it's tuesday, september 8th, coming up on "early today," now that sirm is over, get ready for the presidential candidates to take their messages up a notch to try to get your attention. the big game hunter who kill the cecil the lion returns to work under a cloud of controversy. just weeks ahead of his u.s. debut, pope francis issues major reforms in marriage annulment procedures. plu new details in glaring errors in the amanda knox case. and the defending national champions pull out a big one. "early today" starts right now. the holiday weekend is over and like many of us, the 2016 presidential candidates are back at work this morning.

democratic candidate, hillary clinton is unveiling a new campaign finance plan today. clinton wants to increase transparency in election spending. she also wants to limit political donation business corporations and large donors. this morning clinton is facing backlash over this quote commitment pledge. reporter with the "pittsburgh revi review" claims clinton was asking voters to sign these before being allowed to enter an event in ohio. a spokesperson for clinton is pushing back, saying it's not true. he writes like other candidates we offer people a chance to commit to vote, but it's not a restriction to attend. meanwhile, vice president joe biden got a hero's welcome at a labor day parade in pittsburgh yesterday, his first major political outing since the death of his son, beau. the veep gave no hints about a possible presidential run. but did have praise for another democrat. >> this isn't just pro biden. pro labor, liberal democrat talking like this.

worldmeeting2015.org/tickets. it's been months since italy's highest criminal court threw out murder charges against amanda knox and her former italian boyfriend. now we finally know why. the court has issued a formal explanation of its march ruling. according to the explanation, the murder convictions were thrown out because there was no biological evidence that knox and her boyfriend were at the scene of her british roommate's killing. the court slammed police and prosecutors for quote stunning weakness and quote investigative bouts of amnesia. lawyers for knox say she is grateful for the court's explanation. >> she's very satisfied and happy to read this decision. at the same time it's a very sad story. it's a sad story because this is a tragedy that nobody can forget. >> knox spent four years in an italian prison after being convicted for killing her roommate, meredith kemper, in 2007.

police across the country came together monday to pay respects to a fox lake, illinois officer killed in the line of duty. thousands gathered to say good-bye to lieutenant joe gliniewicz who was fatally gunned down last week. the manhunt continues for three suspects in his death. the lieutenant leaves behind a wife and four sons. today the american dentist who killed cecil, the lion, will return to work. walter palmer is emerging from the shadows after more than a month away from the public eye. in an interview with the indianapolis "star tribune" and the "associated press" dr. palmer said the hunt in zimbabwe was perfectly legal and is heartbroken about the disruption that it's caused his staff. he said his family felt threatened. the man man behind the interview spoke to nbc news about his impressions. >> people have seen the pictures of him, the dentist with the bright white smile all over the internet. we never saw the smile once, it

was a very serious business-like expression the entire time. >> walter palmer says he hasn't been in hiding. the 55-year-old also has not been charged with any crime. >> this morning, european leaders are arguing about what to do with the tens of thousands of refugees desperately fleeing middle east war zones, amid varying levels of welcome, there's a new solution on the table -- resettlement quotas. germany would take in 40,000 refugees. for france, the number is 24,000. but the river is migrants are flooding into europe and many countries aren't laying out the red carpet. for instance, richard engel is in hungary. >> hungarian media rarts are about 50,000 migrants in the country right now and police are trying to take control of them and round them up. the government seems to be treating this more like an invasion than a migration of desperate people. still as chaotic as the scene in hungary is, germany has been

very welcoming to more that 21,000 refugees that arrived over the weekend. our nbc team there says nearly everyone wants to help. why? ask this volunteer. >> because i'm a human being. and we're humans, if you see the situation, you can't do anything but come here. >> the german government says it will spend around $6.6 billion to cope with the hundreds of thousands of refugees they expect by the end of this year. check out this video of a waterspout, spotted off the coast of florida's boynton beach on monday. some waterspouts can cause significant damage to boats and ships. but thankfully, this one was pretty much harmless. nbc meteorologist bill karins is here with us. i guess summer is officially over, but still plenty of summer weather out there. >> a ton of heat to be had. unfortunately for the west. you had about a month's worst of a pattern flip, areas were hotter in the east.

and now this ridge is building back up in the west and that means the heat is going to rush back in. and it's going to be some mid september really scorching temperatures. we already have excessive heat warnings in effect in the mountain areas in los angeles, from tuesday likely through thursday. we also are watching a heat advisory for san diego and areas up near san jose and san francisco. so it's going to be much through the city of california. los angeles's high temperatures, we had been relatively nice in the 80s for the most part. but look at this. tuesday, 100, wednesday, 102, thursday, 99. we cool back a little bit, thursday and friday, 96 and 93. but this is one of the hottest stretches we've had you know in september in a while. so today's forecast, record heat also going to be in the northeast. we got heat from coast to coast for this september. only cooler spots in the northern portion of the nation bir, by the time we get to phoenix,
