"today in the bay" starts right now. a good monday morning. i'm sam brock. >> and i'm kris sanchez in for laura garcia-cannon. today let's go to meteorologist kari hall who has a look at your forecast because i have a sense that you might be going outside today. >> oh, yeah. a lot of people going outside, finding a place to cool off because it will be hot on this labor day. it is now 57 degrees on the south bay and the peninsula, north bay 54 degrees, temperatures continue to drop under clear skies, but then will be warming up quickly. 92 in the north bay and south bay, 88 in the peninsula and south bay. san francisco up 2086 degrees. more of those temperatures that will be very hot, sizzling and we go through the week. more on that in a few minutes. breaking news now. it's going to be several hours before a major bay area highway reopens this, following a messy crash overnight that could mean trouble for travelers returning from labor day trips. not only folks on the roadways but some in the neighborhoods might be affected by this eventually. >> reporter: that's right. we're talking maybe not just several hours but until maybe late afternoon. so 3:00 to 4:00 in the afternoon. you have pg&e crews working right now. you see there was a pole standing by the washington avenue off ramp of southbound 880. a pickup truck carrying six people after midnight crashed into that pole, sheared it and half of it is still hanging there, you see the wires are pretty low. that's what pg&e crews are working on right now. they're trying to get a new pole up there. there is a small possibility they may close this stretch of 880 later if they can't do the work without doing that. they are going to try to avoid that, but the wires those they were deenergized were very dangerous for the drivers earlier. >> they were very low. they were deenergized at the time but the problem is because the pole is no longer in the ground and stable if they would

have caught the wires it would have brought everything down dropping two sets of wires, six wires down on to the freeway. >> reporter: thankfully pg&e able to get those wires back up so that trucks could pass here. there was a little bit of a grass fire sparked by some of the embers when the pole came down, but the fire department put that out very quickly. as for the people in that chevy silverado, there were two adults and four children. the good news is none of them suffered serious injuries, one boy taken to the hospital for precautionary measures. live in san leandro, stephanie chuang, "today in the bay." >> hopefully they can resolve that safely. thank you. now to a developing story. this morning the search will resume for a person who disappeared in the water when a boat crashed into a dinghy. >> that crash killed one man, 26-year-old michael harris, his family says he lived in san francisco, graduated from santa clara university. >> it happened yesterday morning around 1:30 near catalina island down south. joins us in studio. what happened here? >> reporter: it was very early sunday morning, the sea pitch black. 26-year-old michael harris died when two boats collided in the darkness about a quarter mile off santa catalina island. he is the son of peter harris. >> he was a positive, upbeat, caring, kind, warm, loving friend, son, boyfriend, nephew. he was a great guy. >> reporter: very emotional from his uncle there. harris was one of five people in a small dinghy similar to this one when the dinghy collided with larger boat that had two people aboard. a bystander told reporters at the scene that boaters hold parties well into the night but there is no evidence at least to this point that alcohol may have played a part in the accident. it's still under investigation. harris who lived in san francisco was working at his

former high school after receiving a master's degree in psychology. meanwhile, there is an ongoing search for another 26-year-old man from among those in the dinghy who is still missing. kris, sam, back to you. >> tough news. thank you very much. 5:04. investigators are going to be at a school in sausalito earl ee this morning in hopes of figuring out what started an overnight fire that took place in an administration building. it started around 7:30 last night on the willow creek academy campus. no classrooms were damaged. it took firefighters about 45 minutes to get the fire put out and they are looking into whether or not that fire was set purposefully. looking for justice. family members of an east bay woman killed last month are putting up a 20 thouts reward to find her killer. tiara west brooke was shot after getting into her car on august 3rd. they are asking for any information that could lead to

