and took off in a truck. the deputy did auto die, the suspect's motive is unclear. this happened 8:30 local time. this is the first deadly shooting of a texas officer this year. well, tonight an historic raid on the bail bonds industry in the bay area. we learned that the major law enforcement sweep happened in san jose. so far 18 bail bonds men have been arrested. more from the news room. tony, what is this about? >> reporter: pretty significant here, our sources confirm that the major raid of theñr bail bos company happened yesterday. the state department confirmed what our sources shared. they asked us to hold the information on the raids because they were not complete and there was a concern for officer's safety. here is what we now know for sources at the department of insurance. 18 bail bonds men, people who made a career helping people get out of jail, they all spent the past 24 hours trying to get

themselves out of jail. the arrests started early thursday. the sources close to the investigation say that luna bail bonds in san jose had ten employees arrested. law enforcement has been arrested. nine bail bonds from san jose, and one employee from san jose, bail hotline. when the raid was finished, a total of 21 bail bonds employees will spend time behind bars, all accused of colluding with the inmates to get the bail business. the santa clara's district attorney office has filed charges, all felony offenses. we also learned the state department of insurances revoked the bail licenses of all the bail bondsmen. a source close to the investigation told us just hours ago they found the bondsmen colluding with inmates inside the jail. 13 additional arrests are

fashion, 42,000 fans leaving at&t ballpark. a beautiful night outside. things will be changing in our forecast. let's bring in jeff ranieri. >> a very hot day, thick fog rolling in. thick sheets of drizzle at the golden gate bridge. what we have now is a storm system just offshore. copius amount of rainfall developing to the south. we'll get a fix on the radar, unfortunately most of it offshore producing for the bay area, mainly we're just finding cloud cover at the current time. that is about it. we think at least for the next couple of hours. but as we look at the time line with the core of low pressure still off to the north as we head to tomorrow morning, we do think we'll get the showers in here around 7:30, also 8 or 9:00 in the north bay, also the peninsula, then eventually the rainfall does go away.

closer to the mainland and the united states. it's already blamed for 20 deaths on the tiny caribbean island of dominique. the storm caused electrical damage in the caribbean. people in florida are stockpiling food and water, and what you see there are a long lines for gasoline. and marking the anniversary of hurricane katrina, for people who responded to the disaster it seems just like yesterday. peggy bunker talked to a woman who actually got in her car and drove straight to new orleans to help out. >> that is right, it has been ten years since hurricane katrina hit the city and stranded thousands. when those images first crossed the air waves, one santa clara woman jumped into action. she jumped into her car, a

hummer, with five friends, driving 33 straight hours to help anyone and everybody she could. she even moved families back to live with her family. she saved two people, page says the entire town that she lived in was destroyed. >> my brother lives in the ninth ward. the storm was -- almost like a ghost town. houses are still boarded up, you know, it just -- it's different. >> still, to this day so much work needing to be done. coming up at 11:00 tonight. we'll meet another family that rena rescued. >> that is an astonishing story. and afterwards, people tried to rebuild their lives. dozens like this woman ended up at cal state east bay in hayward.

nbc cheryl herd is in concord. >> reporter: the folks i talks to tonight just can't believe it. they can't believe that sexual predator 51-year-old frazier smith will be placed in the 1500 block of amherst way. and everyone i talked to told me, why here and why now. >> no, i wouldn't want to raise a child here is that dangerous person is here. >> reporter: helene barnes has lived in this quiet neighborhood for over 50 years. she found out the state wants to house convicted sex offender frazier next door. >> i just can't understand why they would pick this neighborhood. >> reporter: he was convicted of assaulting four women and is set to be released soon. why contra costa county? the state tried to put him elsewhere but the community

fought back. contra costa county plans to do the same. >> he lived in solano county before he went to prison and was committed by solano county as a sexually violent predator and so there is that statutory preference that he remain there. >> reporter: and others claim there is a way to keep them from being released. >> the entire concept of providing them with treatment is really nothing more than an excuse to justify the detention. >> reporter: he says putting him in his neighborhood is unfair. >> what makes this different than any other neighborhood? with our taxpayer dollars it just seems we should have a voi voice. and raj, to answer your question, there is a hearing to be held in fairfield september 25th. it depends on how much this community pushes back.

reporting live, i'm cheryl hurd. and another predator alert to tell but. this one at uc berkeley, police say this man in that pool in the surveillance video swam up to young girls at a campus swimming pool and touched them. it happened at the strawberry canyon pool. he apparently grabbed him on their backs and legs and ran. campus police are trying to find this man. and a health alert for everyone. an inmate was taken to the hospital where he tested positive for legionnaire's disease. and 38 other inmates have shown symptoms. it is a rare diagnosis which prepondera prompted the prison to turn off the water, forcing nearly a thousand inmates to skip water and line up to get drinking water. legionnaire's is spread through contaminated water.

