late evening hours, as well. today's forecast brings it up to 75 degrees and the peninsula south bay 78 degrees and 74 in the north bay. we'll take a look at all the microclimates and what to expect for the rest of the week into the weekend coming up in a few minutes. for now, we're tracking some mores heading into san francisco. mike? >> kari, as the traffic builds, more of an issue. a crash in san francisco westbound across that bay bridge. look at that heading over towards treasure island we see a slower drive and i fear they might turn on the metering lights and slower speeds as the morning continues. look at the map and why there is a crash here southbound 101 right around the u.p.s. building or just shy of there and also another crash just off of the sky way as you're coming down towards san francisco. that's more reason for slowing into city via that route. meanwhile too, the south the san mateo bridge moves very smoothly and a mild build there and a very typical pattern for this tuesday and kick in for highway 4 and look at 101 through san jose and speed sensors slowing a

bit and that live camera to hoe you that volume of traffic easing off from that first burst of traffic and hold steady for 20 minutes and start that build, again, for the south bay. >> mike, thank you very much. bad timing or indicative of something larger. new questions this morning about the already troubled santa clara main jail after the death of another inmate. "today in the bay" stephanie chuang joining us live in san jose with the very latest. steph? >> sanaa clara county says it has the fifth largest population in the state. more scrutiny on practices here at the main jail after the second inmate death in just about a month a little over a month. a sheriff sergeant says a deputy found the inmate unresponsive in his cell roughly 10:30 yesterday morning and after half an hour after cpr and first aid were given, the inmate was pronounced dead. now, this comes roughly a month after 31-year-old michael tyree a mentally ill inmate was found in his cell at the very same jail on august 27th.

tyree behind bars for drug and theft charges. three correctional officers have been accused of killing tyree. they are 27-year-old matthew farri and jereh lubrin and rafael rodriguez. accused of beating another inmate, juan via last month. two of the deputies posted the $1.5 million bail while the third, farris, is set for a property bond hearing this afternoon. all three are set back for a plea hearing in two weeks on october 13th. waiting for an update from the sheriff's office who this inmate was and what killed him. live here in san jose, stephanie chaung "today in the bay." richmond police trying to piece together what happened the moments before two men were shot and killed. officers found their bodies inside a car in the area of natalie court and san pablo avenue just before 8:30 last night. police are not releasing a motive, but the city shot

spotter system picked up four gunshots in that area. no word yet on any suspects. the killings are the city's 14th and 15th homicides of the year. meanwhile, deputies are investigating another double homicide this morning. this one in castro valley. two bodies were found in their mobile home in castro valley yesterday afternoon. alameda county deputies got a call to check on the couple after one of the victims didn't show up for an appointment. investigators are now questioning a person they believe is related to that couple. that person was in the home when dep arrived. a teenager accused of stabbing a little boy to death will stand trial. yesterday a judge ruled william shultz is competent to go before a jury for the murder of his friend's 9-year-old brother. prosecutors say the 18-year-old stabbed jordan to death while he was sleeping in his discovery bay home back in april. schultz reportedly confessed to killing him during an interview with a reporter schultz says he

killed him "to see what it felt like." a group of bay area lawers or lawyers, i should say, making harsh accusations against berkeley's police force. release data later today that the group says is proof of racial profiling and police stops in that city. the group is criticized berkeley's police department in the past, particularly from its response for the black lives matter protest that happened there earlier in the year. federal prosecutors say they have new evidence proving raymond chow arranged a murder nearly a decade ago. chow already faces charges in a money laundering and political corruption case that ended the career of san francisco state senator leland. now chow arranged the murder in 2006. he led a rival fraternal organization in china town chow's attorney dispute these latest accusations. a dog sitter caught on video abusing a dog is expected to be

in courter today. linda levack facing misdemeanor charges. she was running an unlicensed. recorded video showing her grabbing a small dog by its collar and throwing it to the ground several times. 6:04 and for the first time africanized killer bees in the bay area. killer bees in vacaville, martinez and lafayette. the bee sting is no more lethal and their behavior no more aggressive than their honey bee relatives. but africanized bees on occasion do kill. >> the problem arises if you disa hive or a nest. in which case they're easier to disturb and much more aggressive and persistent when disturbed. >> if swarmed, experts say run and keep running. these bees will pursue you longer than other honey bees, but will eventually stop. experts emphasize such attacks are very rare.

