bay. here's a look at what to expect as you step out the door. it is 59 degrees in san francisco and 61 degrees in the peninsula and south bay. the high today in the north bay up to 84 degrees. san francisco 72. east bay 80. look at the tri-valley up to 90 today and expect more 90s as we head into the weekend. let's check in with mike who is tracking multiple problems with your commute. >> karia tough thursday, right inbay bridge toll plaza. we have the backup. i want to show it to you. but that is the least of your worries as we look at your map because we expect a backup at the toll plaza and no problems for the major east shore freeway through berkeley. the upper east shore free way still jammed down through hercules and the crash still on the shoulder west 80 at richmond parkway and a big slow down as you're passing the scene and heading down through richmond. now, farther south, more slowing heading down towards the san mateo bridge and a crash down into union city and another

crash at a street now causing more slowing through hayward and folks making their way over a little slower on 92 you're okay. behind me over here south 680 slows and a crash on the northbound side distracts folks on the commute southbound. those are the bigger issues. once you get into the south bay, kicking in with 101 recovering after an earlier crash and oldland road has cleared from the roadway and three crashes caused more slowing for highway 87. still capital expressway and northbound side of 87 have active scenes. that's a slow drive. back to you. well, new this morning, mike, the chp has a lot of questions after a frightening crash overnight up by mt. hamilton. officers say about 2:00 a.m. an observatory worker noticed a car 300 feet down a ravine. when authorities arrived to the car, it was empty. it later discovered the driver's relatives picked up the victim and took him to the hospital. amazingly, he suffered only minor injuries. but chp investigators still want to talk to him.

also in the south bay, an intense manhunt in san jose turns up nothing and now a wanted suspect is on the run. that man managed to escape from a bondsman just before he was going to be booked into the santa claire county main jail. "today in the bay" kris sanchez joins us live and a sleepless night for many in that neighborhood wondering how a suspect could just slip away. >> they wondering that and wondering where is he and he going to come back, i would assume. a long night for him. who police are looking for still this morning. we're talking about 30-year-old david nghounoi was was going to be booked for skipping a court date. charged with felony burglary and felony assault with a deadly weapon. he is described as a thin man with a tattoo on his neck. san jose police s.w.a.t officers or merge officers along with canine units combed the neighborhood near the main santa clara county jail for hours yesterday afternoon and into the

night. and then after several hours of searching sometimes door-to-door outside and inside some of those homes, jose police had to call off the search. one resident says he is definitely on nerves, but confident with how police did their best. >> living across from the jails and the entire system in some ways is a little intimidating. but, also, i feel very secure. so, this is the first time anything like this has happened and the response by everyone has been amazing. it was so impressive. >> now, what a restless night and what a bedtime story for the folks in that neighborhood. some of them had police dogs inside their homes sniffing for any sign of nghounoi. others told us they were sleeping with every window closed and locked. when he got away, he was still in handcuffs. again, you said that neighbors might be wondering how this could happen. when a law enforcement officer brings someone in to be booked at the jail, they go in through the back entrance which has more

security. when a bail bondsman brings someone in they walk through the public lobby, just like anybody else and there is not as much security there. kris sanchez, "today in the bay." >> thank you, kris. can details on thing of a hiker. the three suspects in the case are now being brought to the marin county jail after they were found in portland. >> "today in the bay" stephanie chuang joining us. those three are expected to be booked later today. person of interest on a video. clearly, that changed. >> they turned into suspects and then tracked to portland, oregon, more than 600 miles away. investigators believe they are the one s behind the murder fro monday night. they were brought here after getting arrested yesterday afternoon outside of a community dining hall in portland, oregon. they appear to be drifters. no permanent address listed for them. we're talking about sean michael angold and lila scott allgood and morrison haze lampley.

