by tomorrow, and then we've got joaquin a real question mark. we could be looking at some areas up to a foot of rain by sunday. >> all right. a lot more on this in just a couple of minutes. al, thanks very much. let's start with our top story. presidents obama and putin face to face. the meeting behind closed doors ran longer than expected with putin calling it very constructive and surprisingly open, but this morning a wide gulf remains between the two leaders. nbc's chief foreign affairs correspondent andrea mitchell is at the u.n. andrea, good morning to you. >> reporter: good morning, matt. that's right. in their speeches the two leaders slammed each other over syria and ukraine, but afterwards, at least for the first time in two years, two of the world's most powerful men actually sat down and talked. moments before their first official meeting in two years, a brief handshake and barely 13 seconds later the photo session was over with no answer to shouts questions. >> how about a timeline, mr. president. >> reporter: but afterwards both

sides called it constructive and business-like. american officials told nbc news putin was on his best behavior. putin told the kremlin press corps today's meeting was constructive, practical and surprisingly frank. he admitted ties between washington and moscow were at a low level but blamed that on what he called his american partners' position. in talks that covered ukraine and syria. earlier at lunch an awkward handshake and seated so close to each other no, way to avoid a toast. there were no agreements. in a hard-hitting u.n. speech putin argued to keep syria's president assad. obama said assad works has massacred his own people with barrel bombs,ed is the problem, not the solution. >> let's remind how this started. assad reacted to peaceful protests by escalateding repression and killing that in turn created the environment for

the current strife. >> reporter: but for a leader eager to project himself on the world stage, the u.n. trip was a public relations bonanza for the russian president. >> now he's had for the first time in many years a bilateral meeting with president obama that they themselves have said is gone positive. that's a pretty good day for president putin. >> reporter: putin is gone. today the president and vice president will both be here for a u.n. summit on how to better combat terrorism, especially isis, but at the same moment a bipartisan congressional committee is issuing a report slamming the u.s. saying the administration has done a terrible job against isis. matt and savannah. >> andrea mitchell at the u.n. again for us this morning, andrea, thanks very much. >> democratic front-runner hillary clinton weighed in on the situation in syria in an interview with chuck todd on msnbc's "mtp daily" and the former secretary of state took issue with her old boss saying the inability to find and train new rebels represents a failure by the obama administration.

>> if we had been able to move in to help organize and support those people on the ground, maybe we could have made a difference. well, we've got to deal with where we are right now. it's obviously now a different set of circumstances, and what the pentagon has been doing hasn't worked. >> and clinton talked about the bigger role that russia is playing in the syria crisis saying the u.s. needs to figure out how to prevent them from making a bad situation even worse. >> and republican side, after vowing to get more specific on the issues, donald trump has rolled out his tax plan to mixed reviews. we will talk to mr. trump in a moment, but first nbc national correspondent peter alexander crunched the numbers on the proposal, and we also have a revealing new poll in the presidential race. peter, good morning. >> reporter: to be fair we let the experts do the crunching, but trump is the least popular politician from either party in a brand new poll behind ben carson, carly fiorina and hillary clinton, a quarter of americans have a positive opinion of trump, nearly 6 in 10

a negative one, and this morning those experts are weighing in on that ambitious tax plan that could mean a major tax cut for most americans, especially the rich, but at what cost. donald trump is now defending his tough talk while admitting he could soften his tone. >> probably it is a little childish, but you know what. this is a campaign and usually and i think you know this better than anybody, i'm responding to them. >> reporter: new signs that it may be camping up with trump. a new nbc news/"wall street journal" trump shows the billionaire fares worst that in his top challengers in hypothetical matchups against both hillary clinton and joe biden losing by double digits. jeb bush, carly fiorina and ben carson all perform better. it comes as the author of "the art of the deal" is making a new sales pitch vowing to dramatically cut income taxes for millions of americans across the board. >> it will simplify the tax code. it will grow the american economy at a level that it

