it gets lighter out it might be hard to gauge how much progress they've made. >> reporter: well, and also a breeze out here, i don't know puck tell from our camera angle but there is definitely a gust here which is not helpful for the roughly 250 firefighters who are trying to put out this fast moving wild land fire that's burning several miles down the road here from this road block here at tesla and greenville in livermore, but it is blowing east away from the population. cal fire reports they only have 5% containment on this fire that has already burned 2,5 a 00 acres. we expect an update once the sun comes up and the battalion chiefs can get a better handle. the priority for the firefighters has been to save and protect life and property. >> we're just trying to get ahead of the fire. back there you've seen a couple structures that have burned and our crews were able to save three of them. >> we did lose one uninhabited

structure but we saved numerous other structures. very aggressive fire, very fast moving, it's wind driven and taupe gravy driven as well. >> reporter: and that structure had a that chief was mentioning was located several miles down the road from where we are standing right now. fortunately this fire is burning had this an area that is remote, mostly ranch land and wild land out there. it's moving in an easterly, southeasterly direction away from livermore. if they don't get and had ael on this then it could start encroaching on other areas as we get into the central valley. containment is only at 5%. they will get a better idea suns the sun comes up and then they will resume that air attack. reporting live in livermore, bob redell, "today in the bay." well, wind has been pushing on that fire all night long. >> it's making conditions very

difficult. let's turn to meteorologist kari hall. kari, what are firefighters in for later today? >> the flames are continuing to be fanned by the wind gusts, up to 35 miles an hour. those are the wind gusts, the temperature now is 58 degrees, so at least it is nice and cool, humidity at 96%. today the high jumps up to 89 degrees there and the humidity goes down to 33%. and we've been talking about the wind direction. it is blowing the spoke farther off towards the east toward tracy and moderate humidity this morning will once again be going down as we go through the day. so hopefully they can try to get a handle on that. let's go hour by hour. in livermore we start out with the clouds and hen the temperatures will be warming up into the 80s. in the city of livermore we will see highs in the mid 80s today before it drops off later on tonight. we will get a look at all the microclimates and what to expect in weekend. that's coming up in a few

minutes. >> stay with us as this story continues to unfold, especially daurg your morning commute. we will keep you update ond that fire and the conditions throughout the morning. when we are not on air we do continuously update our dij al platforms. now to a developing story, not just here in california, in washington state, crews batt battenling a wildfire that's killed three firefighters. that in central washington. the firefighters were involved in a car crash before flames overtook their vehicle. this happening near the town of twisp. those three firefighters were battling a smaller fire when the winds shifted unexpectedly and then turned back on the crews. four other people were injured, one person critically. two towns have also been evacuated and about 1,000 people forced from their homes. >> they just said leave. like leave right now. and the wind shifted. we were -- the wind was blowing in the opposite direction.

>> roughly 200 homes are still threatened at this hour. meantime we know the three firefighters who died worked for the u.s. forest service. their names and where they are from have not yet been released. some people taking note of the firefighters' efforts before evaluating. tim martin were our nbc station in spokane, washington found in sign left on an evaluated home mere twisp. in case you can't see it it says, firefighters, this is just a house. please stay safe. >> people love their property there, that's a nice message. we have an update on a local fire, it burned for 16 days and stressed firefighters to the max. this morning we know now the cause of the rocky fire up in lake county. cal fire telling us a gas water heater malfunctioned in an out building. the rocky fire forced 13,000 people to evacuate and it burned up 43 homes. an unusual move by the oakland police department now, they had a private screening of

body camera video from last week's deadly police shooting and the goal is to be straightforward, it to help convince the skeptics. 27-year-old nate wilks was killed when officers opened fire. nbc bay area's jodie hernandez was among the direct reporters at yesterday's viewing. we were not allowed to record the body cam video but jody hernandez told us she saw officers repeatedly yelling at him to drop the gun and to get down to the ground. the suspect then ran towards officers with what appears to be a gun in his hand. the attorneys for the officers involved says they did peer for their lives. >> he was going to shoot either them or their colleagues. >> the suspect's mother who also saw that video says she believes her son did not appear to be pointing the gun instead he was just running with something am his hand. >> and will needs to be justice for him because they had no -- they had no reason to shoot him

