"today in the bay star" starts now. good thursday morning. i'm sam brock. >> i'm laura garcia-cannon. let's get to that forecast for today. >> it will be warming up. warm eer than yesterday in a fe spots. that trend continues. now it's cool as you step out the door. 59 degrees in san francisco and the south bay. 61 degrees highs today in the 80s across most of the bay while staying in the 70s in san francisco and in the tri-valley hitting 90 today. expect that as we go into next week. let's check in with mike. any problems in the east bay? >> not a real problem. a couple slow spots and we'll see if they develop into bigger issues. kari, the backup at the toll bridge and the volume not a big deal. we'll show you more slowing coming up into the area on the

map west 580 slows as you're passing by lake shore. we've seen that the last couple nights and the construction zone looks like it's in the process of clearing and takes for half an hour and we're at the 20-minute mark right there. north 880 slows suddenly and dramatically to marina boulevard. overnight road crew on the northbound side and southbound side between marina and davis. looks like they'll clear and nothing else reported for the area. dublin interchange does move smoothly. a build is on. back to you. some big concern in the south bay this morning as heavily armed officers search for a wanted man. officers going house to house for hours turning up empty handed. >> kris sanchez live in san jose this morning. what is the latest on the search for a man who is facing a charge of assault with a deadly weapon? >> right, the search is not the same as it was last night with that huge police presence outside that neighborhood near the main santa clara county jail. but we know that this is still,

we're talking about 0-year-old david nghounoi. he was to be booked for skipping a court date and charged with burglarly and assault with a deadly weapon and that's why he was headed to court. san jose police, s.w.a.t officers, along with canine units combed that neighborhood near the main jail for hours last night and after several hours of searching outside and even inside some of those homes there, san jose police called off the massive search. but one resident says he is unnerved and still confident that police did their best. >> living across from the jails and the entire system, in some ways a little intimidating, but also i feel very secure. this is the first time something like this happened and the response by everyone has been amazing. it was so impressive. >> but, what a restless night for the folks in that neighborhood. some neighbors had police dogs inside their homes, as we mentioned, sniffing for any sign

of nghounoi and others not just with their doors locked but windows sealed shut. as a resident of the south bay, pretty warm night for that kind of thing. when nghounoi got away he was still in cuff. >> thank you very much. fugitives who tried to flee on their way back now to the bay area. three drifters accused of killing a man on a hiking trail in fairfax take nn to kushdy. >> stephanie chuang live in san raphaefae rafael. what is the latest? >> the three to be booked some time overnight. investigators bringing them over from portland, oregon, where they arrested them yesterday afternoon. we do now have the names of the three suspects seen in the surveillance footage we aired. sean michael angold and morrison

haze lampley and lila scott allgood. they used gps technology to track the victim's car where the suspects had taken the car. adding the video of them was key attracting tips and videos from people who had seen them and recorded the trio. stunned the area of fairfax where the mayor says everyone is relieved now with the news of the arrest. >> we live in a great, wonderful town that is very safe. but now we need to be a little more cautious and really look around and if we see something suspicious, call 911. >> the victim was 67-year-old steve carter, a well-known yoga and massage instrnther who had recently moved to marin county from costa rica so his wife could get treatment for breast cancer. the question remains motive and also whether the suspects knew carter beforehand or just sort of a carjacking. what we know is that these three face multiple charges, including

auto, theft, burglary and, of course, murder. live here in san rafael, stephanie chuang. a fisherman found a body near livermore. authorities believe it is a salesforce worker who disappeared five days ago. that body was found yesterday morning. authorities have not officially i.d.'d it but likely raghavendra indugula. everyone jumped into the water and started swimming into shore but indugula never made it. no one was wearing a life vest at the time. a close call for a driver in burlinggame whose car got stuck on the tracks as caltrain approached. >> bob has more on this clishz that caused delays for the 215 passengers onboard and clearly a threat to the woman and the man who tried to help her. >> sam and laura, as you can see, that crash scene here at the bay's water caltrain

crossing in burlinggame is all clear. cal train expects normal service when the commute starts up this morning. around 10:45 last night. the northbound 197 collided with a white suv that had become stuck on the tracks. the woman driver was able to get out of her car before it was hit by a train with about 215 people onboard. the sheriff department tells us for whatever reason her suv on the track. >> she made a right turn and immediately got stuck and tried to reposition her vehicle, which got further stuck into the dirt area. and then she needed somebody to help her and they moved away before the train struck the vehicle. >> the train struck the vehicle, pushing the suv several feet forward, damaging the vehicle. but as you can see, not destroyed it. she's okay. none of the passengers onboard the train were hurt. they were delayed 30 to 45 minutes while waiting for another train to pick them up.

