gravel, you see just a little gravel left there. they had to clear that and a there is some of the gravel cleared, there is the sweeper truck. lanes have reopened. from that to this live shot we have where just the silhouette of that gravel there. folks are moving by a little slower because there is still activity in the scene including our camera crew there. wanted to show the update for the scene. west 580 on to north 680. that did cause a big back up. still some slowing bending in with the morning commute. we have seen over the last 20 minutes some recovery, that's better news but slowing south down pleasanton and sunol. same things for pokes heading towards the castro valley. the bay bridge toll plaza metering lights are on. over in the tri-valley i see warmer colors on my map that means slower speeds. what do you say? >> we're talking 90s in the tri-valley today, but a nice cool start. we are right around 60 degrees for most of us, 57 degrees in the north bay and a few low

clouds that will be rolling out of here giving us bright sunshine, 84 in the north bay, 84 south bay, the tri-valley making it up to 92 today. i will detail that and a look at the rest of the microclimate forecast coming up in had a few minutes. a developing story now. a fwlimer of hope at least on wall street. this morning futures pointing to go a slight rebound polling one of the most volatile face for the stock market in years. >> scott budman joins us now. >> 30 minutes left and there is some optimism on wall street. good news, traders are starting to buy, the stock futures pointing to go a strong opening after several days of big time selling on wall street. now, china did have another rough market overnight, its stock market for that matter its overall economy continues to struggle. our stock market you may remember saw flashes of optimism yesterday before finally giving into selling and a loss of nearly 600 points. the early numbers, though, look

good. tech stocks like apple, facebook and netflix are leading the futures markets higher, apple, in fact, projected to open somewhere around 108 a share, yesterday's open was 92. that is a big difference in 24 hours. as for the overall market still a question mark. some of them including netflix a a. sign that stock brokers are starting to put money into the market. hopeful with another rate cutover night china's economy may be on the road to recovery. we expect to hear a pretty big sigh of relief from bay area investors this morning. will the early momentum be enough to carry us through to a strong day. >> we will continue to follow it for you. >> we could see some of these stocks climb back, but the chinese stock markets have been struggling for weeks. do we have comfort moving forward the next couple of days we won't go through the same thing again? >> the big question is will we

decouple from the chinese stock market. they have been struggling for a while, we gave in to that global struggle, the big question is at some point do we look inward and say, hey, our stock, our economy is actually stronger tan what's going on in china, we shouldn't be seeing this big selling, we should be buying. that's the big question i think today may be the best big buying we see in some time. >> look at your own household and not just the joneses. scott will join us throughout the morning. anytime we are not on the air you can rack the numbers using all off you are digital platforms. new this morning a scary scene as a senior care home goes up in flames overnight forcing more than a dozen people to get up and get out. >> "today in the bay" v. is at the scene on shotwell street in the mission district. one person we understand was rushed to the hospital. >> reporter: yeah, one man was taken for smoke inhalation according to the care home manager who spoke with me this morning but luckily he is fine. firefighters still trying to

figure out what sparked this two alarm blaze that started in the top unit of this three story building. it was out before 12:30 this morning but crews are still here because there have been half a dozen flare-ups over night, the last one igniting in a pack of diapers, there were those and a lot of other debris in the attic. the manager of the care home also telling me the fire alarm went off and a neighbor across the street yelled out to alert the two caretakers to live in that top unit. they were able to help get 14 people and a dog out of that building and the next door building with five apartments, the red cross bay area has been out here since 1:00 in the morning to help those now without a home. >> people that are displaced for more than a couple of nights as these folks will be in the main fire building, that's very difficult, it's an expensive city as we all know, particularly pokes that are special needs, you know, limited resources it is extremely difficult. >> reporter: around 5:00 this morning the red cross helped get seniors to a temporary housing.

an arson investigator was here overnight but that is standard protocol. the bat hon chief for this fire department will be out here around 7:30 this morning to get a better and closer look when it's light out. live in san francisco, stephanie chuang, "today in the bay." it is 6:05. out of trouble and -- or out of a job i should say and in some pretty big trouble. former san jose city worker under arrest this morning accused of using social media to meet and take advantage of an underage girl. "today in the bay" kris sanchez live in san jose. kris, we understand investigators think there might be more victims out there. >> reporter: this is a person who allegedly lured a teenage girl into an inappropriate relationship, but also worked at a facility here, the camden community center in the gym where he might have had access to other girls as well. san jose police are not saying what tipped hem off to that inappropriate relationship between that 25-year-old man and the 15-year-old girl, but they say that 25-year-old mark joseph west was arrested back in july.