hasn't seen for decades. >> reporter: individuals who make less than $25,000 and couples making less than $50k would pay no income taxes. many already don't. as trump's proposal reads they get a new one-page form to sen the irs saying i win. the wealthiest americans would say their tax rates slaushed from nearly 40% to 25%, estate taxes eliminated and business taxes capped at 15%. how would he pay for it? that's not entirely clear. trump promises to get rid of unspecified deductions and close tax loopholes. >> this is going to cost me a fortune. >> reporter: still this morning analysts dispute the self-proclaimed king of the tax code that his plan hits the rich the hardest and won't add to the deficit. >> the consensus among experts and analysts is that it would both expand the deficit by a lot and also disproportionately benefit wealthy americans. >> reporter: so on taxes trump is promising another big fix but

the costs as you saw could be piling up. on top of his plan to rebuild america's infrastructure, estimates put that at about $3.5 trillion by 2020, there's also deporting 11 million undocumented immigrants. that's another $138 billion price tag. matt and savannah. >> peter, thank you very much. donald trump joins us now on the phone. mr. trump, good morning to you. >> good morning, matt. >> so you used words like amazing, simple, easy and fair in describing your tax plan. you've heard what the critics are saying. not only will it add trillions to the national debt but it will also benefit the wealthy disproportionately. why are they wrong? >> well, first of all, we actually have had tremendous reviews on the plan by most people. most people are liking it and are supporting it and carl icahn came out today and so many others. they love this plan, and it will actually affect the rich to a much lesser extent the people that are middle income, middle class, our middle income people are going to be the biggest beneficiaries. their taxes are coming down very

substantially and for the most that's been covered. it hasn't been covered by you quite yet but it will be. >> let me ask you this. you're cutting the rate for millions of americans and will close some loopholes and get rid of deductions though i think you still need to be more specific about that area, but critics, i'm going with the critics, yes, there are positive reviews, but critics say you're also shrinking the tax base, the number of people paying taxes, and that's why you can't pay for this. >> well, no, they are wrong because we're bringing in at least $2.5 trillion that's stuck outside of this country. $22.5 trillion and the number could be much, much higher and companies can't get that money brought back into this country. just one of many things, and that money now will be able to flow back in under my plan. that money will be able to flow back into the country. we're going to be reducing corporate taxes. jobs will be created. the economy is going to expand tremendously, like it hasn't since reagan but probably even before that. this will be a rocket ship for

the economy. right now we have almost 100 million people that are out of work. they are out of work, whether we like it or not. they are out of work. we need jobs. >> we can debate jobs and growth at a later date. let me ask you. you're revealing this plan at a time, mr. trump, where it seems like the runaway train that was your campaign is slowing down a little bit. you're in a statistical dead heat now with ben carson and although they are a little bit further back, carly fiorina and marco rubio are definitely gaining traction. why do you think there is this dynamic at this stage? >> well, matt, i'm still leading in every poll, and some of the polls are really good. you're citing one where i'm leading actually, i'm one point up on ben, but i'm leading every poll. in iowa i'm leading substantially. in new hampshire i'm leading substantially. in south carolina i'm leading substantially, and, you know, this is going to be an ebb and flow. i'm not saying -- how can i continue to lead by such wide margins? >> right. >> this is an ebb and flow, but i'm leading every single poll

and most of them by a substantial number. now, can i keep that going? i have no idea but i'll try. this is an important element because the economy is terrible. our economy is right now terrible, and, you know, part of this is cutting, cost-cutting, because so much money is being waste the in the united states so part of my plan is cost-cutting, and the other part of my plan is renegotiating trade deals to bring jobs back to the united states. >> let me ask you about this meeting between president obama and president putin yesterday. obviously russia went around the united states in creating this strategic alliance with iraq, iran and syria to fight isis. i'm curious. do you side with the group that thinks president assad in syriaed is the reason for the rise of isis, or do you side with vladimir putin who thinks president assad presents our best opportunity to combat isis? >> well, i side with the group that says if russia wants to go and fight isis you should let them as opposed to saying we're jealous we don't want you to do

