"today in the bay" starts right now. thank you for joining us. i'm sam brock. >> and i'm laura garcia-cannon. let's get a look at that forecast for this this tuesday morning. good morning, kari. >> good morning. we are feeling some cool weather right now, but it will be another warm day, even warmer than yesterday. let's take a look at those

microclimates right now. it is it is 60 degrees across most of the area, look at the north bay now, 57 degrees, and the clouds are here for now, but we will be clearing out this afternoon. a high of 84 degrees can be expected in the south bay as well as the north bay. san francisco 72 degrees, the east bay 82 and the tri-valley 92. starting to heat up in a few spots and now mike is tracking some problems around dublin. >> that's right. the dublin interchange. we're looking over here, the best view i could see, the focus is tough but west 580 moves surprise lengthily smoothly because the connector to 680 is closed. a gravel rig has overturned one of its trailers. there's gravel all across the roadway, we need a sweeper truck and another truck to clear that trailer. we it don't know when this is going to reopen. so far 580 moves smoothly, but to get over to 680 you have to

loop around and make that on ramp/off ramp from the opposite direction. the bay bridge toll plaza we don't have all those cash takers ready. we begin with developing news on wall street. we will be monitoring the stock markets all morning after a record setting dive minutes after yesterday's opening bell. already this morning we're seeing client please tox crumble for the fourth day in a row, but it's not all doom and gloom, a positive sign, european stocks are trending up and u.s. stock futures are pointing to a a rebound. we will have live coverage from cnbc headquarters on what is expected today. overnight flames sent one person to the hospital and left many others without a home. this was a two alarm fire that broke out on shot -- well street in san francisco. that's in the higs district. >> "today in the bay" stephanie chuang joining us live from the scene where crews are still mopping up. steph, one person was even

injured. >> reporter: well, the good thus is only one person sent to the hospital, but most people were here on shotwell near 20th where this is a three story apartment building, it's senior care home, the top floor where all the damage was done where the fire was was where there were two caretakers sleeping when this all broke out. the crews are actually still here even though the fire was out around 12:20 this morning because there have been flare ups, a half a dozen of them. the interesting thing here is there's a lot of fuel in the attic, lots of diapers, that was actually the most leent flare-up around 3:15 this morning. let's take a look at the footage shot by one viewer who saw the flames shooting up from the roof of the building, the fire spread to a mention door building with five apartment yunlts. a manager of the facility tells me the fire alarm went off and the two people on the top floor couldn't see anything, someone from across the street yelled and they opened the door to see

the fire. the red cross still helping 12 people looking for housing this morning and giving them support. >> the trauma of being woken up in the middle of the night looking at flames, which is what happened to some of these folks, people that maybe are a little -- you know, a little less plugged into what is going on around them, just the disruption of a normal routine is very, very difficult. >> reporter: an arson investigator was out here overnight but that is standard protocol. fire crews will be out here throughout the morning to monitor for those flare-ups. in all 15 people needing housing for the long-term it looks like because of all the damage that's been done. fire crews say they will be here. we will talk about the challenges for those residents coming up in the next half hour. stephanie chuang, "today in the bay." at 4:34. happening today, the man accused of killing a police officer in hayward is expected am inner court. 21 injured mark astrada is expected to enter a plea. he is charged with hurd for the

death of sergeant scott lunger. according to court documents police found blood on the driver's seat of astrada's truck and empty casings on the floor. astrada's family insists he is innocent. there has been a lot of security breaches at sjc. no more going over the fence. san jose international getting millions of dollars to improve its perimeter security. this coming after ief security breaches over the past 18 months at sjc. $3.4 million coming from the faa that will allow the airport to raise the height of the north and south sections of the fence from 6 feet up to 10 feet, plus top it with razor wire. the airport hopes to install motion detectors and infrared cameras in the coming years. >> that's our priority, to provide safe traveling environment for our community and the money that were announced today will go a long way had helping us further that goal. >> the new fence should be

finished by may. you may remember in april of last year a 15-year-old breached the perimeter and snuck aboard a flight to hawaii sitting in the plane's wheel well. more recently in in march a woman scaled the fence and walked right across the tarmac before she was ultimately caught by airport officials. 4:36. want to ee what we're in for weatherwise. >> it will be warmer this afternoon. right now not so much, we are starting out with our normal temperatures in the lower 60s, it's 62 in sunnyvale and san francisco is at 59 degrees. a look at these highs today, 91 degrees in gilroy, in san mateo 80 degrees. you see those temperatures warming up in many spots, but in san francisco we're talking about some lower 70s here, 81 in novato, oakland 77 and dublin today hitting 90 degrees. let's get a look at that commute with mike. i want to give folks the