like that. >> the oakland police chief says the video will be available to the public but only after the full investigation is over. now to a story where investigators are asking for the public's health building a criminal case against a woman accused of animal abuse. some of that caught on camera. >> stephanie chuang is live in burlg game. the video is disturbing, but it could put an end to more future abuse. >> reporter: well, that's the hope, kris and sam. investigators are on the case here at the peninsula humane society and is spca after watching the video, which will be tough to see so we're warning as we go to this footage, but you can see on this a woman appears to grab a small dog by its neck, then she looks to slam it to the ground at least twice. the humane society and spca are working to build a case against this woman who investigators say runs a dog walking and dog sitting business here in burlingame. they're also trying to find the

owner of the dog in that video to make sure that dog is okay. >> the dog that size getting slammed to the ground so forcefully, the dog could have a broken bone or several is broken bones. that's what we want to make sure, you know, the dog is getting created. >> reporter: so the humane society and spca say that they seized 11 dogs from that woman after seeing the video. three of those dogs are her own and the humane society saying it will not return those dogs to her until she can prove they will be safe. she has not been charged with a crime so investigators have not maimed her nor the name of her business. the district attorney will have to make a decision on whether to charge her and that can be either a misdemeanor or felony. live here in burlingame, stephanie chuang, "today in the bay." new information about the kind of people uber may be hiring. san francisco's district attorney says he found convicted sex offenders, kidnappers, even a murderer among uber drivers.

the da blames it on the type of background checks that uber performs. the company does not go beyond seven years. he says it also doesn't require pinger printing as taxy companies are required to do. now the da is going after uber for monetary damages. we spoke to uber about this investigation. a spokesperson told us no system is 100% foolproof. a new push begins to improve safety on one of san francisco's most dangerous traffic corridors. city leaders will help to launch the upper market street safety project. it's designed to make streets on market between octavia and castro safer for cyclists and pedestrians. new safety measures will include bolder crosswalk, painted safety zones and more p no right on red restrictions for the folks who are behind the wheel. for those who are out cycling today, pain working up a sweat you can get away with it today. >> it was harder to get outside and exercise, but now that the temperatures are coming down it

well rg, let's see, does this sound familiar? donald trump stole the spotlight on the campaign trail. sound familiar? >> i think so. >> he and other presidential hopefuls visited new hampshire where trump talked tough. >> edward lawrence live in washington, d.c. trump also made personal attacks on jeb bush. >> reporter: well, good morning. it's going to take a lot to knock trump out of the spotlight but the 17 republicans who are running are all trying to vie for that spotlight. they're first trying to convince voters in new hampshire the state with the first primary election. donald trump slammed jeb bush in a new hampshire town hall. the two candidates had dueling events within 19 miles of each other. trump had no problem pointing out he's drawing bigger crowds. >> do you know what's happening to jeb's crowd right down the street? they're sleeping. they're sleeping now. >> mr. trump doesn't have a proven conservative record.

you. >> hard to find the high ground and deal with donald trump as well. tech workers may be getting paid more than most, but that doesn't mean that they are happier than the rest of us. the new survey finds just 36% of tech workers see opportunities for growth, that's versus 50% for other workers. the reasons it they say, opportunities are not spelled out at their companies or they simply don't exist. they also say requirements to move up are not consistent. certainly college should help at least put you in a better position to suck is seed. college stew cents on a visa may be forced to return home after a change to the visa is system. >> these are the kids who want to stay and work in american businesses and certainly something in the labor force that you've been watching or a while. >> we have. we cover this quite a bit. we're talking generally high tech, it's called the f1 visa, it let's college students stick around after their graduation for a little while.