they say hewñézut social media o initiate that relationship with the 15-year-old girl, but because he worked part-time in the gym here it's possible that he may have met other victims if person. right now he is charged with two felony counts of sharing lewd material with a minor and four counts of who will station. the city spokes pan says when he was hired by the it city to work had in the rec department there were no red flags. >> we take had this very seriously which is why we screen our recreation employees, in fact, all of our employees. we run them through the pinger print check to check for records and this suspect did not have any prior con vics on had his record. >> hopefully they can get to the bottom of the -- the truth and really know what happened. >> reporter: investigators are encouraging parents to talk with their teens about any contact they might have had with him, mark joseph west, also to talk to them about their use of social media. he did work at the camden community center as far back as 2011, allegedly met his victim in january and then was arrested in july. he is currently on leave from

his job here at the community center and he is due back in court on thursday. in san jose, kris sanchez, "today in the bay." 606 right now. this morning an oakland apartment building is red tagged after a walkway just collapsed. it could poss blee be a delayed reaction to last week's piedmont earthqua earthquake. a 40 foot section of concrete came crashing down on 31st street near market. all of it happened yesterday. it collapsed on to the walkway below, almost hitting danal toews as he opened up his apartment door. >> i didn't get a chance to shut my door before it came crashing down and hit the knob on my door and shut my door close add and fell. we couldn't even get out of my house. >> tenants tell us they first noticed a crack down the middle of the walkway right after last week's piedmont earthquake and told the property managers about it but nothing was ton. a management company spokesperson said she had not heard of the problem until yesterday. we're told the 20 tenants have received housing rouchers from the red cross and management

says it hopes to have repairs underway shortly. as people in napa county mark the one-year anniversary of a mablng earthquake local leaders are helping residents prepare for the next big one. nap a pa city leaders will hold a series of seminars today presenting information from fema on how homeowners can repair damage and retrofit their homes to be more earthquake resistant. they will also include a report on building performance during the quake and recommendations for building improvements. yesterday parked one year since is the 6.0 magnitude earthquake struck south of napa. one year ago our town took a pounding. >> the community came together to mark that anniversary, the theme of the gathering was napa strong. many property and business owners say it's been a tough year but they're confident better times are ahead. >> 11 months we are out of business and we just opened about five weeks ago so it was definitely a trying time. >> we're hoping by next year when the busy season starts

around a spring that it will pick up and be really nice into scaffolding is up in some places as repairs continue, but russ dents say they are ready to move on. with strength. south bay air travelers are reportedly soon going to have access to a new international destination from their own back with regard. what is that destination? don't laugh, but right now it's still up in the air. the only thing we know right now is that san jose mayor cyclic card dough will make some major announcement later this morning and the announcement apparently involves new nonstop service to an international destination in high demand. we are certainly going to keep you posted. a follow-up to a serious security problem at san jose international. the airport is receiving millions of dollars to improve its perimeter security. this in the face of five security breaches over just the past 18 months at sjc. the $3.4 million from the faa is going to allow the airport to raise up the height of the north and south sections of the fence from 6 feet up to 10 feet, plus they are going to top it off with razor wire. the airport hopes to install

and a little bit warmer than it was yesterday, especially inland. humidity increases later on today, sunset at 7:46, the days are getting short. in san jose 84 degrees, san mateo 80 degrees and marina will be at 68. 81 degrees in novato, oakland 77, sap ramone 87 degrees. i will talk about that humidity and a very slight chance of rain in the forecast for the end of the week. more on that coming up in a few minutes. right now mike has got an eye on the bay bridge. >> of course. a lot of people have their eyes on the bay bridge. a lot of folks have their brake lights as well. the metering lights were turned on at 5:33 this morning. we have a smooth drive coming off of the maze approaching all that jam here westbound 80 through berkeley your east shore freeway shows the volume starting to slow things down. no big issues through the maze or on the peninsula side, a slight build for the castro valley, south 580 and south 680. that dublin interchange has opened and actually recovered after the earlier closure.

