"today in the bay" starts right now. a good friday morning. i'm sam brock. >> and i'm laura garcia-cannon. let's get a look at that holiday weekend forecast. i guess friday, too, it's our last workday. >> and it will be great today. then starting to heat up as we head deeper into the holiday weekend. now it is 47 degrees in the north bay while san francisco is at 57 degrees and 59 degrees in the east bay. highs will generally be in the 70s, a few 80s, low 80s, here and there, but much cooler than where we should be for the beginning of september and then it starts to go back to summer, the feel of the air. i will talk more about that coming up in just a few minutes. let's see how the morning commute is moving. we're looking toward the bay bridge where things are moving well, the picture a little stutter, but you can see the space in the lanes. we will talk about on the span itself i just got reports of a disabled vehicle slowly making its way across over near the

treasure island tunnel. there may be flashing lights and assistance there, but no lanes sound like they're blocked just yet. the a's play tonight. a little slowing headed toward the dublin interchange. there were road crews that cleared all at the same time a few minutes ago. we had some slow down at tassajara but things are moving better. three men tasked with keeping inmates safe behind bars themselves this morning. the three santa clara county correctional deputies are accused in the death of a mentally ill inmate. while they await their first court appearances members of the community plan to gather to demand an end to guard violence in local prisons. "today in the bay's" kris sanchez joining us in the studio with more. >> reporter: this morning those three deputies will wake up behind bars, though not at the santa clara county jail where they worked and where they allegedly beat that inmate to death. they have been transferred to another facility for their own protection. sheriff laurie smith says the three deputies were the only

ones who entered michael tyree's cell on the night that he cell. they will be charged with murder, conspiracy and assault. the three do not have the same training as the sheriff department's police officers or rather peace officers, but sheriff smith would not answer our questions about that is correct instead she stuck to a script and teleprompter offering condolences to the inmate's family for the correctional deputies' violent and cowardly act as she put it. >> the disappoint and disgust that i feel cannot be overstated. >> reporter: now, according to the coroner michael tyree died of blunt force at the hands of another person, that is medical speak for a beating so severe that he died of internal bleeding. now, the irony is that tyree wasn't even supposed to be at the santa clara county jail. a lawyer for his family tells us that he had already served a five-day sentence and was in the jail's protective care unit because it was supposed to be the safest place for him to wait for a bed in a mental health

unit. the three correctional deputies are on unpaid leave today, they have turned in their badges and the sheriff confirms that the fbi is also investigating. community members and family members are going to gather at noon today to rally in support of michael tyree, the victim in this beating. laura. >> thank you very much. you can watch the entire news conference with santa clara county sheriff laurie smith on our website, just click on the top story box, that's at nbcbayarea.com. new this morning, a woman leads law enforcement on a high speed chase through the north bay. started last night somewhere in santa rosa, but we haven't been told what started the chase. witnesses say the driver was going 110 miles per hour at some point and driving recklessly. the woman eventually crashed into the center median on highway 101 near the marin sonoma county line, but then she refused to get out. >> this is your last warning.

>> you heard them there, officers firing nonlethal rounds into the car. the driver, you see her, eventually got out and they arrested her. we will move to a developing story. police officers will be standing guard at sacramento city college after a campus shooting killed one student and hurt two others. last night dozens of people held the candlelight vigil for the victims. their identities have not been released. police say earlier in the afternoon a group of men got into a fight near the campus, one of them pulled out a semi-automatic handgun and started firing. one victim was shot and killed and another is in serious condition this morning. a third person was grazed by a bullet. school officials say two of those students had just left an afternoon class. the campus was on lock down for three hours yesterday as police search for the gunman who is still on the ran. inn smats at san quentin

