maybe a peek at the weekend forecast. >> and it's going to be heating up after a cool week across the bay and we're going to see some highs in the 90s and even 100 degrees as we go into the weekend. but right now, take a look at this cool start we have to the day with mostly clear skies and highs today in the 70s and 80s. a few degrees up from yesterday. 85 in the north bay and 80 in the east bay and san francisco breezy and 72 degrees. i'll show you all the microclimates and that hot weekend forecast coming up. let's check in now with mike. >> i want tupeidate the folks. this is still going on on the overpass over 580 and police activity and this is dublin dt and flashing lights and one vehicle they're checking out and we do have that traffic flowing beneath there. you will be distracted by the overhead. where that is approaching the dublin interchange. right there but no big deal and into livermore and a mild build there and the rest of your bay because it's friday we expect a lighting volume of traffic and we only expect a few cars to be

backing up at the bay bridge. that's what we see, back to you. after days of waiting many valley fire evacuees are going home. some evacuations are lifting as firefighters making some progress on the flames. it's still a 35% containment but hasn't grown past 73,000 acres. the fire has, however, claimed three lives with another person still missing. nearly 600 homes have been destroyed. for many there is a sign of hope despite this destruction. "today in the bay" bob redell in calistoga, some of these people may be able to return home today. >> some were able to return home yesterday, scott and laura. and then a few more today. unfortunately, a majority of people who are sleeping in the tents here at the napa county fairgrounds one of the evacuation centers, the majority will have to wait a little bit longer before the evacuation orders are lifted for the respective community. now, it is possible that a portion of hidden valley, that's

a small community within the fire zone, it's possible that a portion of that evac option order could be lifted there. yesterday authorities lifted the evacuation order for various states and napa county and during a town hall meeting here at the napa county fairgrounds firefighters and local leaders promise residents that they will be able to return to their homes within seven days, assuming that their home is still standing. cal fire wants to first make sure that the services are restored in the respective communities and if the fire is contained enough. the valley fire is only about 35% contained right now. >> what they're saying about safety, that's important. so, we'll get there when we get there. >> in middletown, that's a community that suffered a lot of destruction. the water is finally back on. the power restored. the school district still trying to figure out when to reopen the schools. those schools remarkably survived that wildfire that blew

through there saturday. reporting live here in calistoga, bob redell "today in the bay." deputies and cadaver dogs will continue searching the burn zone for those that did not make it out. the latest victim to be identified is lenfd neft. his car later found burned on the route that he would have taken out of town. >> we met with one of his friends who said she's grateful for the hug she gave him a couple days ago. >> an amazing man and i'm going to miss him. i'm going to miss him so much. >> the other victim discovered yesterday was bruce burns. barbara mcwilliams of anderson springs also died in that fire. her body found sunday. one person is still missing. >> more interviews from evacuees and the fire head to nbcbayyare eye pow com. today the three jail guards accused of beating an inmate to date at the santa clara county

main jail head back to court this comes as new court documents reveal a disturbing trend behind jail walls. kris sanchez live outside the jail. kris, text messages can be critical in this murder case. >> one of them say i allegedly love, just one of the text messages including in documents released by the district attorney's office yesterday. between two of the three towards who are hoping they will get to go home on bail today. but the d.a.a's office released those documents hoping to persway the judge otherwise. one of those text messages is from matthew telling rodriguez, i love 6a no cameras and no groups. he was surprised about me slapping him. i told him i bet your parents never spanked you, but i will. prosecutors contend that the messages were sent six months before the beating death of inmate michael who was on a

mental health hold here at the jail. yesterday upped mental health training for guards in her jail from just a couple of hours to about a week's worth of training. her jails or little comfort who was also beaten by those jail guards his attorney along with the mother of a woman who claims she was beaten say the guards aren't getting the training that they need. >> you don't beat someone who has a mental problem. >> no, i don't think a week is enough. i think that experienced correctional officers should be involved with the clients that have mental health issues. >> now, coming up at 9:00 this morning, attorneys for those three jail guards will ask the judge to let them go home on bail. of course, the d.a.'s office is going to fight strongly against that. the hear cominging up at 9:00 this morning. we will have crews here. in san jose, kris sanchez, "today in the bay."

