"today in the bay" starts right now. >> good morning. thank you for joining us. i'm scott mcgrew, in for sam brock. >> i'm laura garcia-cannon. let's check in with kari hall to see if sprinkles will be in our neighborhood. good morning. >> good morning. yes a close eye on the radar this morning as i watch a cluster of showers approach northern california. and we are seeing it still offshore.

that will be moving into the bay area as we go through the day. so looking at that much needed rain as we start out with mostly clear skies it's in the mid to upper 50s. 61 in the east bay. high of 71 degrees. we should all see rain at some point, some heavier than others. the north bay where we will see the most amount of rain. i'll be telling you what to expect as we go into the next several days. that's coming up in the microclimate forecast. let's get a look at commute with mike. >> good morning. looking here toward oakland, 880, traffic flows smoothly, northbound side is what i was watching. we had one crash but a good one over here in hayward, i shouldn't say good one, good sized one, blocking three lanes for a half hour. lanes have cleared and now up past the coliseum, no problems. just a burst for a couple of seconds. bay bridge toll plaza and rest of the bay bridge moves smoothly. what else to expect. 4:31, developing story,

inferno known as valley fire is growing but at a slower pace. more than 67,000 acres, larger than the city of san francisco and oakland combined. nearly 600 homes destroyed, 9,000 others still in the fire's path this morning. >> but crews have 30% of that fire contained. >> firefighters continue to battle the flames, investigators are inching closer to finding the source. >> cal fire tells us a shed on high valley road in cob may be the origin of the fire. heavily damaged the shed's still standing this morning, a trail of burned grass connecting the shed leads to the rest of the fire. the official cause still under investigation. investigators try to figure out what sparked that fire, families are reeling from the devastating cost from the flame. the fire's consumed hundred of homes there are some residents refusing to leave. >> stephanie chuang is live with their story.

>> reporter: first, i want to say the american red cross estimates there are 1,000 people here at the fair grounds evacuation center where people are braising cold night and morning in their tent. hundreds of them out here. not everyone decided to evacuate and come it a shelter. some decided to stay back. we did find two families that lost their homes and one lost its business as well, auto repair shop. remain in middle town staying with friends and family whether refused to leave. they're sticking toorn keep watch for looters, knock down hot spots and feed any animal left behind. >> this community is very close, tight-knit, hard working, strong people. we will get through this. we will rebuild our town and it will be better than it was. >> reporter: some people who did leave were allowed back briefly yesterday for the first time. lake county deputies escorted people to their middle town home

that was thankfully still standing. deputies will do that at 8:30 until 5:00 at night. you pick up pets and livestock it's not to pick up personal items, clothing, medication, that will have to wait. that could be seven to ten days more for ex-crushiating wait. it starts at 8:30 this morning, stephanie chuang, "today in the bay." >> beyond the fire perimeter hundreds of homes without power. downs and destroyed power lines causing outages across three counties. so far, crews able to inspect less than a quarter of the damaged area. for the latest numbers, pg&e says more than 7,000 customers are still without electricity. crews are working extended shifts, sleeping on site in middle town to restore power as soon as possible. >> it's amazing how quickly they're working. and they're taking down polls that have been completely burned. removing vegetation.

it's just a sea of blue trucks with polls on the back. >> utility's among many companies stepping up to donate to the red cross relief effort as well. we have raw video, find information about how to donate on the front page, nbcbayarea.com. >> let's check in with kari. changes in the forecast today. everyone see wet stuff from the sky? >> i think we will see some of the rain. current temperature 47 in santa rosa. san jose, 53 in livermore. it is 61 now. a look at the time line when we can expect rain moving through. starts out as a steady line of showers and as it approaches the bay area, some of that does fall apart. looking at a good amount of rain for the north bay, very helpful for the valley fire. you can see there will be clusters of some heavy downpours early this afteren in and as it continues into the rest of the bay area, just kind of breaks up

more scattered rain. but still looks like we all will see some accumulation. that rain moves into the north bay at lunchtime. and then approaches san francisco, livermore, and then closer to san jose by early afternoon and for the south bay it does move in this evening. we'll keep a close eye on that radar and give you updates as it happens. i'll have that coming up in a few minutes. let's get a look at commute with mike. >> the warning as the rain comes in, it's been quite a while, watch extra slick on first rain. west 580 easy drive, smooth one right here through dublin. look at your map. you have construction just past that, over at dublin interchange, headlights on the last shot traveling that direction. at interchange, watch north 680 west 580 toward the dublin grade before 5. no problems for the approach. heading towards bay bridge, guys play at 7:00 tonight. live look at palo alto, easy drive new york problems.