will finally get to shower in their housing units, this as the prison recovers from an outbreak of legionnaires' disease. visiting hours for the general population inmates will resume this weekend. as of today there are seven confirmed cases of inmates with legionnaires' disease, the disease surfaced last week forcing the prison to shut off its water. one of the north bay's holiday hot spots could be off limits because of lethal algae. the press democrat is reporting a dog died moments after swimming in the russian river last weekend. that animal tested positive for a lethal toxin produced by blue green algae. warning signs about the algae actually went up last month. it's one of the busiest weekends of the year at that river with thousands expected to come. the county has not officially closed the river to the public yet, but it could. live look at the bay bridge toll plaza this morning. not a lot of congestion, almost froze nn time n fact. but millions will cross the

bridge today as they head out for the labor day holiday weekend and that holiday traffic could be made a little worse this weekend because the bart transbay tube will be shut down. >> chuck coppola joining us live. there are plans in place to help people around this closure. >> reporter: that's right. we're going to tell but some of them. all of these repairs to repair the tracks between the west oakland station and embarcadero station that serves the city's financial district, the transbay tube will be shut down between midnight friday and 4:00 a.m. tuesday morning. embarcadero station will be open but if you are going across the bay you will have to get off, walk two blocks to the transbay bus terminal, take a bus across the bay bridge to 19th street station in oakland. if you are on the east side of the bay 19th street is your last stop to get off and catch a bus across the bridge. there will be shuttles to take you to the 12th street or west oakland station if you happen to live or work closer to those. >> last night it was painless.

reprieve, low crude oil prices and a quiet hurricane season that has not slowed down refineries. san jose $3.13 followed by observing land at $3.17 drivers in san francisco paying on age 3.$3.3 $3.30. an ocean advocacy group is going to be cleaning up the mess left behind on monterey beaches. tens of thousands of people visited the areas beaches last year and left behind 330,000 pounds of garage on panther beach alone. save our shores is looking for volunteer efforts on tuesday. if you don't have time to volunteer but are heading to the beaches they ask you not to use plastic utensils and bring extra bags to pick up your trash. it's easy, bring a bag and put the stuff away and bring plenty of hotdogs and hamburgers and bring your appetite.

couples says she's not going to resign and plans to stay in jail as long as this takes. >> "today in the bay's" tracie potts live in washington, d.c. tracie, kim davis' husband says she is in good spirits after spending her first night in jail. >> but it may not be her last night in jachlt the judge gave her an option, five of the six deputies who work under her said they would sign the same-sex marriage certificates with her name if she would not interfere. she said her attorney back and said, no she'd rather stay in jail. we don't know yet how this is going to be resolved. that one deputy who would not agree to do so that's her son, he works for her. she has been threatened, they've been threatened with fines and jail time and it's just not clear she in an emotional testimony before the judge yesterday said that she cannot in all good conscience sign these certificates because it's against god's law. her attorney is holding her up as a hero like civil rights

e-mail documents showed the plan went to the top with ceos of huge companies like apple and google hatching these plans to keep salaries low by discouraging recruitment. a class action of 64,000 employees took their case to federal court demanding about $325 million. judge lucy cho rejected that number as too low. wednesday she approved a new settlement. $415 million. to 64,000 tech workers most of them in the bay area are going to get a check. while she increase ds the amount of money the tech workers are getting, cho a tough judge, well known in silicon valley said the lawyers in the case were asking for too much money for themselves and she cut their fees. it is jobs friday. let's turn to landon dowdy for a preview. good morning. >> good morning to you. it's the best friday of the month, investors are taking a cautious approach ahead of today's u.s. jobs report. futures are lower this morning

while asian and european markets are also in the red. stocks ended mixed on thursday giving up strong early gains, analysts expect 220,000 jobs were added to the economy last month. although august does tend to be a bit quirky, as many people are on vacation when the government conducts it's monthly survey. the unemployment rate is expected to drop to 5.2%. the do you closing at 16374, nasdaq falling to 4673. back over to you. >> speaking of jobs, do you remember the name max shear son? he is the guy who left his ceo job to spend more time in his family. not that i got fired, this is what i'm saying, but actually spending time with his family. he wrote with b. his decision in a blog post saying nobody ever requests if medical malpractice ceos can balance work and family. after 11 months spending time at home shearson is back to the grind.

