staying somewhat stable around 600 right now. >> we will provide you with updates throughout the morning as we keep a close eye on u.s. markets. we will be back in 25. test. this is an nbc news special report. here's matt lauer and savannah guthrie. and good morning, everyone. this is an nbc news special report. 10:00 here on the east coast. 7:00 out on the west coast. it has been a brutal start to the day and week on wall street. the dow down more than 600 points right now after plummeting more than 1,000 points down just after the opening bell. >> let's get right to cnbc, they're keeping a close eye what is going on. you definitely are on a roller coaster this morning with the markets. what's behind all of this? >> basically, global growth worries. the market is worried that the global economy is slowing down and china is one of the biggest

economies in the world and their stock market and economy have been slowing dramatically. we've seen big losses in the chinese stock market. and although it might not seem important to u.s. investors, the problem is that a lot of big companies like mcdonald's and apple and intel, they all do business in china. if the chinese consumer pulls back and can't buy their products, it really hits their bottom line. wall street is very worried about that. they're also worried because the chinese government authorities which control that market don't seem to be putting in place the type of support that that market needs right now. so as a result of that, the selling intensified overnight in the european markets and the asian markets. and that's why we saw that 1,000 point plunge in the dow jones industrial average. we're down 600 points but it looks like it's starting to steady out a little bit. it's going to be a rocky day, certainly, but at least we didn't go back down and test that 1,000 minus point again on

the market. >> all right. sue, thank you very much. obviously, volatility something we're going to be keeping an eye on over the next several hours and next couple of days on the markets. we're going to have much more on cnbc right now and here on "today" for our viewers on the west coast.ah guthrie. this has been an nbc news special report. hi, we're back now, 10:02 on the west coast as we follow a rough day on wall street. here on the "today" show, let's bring in jim cramer, host of "mad money." he's at the stonew york stock exchange. investors are trying to get comfortable with the level of the market right now. did anything happen over the weekend after that 530 point drop on friday that intensified the selloff this morning? >> yes. china which unfortunately is the second largest market, unfortunately because we are

taking our cue from them, did pierce the key 3500 level that triggered a great deal of selling over there. i don't like us to be linked to china. even april which will is got most exposure, i commuted with tim cook this morning who indicated that sales of their iphones had accelerated in the last couple weeks. so we shouldn't be as linked to kline as we are. but now we're all in one world now. that means our market comes down perhaps to the benefit of people who are 100% cash who have been waiting for a decline. >> talking about a correction and we're overdue for one. is it that what we're seeing or is this jump-starting a correction that may should have happened, you know, 18 months ago? >> i think that's great question, savannah. if you look at previous corrections that were imported from overseas, it would take the dow down to 15,000. i'm not saying that's the worst case scenario, i'm saying that's the average scenario. we should remember that our country is much stronger than china in terms of our banking system. their banking system is weak. it is very easy to panic.

as matt and i talked about this morning, pan sick not a strategy. you're getting a reprieve to sell. i expect to revisit the declines again for fear of tomorrow what happens with china which is a very unstable situation. >> by the way, you were talking only about china so far, jim. other people have said that last week's troubles on the markets are in the markets were also a result of oil prices and some indecision on the part of the fed. has that now been factored out? >> yes. i think that the federal reserve at this point could come out and say we're not going to raise. it would certainly be important. i always waffle over oil. there are four states that are directly involved in oil. at least 46 that are actually beneficiaries. gasoline prices are going to go down. the cost of most of the products are made in this country go down. earnings per share should go higher. the euro out november where got strong versus the dollar. i know that i'm -- i'm not attesting to be calm. i am calm. i mean there's just not -- this is not a systemic risk 20007,

