air drops will resume this morning. >> so far 2,500 acres are burned and it's only 5% contained this morning. >> we do have team coverage of the wildfire, meteorologist kari hall tracking the winds in the area which have picked up some steam, but we begin with bob redell. he is live near the fire line line in livermore. >> reporter: sam and kris, i can tell you we are definitely feeling that breeze out here, as kari has been mentioning for about the past hour or two which is not helpful for 50 firefighters who are trying to put out this fire several miles +n behind me. fortunately this wind is blowing east away from the population. this fire is only 5% contained, this is according to cal fire. and they've only -- they've already burned -- this fire has already burned 2,500 acres. as is the case in any fire the

priority for firefighters has been to save and protect life and property. >> we're just trying to get ahead of the fire. back there you've seen a couple structures that have burned and our crews were able to save three of them. >> we did lose one uninhabited structure but saved numerous other structures to that was a feel good moment for us. very aggressive fire, fast moving, wind driven and topography driven as well. reporter: the one structure lost was vacant, it was located at the carnegie motorcycle park. again, several miles down the road where this fire was burning. you can't tell by the video it's very remote, a lightly populated area. as far as that air assault, hell be remorse launching aircraft once the sun gets up. yesterday they had two choppers and five tankers out here. not clear if they will have that same numbers again. we expect that to increase once the chiefs get a better look. 5% containment.

reporting live here in livermore. bob redell, "today in the bay." we turn things over to meteorologist kari hall who is tracking the weather conditions near the fire. earlier you were talking about gusts nearing 35 miles an hour. >> yeah, that's what we are expecting as we go through the day. the winds coming from the southwest. the temperature is at 58 degrees and today headed up to 89. so with the gusty winds and then the humidity dropping of course conditions will go down hill as the crews try to get that under control. this morning the best time to try to get a handle on that brush fire. winds coming in from the southwest blowing the smoke toward the tracy area and it will be moderately humid today and dry weather conditions heading into the weekend. so unfortunately hopefully they will get had under control before those temperatures unfortunately warm up as we head into the weekend. i will have who are on that, what to expect elsewhere across the bay in a few minutes. back to you. stay with us as this story

continues to unfold. we're going to keep you updated on the livermore fire and fire conditions throughout the bay area this morning. when we are not on the air we are updating our digital plat forms. now it to a developing story. fire officials say they are devastated by the tragic loss of three of their own killed while battling a wildfire in central washington. the firefighters were involved in some sort of crash before flames overtook their rig. it happened near the town of twisp about four hours northeast of seattle. the three firefighters were fighting a smaller fire when the winds shifted unexpectedly and turned back on the crews. four others were injured, one of them is injured critically and two towns are under evacuation orders so about 1,000 people were forced from homes. >> they just said leave. like leave right now. and the wind shifted. we were -- the wind was blowing in the opposite direction. >> 200 homes are still threatened at this hour but

meanwhile we mow the three firefighters who died worked for the u.s. forest service. however, their names and their home towns have not been released. some people taking note of the firefighters' efforts before evacuating. take a look at this sign. firefighters, had also just a house. please stay safe. one of our reporters from our nbc station in spokane, washington, pound that sign from folks who want to protect their homes but also don't want a loss of life. >> good to have some perspective. we have an update on a local a fire, it burned for 16 days, stretched firefighters to the max. this morning we mow now the cause of the rocky fire in lake county. cal fire tells us a gas water heater malfunctioned in an outbuilding and that triggered the 77,000 acre wildfire. the rocky fire forced 13,000 people to evacuate and it burned 43 homes. happening today, the contra costa county sheriff's deputy who drowned while trying to save a friend will be honored by friends and family today. carlos francies jumped into lake

tahoe last thursday in an unfortunate and deadly chain of events. his friend had just leapt into the water to help francies' sister. everyone made it out of the water okay except for the deputy. funeral services will be held at 10:00 this morning in sacramento where francies lived the 30-year-old deputy worked at the martinez detention facility. an unusual move by the oakland police department. they held a private screening of body camera video stemming were last week's deadly police shooting. the goal is straight forward to help vin the skemt iks about what happened. nate wilks was killed ben officers opened tire. jodi hernandez was among the select reporter's at yesterday's viewing. jodie reporting she saw officers repeatedly yelling to drop the gun and bet on the ground. the suspect ran towards officers with what+puñ appeared to be a in his hand.

the attorney for the involved involved said they feared for their lives. >> the suspect's mother who also saw the video says she believes her son did not appear to be pointing a gun. instead just running with an object in his hand. >> they were wrong and there needs to be justice for him because they had no -- they had no reason to shoot him like that. >> the oakland police chief says the video will be available to the public after the investigation is over. new had this morning a wet mess on the streets of san francisco following a high speed cha is that spanned a couple counties. it started just before 3:00 this morning in san leandro as a chp officer tried to pull a woman over who they suspected of driving drunk, but that woman did it not stop and instead she drove through oakland and hopped on to the bay bridge topping speeds of 100 miles an hour. eventually she crashed into a fire hydrant on mission street and you saw the water shooting hundreds of feet into the air.

