morning after a fire ripped through their complex. "today in the bay" starts right now. a very good morning to you. thanks for joining us on this this friday. i'm laura garcia-cannon. >> and i'm sam brock. it is friday. we're heading into the weekend. one more sweltering day and then it's all cooled down. >> it will all cool day. we pay even get a little rain in the mic, especially if you live in the north bay. it's in the 60s now, 60 degrees in the north bay and in the peninsula it's 67 degrees. a high of 92 degrees, it will still be sizzling if spots, especially inland. the north bay will be up to 93 degrees, east bay 81 and tri-valley 95 degrees. san francisco up to 77 degrees today. i will talk more about that cool down coming up. let's get a look at the commute this morning with mike. the bay bridge toll plaza an easy drive. look at that in the foreground there's parker the spider by the parking lot. friday commute we will move over

toward oakland where traffic flows smoothly. look at your map overall the bay area not a problem as you would expect this friday moves very pleasantly so far. back to you. now to new details on a destructive apartment fire in san mateo. the flames that tore through several units forcing many to leave their apartments without a place to stay t it broke off am had a complex off the la selva area. >> "today in the bay" kris sanchez is live there now with what's left behind this morning. >> reporter: a lot of questions this morning. investigators are still trying to determine the cause but the bigger question for the people who live here may be what's next for them. take a look at what's left this morning, new video of the did -- one of the apartments that burned, even the sheetrock on the inside is just gone. it's no wonder, those flames were voracious as the fire burned just before 10:00 last night. before it was over seven apartments were destroyed.

firefighters say as bad as it looked from the outside it was worse on the inside as the fire burned in the attic space. because the fire started before 10:00 last night most folks were still awake and able to get out safely. in fact, there were no major injuries are this fire. the one firefighter did suffer a muscle strain. foster city police also warned people about an hour after the fire started that there would be heavy smoke in the area. some of it was visible from mere the highway 101 highway 92 interchange we are just on the other side of that retaining wall here in morning. the smoke has mostly dissipated here this morning. 14 people were displaced, it could have been far worse. it is a big apartment complex and very tight quarters. now, those folks who were it displaced from their apartments are getting help from the red cross this morning. in san mateo, kris sanchez, "today in the bay." the power back on it this morning after a transformer explosion in milpitas. that explosion mocked out power to thousands of people.

south main street near montague expressway finally reopened late last night. pg&e says underground equipment blew up in front of the jack in the box in that area. in santa clara o two people have turned themselves in am in connection with a fiery explosion at a shopping center it. police say the driver of a white honda drove into the poinciana plaza gas line wednesday, that sparked the explosion. the driver, 47-year-old sara desegura took off. she sur rend to police yesterday. as for the strip mall itself, much of it, look at it there, it's destroyed. yesterday employees and customers came out to see some of the damage left behind. >> to look at the way it's destroyed and charred remains it's tough to he see. >> i'm more concerned about high employees, a lot of them are single mothers. >> police say the suspects are cooperating. happening today, you want to talk about something that could save lives.

we're going to take a closer look at this it -- with heroin use exploding in san francisco police are arming themselves with a new tool. >> "today in the bay" stephanie chuang live in our san francisco newsroom this morning. steph, heroin isn't the only drug that they are targeting here, right? >> reporter: that's right. that's why the police chief says it's so important to get this lifesaving drug am every first responders' hands and that includes police officers. we're talking about naloxone or narcan, it's not new but the use by police officers is. it's a drug that reverses the effects of an overdose. san francisco was the first city in the state to publicly pay for its distribution to people who would post likely be around someone overdosing that was back in 2003. public health officials say it's critical to use now more than ever because heroin abuse is on the rise. a crack down on prescriptions for painkillers has moved people to street drugs and though another concern, a new drug in town called fentanyl. >> when you have something like

