accused of using social media to lure an underaged teen. plus an overnight fire at a senior care home in san francisco leaving dozens of people without a place to stay. right now "today in the bay" starts right now. a very at that good tuesday morning to you. i'm laura garcia-cannon. >> and i'm sam brock. a lot of stories to get to, but we start with your weather story. meteorologist kari hall, good morning. >> good morning. nice and cool right now. low clouds across the bay area but it will be clearing out, becoming sunny and warmer, we're also getting a boost in humidity, too, especially later on today. right now it's right around a 60 degrees and all of the microclimates showing upper 50s to lower 60s. today's highs will be in the 80s and 72 degrees in san francisco. i will highlight those temperatures and have a look at the rest of the workweek's forecast coming up in a few minutes. right now tracking some problems on the road. we will turn it over to mike. i'm going to step quickly out of this way. there's the rig that was tipped

over. that was the one that spilled out all the gravel blocking west 580 to north 680. also sweeper trucks in the air yachl they have this rig back on its wheels. a lot of gravel spilled because it was overturned and dragged for a short distance. this is the backup we see on our maps as we approach the dublin interchange. west 580 is jammed just past tassajara. daugherty is where folks are getting off making that transition to northbound 680. that connector at the dublin interchange is closed slowing for everyone heading into that area. that's the only slow down for the bay. back to you. on the big board yesterday, we begin with a developing sorry, all eyes on the u.s. stock market which opens in about 90 minutes. already this morning overseas chinese stocks tumbled for the fourth day in a row. though, the ripple effect did cause the u.s. stock exchange to close down 588 points, at least the dow, yesterday, but this morning futures are pointing to

a rebound. in about ten minutes we will have live team coverage about what all had this means for your money. new this morning a senior care home evacuated had in the middle of the night as flames burned through several rooms, even the roof. >> "today in the bay" stephanie chuang joining us live from service, the mission district where this happened. the fire actually damaged two buildings as well. how is everybody doing is this. >> reporter: everyone is fine, that's the good news. i was just old by a red cross o spokesperson there were 14 people and a dog at home in these two buildings when it happened at 11:00 last night. the main building you see with the windows blown out or that were damaged and destroyed in the fire here on shotwell near 20th, the fire was out before 12:30 this morning but crews are still here because there have been half a dozen flare-ups, the last one ignited in a pack of diapers. so that made it complicated for the two-alarm fire fight. a witness shot video of the flames shooting up from the roof

this morning. a manager of the building here at the care facility tells me the fire a lateral and a neighbor across the street yelled to alert the two caretakers who live in the top unit. the red cross bay area has been out here all morning long helping 12 people who are looking for housing this morning. >> people that are displaced for more than a couple of nights as these folks will be in the main fire building that's difficult, it's an ex pensive city and particularly folks with special needs, you know, limited resources it is extremely difficult. >> reporter: and the care facility manager telling me just now that one person, one man, was sent to the hospital for smoke inhalation but she has picked him up and he's fine. they're moving these elderly pokes right now to new housing this morning an arson investigator was out here overnight but that is standard protocol. right now the fire crews are changing because of a shift change but we're told fire crews will be here throughout the morning to make sure fog flares up again here. live in san francisco, stephanie

chuang, "today in the bay." out of a job and in rubble right now, a former san jose city worker under arrest this morning accused of using social media to meet and take advantage of an underage girl. >> "today in the bay" kris sanchez live in san jose. kris, investigators think there might be more victim. >> reporter: they do and they are not saying exactly what tipped them off to this inappropriate relationship between a 25-year-old man and the 15-year-old girl, but they say they have some images that are inappropriate that the two were exchanging between themselves. now, this is 25-year-old mark joseph west, he was arrested in july, police say he used social media as you said to initiate that relationship with the 15-year-old girl. but he also worked part-time in the gym here at the camden community center so investigators want to know if he might have have met other victims in person. right now he is charged with two felony counts of sharing lewd material with a minor and four counts of molestation. the city spokesman says that when he was hired by the city

there were no red flags. >> we take this very seriously, which is why we screen our recreation employees, in fact, all of our employees, we run them through the fingerprint check to check for records and had suspect did not have any prior convictions on his record. >> hopefully they can get to the bottom of the truth and really know what happened. >> reporter: now, investigators want parents to ask their teens about any contact that they might have had with west. he worked here at the camden community gym as far back as 2011. he also met his alleged victim in january online and then was arrested in july. you can see the san jose police sexual assault investigators for more fgs if. west is currently on leave from his job here it at the gym and he is due back in court later this week. in san jose, kris sanchez, "today in the bay." a former san francisco archbishop is facing dui charges this morning, william levada was once one of the most senior ranking clergy men in the