at 6:14. the racing community mourning the loss of one of its drivers just days before the sport's biggest race of the year happening right here in the bay area. indy car driver justin willson tied last night, a day after he was hit in the head by a piece of debris. it happened with about 20 laps to go in the race on sunday in pocono in pennsylvania. wilson's racing team released a statement saying, quote, his life and racing career is the story of class and passion, surpassed by none. >> justin's elite ability to drive a race car was matched by his unwavering kindness, character and humility. which made him one of the most respected members of the pack. wilson was scheduled to race in this weekend's gopro grand pre this had sonoma, the final

race of the 2015 season. the man accused of killing a police officer this hayward expected in court later this morning. we're talking about 21-year-old mark astrada who is expected to enter a plea. he is being charged with murder for the death of sergeant scott lunger. according to court documents police found blood on the driver side seat of his truck and empty bullet casings on the floor. his family insists he's innocent. also back in court today an undocumented immigrant facing charges, juan francisco lopez-sanchez is charged with shooting and killing kate steinle last month. sanchez had only been out of yale for a few months after he was booked on a drug charge. the case has led to to a national discussion of san francisco's sanctuary city policy which protects undocumented immigrants. a big payout from insurer geico to settle accusations that it discriminated against certain customers here in california. the company is going to pay $6 million to settle a petition

filed by the state's consumer federation. it pound less desirable customers were being given lower quotes on payouts. that's encouraging them to look elsewhere. geico was accused of bias based on things like marital status, occupation and education level. the company has dee hide wrongdoing as part of a settlement which is going to the state's general fund. california lawmakers on the verge of bridging the gap between women and men when it comes to salaries and paychecks. the mercury news reports assembly members will vote this week on the california fair pay act. it already sailed through the senate. it would eliminate loopholes. employers would also be banned were retaliating against women who ask about the pay rates of their male counterparts. something else that's sailing ahead right now and charging into the future, a bay area lab is showing off its latest innovations for batteries and renewable energy. had at the recently partnered with cal charge to research and

develop clean energy technologies. representative from cal charge are going to tour the lab's facilities and cal charge is an energy storage group that's focusing on innovation for battery technology. going a week without charging your iphone sounds like science fiction but it's in the works. a british tech company says it has developed a prototype that using hydrogen pul cells to charge the battery. the company says it is still a company of years away from being store ready, but that will come in handy. >> imagine not having to charge your phone when you are going to sleep at night. apparently fant ri fooall is a money loser no matter how stacked your team is. a loser for u.s. companies when it comes to worker productivity. >> from march madness brach

highs today will be topping out in the 70s and 80s. just a little warmer than it was yesterday. the east bay at 82, tri-valley check that out 92 degrees today, some 90s in the forecast the next couple of days as high pressure builds just to the east of us. the wind around high pressure always flows clockwise, it's bringing in some of that desert southwest higher humidity, some monsoonal moisture being pumped into the bay area, it increases the chance of showers and storms popping up this in the sierra. for the bay area unfortunately we don't get in on any of that action, but the humidity going up and you will feel the higher humidity starting this evening. the future cast for the next couple of face shows the chance of rain and wind direction, these lines show the wind coming in it in on shore and when he they turn red that's a gusty wind. the green on here shows the possibility of rain, it only makes it to the north bay, a slight chance of that early saturday morning. hopefully more of us will get in

on that rain chance. after that it turns cooler. the next couple of days will be warm and then look at that weekend forecast. some lower 80s in the south bay this weekend. let's get a look at all of the microclimates. 70s, 80s and in san francisco 68 degrees on sunday. a nice weekend is ahead. let's see if the commute is looking mice this morning. mike. kari, look at this. it's a pile of gravel. innocent, yes, but as i step into this shot it was all the way across had this connector. this is this is the connector from west 580 on to northbound 6 680. that's what caused all the things to close town at the interchange. it has reopened without any problems and the traffic is flowing. let's look at the recovery because we had a huge backup on our map, it was going back over toward tassajara and moving in toward the traffic coming out of livermore and that has recovered nicely. 680 shows the building and it's not so bad for the tri-valley. now, in the south bay we have your build for 87 and 85, the earlier slow down still