new this morning. tesla models could be among the the next batch of cars to be recalled because of faulty takata airbags. seven more companies, which include tesla, mercedes-benz and jaguar use airbag inflaters made by takata. written letters to those companies asking which models use those specific inflaters. already, more than 23 million airbag inflaters have been recalled in the u.s. alone. the airbags have been linked to eight deaths and more than 100 injuries. 6:06. also new this morning, a prestigious award for some bay area scientists and artists. the mcarthur foundation introduced the fellows and they include four people with ties to the bay area. the fellows receive a $625,000 grant for their work in their respective career fields. among the winner, computer scientist christopher ray and others include uc berkeley chemist yang, social scientist

a new federal audit finds medicare paid $30 million for ambulance rides for which there is no record of patient/medical care. and that only represented a six-month period in 2012. four cities for half of the accountable buildings. accounting for hit and run drivers. most of us have seen the amber alert messages on the freeway signs and phone when a child issing. that same technology used to find hit and run drivers. candace from our nbc station in sanationo reports on the new yellow alert. >> i had my moments. i, you know, i think about him a lot. >> reporter: hard to say whether a state yellow alert system would have helped find the driver who killed craig robinson's brother. but robinson says it might help future cases. >> i just couldn't believe the number of stories outside of roger's that, you know, i just hear about and why is this happening? >> reporter: last wednesday his

brother collapsed while walking across a street in park west. a car hit him and the driver did not stop. >> the problem was, is he took off. he shouldn't have done that. >> reporter: as a result of other fatal hit and run statewide governor jerry brown signed assembly bill 8 monday. a bill allowing law enforcement agencies to issue a yellow alert if a person has been killed or suffered a serious injury due to a hit and run accident. the agency would need specific information about the suspect or the suspect vehicle. the alert would be activated within a specific approved area, presumably around where the accident happened. >> i think it's a very good tool. i mean, we have the amber alert. >> reporter: a chp spokesperson tells nbc 7 the yellow alert system seems like a good tool, but these cases will still be extremely difficult to solve. he said usually there is very little information to go on after the accident. often they don't have a vehicle description or a license plate number. also, even if the suspect car is found, how do you prove who

drove it? still, state officials believe the new system will make our streets safer. craig robinson hopes so, too. >> you can get somebody to, you know, say, well, i just saw that car or it looks like the car you described and, you know, please on it. >> well, that was candace reporting there in addition to freeway signs, alerts may also be seen on tv or heard on the radio. that bill is expected to go into effect starting january 1st. 6:15. redwood city booming with development, but not everyone happy about it. last night people lining up at city hall to voice their opinions about the latest development proposal. this one would go on marshal street near the historic courthouse. but many in the community say it's not a good fit for the area. >> we're not asking people to stop growth, we just want to make sure that it's not too fast, too soon. >> we are paying the price, literally, for more decent development on a regular basis. >>dants say increasing traffic

will only get worse as development continues. last night the city council decided to continue discussing the marls street proposal. meantime, in san francisco recently evicted seniors will get to sit down with the city's top prosecutors. many forced from their home ellis act evictions. the group and its supporters plan to hold a rally and address the media ahead of that meeting today at the hall of justice. plenty of eyes on google later today. the tech giant expected to unveil several new products at its mountain view headquarters. google is calling the event its tasty treats and much s'more event. expected to show off a newphone and software dubbed andrew marshmallow. analysts will be paying very close attention not just for the products, but the event marking the first presentation as ceo. many are wondering if he'll address goals for the company moving forward. google soon be able to tell

you just how much pollution is in your neighborhood. google street view cars are equipped with air quality sensors to measure smog levels. eventually the data will be posted on google maps. the readings could help cities figure out where to plant trees and lite health risks. for now, the program is only running in the bay area, but it will spread across california. all right, it's 6:17. the obama administration about to finalize stricter emission limits for vehicles and the gop so happy about it. senate republicans have called a hearing today to question the epa's top air quality regulator about the proposed ozone rule. opponents say the rule is too costly, but the epa says the public health benefits here outweigh the costs. air pollution has been linked to asthma and respiratory problems. republicans say that the epa has "run amuck with regulations and they want to reign in the agency." it is 6:17. nasa researchers include many at ames research center now have more reason to believe that life

may exist on mars. images from the mars orbter found that water flows on certain slopes during the martian summer. scientists believe the water likely contains salt. salt would keep the water from freezing at extremely low martian temperatures. >> know that mars once was a planet very much like earth. with warm salty seas, with fresh water lakes and probably snow-capped peaks and clouds and a water cycle. just like we're studying here on earth. >> had starbucks on every corner. >> nice. >> well, the presence of water on mars might make it easier and safer for humans to am day explore the red planet. >> this is what it's getting to with our area. we're now looking to mars for help. getting some water. >> all right. probably none of that in the works for us. but cooler temperatures and cooler temperatures. >> cooler temperatures and at least we're not dealing with the sizzling temperatures we had recently. but it will be starting to warm up as we head closer to the weekend.

