back to you. >> thank you very much. now to a developing story, the valley fire is growing, but at a slower pace. it's already chewed more than 67,000 acres, larger than the cities of san francisco and oakland combined. nearly 600 homes are gone, 9,000 others still in the fire's path this morning. crew have been able to create firebreaks around a third of the fire. 30% contained. >> firefighters battle the flames, investigators are inching closer to finding the source. >> cal fire tells us a shed may be the origin of the valley fire. heavily damaged, the shed is still standing. a trail of burned grass connecting the shed leads to the rest of the fire. right now, the official cause of the fire still under investigation. as investigators try figure out what sparked the fire, families reeling from the devastating cost. some people were allowed for the first time yesterday to see if their house was one of them.

trying hard to stay strong, i know it's okay. >> reporter: sandra and her family staying at napa county vacation spot, the r ranch, there's food, supplies and shelter for the victims. lake county sheriff's deputies set to escort people 15 minutes at a time, check on pets and livestocks no to get personal belongings. that's for hidden valley lake areas. things we continue to hear, generosity everywhere helping to keep these people pushing forward. stephanie chuang, "today in the bay." >> you can see it in the touching video. looked like a little girl's birthday. learning more about four firefighters who were hurt while fighting the valley fire. the press democrat reports the foreman jumped off the

helicopter into the fire zone saturday. but the fire moved so quickly, flames overtook them, and the men had to hide in protective tents. the fire burned down everything around them. firefighters are still at uc davis treated for severe second degree burns. one told the press democrat their captain suffered the worst injury. he was the last to take shelter because he made sure the other firefighters were protected. outside the fire's perimeter, hundred of homes without power this morning. downed and destroyed power lines causing outage across three counties. so far crews able to inspect less than a quarter of the damaged area. as for the latest numbers, pg&e says more than 7,000 customers are still without power. crews are working extended shifts and sleeping on site in middle town to help restore power as soon as possible. >> amazing how quickly they're working. they're taking down polls that have been completely burned. removing vegetation and it's

turn into a deadly river. unbelievably, three children did survive the crash of the two vehicles in floodwaters. but 12 other women, teenagers, and children died, one is still missing. >> the first thing, worried about the people in the vehicle, wishing to do something. but started to realize we were in trouble, too. >> the folks in the region are used to flash flooding, it's part of their weather pattern. this is described by the national weather service as 100-year event. 2 1/2 inches of rain in just 2 hours. about 20 miles south in zion national park, seven hikers set off into the canyon before the flood warnings were posted. three still missing. as we mentioned. certainers already found the bodies of our other hikers the ground was saturated before the historic flood struck. there is more rain in the forecast for them today. thanks.

right now, want to check our own forecast for rain across the bay area. kari. >> we start out with mostly clear skies this morning, cool temperatures. watching this cluster of showers that will continue to approach northern california and then move into the rest of the bay area, as we go through the rest of the morning. zooming in, we are seeing some patches of very heavy rain in there, too. and that looks very good with all of that moisture continuing to move in. time line of when to expect the rain, it it moves into the north bay by lunchtime. and then it continues to progress to the south and to the east by afternoon. we have it moving into san francisco as well as parts of the east bay and then into the south bay later on this evening. but the rain will be less intense, more of a light scattered rain moving in later on this evening. it's 47 degrees now in santa rosa. 57 degrees in sunnyvale. and highs will be in the 60s and

close to 30 miles an hour. one thing i've thought about, heavy rain coming, gusty winds. maybe not so good for a lot of the people who evacuated from the fires. and are now living in tents. we'll have heavy rain along with the wind today. that one thing to be considered. we will get some sunshine out ahead of that rain in san jose today. 74 degrees. talking mid-60s for san francisco. north bay and the upper 60s and 70s not seeing spots warming up over 75 for most of us in the bay. once again, we're seeing showers rushing out in advance of that. winds picking up as we go through the day. timing, we see the rain moving into ukiah by 10:00 this morning and it starts out as heavy rain. it does rain there for several hours. and then approaches san francisco by 3:00. and then it moves toward the east bay as well as the peninsula, by 8:00 this evening and then it advances towards the

south bay. as it continues to fizzle out more of a scattered light rain. heaviest rain in the north bay as the system moves through. and the amount we're expecting at this time, the possibility of at least quarter of an inch, santa rosa .3. middle town over 3/4 of an inch. good amounts of rain to try to contain valley fire. i'll have another update on this and what to expect over the next several days. >> small amount of rain, anywhere south of that bay bridge means slicker roadways, first in a long time and a lot of the grease comes up off the roadway. be careful. right now bay bridge for this morning's commute. easy drive, all of the cash lanes cleared. just in time for the traffic to start building off of the maze. look at your map. no slowing for the area but you see a nice easy feed towards the span and san francisco. looking at rest of the bay, speed sensors, easy flow.

exclusive. members of gift a vet asking for cash and claiming to help homeless veterans. >> after vicky nguyen exposed the fall claims they moved to another spot. a follow-up that hit a nerve. >> good morning. our first story last month triggered a lot of calls and e-mails. viewers were relieved gift a vet left los gatos but upset the men showed up at a shopping center nearby. people wanted to know how a group that isn't a legitimate charity could stand in front of a store, ask for money, and lie about what it's doing with that money. so we went to law professor margaret russell. she said it started with high school students at shopping center in san jose. they wanted to gather signatures for a petition and center wanted to kick them off of private property. the prune yard case went all wait to the u.s. supreme court. it turns out california has very strong free speech protections, even on private property, if it's a shared space for the public to gather.