that, and i've been saying that for a long time. now, assad is backed up very strongly by russia and by iran. iran wants isis out. russia wants isis out. they want to destroy isis, and we should encourage them to do so. >> let me make sure i understand. is assad the problem or the solution. >> well, nobody really knows that answer, but i can tell you the people that want to come in and replace assad, nobody knows who they are and they could end up being worse. nobody has any idea who they are. we don't know, and we're constantly going out and siding with people and they turn out to be worse than the people that were there before. >> let me just ask you. you hinted a second ago. if this race turns into a long slog and all races do and the polls change and you're no longer the person that everybody is talking about, donald, with all the great things going on in your life and other areas, do you have the stomach to stick this out? >> well, i'm a practical person, matt. if i see things aren't going well, like, for instance, there are people right now within the republican party who are not doing well. i don't think it's going to change for many of them. at some point you have to get

out. right now i'm leading every poll, i'm doing very well and i get the biggest crowds by far. i had 20,000 people in dallas, 35,000 people in mobile, alabama. >> right. >> so far it's looking good. i'm self-funding my campaign. that's the nice thing, and a lot of people respect that so i'm not under the influence of the lobbyists and special interests. >> right. >> and people like that, so i will go and if i think for some reason it's not going to work, then i go back to my business. there's no question about that, but right now i think it's working very, very well. >> donald trump, donald, thank you so much for your time this morning. appreciate in. >> thank you very much, matt. >> let's move to the weather now. parts of the south dealing with more flooding this morning and there's a new tropical storm to worry b.al, good morning again. you have a busy slate. >> yeah, guys, really a lot going on and we do have tropical storm joaquin that we'll tell you about but let's go to destin, florida. look at flooding we've seen there. some areas picking up 7 to 8 inches of rain in several hours and it's still coming down and

will continue and now the heavy rain is shifting up to the north. we've got possible flooding here in the northeast and on into the mid-atlantic states, all along the cold front, heavy rain. we're going to see a lot of moisture starting to stream up and as it does we've got flash flood watches into the northeast today and a lot of rain coming through and the front pushing in through cooler air and it will dump between now and thursday morning upwards of three to five inches of rain for a wide swath from new england all the way into parts of the mid-atlantic states, and we've got tropical storm joaquin forming. we're going to watch this thing. it's not going to be a powerhouse but it is going to bring a ton of moisture with it. right now it is currently located at about 385 miles northeast of the central bahamas. it's moving west at five miles per hour, and the track of this thing will bring it right along the coast and as it does it's going to be drawing in more moisture into the atlantic and into the mid-atlantic states northeast and on into new england, so look at what it

does. at least even if it's not a major storm. this is the rainfall next three days. look at what happens over the next seven days. up to 12 inches of rain locally right along the coast from new york on up into new england. so flooding is a big problem. >> we need it. getting it in this way is not the way to get it. >> al, thank you. now to nasa's highly anticipated discovery on mars. a new breakthrough that proves, yes there, could be life there. evidence of salt water has been detected flowing on the red planet surface in these streaks, the ones you see there. the streaks come and go with the seasons when the temperatures are high and disappear when it gets cold. >> nasa has discovered water on mars in ice. this is the first sign in liquid form suggesting the possibility, the possibility that life could survive there. scientists still have to figure out what those odds are, along with the source of the water, but nasa hopes this new evidence could eventually make way for future human expeditions. are you volunteering?

>> meantime that "martian" movie is out. >> let matt damon go. >> scary moments for passengers here in new york and tamron is in for natalie with that. >> frightening moments for passengers on a flight from new york to ireland. the pilot forced to turn around and make an emergency landing minute after takeoff due to a mechanical problem. nbc's tom costello covers aviation for us. tom, good morning. >> reporter: hi, tamron. this was aer lingus flight 110, ireland's national carrier. first a hydraulic problem forced the return and then a harrowing emergency landing with flames shooting out from the landing gear. scary moments overnight for passengers on an aer lingus flight headed for ireland after the boeing 757 reported a hydraulic failure and landing gear problem forcing the plane to return to jfk airport just after takeoff. >> we do have a technical issue here. we've lost our hydraulic system, one hydraulic system, so we're going to have to return to kennedy.