as we get a live look now from san francisco, looking towards the bay bridge. the days are sure getting shorter out there. still, no light in the sky just yet at 6:18. and the seven-day forecast is coming up at the bottom of the screen. so, you can check it out and see what to expect as we go into the next several days. it's now 58 degrees in san francisco. and it's 60 degrees in the south bay with highs today in the 60s and 70s. it will be cooler than average, thanks to a lot of cloud cover. and even more clouds than we've seen the past couple of days. also, very light wind coming in on shore. you can tell here by the yarrows and the wind direction coming in and the numbers are the speeds and miles per hour. here we are at lunchtime, and the winds still really haven't picked up much at five to ten miles per hour and evening commute, winds at ten miles per hour all across the bay area. so, a very light wind. more clouds, cooler temperatures. that's what you can expect today. let's go hour-by-hour in oakland.

as we start out the morning 59 degrees. still a lot of clouds and the sun starts to peek out around 10:00 or 11:00 and jumps up to 64 degrees. we stay in the 60s through at least the noon hour and then briefly hitting the upper 60s and lower 70s. as we go into the afternoon with, once again, more clouds. this is the reason why. there's been a disturbance off shore and it's been slow to move and it's been streaming the clouds across the bay area and we also had a nice onshore flow. into the next couple of days some of the models are picking up on a chance if you're not seeing that and you have to wipe your eyes, again. that some rain being picked up just to the south of us. so, maybe the far south bay could get a little bit of some rain heading into tomorrow afternoon. but it looks like that really doesn't accumulate much and it's not for everyone. so, we'll be keeping an eye on that. our temperatures stay down, though, for today. tomorrow as well as thursday and then look at on friday. once those clouds get out of here, our temperatures going up for friday, as well as saturday.

and then back down for sunday. so, here we go with that roller coaster. it will be cool the next few days. warming up on friday and saturday. and then we'll have the coolest day of the weekend on sunday. mostly some 60s and 70s and a few 80s on sunday across the bay area. and mike's tracking more problems as you head out for that morning commute. >> you know, more cars, more problems, more traffic flow. more slowing. here's the bay bridge heading over towards san francisco. it's actually looking a little smoother here over the major issue in the city has cleared from the roadway. we'll show you the span and now we'll show you the map. southbound 101 at cear chavez. one lane was blocked by a big rig and that crash cleared 20 minutes ago. a nice recovery across that span and that backup approaching the toll mrauza and a pretty typical tuesday pattern. upper east shore freeway and no delays for the north bay coming down through san rafael. the walnut creek interchange and we'll move your map down and show you the tri-valley over

at 6:24. covering decision 2016. democratic presidential candidate hillary clinton continues her trip in the bay area today. we have video of her motorcade arriving at her first stop yesterday. a reception in saratoga. today the former secretary of state will attend a fund-raising breakfast in san francisco. yesterday she went to an event in marin county, as well as a third fund-raiser and reception in orinda. who is she going to be vying with for the democratic nomination? vice president joe biden has not announced plans to run for the white house yet, but a new poll shows if he did, he would be in the top spot. a new nbc news/"wall street journal" poll shows 40% of americans have a positive impression of biden and only 28% have a negative one. the poll shows that biden would also outperform clinton in a

head-to-head general election against the top republican hopefuls. they'd back clinton over trump by ten points and the former secretary of state would be statistically tied with carly e fiori fiori fiorina. same poll says biden would fair better than clinton and besting donald trump by 19 points. still, no announcement from biden, but donald trump, he'll be on "today" show later this morning talking about the new tax plan that he says will cost him a forch. he unveiled it yesterday, as well as the u.s./russia showdown at the u.n. and recent attacks that mr. trump made on marco rubio. all that coming up on "today" show starting after "today in the bay" at 7:00. now set to make a bay area appearance. president obama will visit san francisco next month for a political fund-raiser. joining him at the warfield on october 10th, hip-hop super star kanye west. maybe west will take am notes. he recently only half jokingly

house last december. today brooks is expected to be arraigned for misdemeanor sexual battery. brooks has continued to play for the team while this legal process plays out. 6:37. an explosion in san francisco is under investigation this morning after twoal were injured over the weekend. officials at pg&e say they're not sure what caused an underground transformer to explode on saturday morning. a spokesperson for pg&e say crews were repaired a downed power about five blocks away at the time of the explosion. two men standing near the site were take the hospital and treated for minor burns before being eare leased. >> my house shook. large explosion sound i thought a car hit the house. >> pg&e say the transformer was last checked in june and they found no issues. new this morn crews made quick work of a brush fire in hayward. that fire started just before 3:30 near the corner of middle lane and hisperian boulevard.