california is dealing with devastating fires, massive floods are sweeping utah killing 16. the floods the worst weather-related daft in the history of the state of utah. >> "today in the bay's" kris sanchez joins us with more on the recovery effort. >> recovery efforts, laura and scott, urgent because three hikers are known missing and could be alive inside zion national park. but four others did not make it out of the canyon with their lives. it's a horror for the folks who witnessed it. >> oh my goodness! it went over! oh no. >> you can hear the disbelief in voices of the woman witnessing that van and an suv being swept away in the floodwaters. two vehicles full of women and children, three children were saved in the end but 12 women, teenagers and children died, one is still missing. >> the first thing, worried

about the people in the vehicle, wishing you can do something. but started to realize we are were in trouble, too. >> the folks who live in the region are used to flash flooding, it's part of their weather pattern there. but this is described by the national weather service in utah as a hundred-year event. 2 1/2 inches of rain in just two hours. now the hikers that died in zion national park had set off on their hike before the flood warnings were posted. searchers found the bodies of four of them but they are still looking for three others still missing in that park. there is still more rain in the forecast for today. even before all of the historic rain fell the ground was saturated because it is the rainy season. >> so sad. amazing video to see. 4:41. more big lay-offs at hewlett-packard. >> getting ready for gop debate number two. will a former hp ceo trump her competition?

i'm setting out my plants and getting ready. a live look from san rafael this morning. everything is all dry. but this picture is expected to change as early as this afternoon for the north bay. and looking at the radar, we're starting to see it coming together a cluster of showers approaching northern california moving into the redding area. and that will be what we are expecting to move into the bay area later on today. so looking good. it's holding together, and there is a lot of moisture gathering up over the pacific. we are looking at now temperatures nice and cool to start out the day. check out the south bay at 53 degrees. and the houses cooling down. as we go into the day, we will keep mild weather, highs in the 60s and 70s and the rain chances moving in. it will be windy, too. right now a westerly wind it's calm but we'll continue to pick up as we go through the day, turning into a southerly wind as we await that approach of that cold front moving in from the

north. and our winds gusting up to 30 miles an hour, once again, just like yesterday. if you notice, temperature dropped yesterday evening once those westerly winds kicked. this is the storm that will be approaching. as we get a closer look, rain moves out out ahead of that and will be rolling in. but may fizzle out as it moves across the bay area. so our highest amounts of rain will be in the north bay and then as it moves into san francisco, closer to san jose, later on this evening into early thursday morning, a lot of the showers will be breaking apart. more of the light rain for south bay and east bay. a as we look at rainfall estimates estimates, pretty good amounts, especially middle town, an inch of rain, awesome for the valley fire. let's check out the commute with mike. >> getting good help in the north bay hopefully. here south bay, no need or help. all around the bay, speed sensors looking good right now. green all over the span

undisputed leader. tonight could be an opportunity for carly fiorina who fought her way on to the main stage. >> she has an opportunity to kind of punch trump in his face but, at the same time, stand out as being a strong outsider. >> people are not silent. they're disgusted with incompetent politicians. >> someone comes at me, bam, i'll come back at them, don't worry about that. >> the five candidates who will not be on the main stage will have a separate debate two hours earlier. follow-up on a story we first broke. correctional deputies at santa clara county jail will soon be wearing body cameras. it's the latest fallout from an inmate's death in that jail. soup advises unanimously approved the cameras and gave the new commission a green light to look at how the jail is run. last month mentally ill inmate was found dead inside his cell. three correctional deputies accused of murdering him. the body cameras could be in

operation at end of the month. pier 14 will have a new look, memorial bench set to be installed. it's the spot where kate steinle was shot killed. the 32-year-old killed in july, allegedly by a man who had been deported several times. the shooting sparked a national debate about sanctuary cities like san francisco. the memorial bench and plaque will be installed next week. family spokesperson says the family is expected to visit the bench. jeh johnson says san francisco's sanctuary city policy is counterproductive and unacceptable. he made those comment yesterday at the commonwealth club. the law prohibits sfransz employees from helping federal authorities with immigration investigations or arrests unless required by law or warrant. it is 4:50. follow-up to a story out of napa valley. popular attraction at center of a month-long controversy was

sold. for more than two decades the napa valley wine train gave people a chance to dine. a group of mostly african-american women were kicked off the train for what officials kr s describe and disruptive behavior. after the group threatened to file a lawsuit the ceo made a public apology and admitted the train was in the wrong. the train will continue to run and all employees will remain on the job. coming up, nearly a decade later, dennis the menace is coming home. how a statue of the beloved comic strip character is winding up, where it belongs after being stolen a decade ago.

soma district. the banners will act as a remainder for drive to slow down. part of the safety project to prevent traffic death and injuries. a policy last year, a goal of zero traffic fatalities by 2024. a few bay area highways look cleaner to commuters. litter enforcement day in alameda, contra costa counties. caltrans and chp teaming up to remove graffiti from bridges and tunnels and pick up litter along the highways. chp officers will escort truck drivers to cover the load in order to prevent litter on the road. a statue coming home, nine years after it was stolen. the 3 foot tall 200-pound statue popped up at a central florida scrap yard after reporting from a playground in