5:05 happening today the undocumented immigrant accused of killing kate steinly will be back in front of a judge. earlier this month a judge ruled there was enough evidence to him to trial even though he pled not guilty. he accused to shooting her in july while she was walking with her father along the embark dearo. he said it was an accident. lopez sanchez found the gun on the pier and somehow went off when he picked it up. a follow up to the south bay hospital project. two weeks after the county locked out construction workers it fired the company turner construction. the county also suing the firm for damages. nbc bay area broke that story as the county's frustration build over. a county spokesperson tells us the delays are costing santa clara county more than $100,000 a day. it is 5:06. now to a problem several lakes in the east bay. toxic algae is flourishing and

could be deadly to your dog. the most recent algae bloom is in berkeley. lake anza is now off limits because of blue green algae found there. the fifth lake to be affected in that area. stephanie chuang live in berkeley. what do experts think is to blame for it? >> drought is what experts are saying is a big factor because you have low water levels and high heat and light and that could drive algae blooms which release toxins and that's why the lake is closed to the public and the danger to dogs is especially high. you may remember 3-year-old golden retriever posy died a couple weeks ago after swimming in the russian river which tested positive for blue green algae. several dogs around the state have been linked to toxic algae poisoning in just the last couple of years. toxic levels of blue green algae have already shut down places lake in oakland and castro valley and the east bay regional

park district says it does regularly test these lakes and shut down the lake here in berkeley yesterday. 2014 was the first year a recorded toxic algae bloomed in its lakes and it happened three times. take a look at the notice that is here for the public warning them that there should be no bodily contact with the water, which can cause rashes and stomach problems. supervise kids and pets at all times. they're especially vulnerable. the results, meantime, from the tests here at lake anza are expected to come in some time next week. live here in berkeley, stephanie chuang. 5:08 on your friday morning. let's get you out the door with a look at the forecast. >> the giants game today and it will be at 7:15 for the first pitch. mostly clear skies. 65 degrees. great evening for a game. it will be clear and mild and breezy and little bit cool, though. as we look at all the microclimates, 82 the high in san jose and palo alto. 72 on the embark daro and 85

degrees in napa. hayward 75 degrees and today in pleasanton 84 degrees. we'll take a look at that weekend forecast coming up in ten minutes. let's check in now with mike. >> let's look at the bay bridge toll plaza where we see no problems on the approach and east shore freeway and look at your map and you see, though, one issue in the area and this is west 24. as you're coming towards that 580 interchange. also seeing slowing west 580. >>ing up to the scene and seems unrelated to this crash which shouldn't be visible from that freeway. we'll track both of those issues and meanwhile anywhere north of the san mateo bridge traffic is heavier than the south bay and that reminder if you're heading to the north bay, north of calistoga where all the fire activity is and because of the valley fire, just stay out of the area, if you don't have to go there or you can't help. back to you guys. coming up next, a gop repeat. presidential candidates go at it once again today in an unofficial debate as donald

u.s. is improving, developments in global markets could pose a risk to the economy, however, janet yelin says still a chance for a rate hike this year. stocks swung all over the map but ended with small moves and however the dow and nasdaq are on pace for their second straight week of gains. yesterday to 16674 and the nasdaq rising. several apple customers are reporting their devices crashed when they tried to upgrade to the new ios 9 software. some users took to social media that the upgrade failed after several minutes and that's likely because too many people tried to download the upgrade today at the same time. apple encountered several bugs during the rollout of ios 8 and some were never fixed. student debt has tropped $1 trillion in this country but a new survey finds that that is not the biggest obstacle keeping people from buying a home.

the chances of a married cupual no student loans owning a home is about 70%, if at least one of them has a bachelor's degree. if that same couple has 30,000 in debt, the chances slip just slightly to 68%. high rents are a bigger hurdle making it hard enough for people to save enough for that down payment. >> thanks. fire evacuations couldn't stop friends and neighbors from celebrating a birthday party yesterday. ♪ happy birthday >> little george klein turned 5 yesterday. a bike clubbed called the good old boys heard about it and threw him a surprise party at the calistoga evacuation center at the fairgrounds. the club gave george a monster truck, which just happens to be the boy's passion. george and his family lost their home in the valley fire. >> i can't believe it. everybody is so wonderful. i thank you with all my heart. i feel so blessed.

napa at 50 degrees and santa rosa 52 and as we go hour-by-hour in san francisco, here we are at lunchtime, we want to take it outside. upper 60s to lower 70s and at&t park 71 degrees at noon and then lower 70s and then we start to see mostly clear skies and temperatures dropping back later on this evening. and you will still need a jacket as we head into the evening in san francisco. so, the hot weather returns this weekend. and the valleys 90 to 100 degrees. hot and hazy conditions. and moderate air quality because of high pressure building across the region. and this weekend looking at all the microclimates, it will be 93 degrees in the south bay tomorrow and then 98 degrees on sunday. in san francisco, 77 degrees up to 82 degrees on sunday and the east bay will be going from the upper 80s to the mid-90s. now, we've got a lot of events going on and that includes the comedy day in the park at golden gate park on sunday. at noon it's 71 degrees and then

