mash these. take a bunch of strawberries and you're going to take about a cup of sugar, pour that in. you're going to put a little watter in there and let it sit. put it in the fridge and let it sit. you know basically the time it's going to take you to make your dough and bake it. so take some flour. you've got a little sugar in here. you add that. some people like it sweeter. baking soda, salt. here's the important thing. you have to have about a stick of butter. it has to be cold. you have to cube it. you want it cold. make sure it stays in the fridge until you're ready to use it. mash this all up until these become little pea like situation. so that you have the mealy pea. you don't want to use a blender. it's going to overwork the batter and that's going to -- the dough and that's going to be a problem. you're also going to eventually add heavy cream and a little

and the tri-valley will still rise into the lower 90s this afternoon. here's a look at traffic now with mike. yeah. we have a tough recovery over here in one key spot getting into san francisco. look at this north 101 still jammed approaching 280. 280 extension -- there was a crash blocking two lanes, eastbound 80 at fourth getting out to the bay bridge that tied things up here. that's the late slowing we saw. still a little slow spot but the rest of the bay looks very nice. zoom to the east bay slowing south 88 through hayward. nothing as far as big deals going on there. northbound routes including 880 where we had a crash southbound causing a distraction, that was about an hour ago. finally seeing good speeds north from 280. thanks. another local news updalt in half an hour. see you then.