>> you're cleared to return to kennedy airport. turn left heading 030. >> reporter: as the plane returned to make an emergency landing it came in faster than normal on to the runway. the brakes overheating sparking a fire in the landing gear compartment. >> we have a slightly higher than higher landing speed so we're touching down a little faster than normal. >> reporter: firefighters put out the fire and passengers were shuttled back to the terminal by port authority busses. >> do you want the crash and rescue standing by or no? >> yes, please, stand by. >> reporter: no injuries to the 115 passengers or crew members on board. aer lingus releasing a statement saying there was a technical fault with the aircraft but it would not confirm whether it was the hydraulic system. the irish captain sounded so calm. the spokesperson for aer lingus said that the investigation will be standard practice, to ice his words, company engineers examining the plane to determine what went wrong. tamron. >> thank you, tom. also at jfk a man with a knife breached security and made it had on to the tarmac saturday just hours after pope francis

left for philadelphia. the suspect was driving a black suv. he was allegedly pretending to be part of a v.i.p. motorcade when he flash what had looked like a badge and made it on to the tarmac. when he was caught, the suspect told police he was hoping to give the pope his business card. police say they also found five rounds of ammunition in his vehicle. the 39-year-old retired firefighter faces a list of charges. planned parenthood will go before congress for the first time today since the release of undercover videos. the organization's president cecille richards is expected to staunchly defend denated tissue of aborted fetuses saying it's a miniscule part of its work providing health services for women. an abortion opponent obtained the video by pose pentagon as an executive for a fake company seeking to buy fetal tissue. and forget getting the

especially hard after a foot of rain fell there in less than 24 hours. and a hydraulic failure forced an aer lingus plane to return to new york's jfk airport last night. it had to make an intelligent landing when it touched down. the brakes overheated. that sparked a small fire. passengers were safely removed, and no injuries were reported. >> lots to get to. let's start this half hour with a new lawsuit tied to the accident that claimed the life of "fast and furious" star paul walker. his daughter is now suing porsche for wrongful death. nbc's joe fryer is here with more on that. good morning, joe. >> reporter: scott walker was almost done filming the seventh installment of the "fast and furious." after a car accident claimed his life in 2013. after investigating the crash for two years, his daughter meadow says porsche should be held responsible for her father's death. this is paul walker in the last minutes of his life checking out a 2005 porsche carrera gt less

than a half hour their friend would take them on their final ride. in a lawsuit filed by his estate and his teenage daughter meadow experts say the car was traveling between 63 and 71 miles an hour when it went out of control. the car spun clockwise, brushed a tree and struck a light post on the driver's side while still going between 45 and 55 miles an hour. the lawsuit alleges walker survived the crash only to be killed in the fire that started about a minute after the impact saying porsche failed to provide an electronic stability control device that would have prevented the car from losing control. the lawsuit also says the side doors were not strong enough allowing the light post to penetrate the passenger compartment sending the shoulder and lap belt in different directions, crushing walker's body and pinning him in the car where he was trapped when a torn rubber fuel line sparked the fire that eventually killed him. >> it looks like porsche cut corners just in the traditional crash worthiness of the car, the way they designed the side structure and fuel system.

>> reporter: safety experts say high-end sports cars like the carrera gt are not crash tested by federal and consumer agencies. san diego attorney craig mclellan filed and settled a lawsuit against porsche when a man was killed in the carrera gt in 2006. >> the porsche carrera gt in particular is designed and advertised to be driven at high speed but isn't designed and made to be protective at high speed. >> reporter: walker told friends he would be back in five minutes when he got into his friend's porsche. now he's gone forever after a fast ride that has left his family furious. los angeles county investigators determined last year the cause of the crash was unsafe speed saying the car was going faster than what this new lawsuit claimed. we reached out to porsche's parent company volkswagen and they have passed on the request to porsche, but so far it has not responded.