happening right now, stay out of the water. that is the message to thousands of tourists visiting hawaii's named i would key key beach. officials say heavy rain has triggered a half million gallons of sewage to spill on to the beach and into the ocean. not exactly the ambiance you were looking for. honolulu's director of environmental services says it could be at least a couple of days before the ocean is clear huff for people to go swimming again. san francisco neighbors are calling on the city to save the trees and today we could learn the city's decision. city leaders in muni are planning to remove nearly 200 trees to make room for a bus openly lane. residents spoke up at a public hearing last night, many saying the trees are important to the

joining us. i'm laura garcia-cannon. >> and i'm sam brock. we are developing a story right now on wall street, a live look at the opening bell. there it is. a glimmer of hope, perhaps, as futures are pointing to a possible rebound later today on the heels of one of the most volatile face on wall street in years. >> business and tech reporter scott budman is had for scott mcgrew is. scott, a lot of nervous people out there this this morning. what do you think we're going to to today? >> i think we will have a better morning at least. people are nervous, we have seen three days of big selling and that makes a lot of people nervous, they're nervous because the selling has been because of china sh not so much because of what's going on in our economy. people are making up and saying our economy is strong, we shouldn't be following chinas's lead, we should be buying stocks. let's look at the opening numbers right now, back above 16,000, a beg your pardon of about 150 points. that's a healthy opening for two reasons, one it's positive and that's good news, we haven't had that in some time and, two, it's not crazy positive.

remember, yesterday we opened down by 1,000 points before rebounding and bouncing around all over the place trying to figure out the strength of our market or the weakness off you are individual stocks. this morning a strong opening is a good sign, but again, we want to see some sustainability, we want to see some buying consistently and don't want to see these wins up and down because they don't speak to a consistently strong economy. >> you're watching some of the local stocks as well right on on your ipad. >> i see some strength, all 30 dow stock in future market were higher, netflix up 10%, apple up 6%, these are some of the stocks that got beat up over the next few days. we are starting to see buying as confidence comes back to the market. >> you were saying yesterday even silicon valley we still remain strong here. >> right. our numbers have been strong, our latest earning reports have been strong, we are responding to weakness in the chinese market and i understand that, but at some point investors are starting to look inward and saying here in silicon valley is and the united states our

commute with mike. i showed folks some slowing on the season source for the san mateo bridge so i wanted to show the live shot. we don't see a disturbance and the earlier tire reported in lanes on the flat section hasn't been a problem. we have been watching this if for over a half an hour. we will look at the map and do see the speeds do come down a bit but no problem. 101 there or getting off of the dumbarton bridge move slowly. in the south bay the northbound routes start to show the building and 87 showing slowly in both directions between 280 and 101. there's a crash west of 580 over at fallon so watch that as you are approaching the tassajara area. so far the interchange does move smoothly. 680 has another stall worpd toward that walnut creek interchange, two for three incidence will show you town. the east shore freeway slows a bit for the volume and north bay south 101, san rafael, slowing a

he is accused of shooting and killing a rifle gang member in watsonville and the bullet hit a nearby restaurant hitting and killing jay la savalla. authorities say he is a known gang member and may have taken off to mexico. the massive hack on the infidelity website ashley madison is not just costing relationships it could also cost the site bug bucks. there are at least five lawsuits seeking class action status against the website of more than half a billion dollars. this comes after hackers leaked information belonging to millions of ashley madison users. many are claiming they are suffering from humiliation and a harassment over the publication. the indy car series heads to the bay area, that sport dealing with tragedy. driver justin wilson died last night from a head injury he suffered over the weekend. he was struck in the head by debris while driving past a car

the next couple of minutes -- or hours i should say. let's take a look at that seven-day forecast at the bottom of the screen. take a look as we get ready to start making those weekend plans, it will be cooler. right now 58 degrees, a few clouds, getting breaks in the clouds already right now in san francisco. it's 62 degrees in the south bay, a high of 83 can be expected in the east bay, but check out the tri-valley. 92 degrees. it will be warming up there as well for the middle of the week and here is the reason why, a large area of high pressure is just to the east of us, it continues to build and even influences our weather in the bay area. also with this flow clockwise around that high pressure it starts to pump in some monsoonal moisture. that may be just of enough to spark off some showers and storm for the sierra. for the bay area an increase in humidity and it starts this evening. a look at the future cast. this shows the wind direction with the lines and the green shows where there could be some rain. a push of some cooler air starts to roll in here early on