2009 situation where, matt, i think you are kmebting that i would happy to tell everybody out for the next five years. i'm not doing. that. >> a lot of people that don't pay attention to the market as closely as you do see drops like this. their hearts sink. they say is this going to be another financial crisis? are we on the verge of recession? in fact, the u.s. economy is funneled. fundamentally strong, is it not? >> yes. i saw steve yes and it was down at 1.20%. i think that other than the fact they don't carry cigarettes and people smoke more during a decline, that is an opportunity. i'm not telling people to jump in that aggressively. put a quarter of the cash in. if you haven't put anything in your 401(k) or ira, i would do that at the end of the day. i think that could be the weakest moment. i'm not telling people to flea the market. we're down a great deal. if you have an opportunity to buy dividends that are twice what the ten year treasury

yields, i'm sorry, you got to take it. >> yeah, but the headline is you got to have the stomach for volatility at least in the short term. >> well, i think that's true. but this is my eighth crash, matt. i mean, i can't -- it happens. fields like the other seven. i don't know. maybe the next two will be similar. >> you're kidding and you say feels like the last seven. you made the point with me on several occasions that the conditions throughout the economy are very different right now than they were back in 2008. >> yes. they are. this is not what we call systemic risk. i'm not worried about our banking system. it's the most solvent i've ever seen it. i'm concerned that stocks have such a big move. people forget what a correction is like. there is some panic. i'm sure people will see it down and call their broker on mutual fund and pull money out which is not my advice. and then tomorrow might be a little better price. but i am also confident about the fact that our country is strong. it's just that our stock market is fragile.

when a stock market is fragile but our country is strong, like that. >> some people heard you use the word crash but you're not talking about that in this case. >> no. clearly there is a crash in china. i think it's on going. their market has got another 1,000 points to fall. that's a 30% decline before i would even feel remotely safe about that market. but you know what? our economy very strong. our dow probably still 1,000 points too high before i would feel like, you know what? it's dirt cheap. we're not dirt cheap. but we're also not as expensive as we were three weeks ago. >> all right. jim cramer, jim as always, thanks very much. we tell people they're going to have much more information on cnbc all day long. >> he says that is the calm jim cramer. another big story this morning, heroes. the americans who overpowered a gunman on a train headed for paris were awarded with a big honor this morning. the highist -- highest civilian award. >> good morning, savannah.

it's an intense three days for these americans. traveling through europe together, childhood friends. never imagining they would have to take down a gunman on a train or be invited to the presidential palace here in very windy paris. their vacation has been cut short but they're leaving with france's top honor. >> reporter: arriving at the president's palace in paris, three modest americans. spencer stone, alex garlatos and anthony sadler receiving france's highest honor, a hero's welcome in the city of light for their bravery in disarming this man on a train. who was armed with an ak-47, a pistol and a bofbox cutter. a 26-year-old from morocco known to authorities in spain and france for alleged ties to islamic extremists. in their own words, the

americans giving reporters a play-by-play of the harrowing incident at a press conference. first the three men hear a gunshot and the sound of breaking glass. they turn and see the man struggling with an automatic weapon and immediately tackle him. during the struggle, they say he pulled out a hand gun and box cutter, slicing spencer in the arm. using their fists and a choke hold, the three men final lly render him unconscious, tying him up with the help of other passengers. >> we saw him cocking the ak-47. at that time he would do something or die. >> he seemed like he was ready to fight to the end. so were we. >> spencer was injured in the assault but ignored his own injuries to help a fellow passenger. identified as a french american. for the three men, friends since middle school, it was all for one-and-one for all. >> i saw spencer get up. i saw alex get up. and those are my close friends. i was just like -- i couldn't let them go alone.