catholic church. he was vacation with other pres on hawaii's big island when he was pulled over. lefd at that was arrested and released on $500 bail. he will be in court later this month and says he will cooperate with the investigation. kicked off of a train because of their race or because they were too loud? it depends upon who you ask. 11 members of a book club were let off of a napa valley wine train to waiting police officers saturday. they say they were having a good time until one guest nearby made a comment. soon after that incident the wine train's facebook page included a post about the incident saying the group had been, quote, verbally and physically abusive to to other guests and staff. that post was ultimately removed. the ladies say the whole incident was racially motivated. a spokesperson for the company has a different explanation. >> that post was incorrect and inaccurate. it was made by a junior staffer. it was immediately removed when somebody who was aware of what had occurred took it down.

>> the ladies are demanding an apology and the company claims its ceo is going to give one. a follow-up now to a serious security problem at san jose international. the airport getting millions of dollars to improve its perimeter security. it comes after five security breaches over the past 18 months at sjc. the $3.4 million from the faa will allow the airport to raise the height of the north and south sections of the fence from 6 feet to 10 feet. they will also top it with razor wire. the airport hopes to install mowing detecters and infrared cameras also in the coming years. >> that's our priority, to provide a safe traveling environment for our community and the moneys that were announced today will go a long way in helping us further that goal. >> the new fence should be finished by may. you may recall in april of last year a 15-year-old breached the perimeter and snuck aboard a plight to hawaii in the plane's

henry my friend out there poefr is showing us that they have moved that big rig trailer off of the roadway here. now, henry, i'm going to you ask you to move that camera and show you here is the closed connector ramp, there's that medium rig and in the distance he has been showing us a sweeper truck trying to clear that gravel from the roadway. it looks like they are off to the shoulder. hopefully as we look at the map that connector from west 580 to 680 should open soon. i will bring you that update once chp makes it official. that's the only slow area the dublin interchange. coming up, all eyes on wall street which opens in a little more than an hour, but how are the european markets looking this morning? >> while yesterday's wall street losses could mean more smiles at starbucks. in washington, d.c. >> good morning. we're seeing what officials are calling officially a market correction. that's where the market drops between 10 and 20%, but it was a wild ride on wall street with the dow actually going down almost 1,100 points at one point, the new york stock exchange rallied and finished down just 588 points. the president's spokesman says this shows how the world's economies are intertwined. he also said that the u.s. economy still growing and for that reason experts say don't panic yet. >> i'm not quite sure we anticipated how ferocious this would be in such a sort period of time, but panicking doesn't tend to serve investors long-term well. >> we used to get a 10% correction often once a year, sometimes even more frequently and we haven't had one in a long while. >> reporter: and those experts believe that if the asian markets will rebound then we could have an okay day on wall street. we will have to wait to see what happens in an hour and 15 minutes. reporting live in washington,

advisors say individual investors shouldn't be freaking out over their 401(k)'s. they say you should focus on]÷qv long-term and not panic. they say stay diversified and maybe shift some of your assets to stocks or the safety of bond or cash. sell a little if you must but not bail out completely. starbucks ceo howard shultz is telling baristas to be nicer to customers amid the market turmoil. he says customers may be experiencing increased levels of, quote, anxiety and concern. sult has tried to rally people around the economy before, encouraging congress to work together to avoid the fiscal slif in 2012. back over to you. >> looks like we will go to starbucks for some calm today. >> need a lot of double shots at starbucks today. it's likely several silicon valley companies that will be impacted by the markets later today. our live coverage continues in a half an hour. at 6:00 our business and tech reporter, the other scott, scott

budman is going to be in studio, our digital platforms will be a great resource to track the markets throughout the day. now to an investigative unit exclusive this morning. a state program that's funneled millions of public dollars to private companies is up for a vote this week. it comes on the heels of a fiery letter written by state lawmakers. investigative reporter vicki nguyen with a look at what is at sake snf doorng. at stake is $415 million. if you are a pg&e customer a portion of your bill goes to fund sgip. that stands for self generation incentive program. the program started in 2001 to fund innovation in green technologies and cut greenhouse gases. but assembly man das williams and others say the program has delivered, quote, minimal benefits at extremely high costs. and they want tougher standards. sgip is run by the california public utilities commission, the new president, michael picker, as has proposed a 5% reduction in greenhouse gas emissions from