valley. clouds moving into the bay area. so, for us, we see the clouds. our temperatures are right at about 60 degrees. we're at 58 degrees in san francisco and 60 degrees now in livermore. san jose at 61 degrees. if you're heading out to the giants game today, should be another great one. 64 degrees at first pitch at 7:15. and by the end of the game, we're in the lower 60s. still clouds, maybe some fog and drizzle and the wind coming in at about 10 to 15 miles per hour. a look at the fog on the bay. we will see a lot of the low clouds and the fog clearing out. still some mid and high level clouds streaming across the bay area and keep our temperatures down. we will see more fog as we head into tonight as well as the start of the day taomorrow. and the computer models are picking up on the possibility that there could be some rain for the far south bay. this is tomorrow morning and early afternoon. and it doesn't look like it will bring much in the way of accumulation. it's been so dry. hopefully we'll get some more rain out of that. we'll keep watching that to see

what happens. as we go into the next several days and the tri-valley still staying dry there and our temperature is staying down with more clouds and then look at what happens on friday. after the clouds roll out of here, thatturban disturbance th bringing the clouds will go away. temperatures warm up to the end of the week and the weekend. saturday a little bit better and sunday the coolest day of the weekend. mostly 70s and 80s all across the bay area. let's check in now with mike for the morning commute and the problems you may have out there. >> well, kari, we have good news/bad news situation. always two sides to the coin. the san mateo bridge a lotter and a lot more traffic and the reason is because the crash cleared as we look at your map. the crash we're talking about approaching the toll plaza for westbound 92. now all lanes clear the traffic that was held up coming off of 880 and westbound 92 move over towards the span and the peninsula. the dumbarton bridge sees a little more traffic.

880 south and take that as an alternate. here's problem in that same area, though. northbound 238 and a disabled big rig and now an oil spill related right around the 14th street off ramp blocking one lane that will mean more backup coming off of castro valley. big problem for folks out of the tri-valley heading towards the nimts. no details from chp on when they hope to have that cleaned up and cleared. probably for at least 45 minutes, my guess, given the fact it is an oil spill they have to clear. northbound route through san jose show a steady flow of traffic gentle build northbound towards the silicon valley from san jose and bogging down 101 by the airport and 280. the approach to the bay bridge, nothing surprising. the live look shows you all the lights on the backup. >> a lot of company out there, thanks so much, mike. at 6:52. election officials counting signatures today to determine whether to put a repeal of california new vaccination law on the november ballot. yesterday was a deadline for opponents to turn in the required 350,000 signatures

needed to get that issue on the ballot. the new vaccination law overturns the personal belief exemption meaning all school kids must be vaccinated unless they have a medical waiver. parents should make the decision to vaccinate their children, not the state. but the augur of the law says it's necessary to protect the health. >> vaccines are safe, they're effective and they protect both the person receiving them and the community at large. and that's what the bill is about. we want to try to protect californians. >> i'm not saying that you have to disagree with immunization. but you are being told the entire list, including this question mark at the end, whatever else is deemed necessary. who knows what that is. >> it will take about a month for election officials to count and verify the petition signatures. right now the law set to take effect in july of next year. coming up next, concerning news for the south bay's largest jail where another inmate is

largest jails after another inmate dies in custody. >> "today in the bay" stephanie chuang in san jose with more on the story. steph? >> the sheriff sergeant said the sheriff fouar deputy found him unresponsive and after 30 minutes not responding to cpr and first aid, the inmate was pronounced dead. this comes about one month after 31-year-old inmate michael tyree mentally ill inmate here at the main jail was found dead in his cell at this, again, same jail on august 27th. three correctional officers have been accused of killing tyree. they are 27-year-old matthew farris, jereh lubrin and rafael rodriguez all charged with murder and accused of beating another inmate last month. two of the deputies posted the $1.5 million bail before the weekend. the third, farris, is set for a property bond hearing this