we have a booking from 2014, but unclear what he was arrested for at that time. now, investigators say they used gps technology to track the victim's car stolen from the trail and investigators are thinking alert people who sent him tips, photos and videos of the trio. it was a crime that stunned the community of fairfax where the mayor says there's relief with the news of these arrests. >> we live in a great, wonderful town that is very safe. but we need to be more cautious and really look around and if we see something suspicious, call 911. >> now, the victim was 67-year-old steve carter. he was a well-known yoga and massage instructor who weeks ago moved from costa rica to marin county so his wife, lokita, could get care for her rare form of breast cancer. the motive. why did these three accused killers maybe attack him and whether these three knew carter from beforehand.

what we do know for certain is that these are facing a slew of charges, including, burglary, ought theft and murder. >> thank you very much, steph. at 6:05. the suspect arrested this week in connection with the killing of a deacon in berkeley is the same man police arrested for a separate shooting last year. berkeley police say they do not know yet why this man, anthony durant was back on the street. police arrested him yesterday morning. on tuesday night they say he shot christian shepherd near the corner of russell and california street. shepherd died on the way to the hospital. a father of two young children and a deacon in oakland. his mother says she's relying on her faith to help her heal. >> nothing about christian going to a grave is going to soften the pain and the loss and the hurt. but we can put a cap on the anger and retaliation. >> police say the victim and the

suspect did know each other. however, there's still no word on a motive. an update now on a large pile of debris in san carlos that some people say was making them sick. the city started removing it yesterday. the city tells us the whole thing was a misunderstanding. the debris is a combination of trench dirt and cement pipes from a sewer removal project. it was mistakenly dumped on the property near the san carlos cal train station last week. the lab is testing the debris for toxic chemicals. new this morning, just in the of time. a man and woman jump out of the way moments before an oncoming train slams into an suv stuck on the cal train tracks. >> bob redell live near those tracks and it all start would a wrong turn? >> right, laura and sam. unfortunately, as you can see the crossing here in burling aim

is clear and this is something you're needing for your commute to have no delays. this is with regards to what happened last night. last night around 10:45. the northbound 197 cal train collided with a white suv that had become stuck on the tracks. the woman driver was able to get out of her car before it was hit by the train with 215 people onboard. the sheriff department tells us for whatever reason that driver turned her suv on to the tracks. >> she is from out of the area and made a right turn and immediately got stuck and tried to reposition her vehicle. which got further stuck into the dirt area. and then she needed somebody to help her, but they moved away before the train struck the vehicle. >> the train pushed the suv several feet forward, damaging it. not destroying it. again, the woman driver is okay. none of the paerssengers onboar the train were hurt. they were delayed while waiting for another train to pick them up. this is reportedly the sixth

time since the start of september that a cal train has collide would a vehicle on the tracks. reporting live here in burlingame, "today in the bay." 6:09 right now. temperatures mild to start off your day, but they are on the rise, kari. >> going to feel more like summer than the beginning of fall out there because our temperatures going back up all across the bay area today. and it's right around 60 degrees for most of us as you get the day started. some early clouds in some spots a touch warmer, once again, this afternoon. at lunchtime, it will be 73 degrees and the peninsula and the east bay, the north bay, 77 degrees. and then highs this afternoon in the low 80s in the south bay. north bay 84 degrees and the tri-valley really feeling that warmth. a high of 90 degrees today. we'll take a closer look at that and also what to expect as we head into the columbus day holweekend. more on that in just a few minutes. let's check in now with mike tracking multiple problems with your commute.

>> yeah, kari. update san jose first of all. some relief for 101, for example, the crash at oakland road has cleared and we do have a little bit of a break that second burst should kick in over the next 20 minutes. north 87 really jammed. capital expressway two crashes through that stretch. still over on the shoulder but a big distraction. more slowing here southbound 680 towards the crash and that is now causing an issue. still in the center divide and you're jammed from 580 down to the area. general slowing from 880 all the way from hayward and down into fremont and union city. we have a slow drive just south of the dumbarton bridge. you're getting more. concord and bay point. on the shoulder at richmond parkway. let me give you a look at the north bay. southbound 101 looks smooth and very nice from novato down to the golden gate bridge. back to you. speaking of some of the bridges around there. golden gate bikers and walkers