fentanyl posing at heroin and people are buying that and not realizing it's much more potent. we saw that causing a huge increase in overdoses. >> reporter: outreach workers were it groups are draining officers how to use narcan with the nasal kit not the injection method. mar can use is up in san francisco. in july it reversed 75 overdoses compared to 25 in july of last year. this this afternoon sfpd will be giving an update on this pilot program, it will be two years and that includes an appearance by an officer who actually saved a man in june. a new tech hub coming to the silicon valley but it's not the kind that you would think. this time it's the government that's getting involved. "today in the bay's" bob redell joins us live from san jose with what the white house just announced it this morning, bob. >> reporter: sam, the obama administration making the announcement within the past couple of hours that it will be

providing tens of millions of dollars for a new manufacturing institute to be headquartered here in silicon valley is, it's the flex tech an alliance, that's a manufacturing group head quarterered in that building behind me in san jose that will be ordered to help pioneer the next generation of bendable and wearable devices. ash carter along with the mayor of san jose will make that announcement at an event in mountain view, it will be at 11:00 a.m. the flex tech an alliance will receive $171 million, $75 million of that coming from uncle sam, the remainder from local a government and private groups. the an alliance which is made up of 162 companies, nonprofits, labs and universities will then be expected to use that money to develop new flexible hybrid technologies. we are talking about things like sensors that are lightweight that can conform to the shape of a person, let's say, or than airplane wing. this means we could some day see

decision 2016 rooips are not the only ones having all the fun, democrats preparing for the democratic national committee summer meeting which kicks off in a number of hours. >> there's that speculation joe biden will soon decide if he is in or out for the race for the white house. edward lawrence live in

washington, d.c. with the latest. >> reporter: will he or won't he? that's going to be the question for the weekend. there's mounting pressure for vice president joe biden to run for president. at the moment the vice president has not made his decision, he said that he would decide by the end of the summer. now at the democratic national committee's summer meeting biden supporters have sent e-mails around to delegates asking them it to keep an open mind. a poll shows the vice president's favorable among all voters is at 48%, well above the 39% that hillary clinton gets. still again no decision has been made. the other big topic that the delegates are dealing with is hillary clinton's e-mail controversy. most of the delegates believe that that will be over with by the time neck year comes around and the election comes around. >> for the republican big news from one of the republicans there, donald trump, go figure, he is addressing a "new york times" article and he told a crowd in south carolina last night, quote, i do not wear a

"the new york times" article called that in question. trump called somebody up from the audience to touch his hair and look at it and inspect it. she did say that his hair was real. edward lawrence. back to you. >> i'm glad that we addressed that one. >> and this is real, too. >> that's what i hear. pg&e in a very familiar spot right now underneath the microscope. just weeks before the fifth year anniversary of the san bruno explosion state regulators are investigating pg&e's corporate culture and safety record. the state public utilities commission has green lighted in investigation. the is season bruno explosion killed eight people, leveled and entire neighborhood. investigators blame that blast on shoddy maintenance and a flawed recordkeeping system. millions of dollars for charity are going unused in california. every year californians donate millions of dollars toward charitable causes on those tax forms but a new report were the

"associated press" shows merely a third of that money has gone unspent over the last ten years. that includes money for colon cancer screenings, youth programs and aid for military families. the report blames bureaucratic maze that delays contributions and let's donations slip through the cracks. >> santa clara county leaders will be speaking out for equal pay for women. earlier this week was women's equality day. santa clara county supervisor dave cortezzi and cindy chavez will call for new measures to close the gender pay gap in california. that includes a proposal to include santa clara county contractors to pay employees equally for similar work regardless of gender or ethnici ethnicity. they will hold a meeting at the mexican heritage plaza in san jose. sales of bottled water on pace to overtake soda by 2017 but not all bad news for coke and pepsi. >> a sign of the times. for that and the rest of your