my poster boy or poster man is pj be kabu. he started his own high tech company. people like him face deportation because they graduate college. it's time for them to go home. the visa let's them stick around an extra year but a court case this morning threatens the f1 visa. it was brought over on the east coast by american workers who feel threatened immigrant students may be taking their job. we're going to stay on top of the student visa, it effects thousands of can kids in bay area schools. you guys are talking about donald trump. he has been very anti-immigration, he has blasted undocumented workers, he's mostly against the h-1b visa but he tweeted, when foreigners attend our great colleges and want to stay in the u.s. they should not be thrown out of our country. donald trump is a supporter of the f1 visa. >> let's check your news before

kids out the door for school. school is starting for a lot of kids and it will be nice weather wise as we take a look now from emeryville at the bay bridge and you can see things are already moving out there, but at least we don't have the low clouds shrouding the top of the bay bridge and now looking at the current temperature it is 66 degrees in livermore, san jose, sunnyvale, 65 degrees, 63 in concord, napa 59. the wind coming am from the west at 15er miles an hour, that will continue to pick up as we go through the day. a nice on-shore flow keeps your temperatures down. we've been tracking the wildfire conditions. over on the east bay over toward livermore it is still going to be windy today, these are sustained wind and the gusts will be higher. we also start out with fog on the bay, low visibility in some spots and throughout the afternoon we still see the fog along the coast and in san francisco visibility continues to go back down overnight and a

the fog rolls across the bay once again. we will have another day tomorrow starting out with some clouds that will clear, giving us some sunshine and mild weather. today's high 83 degrees in san jose, 78 in palo alto, embarcadero at 69 degrees. not as much of a wild range in temperatures as we had just a few days ago, but comfortable in spots and warm inland with concord today reaching 84 degrees, more of had weather heading into the weekend. let's see how traffic is moving with mike. over at the bay bridge toll plaza we to have those cash lanes starting to back up and this is a typical timing pattern here at 5:20 in the morning. that's the bay bridge toll plaza. let's look at your approach, the maze, the east shore freeway no big deal here. much of east bay starting school next week. the north bay there are no clays, we do have an issue, a minor crash reported south 880 around 98 past the coliseum. i could not see it with the live

happening later today, a lot of students getting more use out of their alarm clocks because it's time to hit the books again. fall semester starts today at san jose state university which means it's the first day of school for 3,500 freshman. there's a also a new interim president susan martin. as for the football team the spartans return september 3rd against new hampshire. all work and no play could make you very sick. that's according to a new british study that shows working long hours increases the risk of stroke and heart disease. researchers tracked more than a half million adults over a nine-year period. people who worked more than 55 hours per week were a third more likely to suffer a stroke. 13% more likely to develop heart disease than people who worked more standard hours. a new study finds that depression is not contagious but a healthy mood can spread among friends. researchers looked at how the

mood of adolescents influenced others in their environment. while depression does not spread among peers having a friends with a healthy mind-set helped teen recover were depression. having a stronger social network could be an effective way to street depression. the long road to a suicide barrier on the golden gate bridge is about to get a little shorter. last year board direct members approved a new barrier, the price tag expected to exceed $70 million and take three years to build. in meetings planned for today and tomorrow the board is expected to approve the first real funding to hire a project consultant. nstruction likely won't start before next spring. an update to breaking news. firefighters spend the night on the front lines of a fast moving wildfire burning in the tri-valley heading toward tracy. a live report from bob redell after the break. plus, a devastating day in the state of washington. three firefighters overcome by flames when the wind suddenly

of acres and at least one building, 200 firefighters are on scene mere the tri-valley trying to get this wild fire under control. all of this happening off of tesla road near where it turns into west corral hollow road. that fire has now burned 2,500 acres and it's blankets the tri-valley in had thick gray smoke. >> we have live team coverage it this morning. we begin with bob redell live in livermore with how it's looking as we prepare for sunrise. >> reporter: well, echoing what kari has been telling us all morning i can definitely feel the winds picking up as we stand at the road block at tesla and greenville in livermore. fortunately this fire had burning several miles southeast of livermore in a remote area where there are few people and homes. cal fire still reporting 2,500 acres burned, we expect that number to grow once the firefighters get a better look in the sunlight. it's only 5% containment. this brush fire started yesterday afternoon around 2:30

