for the south bay. you can see the clouds and rain offshore. that could be moving in, so around san jose, saratoga, gilroy and the south bay could have rain later this afternoon. temperatures in the mid 70s, upper 60s to lower 70s, and for the east bay, also a slight chance of rain as well. i'll detail that coming up in a few minutes. let's check in with anthony for traffic. >> finally rainy season has arrived. we are talking about light traffic this morning. it's all relative because it's so early. we don't have much happening for the south bay, same for the east bay, no accidents to report. a hazard on 280 in redwood city. otherwise, things looking good across the bay bridge toll plaza. the dodgers take playing tonight. extra traffic. a fire in san jose leaves a dozen people without a place to stay. >> firefighters put out the flames quickly.

a lot of damage was left behind. the fire broke out around 12:30 this morning. firefighters say it started as a car fire that quickly spread to the attic of the home and another car. nobody was injured. we don't know the cause of the fire. firefighters do not think it was suspicious. >> violence at levi stadium is raising questions about fan safety as the super bowl approaches, we're hearing from santa clara's police chief about the recent fights. "today in the bay's" kris sanchez live at levi stadium with what he has to say. what's the plan moving forward? >> reporter: there have been consequences for people accused of violent behavior. 49ers season ticket holders have lost their season tickets, so there has been a big consequence. there was that very violent video of a beating of the vikings fan in a parking lot that went viral earlier this month. this certainly has the stadium

authority's attention. it's pushing the conversation. also, two fans beaten in the stadium bathroom last year filed a lawsuit yesterday against the team and the santa clara stadium authority. despite those disturbing videos, the santa clara police chief says the stadium is safe now and will be even safer by the time the super bowl comes to town. the chief says one strategy is to focus on alcohol-related issues and making sure fans know that violence could get them kicked out of levi stadium for good. >> if they assault one another, we need to prosecute them. if they're a season ticket holder, we need to revoke their season tickets. if they're not in the bottom for somebody else, we need to hold those people accountable, too. >> reporter: in anticipation of super bowl 50, the stadium authority is working with law enforcement, vte to develop a security platform for better cooperation among those

agencies, allowing all agencies to see trouble makers on a secure and realtime network of cameras. coming up, i'll tell you the numbers, we'll break down how many fans have come through levi stadium in 13 games and how many have been arrested as well as what those infractions have been for. kris sanchez, "today in the bay." 4:34. a life cut too short. this afternoon freshman lucas anglo died on friday. he was hit by a car last week after he ran into the industry in front of school. a memorial service will be held after school in the high school gym. >> a lot of people pulling for him. the e.p.a. will be in middletown this morning to help people clean up after the devastating valley fire. the fire is all but surrounded this morning. now at 97% containment. firefighters have capped the

spread at a little more than 76,000 acres and are still working to put out hot spots and mop up. the fire killed four people, and it destroyed nearly 2,000 structures. 4:34. three napa county wineries are joining forces for a fun and tasty benefit to help fire victims. it's billed as the valley fire relief benefit and will include fine wines and live entertainment. tonight's event takes place at the alpha omega winery starting at 6:00. all funds generated will go to the valley fire fund-raising effort. >> never ceases to amaze how quickly organizations around here come together to help people in need. >> cheers. >> we'll drink to that. we or halfway through the week and we've got rain on the way. >> but not for everyone. we'll see most of the rain moving through the south bay and possibly the east bay. kind of watching the showers right now to see how they're behaving even as they're offshore. as they continue to move inland, here is a look at the futurecast

and possibility of scattered and light showers moving in as we go through the day. once again, not all of us will see that rain. your best chance will be from san jose and farther to the south and also for parts of the east bay. here is a look at how much we can see, possibly up to .10 inch. i'll talk more about that. we'll get a closer look in a few minutes. let's see what's happening on the roads now with anthony. >> temperatures that will be cool, enough for rain. that's great. let's talk about some traffic. we are looking at light traffic across the south bay. things looking good through the altamont pass as well. a small slowdown through dublin, not affecting traffic that much. a small accident right at 4 and 80 in hercules. again, it's early in the morning. not as many cars on the road so not affecting traffic all that much. back over to you. anthony, in the market for a new ride? tesla just unveiled the long-awaited model x just in time for christmas. >> i think we're all in the market for that.

farmers markets.. right now -- a bill to expand access to fresh produce is awaiting a signature from governor brown. food stamps at your local farmer's market right now awaiting a signature from governor brown. >> stephanie truong live in our san francisco newsroom with the impact this bill could have. trying to pro moment nutritional eating for lower income folks.