park towards san francisco we have a clear start to the day and it is cool as you step out the door. you may run back in to get a jacket if you didn't already have one. 47 degrees in the north bay, it's 57 degrees in san francisco and expect a high of 68 degrees in the city and north bay will be at 81 degrees, east bay 77 degrees and the tri-valley up to 80 degrees. south bay and the peninsula will be mid to upper 70s. we do have a strong opposed today. wind speeds 15 to 20, getting stronger along the coast. look at their sustained winds, 34 mile an hour winds at half-moon bay, we will have some higher gusts that will make those waves very choppy. keep that in mind if you're heading to the beach. hour by hour in livermore, cool start to the morning, 55 degrees, by lunchtime we are in the lower 70s. still staying in the 70s throughout the day and then the clouds moving back in later on. but this will be the last cool

day that we will have before those temperatures ramp up for the holiday weekend and the beach forecast of course that will be where you want to go especially on sunday where the inland areas will be in the 90s, pacifica will be at 71 degrees, half-moon bay 75 and then as you head down towards santa cruz water temperatures warming up, too, it will be 83 degrees there. a look at all the microclimates quickly. we will have 80s and 90s heading into labor day. let's see how the morning commute is going. much better. over at the dublin interchange behind me you see traffic flowing at speed once again between tassajara and 680. there's the dublin grade picking up a little volume. it's not a problem. those map sensors over in the tri-valley show you all green right here, 580 and 680. we're looking at the upper east shore freeway. highway 4 also, the walnut creek interchange, the entire area in at speed. no problems across the bay

stadium. while the drone crashed in an empty section of seats it rattled a lot of nerves. the match was delayed for a few minutes while police and firefighters checked out what was left of that drone. police say the suspect now faces several charges, including reckless endangerment. now to an investigative unit exclusive, one of the bay area's biggest tech staffing firms facing criticism. beta soft advertises that it placed tech workers at google, wells fargo and ebay. >> vicki nguyen has been digging into complaints. >> reporter: good morning. beta soft is a $20 million tech staffing firm based in fremont. two people spoke with us concerned about how the company trains and markets its job seekers. they say they paid $500 to $1,000 for training. near the end of a six-week course beta soft gave them resumes with years of job

living in concord no longer an option for a convicted rapist about to be released. frazier smith was going to move into a concord home but the property owner has now backed out. people living in that neighborhood rallied against smith's placement there. the 51-year-old who was convicted of sexual assaulting four women is up for release. smith has also been turned down at a rental property in fairfield. a family dog is recovering this morning after a bay area burglary with a particularly cruel twist. surveillance video of the break in last friday in fremont shows the glass from a shattered sliding door there went all over the patio, the burglars then purposely spread food on that class for its family's dog to eat. the animal sliced its tongue badly as it was swal slowing those sharp pieces of glass. >> we live in a society where burglars and things happen and i understand that. what i don't understand is treating an animal like that,

to a bus to the 19th street. there is a big concert at at&t for billy joel. >> the east bay is sold out. it's important for me to know if you don't have a ticket you can rely on bart to get to the billy joel concert. it's going to drop you off at the transbay terminal, it's a 20 minute walk to at&t or hop on a muni bus. the last bus home is 1:00 a.m. >> reporter: speaking of going places on the water, extra ferry service will be available between the east bay and san francisco from oakland, alameda and vallejo, all of this to repair tracks near the west oakland station. live in san francisco, i'm can chuck coppola. high praise for the oakland police department. president obama's task force told the chronicle that police agencies across the u.s. should be following opd's example in

the post ferguson ear ra. the task force says oakland has found ways to repair and in some cases strengthen the relationship with the community. the department also received kudos from the president for changing its tactics helping them to avoid violent confrontations. all this comes in the wake of mass demonstrations against police brutality nationwide. more good news for oakland, juan of a kind deal is happening soon. today oakland officials will introduce merit colleges new law enforcement pre academy program. it's the only community college program of its type in northern california. it will reportedly prepare students for the police academy through hands-on training. more details will be released at an informational meeting later this morning. using technology to create drought resistant food. members from the department of agriculture will be in town to celebrate the amazing food i innovations happening at the bay area. they will be in albany where