news we it your honor to landon dowdy. good morning. >> good morning. it's been a wild week but the markets could take a breather today following the two day massive rally. the dow gained nearly 1,000 points that's the biggest ever two day gain for the index. stocks surging on positive economic data as gdp rose more than expected in the second quarter as well as oil prices which jumped 10% although lower this morning. watch for data today on income and spending and consumer sentiment. the dow rising 369 points thursday to 16,654, the nasdaq up 115 to 48.12. sprint a taking aim at a at&t offering directv subscri subscribers one full year of cellphone service this f. p they switch for sprint. bringing customers on to its wireless service is central to its rational for that deal. it is only available until september 30th and customers must buy or lease a phone

through sprint and pay a one time $36 activation fee. sales of bottled water are on rack to pass soda in the next two years. that's not entirely bad news for the likes of coca-cola and pepsi which have their own water brands, but it's not ideal as wholesale water prices are down 25% in the past decade while soda prices up by a third. this increase driven by consumer desire for a healthier lifestyle. >> to your health as well, landon. i was thinking about that for a second. bottled water, that fad has really only picked up over recent times. >> maybe it's not a fad after all. >> here we are looking for water as much as we can get. so not surprising. >> you are going to need a chilled water certainly towards the end of the day, right? maybe midday, kari. >> yeah, it will heat up fast today especially with all the $. we are starting out with mostly clear skies and that sun will really warm things up today. once again kind of like yesterday, but a few degrees cooler in some spots.

as we take a live look now at san jose we do see mostly clear skies if you head out there you can see the moon and the highs today will still be hot inland. we're talking 98 degrees in gilroy, san mateo 86 degrees, marina 70 degrees. along the coast the temperatures are still nice and cool, napa 93 degrees, oakland 81 and dublin 94 degrees. the future cast shows pager changes headed our way. as we go into the afternoon nice and sunny. this is what the cloud cover could look like into tonight the low clouds roll back in and then there's the change. we see a slight chance of rain am that forecast up around santa rosa and parts of the north bay, but unfortunately a lot of that rain fizzles out, but the cool air behind that continues to move across the bay and we will have some much cooler temperatures for tomorrow. the estimated rain for that event is about maybe .05 of an

inch in ukiah. we are also tracking tropical storm erica just to the south of the dominican republic and will be moving closer to florida maybe as a tropical storm. this could be some good news, especially if those wind speeds continue to weaken because they are in a drought in florida. looking also in the pacific, this is not good news, we have a very strong hurricane moving closer to hawaii but the track is now just a little bit farther to the north of the island so hopefully it stays that way. in the bay area it will be nice and comfortable, highs in the 70s and 80s, in san francisco highs near 70 degrees this weekend. let's get a look at that commute with mike. it's friday, lighter commute is so we're seeing a smooth drive all around the bay, it's also only 5:19 so we have just a little build out of the at month, fender-bender before you get to the 205/580 merge. looking at eastbound 780 away

tropical storm erica bearing down on puerto rico after slamming the caribbean island of dough minute can a. is that storm is causing flooding and landslides. it has already killed at least tour people. rescue crews are searching for more than 20 still reported missing after the storm struck. it's expected to pick up strength into a hurricane before it hits the florida coastline on monday. tomorrow marks ten years since hurricane katrina devastated new orleans.

tomorrow president george h.w. bush will visit the city that has spent nearly a decade to rebuild. they will visit warren charter school, the school benefited from the gulf coast school library initiative that was created by laura bush. the initiative was established to help schools damaged by the storm. you may remember some of these heart breaking images as a the waters stranded countless residents on their roofs with no food or water. one by one they were eventually rescued. crews eventually picking them -- plucking them off to safety. yesterday president obama went door to door through one rebuilt neighborhood praising residents for their extraordinary resilience and strength. >> you are an example of what is possible when in the face of tragedy and in the face of hardship good people come together to lend a hand. >> good to see that. he also assured them the federal government is committed to to staying until all the recovery work is done.