overall view of the entire bay's commute, pretty much no problem except for that dublin interchange, that connecting from west 580 currently closed trying to get on to north 680. the issue here, you can get off the freeway before the backup starts and take dublin boulevard, you can access the freeway there going north 680, pur on city streets anyway that will take you north of any of that activity. a gravel spill what's going on there and we don't know when it's going to be cleaned up. there's the rest of your tri-valley, though. back to you. coming up next, a former san jose city employee under arrest right now, accused of using social media to meet and take advantage of an underaged girl. now concerns there could be more victims. a fmeran se ty ploe isehi

a former san jose city employee behind bars7d>ñ right accused of using social media to lure and take advantage of an underaged girl and we're learning there could be more have i been tims. >> kris sanchez live in san jose with what police are uncovering. >> reporter: as you mentioned we know that there is one alleged victim, but because the suspect reached out via social media and because he worked at a gym at a community center police peer there could be more victims. take a look at who we are talking about, 25-year-old mark joe is self west, he was arrested back in july after san jose police discovered that he used social media to initiate a relationship with a 15-year-old girl. now, he did make contact with

had a teen via social media but worked here at the camden community center in the gym part-time and so investigators want to know if already other victims who he met in person. he has by the way been fired by that job. >> we take this very seriously which is why we screen our recreation price, all of our lois, we run them through the fingerprint check to check for records and had suspect did not have any prior convictions on his record. >> hopefully they can get to the bottom of the truth and really know what happened. >> reporter: now, i know from experience this is a bustling community center so mark joseph west may have had contact with a lot of people, not inappropriate contact necessarily, but working in the gym he might have come into contact with a lot of folks. he worked at the gym and met his alleged victim back in january online and then was arrested in july. if you have suspicions that perhaps your teen has come into contact with someone like him, you can call the san jose assault investigations unit.

to be nice and calm. >> nice and calm now, but it does start to heat up for some of us as we go into the next couple of days, no the all of us will feel that warm up, but especially inland our temperatures going up a few more degrees from what we had where he had. now, as we take a look at the way it looks this morning as we get a view of the bay bridge, it is nice and quiet and the clouds will be rolling back this in once again. so as you head out today this is what you need to know. here is your headlines. it will be cloudy and some coastal fog to start out the day, sunrise at 6:32 and then the skies clear. it will be a little bit warmer than yesterday once again. the humidity will be something that will be a little bit different, as it does increase as we go into this evening. now our temperatures are right around 60 degrees, some lower 60s as we look toward the east bay as well as the south bay. and the wind forecast, now the wind coming in from a northwesterly direction, still very light, as we go into the rest of the day it will be

picking up, our winds, at about 15, maybe 20 miles an hour, especially this evening a nice breeze kicking in. high pressure is just to the east of us and it's starting to get stronger. it's also building farther off towards the west and into the bay area. it's also drawing in some monsoonal moisture so we will feel that humidity increasing and then the showers and -- and then thunderstorms popping up around the sierra, but that will most likely stay to the east. then for us we will have a slight chance of rain, especially for the north bay, as we head into early saturday morning. until then it stays dry and also fairly warm. let's see how that commute is going with mike. it's starting to jam up right now as we are approaching 5:00 westbound 580 there's the bart station right by the dublin interchange and it is jamming up now. continued congestion, different than the shot taken 20 minutes ago. the did dublin grade does move smoothly. out to the maps we will show you this is west 580, completely

closed off from northbound 680 right now because of a trailer, there were two trailers attached to a rig and the back one tipped over, spilled gravel across the roadway, our crew is there so we will bring you live pictures. your connecting your option, you can get off at hop yard, get on to dublin boulevard and look back or 680 in the opposite direction. back to you. developing story right now, a brand-new day on wall street after one of the worst opening bells ever. a lot of people trying to dismiss yesterday. will things turn around today? >> got to see if you are in if t. for the long haul. we turn to landon dowdy. china's a stock divide once again today, but stocks looking up here you think? >> well, the markets really have been shocking. it is a little bit of a different story today as we're seeing u.s. pew tours pointing it to rebound at the open today on the heels of one of the most