near tesla and corral hollow roads. first report was 100 acres, then 500, within four hours 2,000 acres. i bring this up just to give you a sense of how fast this burned. those conditions have been very dry, very windy and very scary for a couple of the horse ranchers who live out in had a area. >> we got 16 horses out. yeah. luckily -- luckily we have plenty of rigs that can do it. that one hauled 6 and the rest hauled four and good friends had a came and family. >> the smoke came and the fire chief said it's time to evacuate. in ten minutes. >> reporter: the 250 firefighters working this event called the tesla fire saved several homes, they only lost a vacant structure at the carnegie motorcycle park. reporting live in livermore, bob redell, "today in the bay." the wind has been pushing this fire all night long.

>> we return now to meteorologist kari hall. kari, the wind gusts in the area are pretty strong this morning. >> up to 35 miles an hour, sam. the sustained wind that constant breeze you feel at about 10 to 15, but now the temperature is at a cool 58 degrees, but today it jumps up to 89 degrees in that area. and the humidity starts out at 96% and drops down to 33%. so of course the early morning hours the best time to try to get a handle on this fire as it pushes the smoke in a southwesterly are direction over toward tracy and moving it off towards the east, it is moving it away from most of the bay area. so a moderate humidity this morning and a constant wind may pan those flames as we go through the day. i will keep you up to date on that and i will have a look at the microclimates am a few minutes. we are going to of course continue to track this story throughout the morning. bob will bring us more live reports. for the latest on the fire and fire conditions in the

tri-valley and across the bay area check any of our digital platforms anytime. now to mother developing wildfire story. crews are still battling that wildfire that killed three firefighters in central washington. officials say they now know that the firefighters were in a crash before flames overtook their rig. it happened near the town of twisp about four hours northeast of seattle. the three firefighters were fighting a smaller fire when the winds suddenly shifted unexpectedly and turned back on the crews. four others were injured, one of them critically. two towns are still under evacuation orders which put thereabout 1,000 people out of their homes. >> that's how toes guys were tragically killed. so it has gotten insane. >> about 200 homes are still threatened at this hour but mean while we mow the three firefighters who died worked for the u.s. forest service. their names and their home towns have not yet been released.

some people concerned of course and taking note of the firefighters' efforts, putting their lives at risk. tim martin from our nbc station this spokane pound this sign left on an evacuated home near twisp. it says, quote, firefighters, this is just a house. please stay safe. new this morning, a wet mess on the streets of san francisco following a high speed chase that spanned a couple of counties. it started just before 3:00 this morning in san leandro as a chp officer tried to pull a woman over who they believe was driving drunk. she trove through oakland and hopped on the bay bridge topping seeds of 100 miles an hour and then she crashed into a fire hydrant on mission street and you can see what happened next. there was water shooting hundreds of feet into the air. the driver was taken into custody. happening today, the contra costa county deputy who died while trying to save a friend

will be honored by family and friends. he jumped into lake tahoe last thursday to help his friend who had just leapt into the water to help francies' sister. everyone made it out of the water okay except for the deputy. funeral services will be held at 10:00 in sacramento. he worked at the martinez detention facility. did san jose police act within the boundaries of the law when they shot and killed a homicide suspect earlier this week? that's one of the questions being asked right though in a complaint piled against san jose's police department. yesterday the former head of san jose's office of the independent police auditor tiled a complaint saying the shooting raised a number of red flags. the suspect richard jacquez was mott armed when he was shot in the back running away from officers monday night. initially police say jacquez was reaching for his waistband when officers opened fire but they have since backed off that statement. sjpd leaders continue to stress that the shooting was justified