experts say it's still impossible to put a price tag on that damage. federal estimates indicate katrina could cost the gulf states more than $125 billion. 5:24. coming up we will take you live to new orleans. "today in the bay's" jay gray will give us a closer look at how far the community has come as the recovery there actually continues. and back at home now more buses and more trains coming more often. just some of the changes that are promised to muni riders starting next month. part of phase two of the muni forward program. the first phase kicked off in april with boosted service on muni's biggest and busiest routes. this round is focusing on improving connections between neighborhoods across the city as well as increasing service on eight cross town lines. it should result in shorter waits for about 140,000 muni riders. coming up, a plane crash turned miracle. remarkably the pilot walks away just fine. but why the crash has

a good friday morning. thank you for joining us. i'm sam brock. >> and i'm will laura garcia-ca. it's going to be a warm one today, right kari? >> it will be warm but not so much this weekend. today we keep the air conditioners up all the way on high but this weekend we will be able to turn it off. let's take a look at those temperatures now. it's 65 degrees in the san francisco, peninsula 67 degrees. look at these highs today, 93 north bay, 92 south bay, 81 east bay, 77 in san francisco, 95 in the tri-valley and a the peninsula 85. i will talk more about those temperatures and how low it gets this weekend coming up. let's get a look at that chute with mike. we are looking intently at the san mateo bridge. you can barrel make it out right over here those flashing lights, so moving slowly from right here. last time we took a look westbound. that causes a little slowing as you pass that scene.

morning are getting help from the red cross. in san mateo, kris sanchez, "today in the bay." it is 5:31. it will take several month for the ntsb to reveal what caused a small plane to crash near the san carlos airport. it crashed near highway 101 yesterday. took off from the airport just before 5:30 crashed right outside the runway. the pilot remarkably walked away from the wreckage. >> looks like the pilot is out. >> he's out. that's wonderful. >> the redwood city police and fire and sheriff's department got here quickly, airport staff was here on duty and the pilot got out. >> mtsb investigators spent the might looking at the plane making sure it had fuel and the pilot had a proper evidence. a discovery of a body into a homicide investigation. a 44-year-old man's body was sound in a san jose home on monday on vaccy drive.

now investigators say an autopsy report revealed the victim had been stabbed at least one time. police have not named any suspects yet, but it does mark san jose's 21st homicide of the year. the oakland police officer who shot and killed a man yesterday remains in the hospital this morning. investigators say she opened fire after the suspect attacked her. >> i've been struck in the head by the is suspect. >> you were listening to the officer's call for help. police say the suspect was trespassing at an apartment complex and started assaulting a resident there. when the officer arrived police say the man attacked her with a metal chain. she suffered cuts to the head. neighbors say the suspect was a transient and had mental health issues. happening today, san francisco police have a new tool to stop drug overdoses before they turn deadly. they've already started using it to combat heroin overdoses. today we will learn more about how it works. morning. steph, the department says it's already tried it out on the streets and it was very successful. >> reporter: it was. it saved a man's life according to a san francisco police who point to an officer in june as the first in the kept to save a man's life by using this overdose reversing drug. public health officials saying that the use of heroin in san francisco is on the rise because of a crack down on prescriptions for painkillers. that's been happening for some time. so now those people have been moving to hair wane. adding there are other new drugs like fentanyl they are pushing up the number of overdoses here and that's where this drug naloxone or narcan come if. outreach workers from groups are training police officers how to use narcan with a nasal kit, not the injection method. >> you do what you can do. there is no treatment when you are dead. we train law enforcement because 75% of the time they are first responders. >> reporter: the san francisco public health department says

narcan has significantly cut down the number of heroin overdose deaths in the city from 120 in 2000 to ten each year between 2010 and 2012 so the numbers speak a story here. right now they are in the middle of a pilot program for two years but the police chief says he eventually wants every parole car to have one of these kits. live in our san francisco newsroom, stephanie chuang, "today in the bay." continuing coverage now. outrage, grief and support blanketing the nation as a virginia community remembers two tv journal lists gunned down by a former colleague. this morning disturbing new details are being revealed about the shooter. a station executive says vester flanagan vowed he would, quote, headache headlines the day that he was fired from the station. the general manager of wdbj in roen moek says that he was hired after getting positive references and hen fired for performance issues, but as flanagan was being escorted from the building he had some ominous words for his boss. >> he handed a wooden cross to