arrest. atiara's mother talked to us on the phone and said her daughter had a bright future. >> she was on her way to a bright future in healthcare, she was going to follow my footsteps and go to nursing school and just was a good person, a good hearted person that did not deserve this. >> officials say the suspect in the shooting was described by witnesses as a tall skinny man who was wearing a gray hooded sweatshirt. that gunman was seen entering a blue or silver sedan. happening right now, bart's transbay tube remains closed for repairs, but good news here, the work is on schedule. no bart trains are traveling across the bay this entire three-day weekend as crews fix worn out tracks. instead riders are being bused across the bay bridge, that's a live look of the bridge right now. most folks probably sleeping in or getting ready for their labor day barbecues, but over the weekend traffic was heavier than normal because of that bart closure. they are reporting a 40% drop in

ridership this weekend because of the construction. several other transit agencies are helping to pick up some of that slack. bart trains will be back on schedule tomorrow morning. one of those transit agencies the ferries, the number of pass jaers taking the ferry more than doubled because of the bart closure. saturday nearly 8,500 people hopped on board to cross the bay, last year the ferry between oakland and san francisco saw 3,700 riders, the ferry route between vallejo and san francisco also saw a slight rise in the number of passengers when we compare it to the numbers from last year. you can keep track of traffic on our nbc bay area app and of course on our digital platforms as well, including facebook and twitter. the city of san leandro is reportedly getting close to allowing it's first and only marijuana dispensary. the bay city news group reports san leandro council members are weighing bids from more than a dozen grupts to open a dispensary early next year. oakland's harbor side health center has the inside track. the city vote in the 2012 to

allow just one dispensary. a signature from governor brown is reportedly all is that stands in the way from sonoma state university's green music center from being allowed to sell more wine and other alcohol at its venue. last week legislators approved a new bill that would allow alcohol sponsors to sell their spirits at performances they und underwrite, boosting sponsorship money. some performances attract up to 6,000 people. you would imagine there might be some spirits lifted out there today at the beaches. >> maybe a little too early to drink, but certainly folks are heading out for picnics and bash a crews and whatnot. >> mare nagt the ribs right now, getting ready for that barbecue as you head out today or stay at home and get ready to cook, it will be a cool morning and the sunrise will be at 6:42. heating up quickly with a light wind. all of is that sunshine heating those highs up to near 100 degrees inland and the sunset

those numbers and why some candidates might not be getting much sleep, tracie. >> you are right about that. good morning. it's because this is a day when they really try to get out and connect with voters at those picnics and the parades, especially hillary clinton, because she got a shocker in our nbc poll in new hampshire. our new nbc poll show hillary clinton's negative numbers up in both iowa and new hampshire. she's still leading eye warnings that's where she's campaigning today, but in new hampshire senator bernie sanders has a 9 point lead, even if vice president biden joins the race. >> don't tell anybody, i think they're getting nervous. don't tell anybody. >> reporter: donald trump still has solid leads in both states. in new hampshire his closest competitor is now ohio governor john kasich. >> at the end of the day they're going to want somebody who can actually get the job done. >> reporter: kasich, carly fiorina, lindsey graham and scott walker will all be at a

days now after refuse to go issue marriage licenses to same-sex couples. on thursday she was found in contempt of court. lawyers appealing the ruling say davis is being imprisoned for her religious beliefs and that is unlawful. >> we're challenging this contempt order. we want to get her out of jail. she doesn't belong there. she is a prisoner of her religious freedom conscience. >> meanwhile, the issue a dividing republican presidential hopefuls, mike huckabee continues to actively defend davis. yesterday john kasich who opposes gay marriage told abc as government employee she should follow the law. an oregon judge is following kim davis' lead, vance day has refused to perform same-sex weddings even though judges in oregon aren't required to perform weddings at all. day is willing to preside over weddings for heterosexual couples but has asked his staff to left same-sex couples now that their religious beliefs

prevent him from providing the same service. apple is set to debut its new iphone models this week. those phones are expected to feature a better cam ration improved processor and helpful shortcuts. experts say is it won't likely be enough for apple to break records again, the company sold 180 million iphones since september of 2014. that is a 36% increase from the sales cycle before that. apple is also branching out outside of the bay area. a texas newspaper the austin american statesman reports that apple is launching a massive expansion in the lone star state. city of austin is offering apple millions of bucks in tax breaks for a new campus that would be its largest anywhere outside of silicon valley of course. apple is promising to create more than 3,500 new jobs in the process and it would also make apple the second largest tech employer in the state behind dell.