caltrain telling us they expect normal service this morning. reporting live here in burlinggame. bob redell, "today in the bay." foul play on the peninsula. a fire at a well-known redwood city restaurant is no accident. started about 5:00 yesterday morning at max's cafe. firefighters and investigators determined it was suspicious. anyone with information should call redwood city police. an update now on a large pile of debris in san carlos that some people said are making them sick. the city started removing it yesterday. san carlos tells us the whole thing is a misunderstanding. combination of cement dirt that was mistakenly dumped on a property near the san carlos cal train station last week. the lab is now testing the debris for toxic chemicals and results are not expected for weeks. what can you expect for the weather today? you know what's great about

kari's report, she can give you the hour-by-hour forecast. >> great today especially in san jose. take a look at these temperatures. we do start out with some clouds at 7:00 in san jose and as we go through the morning the clouds start to peek out. a mix of sun and clouds. we won't have the bright sunshine all across the bay, expect a few clouds to mix in, but, still, warming up nicely into the low 80s today in san jose. and a look at all the microclimates in los gastos. 86 degrees and presidio at 65 degrees today and also some sun in the north bay. santa rosa 83 degrees and brentwood 89 degrees and livermore 90 and oakland expect a high of 78 degrees. coming up in ten minutes, i'll take you hour-by-hour in livermore. let's check in now with mike and see what's happening now. >> east bay five things to report. we'll show you, first of all, the three slow zones and the two crashes. slow zone at the bay bridge toll

plaza where backed up solid for all these lanes on the approach and the right side starting, as well. we may have an early start to the commute. very carefully as we look out to the maps and show you one of your slow downsize northbound, i'm sorry, westbound 580 through the construction zone, as well. the other issue, east shore freeway is over at hilltop and we have a crash there on the shoulder that has some fuel leaked out of a train, but now we're hearing westbound. there may be a crash in the same area. i'll check to confirm it is not the same report. just confused about the direction of the freeway. now, northbound 880 still unexpectedly slow zone going up towards construction around marina and davis. a new crash right and we'll track that. no lanes reported but, again, we'll watch for some slowing. john boehner is out, but who is in? congress prepares to take a secret ballot vote for the next speaker of the house. tough questions ahead of vw today. you think you have a tough day.

in doctors without borders. yesterday the president called the head of doctors without borders to offer his condolences and apologize. the apology does not change anything. the organization is calling it a war crime and depending an independent investigation. a change of leadership in washington. today the house of representatives is going to take the first step in selecting the next house speaker. >> big move. "today in the bay" tracie potts live in washington this morning. tracie, several candidates but even a cop contender. >> kevin mccarthy who is the number two right now, the majority leader, this is not a shoo-in for him. he is the frontrunner, been considered the frontrunner. under john boehner right now. the problem is conservatives don't like the way they've been represented by their party leadership. they want a greater voice. one of the reasons why the rest of elections beyond house speaker had been put off. and it's one of the reasons why the conservatives, one of the

most conservative caucuses, the freedom caucus has said that all 40 of their members will vote in a block, not for mccarthy and not for utah's jason but for daniel webster, a much lesser known lawmaker from florida who they're backing. so, the plan here is that today republicans will especially vote in their caulks and say who they want to represent them as speaker put forth their nominee and then a final vote, including the republicans and democrats in the house october 29th. >> all right, tracie, very much. now to decision 2016 and this morning a flip-flop. hillary clinton is rejecting the same trade deal that she once supported. the secretary of state clinton backed president obama's transpacific partnership and now the former secretary of state says she's learned more about the deal and reversed course. her turn around now pits clinton andy sanders against vice president joe biden, if he were to jump into the race. biden supports that partnership.

sunk in a month. this after regulators discovered 11 million volkswagen had special software that would cheat the car and cheat the smoggers when the car was smogged. the cars actually emitted 14 times the pollutants allowed by law. now, ceo of vw america michael horn will be in front of a congressional subcommittee today. we have anned a copy of his opening statement and two things jump out. number one, horn new about the software that existed back in 2014. that's when he learned of it. secondly the software or something like it is in the current diesels. the ones that are yet to be sold and horn will tell congress volkswagen is going to withdraw its request for certification on those cars. in other words, they made the cars and shipped them to america and they're not going to sell them. let's check your news before the bell. landon dowdy is live. good morning, landon. >> hey, there, scott. good morning to you.