saturday out ahead of had a there could be some showers. doesn't look like all of us will see that rain, a slight chance for the north bay. so we will keep a 20% chance of rain for the north bay, but the rest of us will just feel the difference in the air with some cooler and dryer air moving had in. we will be pretty warm these next couple of days, especially in the tri-valley, highs in the mid 90s, the average is 87 degrees, we will be below average this weekend. so a great one to get outside. not too much beach weather as our temperatures will be cooling down, but the south bay will be in the mid 80s, peninsula mid 70s and east bay topping out around 80 degrees as we head into saturday and sunday. let's get a look at the morning commute. we have the bay bridge toll plaza, no surprise, the back up is here and the metering lights were on, they were turned on 5:30 a little earlier. look at the map, we don't have anything really dramatic going on. the east shore freeway moves smoothly. the north bay shows 101 slowing

through san rafael, typical pattern. as we move our map we will show you a big jam southbound 680 other of pleasant hill and walnut crack. there was three incidents over the last half hour, this one right around main street before you get to 24, over on the shoulder, additional slowing there. the rest of why you are east bay and a tri-valley do move pretty smoothly, a little slowing for 880 south toward hayward, typical pattern. and the build for northbound 101, 87, 85, 280 are all starting to kick am this for silicon valley is. palo alto a little slowly south of university approaching embarcadero. this morning an oakland apartment building is red tagged after a walkway collapsed and it could possibly be delayed reaction to last month's piedmont earthquake. the 40 foot section of concrete came crashing down from the second story walkway on 31st street near market yesterday.

it fell almost hitting danel davis as he opened his apartment door. >> i didn't get a chance to shut my door before it came crashing on and shut my door closed and fell. we couldn't even get out of my house. >> tenants first noticed a crack down the middle of the walkway after last week's peed mon earthquake and told the property managers but they say nothing was done. a spokesman said she hasn't heard of the problem until yesterday. the 20 den nants have received housing vouchers. management hopes to have the repairs underway shortly. south bay air travelers soon going to have access to a new international destination from their own backyard. where is that destination? that is till to come. the only thing we know right now is san jose mayor sam liccardo is going to make some kind of announcement about the airport at the airport later this morning. it apparently involving new nonstop service to an international destination that he says is in high demand.

we will come back. all eyes on the markets this morning. it has been a positive start. the dow up about 290 points. business and tech reporter scott budman has been tracking the numbers for us. we haven't seen it go in the negative. >> so far so good. i think this is what wall street was waiting for, a chance to move away from the chinese markets. china had another rough night overnight but the response today has been enough selling, let's get into buying. the dow up 2%. the nasdaq up 2.5%. a lot of strength coming back into tech stocks, especially from stocks in the bay area. netflix up 7%, but from hardware we are seeing apple, software adobe, biotech, gilead, social media, facebook, all those stocks i mentioned up 4.5 to 5% today, a strong consistent day so far. we will see where it goes from here.

live here in san francisco, stephanie chuang, "today in the bay." now "today in the bay's" kris sanchez live in san jose where a city employee is under arrest accused of an inappropriate relationship with a teenage girl. >> reporter: he is on leave from his job here at the camden community center gym, but police say that because he possibly had contact with other young people there could be other vic i'm it out there. he is 25-year-old mark joseph west, he was arrested in july after police discovered that he used social media to lure a 15-year-old girl into a relationship. he is now charged with sharing lewd material with a minor and molestation, both felonies. west is currently on leave from his job here at the camden community center, but police want you to talk with your kids if you have frequented programs here because they believe there could be other victims. he is due back in court on thursday in san jose, kris sanchez, "today in the bay." an outdoor lunch might not be a bad idea for today. the weather has been perfect this week. >> perfect, but starting to warm up in the tri-valley today. some inland air a i can't say, a