waking up for a fourth morning in a row here. still others decided they would not leave at all. we found two families that lost their homes and one lost its business, auto repair shop. they remain in middletown, staying with friends and family, who also refused to leave. reports of looting and arrests of suspected looters, part of the reason to keep watch, knock down hot spots and feed animals left behind. >> we have unbelievable support from friends and family that have -- it's unbelievable. i feel blessed by all of the love and support we've received. >> some people who did leave were allowed back briefly yesterday escorted by lake county deputies, set to take people back to their homes around 8:30 and that goes until 5:00 at night. that's only to pick up pets and livestock. this is to pick up personal items, clothing and medication will have to wait, that could be seven to ten more days.

people have 15 minutes to do that from lower lake and hidden valley lake area. live here in calistoga, torna"t in the bay" stephanie chuang. >> it's not just evacuees, they have pets as well. a family has a truck load of pets. another cat had to be left behind in the scramble to evacuate their home. but the family got news about their abandoned pet. >> someone went up -- went outside, saw my cat. the cat told her where to go for the food. this is where the food goes. i was and grateful. we found out our house is standing. >> the family's been told they can't go home yet but grateful to the community for its support. >> great to hear. we are hearing more stories about neighbors helping neighbors. >> last night a mother and her daughter went to dozens of properties burned out in the neighbors, worried about the cats and dogs left behind, maybe

yesterday county supervisors unanimously approved cameras and gave the new commission a green look to look how the jail is run. last month inmate michael tyree found dead inside his jail cell. three corrections deputies are accused of murdering him. the body cameras could be in operation in a month. a memorial bench set to be installed at spot where kate steinle was shot and killed. killed in july allegedly by a man deported several times. the shooting sparked a national debate about sanctuary cities like san francisco. memorial bench and plaque will be installed next week. the steinles will visit the bench but no plans for a public ceremony. jeh johnson says san francisco's sanctuary city policy is counterproductive and unacceptable. he made comments yesterday at the commonwealth club.

sanctuary law prohibits san francisco employees from helping federal authorities with immigration investigations or arrests unless required by law or work. a follow-up to a story out of napa valley. popular attraction at center of a month-long controversy was sold. the napa valley wine train gave tourists a chance to dine. the business made headlines when a group of mostly african-american women kicked off for what officials describe as loud and disruptive behavio . ceo made a public apology and admitted the wine train was in the wrong. new owners say train will continue to run and current employees will remain on the job. looking at kari's weather. that looks good. >> it does. and it moves into the bay area as we go into after noon. great news there as it continues widespread area of showers and

starting out in the mid-50s, lower 60s and into the day. we will only see highs close to 70 degrees across most of the bay area. a light onshore flow now. and the wind picks up from the south as we go into the lunchtime hour. the gusts up to 30 miles an hour. it will be windy as that cold front approaches and then the rain out ahead of that will give us gusty breezes with that wet weather. here's what's happening. the cold front mobbing in, showers moving out well ahead of that and see cloud cover increasing. better look at time line. 11:00, rain moving into ukiah, santa rosa and northern napa and 3:00 in the afternoon, it's approaching san francisco as well as all of the north bay. still raining there. as it continues to move into the east bay, peninsula and the south bay, it will be fizzling out. later on, there may be scattered showers and the possibility of

at least light aaccumulations. most of the rain in the north bay and around where the wildfires are occurring now, we could have very heavy amounts of rain in middle town approaching close to an inch of rain. we'll keep you updated on that. mike's keeping you updated on the roads. >> we have dry roads. fremont, traffic bumping up. volume southbound, commute direct past the truck scales with headlights. from the top to the bottom of the screen with the flow. and there's nothing really as far as slowing goes. but that will show slowdowns in the next half hour, northbound 101, 87 the burst through san jose and silicon valley. easy flow so far. typical build. moving up, showing you the rest of the bay. dublin interchange is fine. approaches towards the bay bridge slow at the approach. incline, no problems. easy flow. the reason it's moving so well, traffic held back at toll plaza. metering lights are on.

now to an investigative unit exclusive. =laura/2shot= members of "gift a vet" have stood in fro o five minutes to 6:00. an investigative unit exclusive. members of gift a vet stood in front of bay area grocery stores for years asking for cash and claiming to help veterans. >> vicky nguyen ex-potiposed th false claims and they moved to another spot. it hit a nerve in bay area. >> good morning. first story last month triggered a lot of calls and e-mails. viewers are relieved gift a vet left los gatos but upset the men showed up again at a shopping center nearby. people wanted to know how a group that isn't a legitimate charity could stand in front of a store, ask for money, and lie about what it's doing with that money.

so we went to law professor margaret russell. she said it started with high school students at shopping center in san jose. they wanted to gather signatures for a petition and center wanted to kick them off of private property. the prune yard case went all the way to the u.s. supreme court. it turns out california has very strong free speech protections, even on private property, if it's a shared space for the public to gather. and even if what people are saying is untrue. so you may be able to arrest someone for fraud or harassment but you can't kick them out for lying, that is protected speech. stores can put up signs that say don't donate, but the best way to get solicitors to leave is ignore them and not contribute. ironically, gift a vet, across from the prune yard, see what happened when we asked them why they're still taking money. watch our full report at nbcbayarea.com. click on the investigations tab. guys? if you have a tip for our investigative unit, 888-996-tips