stocks could pull back today after they rallied into the close on wednesday. stocks are lower ahead of the opening bell. the dow rising for the fourth straight day and look for data on unemployment and the minutes from last month's fed meeting and that could show just how close a call it was in the fed's decision not to raise interest rates and how worried they were about the global economy. the dow up 122 points to 16912. the nasdaq up 42 to 47 at 91. scott, back over to you. >> yeah. landon and i, very excited aand also tell us what went on in that september meeting where many people thought the committee would announce it's raising rates for the first time in years and thennant. so, what did the feds see in the economy that caused it to fall back at the last moment? sam and laura, keep in mind those lousy september jobs had not come out yet. they saw something else. are you now excited? fed minutes, today! >> i saw that little glimmer in landon's eye and why did she look so excited? it's fed notes day.

>> got that glow going on. thank you very much. we do like lower interest rates, especially if you're buying a house. lower temperatures. what do you think about that? >> not so much today. it's going up. but, it's been comfortable all week. so, we're just balancing things out as we get ready for a warmer weekend all across the bay. let's check out now our camera as do start out with some mostly clear skies. for the south bay. we will see some clouds mixing in as we go through the morning, as well as the afternoon. but highs going from the upper 50s now to the 70s and 80s this afternoon. 80 degrees in the east bay and peninsula and 84 degrees in the north bay. san francisco 72 degrees and in the tri-valley today, we expect it to heat up to 90 this afternoon. not much of a wind. we won't have a breeze to help cool you off. it's coming in from the north and then turns more northwesterly but not as strong as an onshore flow and that will

allow the tri-valley, especially, to heat up as we go into the afternoon. as we go hour-by-hour in livermore. we see mostly clear skies 6:00. 64 degrees. jumping up to 70 degrees by 10:0088 degrees by 2:00 and eventually hitting that 90 degree mark in some spots. and then as the clouds move in later on tonight, we'll see those temperatures cooling off fairly quickly. into the next severals, we're watching the pacific because a weakening hurricane is out there and it is continuing to move off towards the north and east. it brings some rain to the northwest, but stays away from the bay area into next week another area of low pressure moving in from the south, hopefully that will bring us some rain because it does look like we're going to get anything from hurricane oho at this point. look thath columbus day weekend forecast. pretty warm. especially inland. san francisco, though, does stay in the 70s. making it up to 75 degrees on monday and some upper 80s in the

north bay on monday. tri-valley up to 91 degree. so, warm weather not going anywhere arkts leat least for n. mike has an eye on a lot of things going on. >> east bay an issue. a lot of slowing. the big view and no surprises for the south bay and peninsula and slow coming in to livermore out of the altamont pass. southbound 880 we have two lanes blocked. the first incident called in by our friend lisa over here at the station as she passed through the area and more slowing down to two lanes reported blocked as crews arrive on the scene. that's south of the san mateo bridge heading towards the dumbarton. slow from 238 to davis street. s like things are improving through that construction zone and a couple crashes westbound 80 right around san pablo that could cause some slowing. still some activity in the lanes traveling through richmond. starting to back up right now in the cash lane. back to you. >> yeah, it is. ing busy out there.

oakland. some people who live near the historic church says that choir practice during the week keeps them up into the night. >> extremely loud and you're not respecting anybody in the community and in surrounding area of them. you know, as far as for us to have some peace and quiet. >> the face hof the community changed. now, rock bands are coming in and they're in their garages playing until 2:00 a.m. and then we open our windows here at the church, we can smell cannab cannabis. we can smell whatever is coming through the air. >> the city of oakland it's working with the church and the community to find a solution so that everybody can be happy. it is 5:24. san francisco city streets shut down for several hours because of a standoff between police and accused car thief. a cat played a big part of ending the standoff. several streets in the south of market area were blocked yesterday afternoon. after a man ran from police and then threatened to jump from the

two-story building on tenth and harrison. officers ended up bringing in the man's beloved, which aapparently, helped convince him not to jump. he eventually surered. 5:25. a warning going out to some folks in san francisco neighborhood after several pets were killed by coyotes. most recently a dog was killed last month at stern grove near the pine lake area. last night coyote expert held a training in that same spot. people were taught what to do when they see a coyote. if you have a small dog, pick it up and haze the wild animal. let the coyote know that you're the one in charge. >> make eye contact so the coyote knows that whatever is about to happen is between me and you. and then i say go away, coyote. go away. >> coyote whisperrer there. keep your yard clear of all food and if you see any food lying