can continue to cross the golden gate bridge for free. at least for now. the governor signed a bill yesterday banning tolls for the next five years. it applies to all bay area bridges. golden gate bridge officials were studying the possibility of charging the pedestrian toll as it faces a five-year deficit of $33 million. studies show such a toll would have brought in $500,000 to $1.5 million annually. keeping students safe at all costs, what some are calling a drastic step that one bay area school is taking to make sure kids are protected in class. don't leave for work just yet. something you can do to your car to cause it to catch fire. at least some cars. we'll tell you all about it in business tech. speaking of cars. what about done in 90 seconds? the new technology promising to change your oil in less time than this commercial break. as the hope for survivors fades

of flooding this morning. flood waters from days of heavy rain making its way to the atlantic ocean causing flooding down stream. at least 19 people have died from the storm. and with a capital city of columbia still recovering, university of south carolina is moving saturday's football game against lsu. the game will now be played in baton rouge. some are worrying, laura, drastic measures going into place at a bay area private school to keep teachers and students safe. now using armed undercover security guards. schools employing the guards for a worse-case scenario such as a shooter on campus. school leaders acknowledge that there was much community debate before they reached out to the security company. >> of course, nobody likes to even imagine that they would be, you know, that something as terrible as what happened in umpqua, oregon, would happen at their campus but the reality is those things do happen. >> those guards are from a covert security firm called kingdom group, which usually protects ceos and corporate

your halloween pumpkin may be a little smaller this year and what can you blame? the drought. >> do we blame the drought for everything does it just feel that way? >> our drought is shrinking california pumpkins in both size and number. many farmers say they had to grow a majority of their pumpkins out of state. mostly in oregon and washington. those states are getting plenty of rain. and that keeps the pumpkin crop big and healthy. >> it makes sense. i mean, it's a squash. it takes water. >> got to water it. >> they're big. environmentally friendly, i don't know. always an issue. >> we're inporting our station pumpkin. while we're working on that, immediate weather forecast. >> it will stay dry for all those pumpkin farmsers out there. a live look now as we take a live look at the bay bridge from san francisco and a few clouds will be with us as we start out and slightly warmer temperatures as quee go into the afternoon. take a look at that seven-day forecast that is now coming up at the bottom of the screen and as you step out the door, it is

60 degrees in concord and oakld and 61 degrees in san francisco and let's go hour by hour in walnut creek. this is one of the spots where we'll really be heating up today at 7:00 or 11:00 we're at 77 degrees. into the upper 80s by 3:00. we will be in the 80s for a few hours and then more clouds moving in this evening as we drop back into the upper 50s. a look at all the microclimates today. in san jose, 82 degrees and 81 in mountain view and a high of 71 degrees and 86 in napa and in brentwood, 89 degrees. pleasantn also up to 89 degrees. so, with the temperatures going up, we're not done here. hopefully we can get some rain in here. but not seeing a lot of that in the forecast. returning to the pacific to see what's happening out there. here's hurricane oho now wind speeds at 75 miles per hour and this thing is racing along. soon, it will not be a hurricane

as it moves over much cooler waters. look at the direction it's going to the northeast could be up around alaska. as we go into the end of the week and, unfortunately for us, it takes all of the rain well to the north and none of those showers moving into the bay area heading into next week we'll being another area of low pressure farther to the south and maybe it could bring us a slight chance of showers for the end of the week. been talking about pumpkins here and pumpkins in the park this weekend in san jose. and temperatures will be very warm up to 85 degrees. so, back some water as you head out there with the kids. a look at all the microclimates. highs in the 80s and upper 80s,est 80s. let's check in now with mike for traffic. >> a very active on our chp reports and on the roadways a lot of slowing. that's moving very smoothly san mateo. look at this. you're approaching tough on our maps. slow down from 238 past an earlier crash at a street and down past 92 slowing across that

scene we just saw and bogging down through union city and fremont. another crash south 680 over here and still in the center divide. that's really a bad spot at a bad time. you're jammed from 580 down through pleasanton. sanol gets a little break. towards the bay bridge, a smooth drive for most of your routes. the earlier crash in richmond bog boggs things down into port richmond and we're not forgetting about the south bay, look at this. northbound 87 start recover and we still have activity over at capital expressway. slow drive for 87. the rest your freeway starting to kick in. back to you. coming up next, in trouble for worshipping too loudly. the criticism one east bay is facing right now for sending its message well beyond its walls.