>> i would apply for that transfer. austin is fun. it is supposed to be the best way to prevent credit card fraud, but soon -- pretty soon all credit cards will come with that encoded chip and stores only have a little time left to get ready for that change. here is more from nbc's kris klaco. >> put your card in where the blue line is and put the security part in first. >> reporter: pretty soon swipes will be out, inserts will be in. the much anticipated chip and pin credit cards are about to become the norm at retailers nationwide. >> october 1st is the deadline when retailers are trying to have chip readers put in place. >> reporter: about 60% of all stores are said to already have the readers. while credit card companies have until the end of the year to get the new safer cards into the hands of consumers. >> we've seen dramatic drops in fraud in other markets as soon as chip cards are distributed to

consumers by 70, 890 or more percent. >> reporter: however, they are not truly chip and pin, just chip and signature for now. the credit card industry argues it's asking too much to ask consumers to remember yet another four-digit pin, which the retail industry refutes. >> americans have been using pins for 30 years now, we use them at atm machines every day, there's nothing difficult at all about using a pin. >> reporter: while the debate rages the deadline is nearly here for the u.s. to do what 80 other countries have done, adopting chip and pin credit cards. kris klacoen, nbc news. we were just talking about whether we've used them. i don't think itch' used one appropriately as they said that we're supposed to get. >> a lot of people will be scanning those credit cards for those labor day sales, too. >> that's true. all that bedding. >> our weather is going to be

hot. if you are out shopping you have the air conditioner on full blast in the car and all of that sunshine you will be putting on those sunglasses. as we take a look at our view right now across san francisco from san bruno mountain we see clear skies and also look at these temperatures as they come up at the bottom of the screen. it will be hot not only today, but out -- throughout the entire week as you head back to work or heading into the weekend it will still be hot out there, but at least we do have a nice cool start, the air conditioner is off, the windows are open, but then we will be doing it all over again, closing the windows, turning the air conditioner on once again today. here is a look at those highs in the upper 80s to low 90s across the bay area. in san francisco we start out at 62 degrees at 8:00 in the morning, by lunchtime 77, still comfortable, but then the temperature continues to go up. we will be in the low to mid 80s in the city and mostly sunny skies, not much of a wind and then the clouds move back in

later on tonight. the wind forecast shows by the arrows you see the wind coming in from the north but not much as we see the winds at about 5 to 10 miles an hour throughout the day and then the direction becomes offshore. so those temperatures will be heating up all of that heat rolling in from the central valley and then it shifts directions later on this evening, but by then it's already hot. at least it will allow those temperatures to cool off tonight once again. also some strong rip currents today heading out to area beaches and the water temperatures have been in the lower 60s, but the wave heights will be anywhere from 5 to 7 feet and the wind coming in from the north with some gusts really not that high at about 15 to 20 miles an hour, but still pretty choppy out there and the beach forecast will be much more comfortable than our inland temperatures. we will take another look at the microclimate forecast coming up. i will send it back to you, sam and kris. >> thank you very much. pediatricians say that kids who struggle with homework might not need a tutor after all, they

siblings not mothers might be the most significant cause of whooping kaucough infections. 20% of infections came from mothers, 35% came from one of the baby's siblings. experts say because of that shift efforts should focus on improving vaccination coverage during pregnancy to better protect newborn babies. e-cigarettes are jumping in popularity among teenagers. new research out this morning suggests that some teens are using e-cigarettes to smoke pot in front of their parents without anyone catching on. erika edwards has more on how this is happening. >> reporter: are these teenagers getting a hit of nicotine or secretly getting high? >> teens have discovered how to use e-cigarettes for vaping marijuana. >> reporter: researchers from yale university school of medicine had nearly 4,000 high school students in connecticut fill out a survey. nearly a third had tried