is heavy. 5:31 for that turn-on time. we look at the map and no real drama approaching in the maze but here upper east shore and west 80 at richmond parkway a couple lanes blocked by a crash up there and off highway 4. meanwhile northbound still slow up towards davis. starting to move a little better at davis and overnight construction there and southbound the second big crash of the morning here and your two right lanes blocked by a multiple car crash. actually a fed truck involved and the big slowing. the rest of your bay is at speed. a massive manhunt in san jose yesterday and it's not over yet. police spent hours searching for a suspected gang member who escaped in handcuffs as he was about to get book under to jail. >> kris sanchez live in san jose this morning where police went house to house for hours near downtown, kris. >> not a restful night for the people who live around the santa

clara county jail. but what a bedtime story they went to bed with. this was the scene in that neighborhood as police went through the neighborhood, s.w.a.t officers along with canine units combing the area for hours and even a local school was put on lockdown for a while, though luckily most of the had already left camps for the day. now, this is the man they were looking for. 30-year-old david nghounoi who was to be booked for skipping a court date. before he was wanted on two felony charges of burglary and assault with a deadly weapon. >> they looked through the house and they brought a dog through the backyard basement garage. checked all of it just to make sure there was nobody there and stayed there until they had checked the houses, as well. >> never seen it happen here. living here for a couple years now. i don't know. just hope things get resolved peacefully. >> we'll have to wait and see if

that happens because nghounoi is still at large. when he got away was still in cuffs. by the way, one of the reasons this have happened is because he was brought in by a bail bondsman and when that happens at the main county jail they have to walk in through the public entrance just like anybody else and there is not as much security as when an officer brings in a suspect in the back where that kind of thing is expected. >> kris sanchez, "today in the bay." 5:32. three people arrested in connection with a killing of a man on a popular hiking trail will be booked in marin county jail today. >> stephanie chuang joining us from san rafael and they found these drifters hundreds of miles away in another state. did that surveillance video help track them down? >> kcritical, sam and laura. talking 600 miles away. these three arrested without incident in portland, oregon. the plan then to bring them here

to marin county to be book under to the jail here. we do now have names to go with the faces we saw in that surveillance footage we have been airing. sean michael angold and lila scott allgood and morrison haze lampley. we have a booking photo from lampley in 2014. unclear what he was arrested for at that time. there does seem to be links to portland but no permanent home address listed for any of the three. they used gps technology to track the victim's car that had been stolen and the video of the suspect played a very important role helping to get tips, photos and videos from people. now, at the fairfax trail where this murder happened, a shrine left behind by the victim's wife where friends visited all day and night yesterday. >> he was an amazing man and i'm still not clear why he's gone now. why someone would take him out. this is a very cruel blow to a woman who just found out she had cancer and who has such a

car got stuck on the tracks as a cal train approached. >> the driver was a able to get away from the car and then went back. bob redell has more which caused delays for the 215 passengers onboard, bob. >> this is the sixth time that a has collided with the cal train since the start of september. the latest collision taking place just before 11:00 last night right here behind me in burlinggame. around 10:45. a woman in her white suv for whatever reason made a right-hand turn on to the tracks and realized the situation she was in and tried to reposition the car and ended up getting stuck. fortunately, she made the right decision by getting out of the car. she called for help. to get help. someone help her move the car out of the way, but it was too late. the northbound 197 did collide with her car pushing it several feet. you could see it damaged the car, but did not destroy it. she and the person tried to help her, they're fine and the 215

tough on traffic, including training additional police personnel. activists argue that trafficking and forced labor tend to follow big national sporting events, due to the sudden boom in business for local hospitality industries. drastic measures at a bay area private school to keep students and teachers safe. church of highlands in san bruno is now using armed undercover security guards. the school has been employing the guards for a worse-case scenario such as a shooter on campus. school leaders acknowledge much community debate before they reached out to the security company. >> of course, nobody likes to even imagine that they would be, know, that something as terrible as what happened in umpqua, oregon, would happen at their campus. but the reality is those things do happen. >> the guards are from a covert security firm which usually protects the eos and corporate clients. five, six, seven, eight, who do we appreciate? ask any cheerleader in california, the this morning is governor brown.

