>> i'm sam brock. first start a look at your forecast and hopefully tuesday is cooler there, kari. >> no, actually, a few degrees hotter. i'm so sorry. just a last day and then it is looking better as we go through the week. we start out this morning even still mild in a lot of ospots like the south bay and the peninsula at 64 degrees. in the north bay it's 57 degrees and compare that to the 49 degrees we had yesterday morning at this time. as we look at those highs today in the 80s and 90s and even some upper 90s in parts of the tri-valley. i'll talk more about that and give you a look at all the microclimates coming up in a few minutes. let's check in now with mike. how is it looking at the bay bridge? >> good, kari. reminder, you're just the messenger. great at the bay bridge and a couple of cash lanes starting the backup, just starting to slow down as we have a little build. look at your map and no can delays out of the maze. as we zoom out, look at that, no delays except for antioch and

starts that build at this time. live look for san jose 101 northbound at 680. a cluster of cars hanging together. i guess they're a little lonely. other than that, no big deal. the traffic starts to build throughout the south bay and the peninsula. >> already 5:01, thank you, mike. now for the latest on the chilling investigation under way in the south bay. investigators say someone came across a human skull near sherry's way near los gatos yesterday morning. the find sparked a massive search of the area for more remains. >> more on the discovery and where they stand right now with the investigation. bob? >> sam and laura, that discovery site is here in unincorporated los gatos as you mention with sherry's way. they have that site isolated only letting in residents while their fellow law enforcement officer o officers, along with cadaver dog

searches for more remains. deputies know for sure it did belong or does belong to a human. but can't tell yet whether it belongs to a man, woman or child. and they are not sure whether the coroner will ever be able to identify the remains. >> not usually what we find here. we find animals, but not people. this is an area that is pretty remote. so, it's kind of not what you expect. but it is kind of off the beaten trail. depending on where they were. not quite what you want to hear, though. >> the sheriff's office tells us they will be looking into whether or not these remains are linked to any missing persons or murder cases, including the disappearance of the morgan hill teenager who has been missing for three years now. another possibility is that this skull belongs to a native american, which wouldn't be out of the realm of possibility because those types of remains have been discovered in these hills before. reporting live here in unincorporated los gastos "today

in the bay." . back to the bay area to face murder charges. three drifters accused of a wild crime spree, including killing two people arrived in marin county last night. the trio arrested in portland last week. all three suspects will now face charges for the shooting death of a canadian backpacker in golden gate park and a hiker in fairfax. they're expected in court tomorrow. both say both victims were robbed and shot with the same gun. marin county prosecutors say if convicted all three suspects will face life in prison or death. 5:03 right now. a whale watching trip turned ini into a rescue mission when a nearby boat overturned. a whales tour boat carrying 72 passengers was out on the bay saturday when the coast guard radios to help with a rescue near the islands. the fog was too thick for a coast guard helicopter. so, captain joe nazar quickly

answered the call and raced to the accident two miles away. you see the overturned ship right there. the boat, i should say. when they arrived the crew spotted two men clinging to the bottom of that capsized boat. >> i was just so happy to see that boat. it was like god sent him there. >> we aggressly powered through. the swell was large. up to 18 feet and the visibility was reduced. >> captain nazar and his crew able to save two lives. they pulled the two survivors to safety. the coast guard is investigating that accident. 5:04. the latest developments on a fast-moving wildfire to our south. so far 200 acres have scorched in san banito county. firefighters still have no containment this morning. the flames erupted about 4:00 yesterday afternoon and quickly spread. so far no injuries and no homes are threatened. from massive earthquakes to severe drought here in the bay area we've seen it all. now several bay area water

agencies are preparing affor wh could happen next. more on the multi-million dollar plan, pete, that could save communities in times of emergency. >> yeah, sam, a big-time project and right now in the parking lot of off el camino real and behind me this active. it's being used to build this ground water well that will essentially grab water from underground and use that water supply in the event of a drought or in the event of that big one, a massive earthquake. $100 million ground water project and there's going to be 16 wells built throughout san mateo and san francisco. now, here's how it works. the surface water used during what we call the wet years so that ground water will be stored in aqua foros creating this saving account that i mentioned. during the event of a natural disaster the 16 wells that are

being built, they can tap into the water supply and getting up to 7 million gallons a day that would help a lot of households. talk about more than 20,000 households and later this morning official os with the public utility commission will be on site to talk more about this in millbrae and all 16 of the water wells are slated for completion by the summer of 2018. reporting from millbrae, "today in the bay." >> thank you, pete. 5:06. happening today a suicide barrier on the golden gate bridge is one step closer to reality. bridge officials say they'll start looking for a construction firm for that job today. a company could be chosen as early as march, which means groundbreaking could follow in a matter of weeks. suicide barrier is expected to take three years to build and will cost about $76 million. bay area drivers see traffic as a headache. okay, that's obvious. but emergency responders see it as a killer. one prominent local fire chief is laying the blame on urban designers who are not consulting with safety experts.