6:25. palo alto is launching a preemptive plan to crack down on human trafficking ahead of february's super bowl in santa clara. the mercury news reports council members approved a new measure to get tough on trafficking, including training additional police personnel. activists argue trafficking and forced labor tend to follow big national sporting events due to the sudden boom in business for local hospitality industries. worship all you want, but just not too loudly. that is the message to an east

bay baptist church accused of being too noisy. the neighbor filed a formal complaint against the pleasant grove baptist church in west oakland. some people who live near this historic church say that choir practice during the week keeps them up late into the night. >> extremely loud. and you're not respecting anybody in the community and that's in the surrounding area of this. as far as for us to have some peace and quiet. >> face of the community is changing. now rock bands are coming in and they're in their garages playing until 2:00 a.m. and then if we open our windows here at the church, we can smell cannabis. we can smell whatever is coming through the air. >> the city of oakland is working with the church and the community to find a solution so that everyone can be happy. it's 6:26. coming up, a car plunges hundreds of feet off a bay area cliff overnight. but when rescuers arrive, the driver was no where to be found. no where be found, a wanted man who managed to slip out of custody leaving one south bay

the crash for south 680 still a problem for your pleasanton commute. we'll move your map upwards because the south bay and peninsula are moving pretty well right now. upper east shore freeway as well as west high way 4. really bogging down and, of course, the bay bridge toll plaza and you have to see this, folks. couple crashes en route to the toll plaza have cleared. but it was a tough morning so far. we're on edge, guys. back to you. >> thank you very much, mike. certainly a lot of people on edge after hearing this. the chp plenty of questions after a scary crash overnight on mt. hamilton. officers say around 2:00 in the morning, an observatory worker noticed a car dangling 300 feet down a ravine off of mt. hamilton road. they later discovered the driver's relatives have picked up the victim and taken him to the hospital. amazingly, only suffered minor injuries. chp investigators don't want to talk to him a sleepless night for many people in one south bay

neighborhood after a wanted man managed to escape as he was being taken to jail. police and s.w.a.t team members spent hours going door to door looking for that suspect but their intense search turned up nothing. kris sanchez in san jose and this suspect was still in handcuffs when he slipped away from a bail bondsman. >> he was unarmed at that point and that may have changed. we know he is still on the run this morning and what a bedtime story for the folks who live near the main santa clara jail. san jose police officers and tactical gear combed the neighborhood along with canine units and they even put a local school on lockdown, though. most of the students, fortunately, had already left campus for the day. this is the man they're looking for. 30-year-old david nghounoi who was about to be booked for book skipping a court date. before this he was wanted on two felony charges. one of them assault with a deadly weapon.

>> they looked through the house and they brought a dog through the backyard basement garage. checked all of it just to make sure that there was nobody there and stayed there until they had checked the peripheral houses, as well. >> i've never seen it happen here. living here for a couple years now and just hope things get resolved peacefully. >> now, we'll have to wait and see if it is a peaceful ending to this story. nghounoi is still at large. when he got away, he was still in handcuffs. you might be wondering how did this happen? when a law enforcement agent and police officer or deputy brings somebody in for booking they go around the back of the main jail. it is more secure. when a bail bondsman brings somebody in, it is right through the main lobby where the public enters and not as much security there. >> kris, thank you very much. more details on the killing of a hiker along a trail. three suspects being brought to