he approved legislation yesterday to make competitive cheerleading an official high school sport. bring it on. the san diego assemblywoman who introduced the bill said it will give the respect and schools have two years to make the appropriate changes. at least eight other states also consider cheerileading to be a sport. bikers and walkers continue to cross the golden gate bridge for free. governor signed a bill yesterday, as well, banning tolls for the next five years that applies to all bay area bridges. golden gate bridges were charging the pedestrian as it faces a five-year deficit of $33 million. studies show a toll like that would have brought in $500,000 annually. >> how much does it cost to light up the bay bridge? a live look right now at the western span of the bridge. you can see some of the lights are working, once again. but this is a slower

san francisco some low 70s on the embarcadero and 83 degrees in santa rosa and oakland 78. san ramon topping out at 88 while livermore reaches 90 today. more 90s over the next several days as this heat stays with us for a little while longer. we'll look at that fleet week forecast coming up in ten minutes. right now mike is tracking a lot of problems in the east bay. >> we have a number of slow spots. the first one is not really a surprise, but it's the most dramatic change over the last few. the bay bridge toll plaza the metering lights are on and all the way back past the 880 overing and past west grand now. let's look at your map. that is not the worst of the slowing, but the most discernible from that live camera. upper east shore still slow westbound 80 all the way to richmond parkway where the earlier crash has cleared lanes and on the shoulder causing more slowing and further south right around the san mateo bridge slowing northbound still from 238 up to that overnight construction zone.

a committee to probe recent allegations planned parenthood illegally sold fetal tissue after abortions. the group denies all wrongdoing saying anti-abortion groups heavily doctored a series of videos meant to expose violations. the vote to create the panel and scrutinize the federal funding was almost entirely along party lines. the city of san jose is moving forward with a controversial plan allowing landlords to evict people if they're arrested for certain crimes. "mercury news" report that a city council meeting approved the first step in adopting that plan. evictions would be allowed for people arrested on certain crimes, which include gang violence, prostitution and drugs. there is a catch here. the program requires tenants to sign an agreement acknowledging that eviction is possible. public hearings will be held before it ever goes for a full council vote. a simple case of supply and demand. rent across the country could go up next year as more people opt to rent rather than buy. a new report by rent.com.

the average asking rent in the u.s. rose by 6% from last spring to this year. a difference of $756 a month to $803 a month. that's the national average. but we know in the bay area those average run much higher. rents could go up another 8% this year. the big reason, higher demands from millennials and former homeowners and actually fewer apartments and rental homes on the market. also more renters seem to be renewing their leases rather than moving else where. while rent goes up, chances are your heating bill could go down this winter. get a couple really cold days every now and then. it will less money to stay warm this winter, compared to the last couple of winters. host homes are heated with natural gas. this year natural gas users can expect to pay about $580 to heat their homes. that's a number that is about $65 less than the year before. but expect savings no matter how

you heat your home. >> because of crude oil, overall energy costs are down. gasoline is down. heating oil is down. natural gas is down because of oversupply. so f we do get a mild winter, consumers will save right across the board, no matter what you use to heat your home. >> now, if you live in a house that runs on heating oil, expect to save about 460 buck for the entire year. propane users will save $325. >> it was just mentioned there, the plummeting price of gasoline, also responsible for the rise of cigarette sales. if the trend holds, mark the first year over year increase in sales since 2006. up until now, cigarette sales have been on the decline and consumer analysts say the spike is due to the lower gas prices. as the price of gas at the pump drops, people have more disposable income and one of the most popular spots for cigarette purchases are the gas stations and convenience stores. >> you take that extra money, not to your health, though.

shares in pure storage sank. reminder on how ipos work. the ipo is when the company sells shares to special investors, basically not you and me. the p in public is misleading. purestorage case, 17 bucks. that is the only time the company makes money. the next day those insiders sell some of their shares on the market. that's the nyse. they expect to sell for more, obviously, that didn't happen. now, you're thinking those poor millionaires they didn't make more millions. it's bigger than that. it means the broader market is seeing something the wall street fat cats aren't. you think that people who know the most, who bought the stock at 17 would know what the price should be when they try to sell it to you and me. bought it at 17. there's something going on here and not the first time we've seen it. the solar company, same problem. so for some reason, insiders will high and you and i won't and we don't know exactly why.

>> little precipitation. >> flying up into the clouds. but, we're not seeing any rain. >> got our heads in the clouds, maybe. >> it looks so dry as we go through the forecast and even though we'll see clouds this morning in parts of the bay area, it will be even warmer this afternoon as we take a live look now at san jose. we're getting the day started and heading closer to the weekend and the weather is looking pretty warm. after those morning clouds roll out of here, once again, temperatures going up a few degrees from yesterday. and lunchtime, here is a look at your temperatures all across the bay area and the peninsula and the east bay. 73 degrees in the south bay and we're at 76 degrees but we're not done there. we go up to 80 degrees in the east bay peninsula and the tri-valley seeing a high today up to 90 degrees. you're seeing the temperatures start to get on the warm side. especially inland and here's part of the reason why. the wind forecast will bring in more of a norther lae wind heading into the day and it doesn't pick up much. we won't have an ocean breeze