the skies. >> yes. we start out with not a lot of fog this morning and the clouds will start to move in across the bay area but then moving out of here in time for midmorning and a bright and sunny day. looking quiet as you see the road in the background this in san jose and the cloud overhead, that will not bring us any problems at least for now. hopefully we will get some rain for the end of the weekend. i will talk about that, but it is in the lower 60s with the clouds here and there and then the high today reaching 84 degrees, a lot of sun, 82 in the peninsula and south bay 84 in the north bay, tri-valley, that's where it starts it to heat up, 92 degrees this it afternoon, and san francisco 72 degrees. hawaii is just to the east of us and as it warms up the temperatures it also brings this some of that southwest monsoonal moisture. we won't get any rain out of that but there could be pop up showers and storms later on today in the sierra. we will feel the humidity going

up this had evening and that will also keep our temperatures from dipping quite a bit. this is a look at the forecast through the week. there will be an area of low pressure, a cold front approaching and it will bring a slight chance of rain by saturday morning, but unfortunately it looks like a lot of that rain just kind of fizzles out and only brings a slight chance for the north bay, hopefully we will ee those rain chances increasing. in the meantime it will be try and warm. look at livermore the outlook for the rest of the week. by tomorrow highs reaching into the mid 90s, 95 degrees on thursday, that's when the heat peaks and then when that cool air rolls through look at what happens to that forecast. 83 degrees on saturday, 82 on sunday. this weekend is looking cooler. after feeling some warmth the next couple of days it comes town just this time for saturday and sunday. all of us getting outside and taking am some fresh cool air, especially during those morning hours. let's get a look at the problems now in dublin. mike is keeping an eye on that.

it's not rain, it's gravel. a lot more particulate matter. henry shows us this rig, the flashing lights, that's the tow truck. if you can move that camera over to the left -- there is actually a sweeper truck, sweep of the devil or the angel, i guess. we're looking at the gravel spill that has to be picked up. in the distance you see the flashing lights. they still have not opened that connector from west 580 over to 680 northbound. they are still working on the cleanup. we may have an update very shortly. let's look at our camera over at tassajara. traffic is jamming up from el chair row to tassajara. this is the slowest part of the commute for the entire bay area right here. get off the freeway, take dublin boulevard as your connecter. the rest of the commute is smoothly to the bay bridge toll plaza. what researchers say you can do now to keep your baby healthy even if you are not pregnant yet.

a good tuesday morning. thank you for joining us. i'm is sam brock. >> and i'm laura garcia-cannon. we want to get a look at the forecast this morning. meteorologist kari hall, nice day ahead? >> great day ahead, but warming up in a few spots today. it's in the lower 60s as you head out the door, clouds typical this time of year, that will clear as we go into midmorning. it's 57 degrees in the north bay, south bay 62 degrees, highs will be the in the 80s for most of us, 72 in san francisco. look at the tri-valley, though, 92 degrees. i will talk more about that and the heat that's in the forecast coming up. better news for commuters in the east bay, mike? over here a look at this pile of gravel, that's what they had to clear. the big rig left the area with the trailer that spilled this gravel. traffic is just starting to flow

west 580 at 680. what happened was there was a rig carrying two railers full of gravel and a smaller car got in the way, they swerved in order to crush that car but made them lose control of that trailer and it spilled. no injuries, and a big backup forming but should start to recover. the rest of your a broach to the bay moving slowly. the bay bridge toll plaza has the typical pattern, standard for 5:29. new this morning, the job isn't done just because the fire is out. san francisco firefighters continue to comb through a burned out senior care home this morning after putting out the flames in the middle of the night. >> stephanie chuang live in san francisco. we're talking about seep yors here. was it their caretakers that woke up first interest this fire? >> reporter: fire investigators still aren't sure what sparked this fire at this three to story building, it's a senior care home. it's tough to see, but it

started on the top floor where there were two caretakers actually living as the fire broke out. this is on shotwell near 20th. they say diapers and insulation in the attic fueled the flames. it was out about an hour later but crews are still here because will have been half a dozen flare-ups, the most recent one i go might nd a pack of diapers, the manager of the fire facility told me the alarm went off and a neighbor yelled to alert those people on the top floor. the red cross has been out all morning. >> everything from the trauma of being woken up in the middle of the night looking at flames which was what happened to some of these folks, people that maybe are a little -- you know, a little less plugged into what's going on around them, just the disruption of a normal routine is very, very ticket. >> reporter: around 5:00 this morning the red cross helped to get these seniors with special needs from a neighbor's home to their temporary housing at hotels, the care home manager