today they determined using the total was no longer a risk so the toilets will be turned on eventually. faucets and showers will stay dry until they figure out how the inmates got the bacteria and if other inmates also test positive. and serious questions tonight about the death of an inmate inside the santa clara county jail. prison guards may be to blame. nbc bay area damion trujillo has more. >> reporter: the inmate died wednesday on the sixth floor of the jail. sources say this is where they are housed. >> deputies were doing their welfare checks as normal and noticed the person was not responding to them knocking on the door. they went in and rendered aid. fire and paramedics were called. >> reporter: but sources close to the investigation say it happened after beatings.

the sheriff said the inmate was declared dead in his cell. the coroner spent the day performing an autopsy and the sheriff's office has asked the medical examiner not to release any information on the case. >> it is still an open investigation. we go with the coroner's report and find out what the method of death was. >> reporter: the dead inmate does not have a cell mate. today, a source confirms three guards are on administrative leave but also says they have not been legally or administratively charged with anything. damion trujillo, nbc bay area news. and a television station is getting back to the business of tv news. just two days after a tragic on-air shooting of one of its reporters and cameraman. wdbj covered their first live game tonight, a high school football game. that since alison parker and adam ward were shot to death on air wednesday morning. police officers stood by as two

wdbj journalists did a quick report at that football game. fans in the stands also observed a moment of silence before that game. well, the man connected to those shootings, vester flanagan was a former employee of that station. he fired 17 rounds from a glock pistol and wounded another person that parker was interviewing at the time. investigators are now taking a quick look at what he wrote. he sent nbc news a 23-page manifesto in which he identified with individuals who committed violence and mass murder, as well as the september 11th attacks on the u.s. and a search is on for el paso for a man trying to lure children into his car. in this latest incident, a white man in his 30s allegedly pulled up to two students as they walked to school. and last friday, a man with the same description approached an

11-year-old girl on lewis road. police say they got a similar report. palo alto unified is now warning parents to be vigilant. and the oakland police officer who shot and killed a man is out of the hospital tonight. investigators say he opened fire yesterday after a man attacked a woman with a metal chain, happening when she responded to a call about a man assaulting someone near mcarthur and grand. the man is a transient, officials say. and santa clara county says turner construction is botch a multi-million dollar hospital project. nbc bay area has more on the story. >> reporter: a walk through the santa clara county hospital bed building shows a project in almost total disarray. the turner construction company was picked to build it.

but today, county leaders acknowledge millions of dollars have been wasted and the county is losing at least a thousand dollars a day in lost revenue. the records we obtained show the original product was $291 million. turner construction requested an additional $66 million and another $9 million. the documents show the county agreed to extend the deadline by more than a year and agreed to other change orders as well. here is what the project looks like today two weeks before it's supposed to open. unfinished rooms and no beds. >> i'm very disappointed. the progress is not where it is supposed to be for the delivery of this bed building. this is a patient room. intensive care unit bed and as you can see from top to bottom the room is nowhere near completion. >> reporter: in fact, county officials say the september 19th opening will be impossible to meet and in fact say it could take two or three years to make up time and solve problems, including a rain-damaged roof.

>> we expect to have a new roof as opposed to a patched roof. >> what about these patches? are they working? >> my understanding, as of today, i have heard they are not. >> many of the things they did are just inexcusable, for example, building an entire floor to specs that were not approved by the state. >> reporter: the county executive said they tolerated the delays because of the reputation for completing big projects, they were working on levi stadium at the same time. now smith says he believes turner construction became preoccupied with levi's at the expense of the hospital project. >> we noticed levi, when the stadium offered them an incentive bonus to finish quickly that suddenly a lot of our subcontractors left. so they redirected them to the levi stadium. >> reporter: but officials say they agreed to talk to us because the delays prevent valley medical center from delivering much-needed promised

services. for example, the emts entire rehabilitation unit was supposed to be moved into the building. instead, the county says it has had to turn away patients daily because of the current facility's limited capacity. the new building was also suppose to house the expansion of the burn unit and maternity department. today, a spokesperson said it was wrong the blame the construction company for all the delays and says it is not supported by all the facts. he says the county accepted responsibility for many of the problems. but the county executive is not swayed and says that the county has already put turner construction on notice, come up with a better explanation in seven days or lose the project. >> we can't afford to lose taxpayers' dollars nor to have a company that is playing games in charge of the schedule. >> so the company could fire turner within a week? >> right. >> things may not remain up in the air for very long.

the future of turner construction's role as well as the future of the overall project could be decided at a meeting between the two sides early next week. in san jose, robert honda, nbc bay area news. thank you, robert, as we first told you last night police in san francisco have a new weapon to fight the growing problem of heroin overdoses in the city. this drug is capable of instantly reversing the overdose. in june, mike malone became the first to revive an unconscious man. he did it by using the method to reverse the man's overdose and had him breathing and awake before the paramedics arrived. >> we have seen an increase in the number of people on the street that are suffering from overdose. and before, we were somewhat powerless to even do anything other than get on the radio and request an ambulance and do basic first aid. so now when we encounter those incidents we can actually do something about it.