the marin county jail after they were found in portland. >> stephanie chuan live in front of the jail and those three are expected to be booked this morning. >> if not already booked here overnight. now i covered for the third day straight a fast-moving investigation. at first these three called persons of interests and then suddenly yesterday afternoon it was announced that investigators had arrested them for the murder that happened earlier this week. we do now have names to go with the faces. we've seen in the surveillance footage we've been airing sean michael angold and lila scott allgood and morrison haze lampley. we have a booking photo from 2014. it was unclear what he was arrested at the time. investigators say they used gps techto track the victim's car that had been stolen. they are thinking the people who submitted the tips, photos of the trio and at the fairfax trail a shrine left behind by the victim's wife where friends visited all day yesterday. >> he was an amazing man and i'm

still not clear why he's gone now. why someone would take him out. >> this is a very cruel blow to a woman who just found out she had cancer and who has such a wonderful husband. who is supporting her. >> the victim was 67-year-old steve carter, a well-known yoga and massage instructor who had recently moved to marin county from costa rica so his wife could get treatment for breast cancer. the three suspects facing multiple chargescluding auto theft, burglary and murder. a lot of questions still remain including who really are these people seems like there are links to portland for them, but no permanent home addresses listed for any of them. live here in rafael, stephanie chuang "today in the bay." recreation leader for the city of san jose could enter plea later in court today. mark west is accused of nowing or molesting a 15-year-old girl. investigators say back in july west went to the girl's home after meeting her and developed a relationship with her on

social media. he is also accused of exhibiting or soliciting lewd material to or from a minor. west is on administrative leave from city job. oakland police offering a $10,000 reward for any information leading to the arrest of this man. lopez. they say he's the main suspected in the shooting death of an ice cream truck driver. the victim jarvis singh was sitting in his ice cream truck when he was shot and killed over the weekend. so far police say they have no motive in this case. san francisco city streets shut down for several hours all because of a standoff between police and an accused car thief. strangely, his cat played a big part in ending that standoff. the cat giving a life here. several streets in selma were blocked afternoon after the man ran from police and then threatened to jump from a two-story building. they ended up bringing the man's beloved cat in which helped

convince him not to jump and made an emotional connection and eventually surrendered. a warning this morning for people in san francisco after several pets were killed by coyotes. most recently a dog was killed last month at sterngrove near the pine lake area. last night, coyote experts helped a training in that very same spot people were taught what to do when they see a coyo coyote. they say if you have a small dog, pick it up and haze the wild animal. trainers say that lets the coyote know you're in charge. >> make eye contact so the coyote knows that whatever is about to happen is between me and you. and then i say, go away, coyote. go away. >> go away, coyote. experts say also keep your yard clear of all food. if you see any food lying around at your dog park, just throw it away. coyotes could be moving deeper into urban areas. because of the drought, looging

f for food and water. certainly a close call for a driver in burlingame. happened a little bit before 11:00 last night. deputies say a woman made a wrong turn on to the tracks and then got stuck in the dirt. she flagged down a man who helped her move her car. they had to jump out of the way as the train approached. caused delays for 215 passengers onboard and blocked the train tracks for a couple of hours. bob redell live at the scene will join us for a live update in 15 minutes. >> she went back to the car. >> they had to move. they survived, that's the good thing. 6:38 and a check of the weather. >> if you like warm weather, yes, it will be nice. 61 in sunnyvale and san jose and san francisco 59. santa rosa at 53 degrees. here's a look at all the

microclimates and what to expect this afternoon. 71 degrees in pacifica and 89 in gilroy and nice spread in those temperatures. santa rosa 83 degrees and 9 degrees in brentwood and pleasanton up to 89 degrees. we'll check out that weekend forecast coming up. let's check in now with mike who's got a lot of problems on the roads. >> we had a lot of incidents going on, kari. they are clearing up on the south bay. wanted to show you the crash for north 87 cleared from the roadway and that slowing still there and all your northbound routes showing that slower drive for san jose and moving up towards the rest of the silicon valley. pretty typical pattern south 680 slow and a little slower than you would expect, especially for a thursday crash. crash through union city and might have some slowing off the castro valley and big rig involved in a crash there. it's on the shoulder. we're looking at the upper east shore as well as concord and all