unemployment rate dipped to its lowest level in more than eight years. >> so that's the positive, but america created fewer jobs than expected in the month of august and, scott mcgrew, that could be kind of confusing to the fed. >> i think it will be. good morning to you. it's two different numbers going two different directions. 173,000 jobs added in the month of august says the labor department with the report that came out about 13 minutes ago, unemployment rate as laura mentioned 5.1%. that 173 is far less than i think everybody was expecting and it could pressure the fed to not raise interest rates at its next meeting. we have been talking about this forever. it finally actually comes later this month. all right. switching from august jobs to steve jobs, the latest documentary about the apple founder hits theaters today. the man in the machine takes a hard look at jobs, several reviews calling it unflattering that's being gentle. it's in a number of theaters in the bay area starting this

coming. a battle brewing over a certain plucky celebrity. you probably saw the images, mike inouye talked about this the other day. this chicken now named chip that stocked traffic wednesday morning at the bay bridge toll plaza, that is until chp officers stepped in. the story went viral. now the mercury news reports at least three people have contacted the shelter where chip is in limbo claiming that's their bird. the shelter is telling any self-proclaimed owner to show proof of ownership. maybe a photo of chip and yourself at which time we can all presume chip will be able to fly the coop and if not rescue groups say they are ready to chip in. it was quite the scene there. >> let the record reflect you have a dog also named chip. >> i do. exactly. >> no relation. >> and i have photo proof. how did the three month old siberian fieger end up living on the streets of southern california. >> we have chickens, they have

tigers. animal control officers caught that big cat this week. >> i guess i will take our chickens over that. animal control officers brought the tying for a sanctuary licensed to handle and street exotic animals. they say the 25-pound cub will need surgery for a stomach problem. folks at the sanctuary have tried feeding it with a bottle, let it run around, the sanctuary houses eight adult tigers but this is its first cub. >> i have never seen a cub come through our doors anyway in 20 years. >> it is against the law for anyone to keep the tiger as a pet. the california department of fish and wildlife will determine where the cub ultimately ends up. you like to think it's so cute, i could train it, but big paws. >> they were rubbing him on his belly like he was a dog or a cat. >> a cat with big, big paws.

>> very calm. meantime, it's calm actually going into your friday and it heats up. >> yeah, it will be a hot weekend. we are seeing now some cool temperatures out there. it's in the 40s and 50s as you step out the door. all clear skies across the bay, but you will want to see this weekend forecast. it's coming up in just a few seconds. at the bottom of your screen you can see that seven-day. so a little spell of short weather -- or cool weather will be short lived. into the next few days we do see a warm up as we take a live look at the temperatures across the bay area, it is chilly in the north bay, it's 47 degrees and then today it will be topping out in the lower 80s in the north bay, san francisco up to 68 degrees, 77 in the east bay, 76 in the peninsula and the south bay 79 degrees. so what's happening here? we have a breezy on-shore flow and the wind will continue to pick up as we go through the day, even stronger than yesterday. look at half-moon bay at

lunchtime, wind speeds coming in at 22 miles an hour and it goes up from there up to 34. these are sustained winds. we do have even higher gusts. and it will also be breezy inland so our temperatures will be kept down by that breezy on-shore flow. but things change as we head into the weekend. that on-shore flow not so much and that will allow those temperatures to start to build under all of that sunshine. if you will be traveling expect it to be much hotter as you head farther to southern california and palm springs, 100 degrees tomorrow. the beach forecast is looking great because the inland areas heating up into the 80s and 90s, maybe you will want to head to pacifica, it will be 71 degrees, water temperature fairly warm, too, in the lower 60s, half-moon bay 75 degrees, santa cruz will be warming up to 83 degrees. i will have another look at the microclimate forecast coming up. let's see how that commute is moving with mike. it's moving very, very nicely. over at the bay bridge toll plaza no metering lights, 5:52