clock, around the globe. posting every moment of our lives in realtime. every second, 2 1/2 million e-mails transmitted. 10,000 tweet, 2100 tumblr posts, facebook, linked in, snapchat and vine and a social media bread crumb trail that with the right software anyone can follow. >> this is statue of liberty, the people posting the last 24 hours on social media potentially exposing their privacy. if you go into collage view you can see every post in the last 24 hours. >> a wall of selfies and privacy compromised. if theresa can pull this up, so can hackers. she's the tomorrow white house chief information officer that phone we carry in our pockets is a tracking device. >> every cell phone tower you talk to every text you make, every post on social media, you're giving clues away not

check to see which apps are accessing your contacts. does your flashlight need to see your contacts? probably not. still in your settings check to see which apps are accessing when and where your photos were taken. like facebook, instagram, twitter. you can turn that information off if you like, and remember, some operating system upgrades can vet your privacy -- can reset your privacy settings. check your privacy and security settings on social media sites like facebook. decide who you want to friend and how much you really want to tell the world. back to you. >> another one of your stories that we instantly picked up on the phones. my location services were on. so i have turned them off. that's correct? >> reporter: good. you should turn them off. some people may not care, but for a lot of people, think of who you know in your life that maybe you don't know where them to know where you are right now, consider turning that off.

matt and savannah? >> it's like a kiss. nice. >> thank you. well, this morning on rossen reports the hidden danger in tvs tipping over and falling on children. >> those accidents are shown to be on the rise. today, jeff rossen is in houston. hi, jeff. >> hi, good morning to you. if you're watching at home this impacts you. it means you have a television set. i was first on the air warning you about this a few years ago. i wanted to come back on the air this morning because as you said, matt, new numbers out this morning showing a spike in injuries of these flat screen tvs toppling over and falling on top of kids. as adults we walk by the tvs, it's eye level. but think about it from a child's perspective. they're on the ground. they see the remote, the toys up here. what a lot of kids are doing across the country studies find is opening up the dresser drawers, climbing on here, this getting wobbly and comes on top of them. we'll show you how fast this can hop and how to protect your family right now.

a frightening crash. a thunderous boom. >> can you imagine a child under that? >> reporter: a nightmare that's only getting worse. tvs crashing on to children. now safety experts and the federal government releasing warnings. a new study out just today showing injuries to kids from tv tipovers are on the rise in seven countries. in the u.s. more than 400 kids killed since 2000 from falling tvs and furniture. 38,000 rushed to emergency rooms. most of the victims younger than 5 years old. kate carr is president of the watchdog group safe kids. how does this happen? >> tvs like this are top heavy with a narrow base. small kids are very curious about tvs. they want to get them on. they come over, grab them. it wobbles and falls right over on a child. >> reporter: she says many parents keep flat screens on

stands, sitting on furniture and an invitation for danger. >> look at how easy this is for this to fall on a child. >> reporter: and here's another mistake parents make. figuring out what to do with those old heavy tube tvs when they upgrade to flat screens. a lot of people are moving them into the basements or kid's bedrooms. >> they're up on a high dresser, kids climb up on a drawer, poor the drawer out and -- there it goes. >> reporter: the impact study show the same as a baby falling from a ten story window and it keeps happening. this little boy was killed when a dresser toppled on hip. another boy was killed when a tv at his day-care center fell on him. and this little girl, 2-year-old chance bowles lost her life inside her own home. >> the last thing she said to me was i love you, mama. and that was it. >> reporter: mom was in the next room when her daughter pulled

out the drawers and climbed up on this dresser. in just seconds, it all came down. >> just something that -- simple we never thought aboutment it's what took her away from us. >> reporter: if that is not an eye opener, i don't know what is. so here's the take away for you. three simple things you can go at your home today before you even leave for work. to keep your family safe. number one experts say, take all the toys and take the remote and move it off of the furniture. put it on the floor. i know it makes a mess or put it on something low where the kids can't pull it down. number two, if you insist on having your tv on a stand and by the way, experts say wall mount it, pushing it back to the end of the dresser, that way if the tv were to wobble and fall at least the top of the dresser, the edge here, guys, would actually break the fall. i knocked it off, go to any big