>> fit wasn't for them, i would have been dead. >> alex and spence rer headed to germany next. we're not sure on the timing there. but spencer has a pretty bad wound to his hand and he's going to get more medical attention for that. as for anthony, he's headed back to the united states eventually and, guys, all three of them said we can't believe still that we're going through all of this. >> we're awfully proud of them and the action thez took. >> kelly, thank you. let's turn to the presidential race and the question on a lot of minds, is vice president joe biden closer to a run? a weekend meeting is serving to fuel that speculation. nbc national correspondent peter alex and alexander has more on that. >> this is the story lighting up the political word. joe biden, at least according to his team, making a last-minute trip to d.c. over the weekend to meet with a woman that many liberals wanted to run against hillary clinton. and this morning "the wall street journal" is reporting that biden is increasingly

leaning toward a run if he can mount a competitive bid. >> reporter: neither vice president biden nor elizabeth warren had to be seen for the message to be loudly heard. an hour long private lunch at the vp's residence. the surest sign yet biden is seriously weighing the 2016 run. >> you are ready to get throughout and fight? >> reporter: warren, a darling among progressives may be the second most prominent democratic woman trailing hillary clinton. but she's been lukewarm at best about clinton's campaign. most recently during an interview with wbz in boston. >> was irt to anoint her as the come knee so early? >> i don't think anybody is anointed. >> reporter: people briefed on the conversation say that biden and warren discussed policy issues important to progressives and touched on both parties' primary campaigns with biden making it clear he was seriously considering a bid of his own, still, he did not directly ask warren for her support. >> it has nothing do with me. >> reporter: with clinton still

fending off questions about her use of private e-mail, biden allies see a potential opening. this recent poll showing only 37% of voters say they find clinton honest and trustworthy. 57% don't. biden's numbers just the opposite with nearly 6 and 10 saying they trust the vp. some democrats think a biden challenge could benefit clinton. >> she is a terrible frontrunner. but she is a marvelous kan candidate. >> biden's aides said he would make a decision about it end of the summer that, deadline could slide. most agree if he chooses to run, biden would have to do it in time for the first democratic debate october 13th. and a long time democratic strategist tells me that biden's team understands his best chance to enter the race is to be effectively drafted, welcomed with open arms where he would be seen as a party savior not a party spoiler. savannah? >> all right. peter, thank you so much.

chuck todd is nbc's political director and moderator of "meet the press." i don't think you have to read the tea leaves to closely to conclude that he really wants to run, look forg a path. >> exactly. you don't do these things, you don't leak out the elizabeth warren meeting. you don't gather all the meetings. he wants to run. he wants to find a rational to run. he doesn't want to lose. he doesn't want to just do this to say he ran a third time. but he is looking for a way in and to peter's point, he's looking for -- he's looking for a groundswell. that's not there yet. and i think the hope in leaking out the elizabeth warren meeting for biden is to send a message to progressives. we focus on hillary clinton, there is another person in this race doing pretty well, bernie sanders. it's the elizabeth warren wing of the party that sand serz doing well with. he's hoping that maybe hinting about warren, hey, maybe she'll be a running mate type of thing, will create a groundswell. he needs that. >> he is trying to say, i could be your guy. >> i could be your guy. >> right. seems like hisself imposed

deadline of end of summer to disguise keeps slipping later. he is stalling to see if hillary clinton -- there's another shoe to fall? >> number he's not waiting for. that he's trying to put together a campaign. they've been making a lot of calls. i talked to people who have been -- there have been outreach to whether it's donors, whether it's strategists and key states. so it's about putting together the infrastructure. this is going to be very expensive. he has to use cost plane. he has air force one i. the down side, he has air force 2. he has to pay for it. he has to put together a big infrastructure. the deadline of october, the first democratic debate is set for october 13th. >> and president obama, i mean he's studiously avoided this so far. >> he's been on vacation for the last two weeks. he's back today. he can avoid a question today. maybe he avoids it tomorrow. at some point this week he's going to say something privately he's been very supportive of the idea. but he's not told by me yes or no when should run. it will be interesting to see what he says.