climbing up to 80 degrees and bring the water and the sun block and also those sunglasses. you don't want to forget that if you're spending a lot of time outdoors this weekend. let's see how the commute is moving now with mike. >> good morning, kari. mystery solved and mystery cleared. this is the overcrossing and pleasanton and that was a routine traffic stop and flashing lights and distraction just cleared. no problems for 580 now as we look at your map. just mild build coming in gradually through livermore and making its way west for the slowing. just a little bit of slowing there. move over towards the bay bridge. no problem at the toll plaza and on the right approach and this slowing for west 580. i haven't been able to find this source and this crash over here just off the 24 connector and that should be clear from the lanes. the rest of your bay moves very smoothly. a crash off the roadway at willow and affects the off ramp at 101. back to you. coming up a sea otter with a human problem.

breathing due to smoke from recent wildfires. experts say it's a sign we need to take care of our environment. >> more and more starts to be this concept of what we're calling one health, which is really there is a connection between the health of people and the health of other species and sometimes those species can be telling us there is a problem in the environment. >> researchers say a human case of asthma are up about 25% over the last decade. and air quality may be to blame. it is 5:24. smoking habits may be passed down from parent to child. new research finds if moms or dads smoke, their teenagers is more likely to become a smoker, as well. data from 35,000 teen parent pairs show the kids were three times more likely to smoke if a parent was a smoker. daughters were especially vulnerable to mother's smoking habits. they were four times more likely to be dependent on nicotine. daughters were not affected by their father's smoking, however. technology helping parents keep an eye on the kids' school

weather is going to be very nice. >> little warmer today and the heat really ramps up tomorrow. we're getting ready for a sizzling weekend across the bay and we start out now at 48 degrees in the north bay while it's 57 degrees in san francisco. highs today will be in the 70s and 80s. 85 degrees in the north bay, south bay 82 and also 82 degrees today in the peninsula. so, i'll show you that weekend forecast coming up in a few minutes and now let's see how the roads are moving now with mike. >> kari, the bay bridge toll plaza with the backup for the cash lanes and no metering lights, but look at that. the right approach actually started building up over the last few minutes. a spider on the lens over there, too. everybody getting on this shot, too. smooth drive and the spider web of the maze moves smoothly. west 580 and that and the construction overnight at lake shore and the movement causing this big backup and crews are moving and recovery from highway 13 and the rest of the bayightl now to developing news, a

glimmer of hope for people to go home this morning. firefighters gain more ground on the valley fire. crews are making progress with their containment lines. still at 35% containment but the fire has not grown past 73,000 acres. the fire has destroyed nearly 600 homes. but for some they're finally able to return home after days of evacuations. bob redell live in calistoga and, bob, more who may be able to return home today. >> scott and laura, yes, some of the people who have been here at this evacuation center at the napa county fairgrounds in calistoga may get the okay to pack up and head back. part of hidden valley, one of the communities inside the fire zone, part of it might be reopened later today. yesterday authorities did lift the evacuation order for napa county and during a town hall

meeting for evacuees here at the napa county fairgrounds. firefighters and local leaders promised residents that they would be able to return to their homes within seven days. again, some might be today, some might be a week from now. that's assuming that their home is still standing. cal fire wants to make sure services are restored in their respected communities and that the fire is contained enough to maintain safety. the valley fire is only 35% contained. >> and we're looking in seven days this incident being declared controlled. that's not complete normality for these folks. that is a safe area that these folks can go in to and occupy and not continue to be threatened. >> middletown, that's the community that has been getting a lot of focus. we saw a lot of destruction there, still there, unfortunately, from saturday's wildfire. that community is starting to turn back on, if you will. water service has been restored. the lights are back on. the school district still trying

to figure out when to reopen those schools. the schools were remarkably not damaged during saturday's wildfi wildfire. >> thank goodness for that. now, deputies in lake county say three people who had been looting homes are behind bars this morning. investigators say two are from san francisco and things that deputies thought were suspicious like a ski mask, duct tape, zip ties and a lot of key rings. the men matching their descriptions also suspected of looting homes in cobb. on the heels of that, the state's top lawyer said she would prosecute anyone trying to profit from the devastating wildfires. car mela harris says she's gotten numerous reports of price gouging especially in hotels near the fire. it is illegal for hotels to raise prices by more than 10% during an emergency. governor brown declares states

"today in the bay" kris sanchez live outside the jail this morning with more new documents revealed. kris? >> good morning to you, laura. those text messages reveal a pattern of behavior and that's why the district attorney's office released them hoping to per sway the judge to keep the three jail guards behind bars. they do have a hearing coming up this morning. now in one text message that was included in those documents that was released yesterday, matthew harris allegedly told rafael rodriguez, "i love 6a.