the news director who was at that time dan den son and he said you will need this. >> eerie. flanagan reportedly had loud confrontations with coworkers, gained a reputation for being very difficult to work with. we're learning more about how flanagan lived his every day life. an nbc exclusive sneak peek into his home reveals he lived in a $600 a month apartment decorated with pictures of himself. inside his car police found that he had two glock 9 millimeter pistols with six magazines, three license plates and a wig, possible clues he was trying to escape. flanagan evenly shot himself after driving off from the murder scene. it is 5:36. in the middle of this horrible tragedy people across the nation really coming together to remember reporter alison parker and photographer adam ward. a memorial service will be held on tuesday for ward.

>> they are more prepared now. there is a hurricane that's bearing down on florida today. >> yes. and it is still at a tropical storm strength, but may strengthen to a hurricane into the next couple of days but a lot of the models are now weak hinge that storm which would be great news for them because they need some rain, just not the wind. as we take a live look, nice and quiet here in san jose as we start out with some mild temperatures and it will be another hot day. it was hot yesterday and into this afternoon more of the same, but coming down just a couple more degrees as some high clouds stream in this afternoon. it will be 92 degrees in the south bay, peninsula 85 degrees, 81 degrees in the east bay and the tri-valley still 95 degrees. so not yet able to turn off the air conditioning. by tomorrow we will have some changes rolling in. this is a look at the future cast. this is what the cloud cover could look like across the bay area. we start to see clouds moving in this evening, even some rain in the forecast.

very light amounts for the north bay and then that rain kind of pizless as it moves to the south so unfortunately i don't think a lot of us will see any of those showers but some of the models picking up on at least some trace amounts of rain. when the drought is this severe any little bit will help. in santa rosa maybe .03 of an inch and lesser amounts as you head off towards the south and east. we've been talking about tropical storm erica that is moving just to the south of dominican republic that may be racking toward florida over the next couple of days. today the forecast brings it in as a tropical storm possibly and the rest of the southeastern coast will be watching that. in the pacific high is watching hurricane i go nas joe. for us a nice quiet calm weather, much cooler temperatures, highs in the 70s and 80s and slight chance of rain in the forecast.

morning at a shopping center mere the fruitvale situation in oakland. the weapon belonged to a hayward police officer. it's the third time a local law enforcement officer's begun was stolen. last week someone broke into the car of a uk berkeley police chief. in june someone stole a federal agent's gun in had san francisco. a bullet interest that gun ultimately killed kate steinle. lyme disease which has list or lee been rare in california now has a close cousin which causes a similar sick isness that's popping up on the peninsula. tics infected with a bacteria nearly identical to the one that cause lyme disease have been found at parks in san mateo and santa clara county. so far no human in california has been diagnosed with that lyme like infection but researchers are urging people to seek medical help if they experience symptoms after visiting a park or a wilderness area. talk about enjoying the final days of summer, a couple

commission approved the investigation yesterday. the san bruno explosion killed eight people and leveled an entire neighborhood. investigators blame the blast on shoddy maintenance and flawed recordkeeping. from sleepy suburb to high tech mecca, the city of sunnyvale has become a hot spot for expanding tech companies and that brings more traffic headaches along with it. this is one of the biggest problem spots right here, the intersection of highways 101 and 237 right along mathilda avenue, locals call it the mathilda monster. it was dubbed the third worst spot for traffic in the bay area. last week the city and vta asked neighbors to weigh in on possible solutions. many folks asked for better bike routes and pedestrians options. >> we've given cars a good shot, they get overused and if we don't do something about it we're just never going to get out of gridlock. >> designs for a traffic solution could take up to two years with an michelle price tag