>> they have the weekly lunch today. >> we'll see. maybe -- the shouting question, at some point the president will say something. >> chuck, thank you very much. >> chuck talks about a groundswell, that's what joe biden is waiting for to get in or not. we had a facebook survey on the show on friday. we asked people should joe biden enter the presidential race? 56% of you said no, 44% said yes. >> biden wants to seat numbers go up if he's going to go through all. this let's turn to tameron now. >> i like that. >> a lot to discuss this morning in the news. let's get caught up. first up, multiple explosions lit up the night sky at a u.s. army depots near tokyo this morning. the u.s. army says the building that exploded was storing expressed nitrogen, oxygen and freon. no injuries were reported. japan's chief cabinet secretary said today that the incident triggered anxiety among

residents living near u.s. bases. he demanded that the u.s. take safety measures to prevent such incidents from happening again. the cause of the explosion is under investigation. british police say the death toll from saturday's air show crash could rise as high as 20 people. a fighter jet slammed into a busy highway in southernening glanld after the pilot failed to pull out of a maneuver. officials say 11 people are highly likely to be dead. but crews are still digging through the wreckage. the pilot remains in critical condition. indycar driver justin wilson is in a coma after he was hit by a large piece of debris during a crash at pocono raceway. it happened late in the race. driver sage carmon spun into the wall and one of the pieces hit wilson in head. he then veered left and hit a wall. wilson was airlifted to a nearby hospital. the descent has renewed the

conversation about how to make the sport safer for drivers. and congratulations to actor and comedian tracy morgan. he got married sunday night to his long time fiancee megan. the first photo from the ceremony was provided by people. it's a beautiful picture. it was a ceremony with a few close and friends including the couple as 2-year-old daughter. the wedding comes 14 months after morgan was critically injured in a highway crash. we're told "people" magazine after almost losing tracy last year, i'm so grateful to finally be married to the love of my life. and people report that tracy morgan wanted to walk down the aisle without using his cane that we've seen him with even when you interviewed him, matt. he did just that. beautiful news. >> happy for them. thank you. >> we are dealing with a big area of high pressure across the southwest. that is going to keep the heat around. temperatures up around 100 degrees. but in the northwest, it's actually going to help

>> it will be a comfortable day with skies clearing as those clouds roll back to give us a sunny afternoon. right now it's in the lower 60s across the bay area with highs reaching into the 70s and 80s. san francisco today 70 degrees, 71 in the east bay, tri-valley topping out at 87, 83 in the north and south bay and in the peninsula today look for a high of 79 degrees. let's see how the commute is moving with mike. things are starting to shift from the peninsula slow south already for about the last half hour from university to embarcadero. look at your map, that's a slower drive. also eastbound 237 a crash distracts the westbound commute direction so that is an issue in through sunnyvale. northbound 101 buildings but 87 just starting to recover now. there's the build for silicon valley. now, the east way a slower drive for southbound 880 bunching down around auto mall parkway where a crash still on the shoulder.

and i will -- answer to her about that. >> reporter: other lesser known users are reportedly receiving letters threatening public exposure from extortionists. the anonymous letters demand blackmail payments in the form of online currency bitcoin with a promise of silence costing a few hundred dollars. those behind the letters warn recipients they have a week before their identities are publically revealed from the dark web. now one canadian man who said he briefly joined ashley madison square garden after his wife died from breast cancer is taking on the website. he's joining a $578 million class action lawsuit in a canadian court against the companies that run the service. the man claiming he never met anyone from the site and never cheated on his wife. one of the attorneys claims some users named haven't subscribed to ashley madison in years and