volatile days in years on wall street. the dow plunging nearly 1,100 points within the first few minutes of trading monday following asian and european markets. asia was again overnight with japan falling 4% amid continued concerns over china's economy. china's government looking to cut interest rates to make borrowing easier for companies. europe is in positive err tore across the board this morning. oil prices which fell to their lowest levels since february of 2009 on monday are also bouncing higher today, but the bottom line is financial advisors say individual investors shouldn't be freaking out over their 401(k)s as the markets are a wash this in a sea of red ink. he say you should focus us on the long-term. maybe shift some of your assets to stocks so the safety of bonds or cash, sell a little if you must but don't bail out completely. netflix is entering the awkward teenage years, they say

the streaming video service is adding several exclusive movies and tv shows aimed at teens and between, these. >> caller: the fuller house and the da grassi, tv series. >> thanks, landon. still talking about the markets, everybody was, you know, devastated by yesterday's day on wall street. even the white house is taking note. >> this is consistent with the case that we have long made to china that they should continue to pursue financial reform. >> the white house says the u.s. economy is seeing consistent growth. that's why financial experts say now may not be time to sell. >> we anticipated how ferocious this would be in such a short period of time, but panicking doesn't tend to serve investors long-term. >> we will have to wait and see what happens when the bell rings at 6:30 our time. we will have full coverage of

course once those numbers come down. now to an investigative unit exclusive. a state program that has funneled millions of public dollars to private companies is up for a vote this week coming on the heels of a fiery letter written by state lawmakers. investigative reporter vicki nguyen is here with a look at what's at stake. >> good morning. at sake a $415 million. if you are a pg&e customer a portion of your bill goes to fund sgip, that stands for south generation incentive program. the program started in 2001 to it fund innovation in green technologies and cut greenhouse gases but assembly dan das williams and others say the program has delivered minimal benefits at extremely high costs and they want tougher standards. sgip is run by the california public utilities commission, the new president michael picker has proposed a 5% reduction in greenhouse gas emissions from the current standard, but williams says that's not enough. he and others say a 20% cut is

the last couple of days have just been nothing but incredible here. >> it's been great weather, kari. is that going to continue? >> it will had start to heat up. some pool weather working back into the forecast into the next couple of days. when you feel the temperature hitting 91 degrees, yeah, it's still summer out there. 91 in gilroy, half-moon bay is where you go to cool off, 71 degrees and the inner sunset will be at 70 degrees. after the morning clouds roll out of here which i think will happen fairly fast today it will be 81 degrees and a lot of sunshine this afternoon in novato, concord 89 and then san ramone 87 degrees. let's get a look at the morning commute now with mike. we are all getting our first look at henry our photographer got out of there. there you go, that rig on its side as henry lines it up. looks like this is obviously the second rig there. the tow truck, that's a medium rig is towed up and there's the gravel that spilled across the roadway. they have to right this rig before they can clear it. this is blocking -- this this is

blocking the connector from west 580 over to north 680. all of this activity causing a big slow down through that dublin area. it's way over here at the dublin interchange. west 580 you have to get off at hop listen. otherwise you have to get through all this slow down. we'll tra k this, but at least there's crew on the scene. happening right now, strong winds and heavy rain are pounding japan's main southern island of kiushu. it's part of typhoon goni, a storm that's brought gusts of 124 mile per hour. local authorities are issuing evacuation orders and advisories in areas that could be impacted by the form. nearly 250 domestic flights were canceled in that area today. happening today, new orleans mayor will release a resilience report, it's all part of an ongoing commemoration to mark

the ten year anniversary of hurricane katrina's devastating blow to the city. this is the first step in the city's efforts to identify priorities and develop a comprehensive plan to prepare for the next catastrophic event. the strategy will highlight some is of the many remarkable recovery and survival stories across the nation. more than 1,800 people died in that hurricane. also commemoration here at home and preparation. this as people am in napa county mark the one year anniversary of a major earthquake. local leaders are helping residents prepare for the next big one. napa city leaders will hold a series of system thars at city hall presenting information from fema on how homeowners can repair damawí and retrofit ther homes to be more earthquake resistant. they will also include a report on building performance during and recommendations for building improvements. yesterday marked the one year anniversary since the 6.0 magnitude earthquake struck just south of napa. plans for a new coliseum