telling me also one elderly man was taken to the hospital for smoke inhalation but he is fine. the battalion chief for sfd will be out here later this morning to take a better look when it is light out. live in is san francisco, stephanie chuang. as the indy car series heads to the bay area the sport now dealing with a crushing blow. driver justin wilson died last night were a head injury he suffered over the weekend. willson was struck in the head by debris while driving past a car crash during a race in pennsylvania. the 37-year-old was am a coma before succumbing to his injuries. his racing team released a statement saying, quote, his life and racing career with a story of class and passion surpassed by none. it's likely the indy car series will pay tribute to wilson when it heads to sonoma this weekend. at 5:31. a san jose city worker accused

shut my door before it came crashing door and hit the knob on my door. we couldn't even get out of my house. >> tenants tell us they first noticed a crack down the middle of the walkway right after last week's piedmont earthquake and told the property managers but nothing was done a manager company spokesperson said she hadn't heard of the problem until yesterday. we're told the 20 tenants have received housing vouchers were the red cross. management says it hopes to have the repairs underway shortly. langa head so key as people in napa county mark the one-year anniversary of that major earthquake last summer. local leaders are helping residents plan for the next one. they are holding a series of seminars at city hall presenting information from fema on how homeowners can repair damage and retrofit their homes. the seminars will also include a report on building performance during the quake and recommendations for the building improvements themselves. yesterday marks the one year

little early for a tuesday for the summertime but of course we're ift shing to the fall commute. let's show you overall things are moving well through the maze. it's right here, west 580 where we had that connecting reopened over at the dublin interchange, but all this traffic blending in with it so we will see some recovery but we will just see some build for most of livermore into dublin. we will give you the live shot were pen ri our photographer showing you a slower drive past the scene. it's not as well lit but it's not a distraction for drivers. this is for safety sake. that connector to west 580 and north 680 has reopened. dhien that stock market tumbled for the fourth straight day in a row, what are we this in store for? our markets here open in less than an hour. scott budman will join us with a look.

it is a brand-new day on wall street, thank goodness. we are 45 minutes away from this morning he's opening bell after one of the worst days for the stock market in years. but will things turn around later today? >> for a look at what we can expect possibly this is tech reporter scott budman joins us now. the markets open in less than an hour. >> let's get to the good news first this morning.

optimism has taken over on wall street at least for now, traders are starting to buy, stock futures pointing to a strong opening. china had another rough market overnight, its stokt market and yoifr all economy continues to struggle. our stock market saw some flashes of optimism yesterday before giving into selling and a loss of 588 points. it was a roller coaster day. checking the early numbers today tech stocks like apple, facebook and netflix are leading the futures markets sharply higher as for the overall market and how we go for the overall day, that's a question mark. but we have seen upgrades on stocks like apple and optimism that with another interest rate cut china's economy may be on the road to recovery. so all signs pointing to a strong opening on wall street. expect to hear a big high of relief from bay area investors, but the big question will early momentum be enough to carry us through a strong day?

reveal more details about it including the new rail crews will install during the shut down. public outcry led to changes for the high school exit exam. california lawmakers passed emergency legislation awarding diplomas to thousands of students who failed the test, but otherwise met graduation requirements. is it still needs the governor's signature to go through but he already said he would sign t the new bill will be an unexpected gift to students who were not going to retake the exam. once the governor puts his signature on it will take effect immediately. a big payout from insurer geico to settle accusations the company discriminated against certain customers am california. geico is going to pay $6 million to settle a petition filed by the state's consumer federation. it pound less desirable customers were given lower quotes on pay out coverage encouraging hem to look elsewhere. they are accused on bias on things like marital status, occupation and education level.

the company has denied wrongdoing as part of that settlement which is going to be state's general fund. the massive hack on the inn fideliif i hafidelity website a could cost the site big bucks. there are five lawsuits seeking class action status against the website with more than half a billion dollars. it doms after hackers leaked information belonging to millions of ashley madison users. many are claiming they're suffering from humiliation and harassment over the publication. apparently fantly football is a money loser no matter how stacked your team is, a loser for u.s. companies when it comes to worker productivity. for march madness brach tolling gists had this might sound familiar. that tournament lasts a month in march, but this new study finds if you add up the loss in worker productivity for 17 weeks over the nfl season is, while the total cost is approaching $16