>> we don't give them antibiotics. we don't give them hormones. >> reporter: raised and certified organic and grass fed, consumer reports this is how cows destined for store shelves should be raised. in an article titled how safe is your beef. >> beef, it's what's for dinner. >> reporter: it's what's for dinner to the tune of 66 poubd pounds a year for the average american. in the investigation consumer reports purchased 300 packages of ground beef from 103 stores across the country. the magazine categorized 181 packages as conventionally produced. cows raised on feedlots, grain-fed and given antibiotics. the other 119 packages were sustainable from cows which were either grass-fed, usda organic or antibiotics free. the samples were analyzed for five types of illness causing bacteria. >> there was a significant

you're saving your this is an nbc news special report. here's matt lauer. >> and good morning, everybody. we have some breaking news it's a brutal start to the week, the day on wall street. the dow down 800 points right now. of course this comes after a global sell-off overnight. fueled by a lot of concerns with the economy in china. cnbc's dominic chiu is at the headquarters. i have been watching it, over 800 points what's the latest? >> matt, we are now down over 1,000 points on the dow. we went down 1,031 points, and we're down nearly 6% in one day. this is just in the first three minutes of trading. now up, this is not about panic but about traders trying to figure out what the right level

is for the current stock market. for a lot of investors out there, it's also about trying the figure out what their risk tolerance is in the market. we haven't seen a lot of these types of moves especially to the downside. many say since the great financial crisis. back in 2008, 2009. so for a lot of people, this is a very, very stark, very, very staunch reminder that there is risk in the marketplace. we are about 965 points on the dow right now. >> dominic, putting it in perspective and in the course of the last five days, a terrible week capped off on friday when it dropped 531 points. are we seeing an official correction? >> we did, matt, and that's a good point. as of friday's close we did pull back more than 10% in the dow jones industrial average. yes, we are in the correction territory. that is -- very negatively by some traders it may be an indicator for more downside to

come. it's interesting to put it in perspective. last week, the headlines you saw in the papers this past weekend said that the dow jones industrial average lost about 1,00 1,000-plus points in five days and we lost that in five minutes of the trading day. it will be interesting to see whether there's any kind of stability that's found right w now. the headlines of course right now are certainly not positive here. >> when you talk about stability though, aren't there some systems in place that would stop the carnage after a certain level of loss, dominic? >> there are. there are policies that are put in place by exchanges and in essence, to allow people who participate, who are involved directly with markets and exchanges to kind of put speed bumps up and stop signs up so that things can be halted and reassess and reopened and then halted again. there are a number of those emergency type measures being put into place.

but a lot of people feel strange about this. the last time we saw these instruments employed it was during the financial crisis. this is by no means the financial crisis right now. we're a much different country and economy than we were back then. much healthier some would argue, but it does provide some flash backs not in a good way about what it was like during those very, very bad days during 2009. >> we talked earlier on our show, dominic, about opportunity. a lot of people see this as devastation. others see it as opportunity. but do you hold back on opportunity until you get what you just talked about? some stability for the moment? >> that's tough. i mean, everybody should talk with their own financial adviser. what i would say is this. it's very, very difficult for anybody, trader, investor or otherwise to time the market. you can't say this is the very bottom, i'm going to buy now. or this is the very top, i'm going to sell now. many financial advisers will tell their clients and sit down

and figure out whether stocks or bonds or what investment is right for their portfolio and what kind of weighting should it have. this is a big reminder for a lot of investors out there, this is about dollar cost averaging. use opportunities to buy in small chunks and do it over time in the long run. >> a lot of people are focused on that number on the upper right of the numbers, down 885 right now after that 530-point loss on friday. people will be watching the market. dominic chiu of cnbc, thank you very much. we'll return most of you to "today." i'm matt lauer

a good monday morning. it's 9:26. i'm sam brock. a developing story we continue to follow in the south bay. san jose police looking for two men they say got away after an overnight shooting that left another man dead. this happening at midnight in east san jose. officers responded very quickly, and they thought they had the man surrounded. but eventually police called off the search after they believe they left that neighborhood. also happening today, two santa clara county supervisors are going to explain their recent anti-oil train resolution. cindy chavez and ken yeager oppose a plan that would allow transportation of high sulfur crude from santa maria north to downtown san jose. critics cite an environmental impact report that indicates