hap pg today. it's not the final vote, put the house of representatives will take the first step in selecting the next house speaker. "today in the bay" tracie potts live in washington, d.c. several candidates but the top kund contender. >> kevin mccarthy is the frontrunner for sure. he's number two under john boehner right now as majority leader. however, it's not a lot for him. he's got some competition. utah's jason chaffetz and daniel webster, the conservative freedom caucus met. they decided their entire block, all 40 of them are going to vote for webster. now, what's happening today is the republican vote. their caucus. the inside vote on who they want to represent them. it's the inside vote that could be a little more cons because conservatives have felt that john boehner has not been as aggressive on the things that

are important to them. the principles important to them and they don't think mccarthy will be much different. that's why they're backing webster. what will democrats do? some say they'll vote for nancy pelosi to return as speaker. it's not clear that either mccarthy can get the 218 votes he needs or a democrat to preside over a republican majority in the house. >> could lead to kind of a caught acsituation thechaotic s. meantime, decision 2016. this morning, a bit of a flip-flop. hillary clinton rejecting a trade deal that she once supported. secretary of state she supported transpacific partnership the tpp and now learned more about the deal and clinton changed her mind, she's against it. her turn around puts against vice president joe biden if he decides to jump into the race. biden supports that partnership. >> workers in the united states

a controversial plan allowinglords to evict people if they're arrested for certain times. "mercury news" reports they approved the first step in adopting that plan. evictions allowed for people arrested on certain crimes. now, there is a catch. the program requires tenants to sign agreement acknowledging eviction is possible. public hearings will be held before it ever goes to a full council vote. >> as we qknow, housing is hard enough to come by. simple case of supply and demand. rent across the country could go up next year as more people are opting to rent than to buy right now. that statement according to a new report by.com. the average asking rent in the u.s. rose from 6% from last spring to this year. that is a difference of about $56 a month to $803 a month. that's the national average. as if all know, the bay area average rents are much higher. rents could go up another 8% next year regionally. the big reason, higher demand

for millennials and fewer homeowners and rental homes that are actually on the market. also, more renters seem to be renewing their leases rather than moving else where. that rent is going up, chances are your heating bill will be lower this winter. we do get a couple really cold days. nationwide, however, the energy information agency says it will cost less to stay warm this winter compared to the last two. most homes are heated with natural gas and this year on average natural gas users can expect to pay about $580 to heat their homes. about 65 less than last year. but it affects savings no matter how you heat your home. >> because of crude oil. overall energy costs are down. gasoline is down and heating oil is down. eral gas but it's down because of oversupply. so, if we do get a mild winter, consumers will save right across the board no matter what you use to heat your home. >> save even more and put on a

sweater. expect to save $460 for the year, propane users will save an average of $325. >> for some people it will help put you to sleep. but if you feel a little bleary-eyed and no where near bushy tailed this morning, you are not alone. nearly a quarter of adults suffer from insomnia. >> a new study in sleep health that analyzed of disease control to see if lack of sleep had a geographical element. in the bay area 20% of respondents slept poorly more than 15 days a month. marin county got the most rest while alameda county had the toughest time falling asleep. isn't that interesting? >> that is very interesting. alaskans would be really hard up for that because you have all light or all dark for such large portion of the year. that is just speculation. >> i think the weather has a lot to do with it. >> when it gets dark earlier, that makes it easier for us to go to sleep.

the c-h-p still has lots of questions after a scary crash new this morning, the chp still has a lot of questions after a scary crash overnight on mount hamilton. officers say around 2:00 a.m., an observatory worker noticed a car 300 feet down hamilton road. when authorities arrived, it was empty. they later discovered the driver's relative picked up the victim and took him to the hospital. amazingly, he suffered only minor injuries.