we are in the upper 50s in the north bay and lower 60s in the south bay. today's highs brings it up to the low to mid 80s. still comfortable, but it will be warming up, especially inland. let's check out the tri-valley, a high of 92 degrees today. so starting to sweat it out in a pew spots because high pressure continues to build just to the east of us. the winds around high pressure always flow clockwise and it's bringing in some monsoonal moisture that will increase the humidity later on this evening. unfortunately we won't see anything out of this except for some more uncomfortable weather with the heat and the humidity going up, the showers and the storms stay to the east and could bring some rain to the sierra. looking at the forecast, there won't be much rain here, but there will be a low pressure system and a cold front moving through and here we are early on saturday morning, some green popping up on the map showing the possibility of some rain and lines show -- these stream lines show the wind direction and it

will start to pick up as we go into saturday morning. look at what happens to the temperatures. we will be hot for the middle of the week, but this weekend once that blast of cooler air moves in it will knock those temperatures back into the lower 80s for the tri-valley. i will talk more about that coming up. let's see what's happening with the commute with mike. you've talked about the tri-valley. as far as those temperatures go, i'm talking about some recovery and that's better news. west 580 moving smoother than it was 20 minutes ago. that's an unusual pattern for the morning. that earlier closure of westbound 580 on the northbound 680 had tied things up over the last hour but now we have that cleared and it is recovery going on as the bulk of the commute comes in westbound. we should see things holding pretty staedy for the next few minutes over there but a building for south 680 coming through the area, a lot of folks probably going to try 84, but that connector to northbound 680 has reopened. a smooth drive toward the bay bridge toll plaza.

the metering lights are on, no problems for the maze or east shore freeway. the north bay and the peninsula move nicely into and out of san francisco. the south bay you to see the red and orange north to 101 at 680. some debris reported north of here around mckee. i will get an update and let you know if it's in the lanes. back to you. it is 5:52. coming up, they stopped a terror attack in plans and received france's highest honor now the childhood friends are heading home to sacramento where they will be met with a big surprise. now to an investigative unit exclusive. a state program that has already funneled millions of public dollars to private companies is up for a vote later this week and it comes on the heels of a fiery letter written by state lawmakers. investigative reporter vicki mooun is here with a look at what's at stake. >> reporter: good morning. at stake is $415 million. if you are a pg&e can customer a portion of your bill goes to fund sgip. that stands for self generation incentive program. the program started in 2001 to fund innovation in green technologies and cut greenhouse gases. but assembly man das williams and others say the program has delivered, quote, minimal benefits at ex reamly high costs, end quote. and they want tougher standards. sgip is run by the california public utilities commission. the had you president michael picker has proposed a 5%

alleged animal abuse. the humane society along the peninsula posted lease pictures of frisco yesterday. last month prison co was seen on video being slammed to the ground by a dog sitter. the video is disturbing, but here it is. don't look if you don't want to. it was taken by a neighbor. investigators say the woman that you see there, she runs her own dog sitting business and actually could be pacing very harsh penalties including potential criminal charges. that's horrible. >> doesn't many how many times you see that video, it just a horrible. kicked off of a train because of their race or because they were too loud? the answer to that question depends on who you ask. 11 member of a book club were led off the napa valley wine train to waiting police officers on saturday. they say they were having a good time until one guest nearby made a comment. soon after the incident the wine train's facebook page included a post about the incident saying that the group had been, quote, verbally and physically abusive to other guests and to staff."

that post was then ultimately removed. the ladies say the whole thing was racially motivated. a spokesperson for the company has a different explanation. >> that post was incorrect and inaccurate. it was made by a junior tamp. it was immediately removed when somebody who was aware of what had occurred took it down. >> the ladies are demanding an apology and the company claims its ceo will give one. the city of sacramento will hold a parade to honor the three men who stopped a terror attack on a train to paris. yesterday french president francois hollande gave alex skarlatos, spencer stone and anthony sadler the region of honor. that's the highest civilian honor in france. the lee are childhood friends who grew up in sex remt toe. they were on a paris bound rain when they spotted and armed man in their car. with the help of those passenger they knocked the man out, tied him up, the men are now in germany for medical evaluation.

gravel, you see just a little gravel left there. they had to clear that and a there is some of the gravel cleared, there is the sweeper truck. lanes have reopened. from that to this live shot we have where just the silhouette of that gravel there. folks are moving by a little slower because there is still activity in the scene including our camera crew there. wanted to show the update for the scene. west 580 on to north 680. that did cause a big back up. still some slowing bending in with the morning commute. we have seen over the last 20 minutes some recovery, that's better news but slowing south down pleasanton and sunol. same things for pokes heading towards the castro valley. the bay bridge toll plaza metering lights are on. over in the tri-valley i see warmer colors on my map that means slower speeds. what do you say? >> we're talking 90s in the tri-valley today, but a nice cool start. we are right around 60 degrees for most of us, 57 degrees in the north bay