>> reporter: this would allow for more buying power of fresh fruit and vegetables for those who may be struggling to put food on the table, this at farmers markets all using food stamps. there was an estimated 11 million californians, more than 11 million living in poverty. san francisco assemblyman phil teen says they don't have access to the food at farmers markets throughout california. we have the largest network of farmers markets in the country. ting says the prices have pushed up prices of fresh food and produce. the bill passed with flying colors in both the state assembly and senate. it e aims to get cash from the federal farm bill of 2014. that put aside $100 million to encourage and support the buying and eating of fresh grown produce. this would, of course, go to food stamps recipients. governor jerry brown must sign or veto this bill by october

11th. so a lot of hope there. coming up in our next report in half an hour, there was local movement to help inspire this bill, how it impacted the ability of families on food stamps to go buy at farmers markets. you may be surprise bid the number. stephanie truong, "today in the bay." alameda county being sued in federal court for allegedly processing food stamp applications late. according to the lawsuit the county was late in processing nearly 20% of the applications over the last year. the lawsuit also claims the county currently has more than 10,000 pending applications. the plaintiffs, three food stamp applicants say this delay is harming people needing the help. so far the county is not commenting. a new tesla revving a desire for a new car. we'll show you the grand unveiling of the long-awaited model x.

and it will stay cooler than average as we go into the afternoon. so right now it's 59 degrees in the peninsula, and in the south bay, san francisco also at 59 degrees and highs todays in the 60s and 70s. like yesterday, you saw all the clouds ahead. today they may drop some raindrops in the south bay and the east bay. looking at the radar, starting to see the moisture getting together as it is well offshore but will be moving inland as we go into the afternoon. we may start to see this rain moving through as early as late morning. once again, for the far south bay and moving over towards the east bay as we go into later on this evening. a look at what the models are picking up as far as how much rain, well, maybe .05 in union city, over towards san jose, maybe.10 inch. light rain moving through. so we do need it, and then after

that, we're getting ready for some temperatures that will be heating up as we go toward the end of the week, 80s and 90s on friday. saturday, a few degrees cooler. sunday will be the coolest day of the weekend with mostly 60s and 70s all across the bay. let's see how the roads are moving now with anthony. >> the rain, great news this morning. i don't think we have much happen on the roads from looking at chp and also our traffic cameras. just want to show you the shot, we were seeing slowing earlier. just to give you a peek at what's happening, you can see just the slowing once you get past dublin, things will improve. up towards concord, martinez, things are moving good through hercules as well. the earlier accident has been cleared from 4 and 80. the bay bridge toll plaza, wide open lanes as we take you outside and show you what it's looking like. no problems there. >> we can see for ourselves, but we like you here. a lot of green on those maps maybe in preparation for the holidays. i know it's only september.

newest vehicles. that was the case of the tesla auto plant in fremont as tesla ceo elon musk unfailed its company's first all-electric luxury suv. one of the most interesting fee turg tours, the rear gull wing doors, the driver's doors opens once you approach, closes once you're settled inside. they hope the new model x will attract more women to its brand. the testimoniers better have a little money there. the fully loaded performance model is priced at $142,000. exact pricing of the base model hasn't been released, but expected to be around $93,000. last night tesla delivered its model x to the first six buyers who stepped up on stage and drove off in one is one of the most talked about suvs. >> i'm on my third tesla now. i had one when they first came out. it got one to myself and gave it to her when she sold her range

we want to check in with carry because there's green on that radar. >> what is that? >> we've been watching tropical moisture streaming in, plus the clouds the past couple days but haven't seen much rain with it. this morning it looks like we could get some rain, especially for the south bay and the east bay as well, parts of the east bay. now it's 60 degrees as you step out the door, get the day started, maybe grab the um brehm la in case you need it later this afternoon. our high today will be 75 degrees in san jose. you see the clouds and raindrops in the area. could see a little bit of that wet weather today, belvedere up to 65 degrees. union city 70 degrees and in the tri-valley mid to upper 70s with mostly cloudy skies. now, the cool weather and the clouds will not last long. we'll have some changes in time for the weekend. i'll show you that coming up a little later. let's check in now with anthony for traffic. >> i don't even know where my um brehm la is or even if i have

one, it's been so long. this is the bay bridge toll plaza, things moving pretty good here. no issues really across the entire bay right now from the east bay down through san leandro, over towards fremont looking good. same for the peninsula, 101 towards 280. maybe rain for the south bay later today, not right now. dry roads looking good across the south bay. laura and sam, back to you. >> we have to work on getting you an umbrella. some people in venetia not thrilled to hear about a plan to bring crude oil by rail through their city. the route goes from roseville to venetia. if approved, it would bring 70,000 barrels a day to the refinery. last night people came now the full force to confront city leaders about it. they pointed to crude oil train explosions in north dakota and west virginia to voice their concerns. >> we saw this happened in north dakota, this stuff is so

volatile and toxic, they have to let it burn out. >> residents with submit public comments online through the end of october. despite a midnight deadline, it looks like the federal government is not going to shut down after all. that does not mean lawmakers agreed on a spending plan. a last-minute spending vote later this morning and another in the house will hopefully prevent the government from shutting down. today's vote would add $13 million for the defense, $700 million to fight fires and it's what's called a continuing resolution. there are still several key issues hanging in the balance. conservatives still want to strip money from planned parenthood. it's 4:56. president obama and john boehner were not the only ones who reportedly met with the pope. lawyers say clerk kim davis had a secret meeting with him last thursday in washington, d.c. the pope allegedly told davis to stay strong.