ultimately that driver was taken into custody. this is disturbing video to watch, but the hope is it might put a to.to future animal abuse. a woman who runs a dog sitting business in in burlingame accused of abusing a client's dog. investigators asking for help in building a case against her. steph, investigators trying to get in touch right now with the dog's owner. >> reporter: that's right, sam, as well as the owners of any other dogs that have been in this woman's care. the peninsula humane society and spca says this woman is paid to take care of other people's dogs and a warning the video you are about to see is pretty disturbing. in it in the footage you see caught on camera by a neighbor the woman appears to grab a small dog by its neck, carried a little distance and slams the dog to the ground at least twice. investigators with the humane society are working to build a case against the woman who they say has run a dog walking and sitting business in burlingame

for some years. they are also trying to find the opener of the dog in the video to make sure the dog is okay. >> size getting slammed to the ground so forcefully the dog could have a broken bone or several is broken bones. that's what we want to make sure the dog is getting treated. >> reporter: animal care workers seized 11 dogs from the woman, 8 of hem are clients dogs and the other three are her own. the humane society says it will not return her dogs until she can prove that they will be safe. she has not been charged with a crime so investigators are not releasing her name nor her business but the attorney says the charge could be animal abuse and that can be either a misdemeanor or pell knee. live here in burlingame, stephanie chuang, "today in the bay." >> hopefully they are able to build a case. police in palo alto want you to take a good look at this sketch. a couple told police that they were walking tuesday night on the san francisquito trail own a man that looked like this pulled

bay 82, san francisco expect a high of 69 degrees overall a very nice day. i will show you the weekend what it look like coming up in a pew minutes. let's see how the morning commute is going. looking at the dublin area, the dublin grade moves nicely, it's west 580 approaching from the livermore side that is jammed up right now. we will he will tell you why. look at the map. there are no more flashing lights. they have all arrived on scene at 680. two lanes blocked for westbound 580 at the dublin interchange. this is a bad spot. chp doesn't know how long it's going to take to clear that overturned pickup. that will impact folk coming down highway 84 as well wl in sunol. in the south bay also a slow down north from capital to curtner for 87 because of a crash on the southbound side that's a distraction. the rest of your south bay commute is moving smoothly. any recovery over at the bay bridge. the bay bridge toll plaza has all lanes cleared, that earlier crash is out of lanes.

a major issue this morning in livermore. >> it will still be windy throughout the day, sustained winds at 15 up to 20 miles an hour, wind gusts even higher. as we get a look at the bay bridge we see the low clouds back with us this morning, they will slowly clear to give us a sunny day and because we can't see the sunrise let's take a look from atop mt. hamilton from the lick observatory. the marine layer is thick in morning and clouds settling am below the mount taun tops. our temperature is at 63 degrees am livermore, our temperatures will be climbing as we go through the day but still fairly comfortable and winds coming in from the west to give us a nice cool day with that natural air conditioning continuing. the wind speeds at lunch i am will be at 10 to 15 miles per hour, getting stronger today as the skies clear we will have slight sunshine and nice ocean breeze. highs today average for this time of year in some spots slightly below. san jose 83 degrees, palo alto

78 degrees and the castro at 67 degrees. mostly sunny skies for the north bay, 84 degrees in napa, concord also 84 and dublin 87 degrees. that hot high pressure we had to start out the week has moved to the south and east. the coastal fog keeps a cooling trend in place for the next couple of days but this weekend will be kind of in between weather systems and our temperatures going up a couple of degrees, but we are not talking about a sizzling weekend across the bay. mainly 70s and 80s, no 90s, no triple digits. it looks like a great weekend for outdoor activities and also for that firefighters weekend after you send is the kids back to school. let's see how the commute is going. we are looking at a better commute promised for dublin. west 580 still jammed up. look at the map. but the crash that kicked it off has cleared, that overturned pickup made quick work.

garcia-cannon. >> and i'm sam brock. an update to breaking news right now. moek and flames spreading in the tri-valley. right now a fast moving wildfire still burning out of control just east of livermore. those flames are moving towards tracy and homes are in the fire's path into,500 acres are burned and the fire in blanketing the area with thick smoem. we have team coverage of the wildfire this morning. meteorologist kari hall tracking the winds in the area that will affect the fire fight but we begin with bob redell who is live near the fire line in livermore. as day break comes, what do you see? >> reporter: fortunately this fire is burning in an area southeast of our location here at this road block at tesla and greenville an area that is very remote, there are few people and few homes. cal fire are reporting 2,500 acres burned, as the sun is coming up we do expect them to update us with new numbers. they will probably show that this fires has extended over the