because police believed jacquez planned to kill a woman who knew too much about the killing of another man. a high ranking police official says officers are being unfairly portrayed in the media. the isn't of the san francisco police officers association says people and the media post stories and pictures online and then judge the officers out of context. often those incidents involve my mortgag -- high authorities. >> they are being second guessed and monday morning quarter backed by members of the media or politicians or activists and many times it's just unfair. >> the association fully supports the use of body cameras to counter that. some dispute the accusations that police across the country are being misrepresented. >> police officers have a long egregious history of abusing black and poor people this our community. to he will it us we are overreacting and stair joy

typing them is not only irrational, it's insulting. >> the san francisco police officers association lance to make its case by working with some local radio situations and releasing videos of officers doing positive things in their communities. international news now. a developing story in thailand. today military officials are saying that a deadly bomb hg in bangkok earlier in the week was likely not carried out by ipt terrorists. now we are getting a closer look at the person police say was responsible. thai police release this had sketch of the man believed to be the bangkok bomber. police compiled the stretch after studying surveillance video of the scene minutes before the explosion. 20 people died in that blast, including four chinese tour rhode islands. prosecutors could decide whether to pursue the death penalty for the 21-year-old accused of killing nine people at a predominantly african-american church in south carolina. dylann roof face as 33 federal charges in that shooting at

mother emanuel church. roof confessed in june to the shooting reportedly saying he wanted to start a race war. all those theater shootings starting to change policy. a popular movie theater has increased its security following several deadly shootings. employees of remorse gal cinemas have started searching bags and backpacks. it does come after deadly shootings inside theaters in colorado and louisiana. remorse gal entertainment group owns roughly 600 theaters nationwide and here in the bay area there are theaters in berkeley, oakland, dublin, san ramone and san francisco. a fallout after a powerful explosion rips through a motel in washington ate. we are learning it may have been set on purpose. it happened in bremerton just west of seattle tuesday night and you can see the blast there on camera. right after that a quick thinking employee evacuated the building and witnesses say they saw a suspicious person coming out of the building near the gas

meter shortly before the blast. meanwhile, a gas worker responding to a call at the hotel still in the hospital this morning. the gas company says the worker has been an employee there for -- since 1982. he suffered a broken had neck and back and has severe burns, but miraculously no one was killed. a forewarning now, this next video may be difficult to take in. she was trusted to take care of pan's best friend but instead a burlingame dog sitter caught on camera allegedly beating a dog. >> stephanie chuang is live in burlingame. investigate err are asking people to watch the video because they want to try to build a case against this woman. >> reporter: they do. it's a tough case for the peninsula humane society and spca here in burlingame which are both hoping to get more evidence against had this woman. as sam mentioned the video you are about to see is pretty disturbing as to a warning there. investigators say the woman you see in the video is a professional dog walker, dog

sitter, paid to take care of people's dogs. you see her pick up a dog by its neck and hen slam it to the ground twice. it appears that's what happened. the humane society and spca say unfortunately this is not the first time he have they have heard complaints about this woman and now they are asking for help on building a criminal case against her. >> we had heard from that neighbor and another neighbor previously over the last ten years but we never had any real solid evidence until we received that video clip. >> reporter: animal care workers took 11 dogs from the woman, three are her own. the workers say hell not return those three until she can prove they will be safe. investigators are not releasing her name because she has not been charged with a crime by could be misdemeanor or felony animal abuse. they want help locating the owner of the dog in that video because they want to make sure the dog is okay. he can suffer broken bones because he is so small and want

to hear from anybody else who had a dog in that woman's care. stephanie chuang, "today in the bay." safer nail salons in san francisco, that is the goal of a special task force that's created to protect nail technicians who work with toxic chemicals. this afternoon advocates for nail salon workers will join assembly member david chu to launch the healthy nail salon task pores. it focuses on educating on alternatives to toxic chemicals that are currently in use. berkeley's controversial right to mow cellphone policy is expected to get its first real legal test. berkeley city council members voted retailers to warn customers about the potential for video frequency exposure from their cellphone. a hearing is scheduled today in san francisco that will include the possibility of an injunction. berkeley's new rule took effect this month. >> time to get a check of your weather with meteorologist kari hall. one more day of relief before