m menlo park fire protension chief is releasing this video. shows one of his crewis trying o get to an injury accident and forced to drive into oncoming traffic because of all that congestion. >> the center divider looks good and how good does it look when somebody's house burns down because we can't get there. the removal of lanes and adding different things whether it's buses or bicycles or whatever we're going to do, how does that work with emergency response? the answers most time those urban planners don't even think about that. >> a question they're going to have to grapple with now. until emergency responders are consulted, the threat to public safety will only get worse. we reached oitute menlo city park officials but have not heard back yet. >> pretty good point. when you need the emergency responders there, pretty trees are not as important.

battling a fire in the south bay. out towards hollister, such hot conditions out there. another hot one today. >> yeah, another hot day in such light, variable winds. nuthing nothing to really help cool us off today. hour by hour, 64 degrees and in through the mid-70s and hitting the low 80s in the city and a look at microclimates in gilroy and 98 degrees and burling game 89 and richmond district at 76 degrees for a high and 94 in napa and we'll see a lot of 90s on this map and livermore up to 97 degrees. but these temperatures will be coming down as we head into the next couple of days. i'll talk about that and two chances of rain this week. that's coming up in a few minutes. let's check in now with mike taking us to the san mateo bridge. >> i was going to play eye spy a big rig turned over, but it just moved and now making its way across that flat section without any delays. that's good news. we'll look at your map and talk

he said so repeatedly. but maybe by the end of the night people will be able to name all five candidates. here they are. former frontrunners, former secretary of state, hillary clinton and bernard sanders at the top of the pack. but then the three lesser known candidates martin oo'malley, this man, former virginia senator jim webb and former rhode island governor lincoln chafee. political experts expect that they'll follow the republican leads and bring up hillary clinton's private e-mail server and also her response to benghazi. meanwhile, clinton took aim at the republican frontrunner donald trump right in front of the trump hotel. >> i don't think it's entertaining when somebody insults immigrants, insults women. that's just unacceptable. >> people will have tatto contr my consistency. >> now, donald trump says he'll

be there via twitter, as will a lot of other folks. mostly people want to hear whether or not vice president joe biden is going to throw his hat into the race. they want to know about the debate, but mainly they want to know about a possible run. in fact, cnn, which is hosting the debate is ready to go. they have an extra podium just in case joe biden decides to show up. he has just a little bit of time to get there and the debate starts at 6:00 our time. it is just the first of six scheduled democratic debates. laura? >> that's pretty powerful in itself, kris. just reserving their podium for you. follow up for you now. we're learning more about what caused that massive computer dmrich for southwest airlines. it was likely caused by outdated technology. the glitch led to widespread frustration around the nation with nearly 900 delays over the weekend. so far southwest providing only few details about the source of the problem but the failed software has since been fixed.

a big beer deal in the works this morning. >> it's dominating portions of the market here. let's turn now to our business and tech reporter mcgrew. >> this is an enormous beer dealer anheuser-busch is the company that makes things like budweiser. they're talking about buying sab miller, a company that makes things like miller. it is an enormous beer deal. remember we were talking the other day about the tech merger. that tech merger between dell was $67 billion. well, this beer deal is worth more than $100 billion. so, that's the situation with budweiser and miller. it lookz like it's a worldwide plan. they have already exhausted all the beer sales they could find in america. but now aphroand some of the growing world is going to be the important spot for budweiser. i do want to talk about craft beer. as long as we are talking about beer this morning, there is a deal in the works for

whistleblowers and drag out otheir cases. investigative reporter vicki nguyen is investigating the national data what happens when people officially blow the whistle. >> good morning. we looked at the comthat came in for the past ten years for the federal whistleblower program and we're seeing for the first time when the government finds in favor of workers who report concerns about public health and safety. not often. we learned fewer than 2% of the cases osha investigates actually result in a positive finding of merit for the whistleblower. 22% of cases resulted in settlements osha calls those outcomes favorable. but we talked with more a dozen people who say osha unfairly dismissed their complaints or dragged out their cases. these people work in industries that affect all of us. airlines nuclear plants, food safety. and we found whistleblowers wait long time for resolution. in 2014, the average case took osha more than a year to

going to see this afternoon. take a look at our live cam from san francisco looking at the bay bridge and we start out with clear skies this morning. it is going to be another hot one and even as you step out the door now, it's a little bit warmer than yesterday at this time. we're in the low to mid-60s in the bay and peninsula. and here is a look at those highs today. 92 degrees in the south bay. and 82 degrees in san francisco. the north bay 94 degrees this afternoon. and the east bay up to 88 the tri-valley topped out 96 grees this afternoon. now, watching the next weathermaker as we move tomorrow into thursday. the swirl of clouds well to the south and west of baja, california. into the next couple of days, though, it does look like it moves closer to the bay area and does cause some rain for southern california as it moves closer to us, it kind ofles out, but may increase the humidity. and then by the weekend, here we are early sunday morning.