>> sfpd began a pilot program to administer the drug five months ago. it may spread citywide to all officers by next year. the county spokesperson said the drug saved 75 lives alone. and an ambitious program could bring thousands of jobs to the bay area here. it is a lot of higher level and manufacturing jobs could be on the way. the department of defense and local businesses have pledged $250 million towards what is being called the flex tech alliance. it involves everything from computer chips that can be printed like paper and also tiny robots. people are needed to support the technology and that could be a big boost for the bay area. >> the great thing about manufacturing is that it offers a range of jobs, not just for phds and engineers, but there are a lot of production jobs that pay really good middle

class wages. >> now, the jobs were first announced, and they are one of the local companies that will hire. teeing off on the taxpayer's dime. a new audit revealed the state has been playing a caltrans worker to play golf while on the clock. the audit found the engineer was working the links 55 times during a 19-month period, that is about four hours per round. that is just one example of employee misconduct uncovered by the state audit. in another case, the california correctional health care services paid $3.2 million for electrical work at the prisons. but the contractor was doing nothing more than just processing the voiceinvoices, t after the report was released, caltrans pulled out of a golf tournament scheduled. and more on stealing water for the historic drought. the watershed enforcement team is looking for growers illegally rerouting water to feed their

pot plants. >> when they do that they literally take all the water so that water is not available for anyone downstream. so it's is devastating and catastrophic for the environment. and those with the initiative say they will be looking for people breaking the rules. all right, let's bring in chief meteorologist jeff ranieri. jeff? >> we do have dramatic changes coming in for the weekend forecast. it has been very warm, and extremely hot inland. today was another day with 90 to 100 degrees for the interior valleys. but right now we have started to finally see the temperature averages drop in the south bay, 73 degrees, clouds increasing with the fog at the coastline, even in san francisco right now we do have drizzle and 65. we'll take you to the sky camera network and you can see the drizzle right here at the embarcadero. a lot of downtown buildings not even visible at this point and for the north bay we're

currently averaging 67. as we head through the tomorrow morning yes the fog stays at the immediate coastline. but the other item we're tracking just in case you have not heard is the possibility of showers. so let's look at the forecast for tomorrow morning. for the north bay, a slight chance there for san francisco and the peninsula, as well. down towards the south bay, 67 degrees. so let's take you to the storm right now and as we see it you will see that area of low pressure is just offshore. we do not expect the storm system to move over the bay area. so unfortunately, no big-time rainfall totals with this. but we still think we're going to get a small branch of this breaking off the southern edge of it. so let's go ahead and zoom in off the radar, and we'll show you exactly when we could get some of the initial showers. we put a storm track on this. you will notice as we head out to 1:08 a.m. bodega bay, spotty showers. and clear lake may also get some spotty activity, as well.

trying to figure out who he is and how the track him down. well, a dead whale carcass was found floating in oakland and it turns out it got hit by a ship. today, marine biologists examined the whale and found evidence of blunt force trauma. they say the whale was hit maybe by a ship. they say the whale, a young male, was alive when it was hit. the whale has been moved to angel island to stop vandals from getting to it. we learned today the whale is a fin whale, an endangered species

not normally seen in the bay area. and now to report on firefighters who still do not know what started a fire on the peninsula. this is in foster city near the 101-92 interchange. now several people were forced out of their homes. this is the second fire in the complex since may. and two men, a pile of illegal drugs and several high-powered guns are off the streets of san francisco tonight. police arrested randy ashford in richmond on wednesday. they seized three rifles, two pistols, hundreds of rounds of ammunition and drugs. both men now face charges of drug and weapons possession. on the streets, items are often called hot. but here, it's hot in more ways than one. this is owned by a former guitarist of the red hot chili peppers. now, the guitar is reunited with

its owner. the friend was about to loan the $30,000 guitar to the rock and roll hall of fame when it disappeared. police are proud of this recovery. they found the guitar changed hands three times before they were able to get it back. and say good-bye, today, they started to shut down the caves for gofe cafes for good. two of the cafes shut down for good. the rest will follow in the weeks ahead, along with other locations. you may remember that starbucks bought the bakery for $100 million. earlier this year, the coffee maker decided to close them saying they were not sustainable for the company's long-term growth. today, employees sadly served up old favorites with a side of good-bye for all of those loyal customers. >> so everybody is pretty bummed that they're closing.