no camera." he was surprised about me slapping him that he sat on his bed with his hand on his cheek. prosecutors contend that the messages were sent six months before the beating death of inmate who was on a mental health hold here at the santa clara county main jail. yesterday the judge lift the mental health guards from a few hours to 40 hours. little comfort, though, to the family of another victim of those guards. a woman who claims she was beaten at another facility for women. the guards aren't getting the training they need. >> you don't beat someone who has a mept mental problem. >> i don't think a week is enough. i think experienced correctional officers should be involved with the clipts thents that have men health issues.

>> attorneys will ask a judge today to allow them to go home on bail as their trial proceeds. however, the district attorney's office is expected to fight that pretty hard. in san jose, kris sanchez. a man in a bizarre kidnapping case will face a judge one day their alleged victims are suing. kidnappers broke into their home in march and drugged them and abducted huskins for ransom. vallejo police initially questioned that story. >> the statement that mr. quinn provided was such an incredible story we initially had a hard time believing it. >> in july, the fbi arrested matthew mueller for the attack and kidnapping. today he'll be back in court for a preliminary hearing. the couple's claim against the police department seeks damages for lost wages, emotional and

physical distress and humiliation. two men are behind bars this morning. three others are still wanted. they're accused of attacking police officers. it all happened last friday night when police were called to a break up a party at the oaks lodge. five men attacked two officers. witnesses managed to help those officers. an 18-year-old man accused of assaulting a student is expected -- jonathan chow. we are having a little trouble with some of the things that we're trying to deliver you here this morning. but we will continue on. all right, a sighting and warning to tell you about. police say another mountain lion was spotted near san mateo. he it was a big one. they found the cat wandering around the neighborhood just after midnight yesterday. happened on clearview way and creek ridge court not far from

280 and the college of san mateo. many reports of mountain lions roaming around the county la lately. one caused quite a scare in downtown area back in may. here's a look at some of the locations in san mateo county where mountain lions were previously spotted in the last few months. most are around the hills. no doubt they are looking for some water. toxic algae is taking over east bay lakes this time in berkeley and could be deadly to your pet. off limits because of blue green algae. this is actually the fifth lake to be affected by the area. stephanie chuang is out there in berkeley. steph, the drought, again, is to blame. >> that's right. because of the dry conditions, scott. it could drive up these toxic algae blooms. when this lake reopens, really depends on test results that will be in some time next week. now, these toxic blooms of blue green algae is why the regional

east bay park district shut down in castro valley and the park district says it regularly tests the lakes adding 2014 was the first year that it recorded toxic algae blooms in the lake. that happened three times. so, why worry? well, people can get skin rashes and stomach problems, but the blue green algae can actually be deadly for dogs. a couple weeks ago posy, a 3-year-old golden retriever went swimming in sonoma county russian river and died. the river did test positive for the algae. several dog deaths actually around the state have been linked to toxic algae poisoning in just the last few years. now, a notice out to the public. the latest one is for lake anza warning people to supervise kids and pets who are most vulnerable and no bodily contact with the water. again, because they're saying the experts saying it is the drought, the dry conditions, heat and light really driving up the algae blooms.

this is something they're taking particular note of recently. live here in berkeley, stephanie chuang, "today in the bay." a developing story this morning. workers in chile are scrambling to get to areas hit by monday's earthquake. 12 people have been confirmed killed but crews have not been able to get to a lot of areas because the roads are blocked or unsafe. the earthquake caused 15-foot waves in some coastal towns. it also triggered tsunami advisories for hawaii and coastal california. we showed you live thursday not a whole lot happened over here in california. off southern california, the ocean rose less than six inches. but san francisco emergency managers were awake through the night. they had to be on conference calls every two hours and check buoy measurements. the advisories were canceled, but they did remind people, obviously, of the tsunami from japan that swept across the pacific and caused some damage in santa cruz in 2011.

farms. >> reporter: whole foods started selling rabbit meat in select markets last summer, including northern california. the company said for many years lots of customers requested the meat, not so said pet owners. 60,000 people signed a petition and others staged protests and many concerned about how the rabbits were being raised and slaughtered. our investigation revealed usda inspectors noted animal welfare issues for rabbits caged overnight in cold weather with no access to water. the usda also sent a letter of caution to whole foods rabbit farm for sending out multiple cartons of rabbit meat. rabbit advocates say the change actions didn't meet its own farm animal standards of no crates, cages or tethers. >> ultimately, nbc exposed that they were not following humane standard.