nighttime hours. right now the containment is only at 5%. this brush fire started yesterday afternoon around 2:30 near tesla and corral hollow roads. first report was 100 acres, then it grew to 500, within four hours it quadrupled to 2,000 acres. because of the conditions that have been very cry, very windy and very scary for a couple of horse ranchers to live out in that area. >> we have got 61 horses out. luckily we have pleny of rigs that can do it. that one hauled six and the rest hauled four and good friends that came and family and -- >> the smoke came and the fire chief said it's time to evacu e evacuate, in ten minutes. >> reporter: the 250 firefighters working this event called the tesla fire did save the few homes that are located in that remote area, they only

lost a vacant structure at the carnegie motorcycle park. reporting live in livermore, bob redell, "today in the bay." thank you. we will turn things over to meteorologist kari hall. we have been talking the weather conditions, kari. anything change is this. >> it's been to windy there overnight and throughout the day we're expecting more of the same. the temperature is a cool 58 degrees but about will warm up to 89 degrees today, humidity high at 95% and some low clouds there today, expect the humidity to drop down to 33%. with the winds coming in from the southwest sustained at 15 mile an hour we have once again hose higher gusts, it is blowing the smoke over toward tracy. the temperature trend starts out at low clouds, the sun comes out, the wind picks up and we will also have lower humidity back down into the lower 60s tonight. so of course we will keep you up to daten o the wildfire conditions there. also heading into the weekend.

week. yesterday the former head of san jose's office of the independent police auditor filed a complaint against the department saying that shooting raised a number of red flags. the suspect richard jacquez was not armed when he was shot in the back running away were officers on monday night. michelle alley police said swraks was reaching for his waistband when officers opened fire. they have since backed off of that statement. sjpd leaders continue to stress that the shooting was justified because police believed jacquez planned to kill a woman who knew too much about the killing of another man in san jose last week. a high ranking police official says officers are being unfairly for raid in the media. the president of the san francisco police officers association says that people and the media post stories and pictures online and then judge officers with no context. often those incidents involved minorities. >> they are constantly under the microscope and they are being second guessed and monday morning quarter backed by certain members of the media or

politicians or activists. many times it's -- it's just unfair. >> to counter that the association fully supports the use of body cameras, but some people dispute those accusations that police across the country are being misrepresented. >> police officers have a long egregious history of abusing black and poor beam in our community. to tell us that we are overraekting and stair owe typing them is not only irrational it's insulting. >> the san francisco police officers association plans to make its case by working with local radio stations and releasing videos of officers doing positive things in the community. new this morning, a wet mess on the streets of san francisco following a high speed chase that spanned a couple of different counties. started just before 3:00 this morning in san leandro as a chp officer tried to pull over a woman he thought was drunk. the woman drove through oakland,

hopped on the bay bridge topping speeds of 100 miles per hour and finally crashed into a fire hydrant on mission street as you see right there sending water spewing into the air. that driver was taken into police custody. it's been a long road in a very painful one to getting a suicide barrier on the golden gate bridge but it's about to get a little shorter. last year board district members approved a new barrier, now that price tag is expected to run about $70 million, maybe a little higher, and take three years to build. in meetings planned for today and tomorrow the board is expected to approve the first real funding to hire a project consultant. any construction likely won't start before next spring. it is disturbing to watch but this next video could help put a stop to future animal abuse. a woman who runs a dog sitting business in burlingame is accused of abusing a client's dog. now investigators are asking for help in building a criminal case against her. to get in touch with the dog's owner in that video and they say it's hard to watch but you might actually help if you to. >> reporter: that's right. that's the hope. you know, the dog owner is out there somewhere in the peninsula humane society here and spca hoping to get am in touch with the owner to make sure the dog is okay. they're worried the dog may have suffered broken bones. on that note the video you are about to see is pretty tough to watch. investigators here saying that the woman you see caught on camera by a neighbor is a professional dog walker and dog sitter. you see her pick up the dog by the neck and it appears she slams the dog to the ground twice. they say unfortunately this is not the first time he have gotten complaints about this woman and they are asking for more help in building a criminal case against her. >> we had heard from that neighbor and another neighbor previously over the last ten years, but we never had any real solid evidence until we received that video clip. >> reporter: animal care workers

bay, oakland 74 degrees and dublin a high of 87 degrees. overall a very comfortable day, great way to head closer to the weekend. i will show you that weekend forecast as it gets a little warmer. that's coming up in a few minutes. let's get a look at traffic with mike. we have a chp and tow crews making quick work all around the bay this morning. this jam north 101 getting a little bit better or at least better news. north of 680 at mckee there was a crash, it was in lanes for a short period of time until they were able to complete clear all lanes. a slow down from clal expressway. look at 87, a jam from 85 jamming up around capital up to curtner. better speeds towards downtown. the build is on for 85 and 1280. westbound 580 better news that earlier crash at the dublin interchange cleared. another one over to the shoulder. that backup builds out of livermore and toward the dublin area. a slower build southbound 880