on "today food" a no fail veggie pasta. life-style expert hilaria baldwin is here with a kid-tested dish that will have them asking for more. putting you to the test. toddlers here ready to tastd and i wanted you to know that mill mae has not tested anything. her friend is crying, too. >> all right, girls. >> it's all right, sweetie. >> do you want to help cook. >> do you want to help me cook? >> okay. girls. >> oh, okay. hiller yeah, i think the girls are going to get really into this, but, first, we'll have moms to the rescue. tell us what this is because i need to get my 1-year-old to eat veggies and it's hard. >> one of the most important things is blending, blending, blending, blending. this is a great recipe, kids love pasta. my favorite is the pars nips,

sweet poetdos and butternut squash. use a little bit of olive oil, veggie stock and whole grain pasta. >> okay. that's the trick. kids will have pasta but they will go tore white-s. >> do you like giving you a real life experience. >> i feel like i'm home. actually very comfortable for me. >> most kitchens in america are like actually. >> it's all good, all good. what we do is we peel our butternut squash which is tricky and you can get it already kubd. use any vegetables that you want, any of your kid's favorite veggies and then you can roast t.because roasting will create better flavor. >> kind of brings out the sweet n.e.t. we chop it up into nice little pieces and drizzle it with olive oil. i'm a big fan of foiling the cookie sheet because i don't have a lot of time to do dishes. apparently it's real good for

you. >> matt lauer, the zen moment, a little pepper and tiny bit of salt because we could like the player. >> how long do we do it? >> until it's golden brown, about 20 minutes. we'll throw in here. >> okay. >> and believe it or not, it's so fast on tv. >> yes. >> i know. >> not 20 minute. >> it's magic. >> the magic oven. and we got this. >> okay, let me get out of your way. >> two of our little taste testers are all over it. >> these guys like it. >> yeah. >> and then what we're going to do to make it even softer, we are going to gently not burn our hands, we're going to put it into our veggie stock that is going to be boiling already. pour some of of it in. >> and that makes it mushier and soft, makes it into more of a sauce like mashed potato. >> and then we blend it. >> we're going to blend it, and

then once you blend it, going to pour it on top of our already cooked pasta. >> looks great. >> looks pretty good. >> kind of like the consistency of macaroni and cheese once you toss it, so can you even i wouldn't lie to your children. >> just omit the fact that it's vegetables, not cheese. and then there you go. >> in the few seconds we have i want you to tell these about these cookies, and the kids won't know how healthy they are. >> these are cookies that we've made no, sugar in them. you take a bunch of different -- again, play around with the ingredients, i love to use cranberries and raisins. they are pretty much vegan except we do use some eggs, whole grain and you mention all the dry ingredients together. >> okay. >> mix all the dry ingredients together and then we have our wet ingredients with olive oil, almond mill, use any kind of milk, vanilla and cinnamon which is the key and whisk it all together, put the two together.

taking a look at the headlines new research suggests women diagnosed with cancer during pregnancy can begin treatment immediately. a study of over 100 children with prenatal exposure to cancer treatment had normal mental process and heart function at 18 months. and three years old. in fact, children had more negative health effects from prematurity than from exposure to chemotherapy. and whole foods market plans to eliminate about 1500 jobs over the next two months. company officials say many of the cuts are expected to be achieved through attrition, not filling open jobs. the company said the cuts were being made as part of its commitment to lower prices for its customers and invest in technology upgrades. walmart is expanding its online grocery with free pickup

service to eight new cities today. the service lets shoppers order groceries and other products online and then choose a pickup time at their selected location. pickup is free and employees bring the groceries to the consumer's car. walmart plans to add even more cities in the coming weeks. and we all know artery-clogging fats are bad for us, but what would you replace them with is equally important. a harvard study finds that people who give up butter, cheese and meat but replace them with white bread, starches and sweets do not improve their heart health but swapping said saturated fats for olive oil, fish, nuts and whole grains well it does significantly reduce your risk of heart disease. even a 5% cut in calories from fatty food can have a big impact on your heart. and great news today. it's national coffee day and that means can you get a free cup of joe at several national chains, among them dunkin' donuts, a free medium cup of dark roast, hot or iced.
