it is thursday, october 1st. coming up on "early today." parts of the east coast already hurt by flooding are bracing for more water as joaquin reaches major hurricane status. then a new scandal involving the u.s. secret service from the top levels of leadership, tryi to embarrass a powerful member of congress. >> and donald trump puts syrian refugees on notice. >> that if i win, if i win, they are going back. they are going back. >> plus we've got a winner in the 3 $10 million power ball jackpot. big changes if your facebook page and much more. a lot of changes overnight with joaquin. some good, some bad. for people in the central bahamas, very bad. now it is a major category 3 hurricane. and it is moving near the small islands. avoiding the high population centers but some are in for a rough time for the storm. this was the 5:00 a.m. east coast advisory. takes the storm eventually to the north. they did trend a little further to the east out of respect for our european model which is still near bermuda. and now one of the models has shifted and we're seeing the gfs american model is shifting. the trend is for the storm to be a little further off the coast. we'll see how that plays out over the next 24 hours. some of the computer models

still threaten the east coast but it is starting to trend towards the impact over the sea. the other problem is stale lot of rain in the southeast and flash flood watching up for many areas of the mid atlantic region. more coming up and the west coast forecast in a little bit. >> the threat of joaquin is more bad news for places along the east coast already dealing with rain and flooding. nbc has more on that. >> in maine, stranded drivers. one abandonening his car for higher ground. other vehicles bathed to the hood. a day care forced to close. thousands without power. by 8:00 a.m. three to four inch of rain have fallen. triggering flash flooding through streets and in pacements. by afternoon totals topped half a foot. >> a rainy day in the neighborhood. >> in massachusetts, downed

russian air strikes while the pentagon trying to figure out what russia is doing in syria. >> here is what russia is saying about cooperating in syria. >> we agreed that the military should get into contact with each other very soon. >> and here is what's happening. the first russian air strikes. the u.s. only got one hours's notice. >> concerns we have obviously about the nature of the target, the type of targets. >> russia claims they are targeting the islamic state, isis terrorists. the pentagon says isis doesn't operate in this area. they believe russia is targeting opposition forces supported by the u.s. >> that approach is tantamount as i said then to pouring gasoline on the fire. >> critics say putin is taking action because the u.s. didn't. >> as in ukraine, as elsewhere, he perceives the administration's inaction and caution as weakness. and he is taking full advantage. >> after that frosty handshake, the u.s. and russia are still on

opposite sides. >> now, russia's actually been building up its military u its forces in and around syria for several weeks now. so again, the pentagon not quite sure where they are going with this. >> it may turn out that joaquin isn't even the biggest threat. this is the crazy weather pattern drawing tropical moisture for three days into the south carolina and north carolina. possibility of a foot of rain even without the hurricane hitting. near record highs today for phoenix all the way through the desert southwest. few showers possible in boise, seattle. nice in the northwest. no problems whatsoever. and anyone doing travel to honolulu and anchorage you are just fine. our friends in fairbanks had quite the snowstorm yesterday and the day before.

families from their homes. residents heard a crash before the huge crater appeared. right now it measures about 66 feet across. dozens of homes are currently without gas, electricity and water. caitlyn jenner will not face charges due to a car accident this year. the da said she was not driving recklessly or speeding and she was not on her cell phone toth of the impact. the stepchildren have filed a civil lawsuit against jenner. now to india where this lepd got itself in a bind when its head got stuck in a metal pot while searching for water. they were able to remove the pot after tranquilizing the leopard. and another scandal for the secret service. a new report finds the assistant director oord ordered a leak to embarrass a congressman.

nbc's christen welker has the details. >> a devastating report for an agency trying to make a come back. the homeland security department's inspector general said scores of u.s. secret service employees improperly accessed agency records of the congressman jason chaffetz application to join the secret service. he's chairman of the house oversight committee and leading the investigation into a series of scandals at the agency. an investigation that continues today. the report said the actions of the secret service employees could be criminal. according to the report the assistant director of the secret service wrote in a march e-mail to a colleague some information that chaffetz might find embarrassing needs to get out just to be fair. the report also found employees accessed chaffetz's old job application only 18 minutes after the start of a march