=sam/2shot= and i'm s good morning and thanks for joining us. i'm kris sanchez in for laura garcia-cannon. >> and i'm sam brock. if you are finishing out your vacation today, maybe making a last trip to the beach, what's that weather going to be like? >> it is going to be hot. the beach a popular place to be to try to cool off from these highs today that will be topping out in the 80s and 90s inland. 54 degrees in the north bay, whatever you have to do try to do it early, especially for jogging or trying to get in a workout. you want to do that during the morning or later on this evening because it will be in the 80s and 90s, north bay up to 92 and 86 degrees today in san francisco. we will take a closer look at the microclimates and a look at the forecast for the rest of the week. that's coming up in a few minutes. breaking news now. a busy east bay interchange shut down in morning still following a messy crash involving a power pole and live wires. >> we're talking about that connector from southbound 880 to

highway 238. that's where "today in the bay's" stephanie chuang is live in san leandro near the scene of that crash t looks like that road is going to be closed for a while. >> reporter: for a while. the connector here to 238 off of southbound 880 and the washington avenue off ramp may be closed for another 10 it 11 hours, that's according to pg&e. you see the crews working on trying to keep the wires from dropping. the pole, you can see there on the ground before and now half of it up there, suspended by the wires was sheared in half after a truck carrying six people crashed into it just after midnight. there were four kids and two adults in that week. thankfully no serious injuries, though one boy was taken to the hospital for precautionary measures t did knock out power to 8,800 people in the area and brought down the wires very low. pg&e says trucks were passing these wires with just inching to spare.

pg&e was able to dee energize the wires but a spokesman tells me this morning it is still a touch and go situation. >> it is pretty bad. it's a precarious situation at best. as i said, even as i grab it with the truck it's still very precarious, they are going to have to reposition the truck better, grab another truck and hold it straighter. there are a few things we will have to do to line up the new pole to do the transfer. >> reporter: that's why it may take until 3:00 or 4:00 this afternoon to finish all these repairs. there is a possibility they may have to shut down a stretch of 880,000 it looks a little unlikely at this point. there was a small grass fire because of the sparks from the pole. the fire department able to puts it out quick limit as for the cause of crash, alcohol, drugs, not suspected. just that one boy taken to the hospital. the power is back to the residents. for those of you heading southbound on 880 you are told to take lewellen as a detour.

now to a developing story where rescuers plan to search the sea off the coast of california, catalina specifically once the sun comes up hoping to find a boater who fell into the water during a crash. >> that crash killed 26-year-old michael harris and injured three other people. investigators say a boat crashed into a dinghy, but they don't know why. it happened early yesterday morning near catalina island, "today in the bay's" chuck coppola joins us in studio. chuck, we've learned that harris comes from a well-known bay area family. >> reporter: michael harris is the son of former 49ers president and ceo peter harris. the accident happened early sunday morning around 1:30 a.m. and the accident involved two boats about a quarter mile off santa catalina island. investigators say larger boat with two people aboard collided with a taller singer. his uncle spoke to us by phone. >> he was a great guy. and, you know, people say that

when something horrible has happened, but this is true about this young man. >> people are here partying all night long, people are drinking, take their rafts. >> we don't have any information to believe that either driver was under the influence. it's still under investigation. >> reporter: a search for another 26-year-old man who is missing was called to a hat last night. he had a master's degree and was working in san francisco at his former high school. back to you. new this morning, a deadly shooting investigation is underway in antioch. police say it happened last night off cavallo road, that's where police say they found a man who had been shot. he later died at the hospital. police are looking for the gunman. this is the city eights fird homicide of the year. police in the south bay look for the second suspect in a video game robbery. that robbery happened at the

game stop on cochrane road in morgan hill. they say two the men ordered all the customers to the whack of the store and made off with wallets, cell phones and game consoles. one of the suspects didn't make it far, police tracked him to the berry court apartments where he apparently lived. he held police at bay for 24 hours, even using a crawlspace to reach other units. >> we have this guy hiding out in my apartment complex, actually in my apartment. so that was kind of scary. knowing that he was in there, in my kids' room and my bedroom. it was very unsettling. >> finally the suspect did surrender late yesterday morning. police think he was involved in at least five other south bay robberies. one of the correctional deputies arrested for allegedly killing an inmate inside a santa clara county main jill cell says he never touched that man. rafael rodriguez proclaimed his innocence during an interview with the mercury news.

he is one of three kreks nl deputies arrested thursday and accused of murdering inmate michael tyree. he admitted to being inside the cell on the day of his death but said no one forced tire ri to take his p pills and laid a hand on him. an autopsy showed tire ri had been beaten and pled from certainly injuries. santa clara county sheriff laurie smith called that crime heinous during a news conference and said interviews and evidence led them to arrest the three deputies. new details about a confrontation during san francisco's critical mass bike event that raised a lot of eyebrows last month. now police say that this man caught on camera hit ago bike with a bike lock is charged with several felonies, the suspect is 39-year-old ian hesbelt. they decided to detain him. investigators say he is in fact

the man in that video with the bike lock you see him there striking the car. hesbelt is facing charges including false imprisonment and inn siegts a riot. a u.s. coast guard into into what cause add boat folks plowed off the coast of santa cruz. >> this is cellphone video of the fire, two fish and wild liar workers were out on the water saturday checking on several fishing boats when that explosion happened. a witness helped rescue those workers. they were taken to the hospital. no word yet on their condition this morning. with a week left in california's legislative session some believe that a major clean energy bill may now be running on fumes. governor brown does back that bill. it calls to reduce california's carbon footprint and boost renewable energy. even some democrats call that

plan too ambitious. lawmakers may vote on the measure on wednesday or thursday. foster care advocates say this is a critical week in sacramento as lawmakers plan to weigh new regulations about how doctors administer medications. critics say foster children receive too many ants kples kants, mood stabilizers and other psychotropic drugs. lawmakers are debating a series of bills who create the first of its kind guidelines and regulations. one report end kaits california's foster children receive mood altering more than three times the national average. a kayaker is recovering this morning from a shark attack off the southern california coast. dylan marks and a friend were kayaking and fishing for yellow fin tuna two miles offer the coast of mall lieu saturday. mark said he was dangling his feet in the water when the shark came up and bit his foot before swimming away. his friend saw the whole thing. >> it was probably close to ten feet and like 250 pounds. it was big. we saw this fin and then it

i think that will be where a lot of people have in their plans. as we take a live look in san jose it is clear and nice and quiet to start. you can get a view of the interstate in the background and there's not a whole lot happening there. maybe you are off today, just up early enjoying the start of the week with us and it is cool out there, 54 degrees in the north bay, san francisco 59 degrees, not a bad way to start out labor day because it is going to be hot. so get the air conditioner ready, it is going to be blasting throughout the day as we heat up into the 80s and 9 os. high pressure will continue to move? . this will be the pattern we will see throughout the week so not much change unfortunately, our temperatures 10 to 15 degrees above average and there will not be a change in this as we head through the week. if you are heading out to the beach today keep in mind that there will be some strong rip currents today and also the breakers and also those sneaker waves creeping up on the beach every now and then. the waves will be at 5 to 7 feet

and winds coming in from the northwest at 15 to 20 miles an hour. not as strong as it has been the past couple of days, but you still want to be aware of your family, your pets and everyone out on the beach that the waves will be quite unpredictable at times. 77 degrees will be the air temperature in pacifica and half-moon bay 80 degrees there, water temperatures will be in the 60s. 83 degrees -- 89 degrees in santa cruz and winds coming from n. from the northwest at 10 to 15 miles an hour. the outlook for the week in livermore, this is where we will see those highs over 100 degrees and it will be very close today. keep in mind that the average high temperature this time of year, 86 degrees. we do not see that anywhere this week. in fact, by friday we're still over 100 degrees and this weekend we will still be sizzling across the bay so this heat wave with us for a while.