it will be a front moving out ahead of that that could be some scattereds. not one, but two chances of rain in the forecast this week. unfortunately, we're not looking at a lot of rain, but it is better than nothing. at least we could see some trace amounts of some rain before the weekend. and a look at these temperatures that have been well above average. we'll be coming down just in time for the weekend. 68 degrees on saturday in san francisco. let's check now and get a look at traffic with mike. >> we'll take folks out to the tri-valley. crash west 580 and in the center divide, but that brake tapping enough to cause the backup enough to the scene and typically slow and then easing up through livermore. little exaggerated because of that crash in the center divide. dublin interchange right here. mild slowing as approach and that 580, 680 interchange. a smooth flow of traffic towards the maze and bay bridge toll plaza and antioch slowing for highway 4. no big delays for the peninsula or the north bay. we'll check the bay bridge toll

partial of land right near at&t park. they hope to build the privately financed waterfront arena within three years. that deal coming just after a deal with ucsf. >> the admin strashz istration supports the project in support of the announcement we just made last week with the city that fully addressed their concerns about traffic and access. >> the hospital sits across the street from the proposed arena. one obstacle, though, still remain. the arena still needs to pass an environmental review. governor jerry brown is taking a cue from san francisco banning tobacco use to baseball parks. governor brown just signed a bill hibiting smokeless tobacco use. if it sounds familiar to giants fans, it is because the law already exists at at&t park. back in may edlee signed into law an ordinance that made at&t

whether this skull is connected with and who has been missing for three years now. >> it's a tragic event and we hope it is here so we can get closer to the family, but we don't know right now. all we have is a human skull. >> investigators are also not ruling out the possibility that this skull could be part of a native american burial site. reporting live here in unincorporated los gastos, bob redell "today in the bay." 5:31. happening today the three correctional deputies accused in the beating death of an inmate are scheduled to enter a plea. the three men who work as guards at the santa clara county jail allegedly beat and killed michael tyree in late august. tyree who was mentally ill was supposed to be moved to a mental

health program before that incident. two of the three deputies are out on bail and all three on paid administrative leave and the guards could face life in prison. a foster parent now stands accused of the unthinkable. molesting a 12-year-old boy. the mountain view police say there could be more victims. officers arrested foster parent david elliot earlier this month. his relatives live at a mobile home park off of moffett boulevard. the 59-year-old was not a foster parent to the child he is accused of abusing, but his 17-year-old foster son recently ran away. elliot has been a foster parent for santa clara county for five years and did not have a criminal record before this arrest. uc berkeley under fire this morning for its handling of sexual harassment complaints against a professor. conducted a six-month long investigation and this is his picture from the school's website. the astronomer was found to have violated campus harassment policies and these complaints

date back to 2001. the school had been quiet about the details of the probe until he offered a public apology on his personal website. he also brought to life that the university had come to an agreement of the zero tolerance policy moving forward. a decision for many calling for heavier penalties. uc berkeley is defending the position to keep him on campus saying "it was the most certain and effective option for preventing any future inappropriate conduct. a new twist to the escape from alcatraz. in 1962, john england, clarence england and frank morris escaped. the fbi concluded they drowned. family members say they say what is a photo of them taken in brazil in 1975. in the show, an expert concludes it's likely, though not certain the men in the photo are,

time and it is the first of six scheduled democratic debates. >> all right, keeping that podium warm. thank you very much, kris. san francisco cable car system, of course, a signature of the city's history and part of its charm and the old system is in need of a bit of a fix and is running into modern problems. according to san francisco examiner, the steel cables that run underneath the city are fraying and need to be repaired. starting next month they plan to ban cars from driving on powell street between ellis and gary for about 18 months while they do some repairs. modern day traffic makes it difficult to repair a system that was designed back in the 1800s. >> well, they're out there fixing things and new eastern span of the bay bridge already in need of a retrofit. according to the chronicle that's what a group of bridge experts is recommending. those experts say it must be done to protect and allow for inspections on other parts of

the bridge that may be vulnerable. it mentions the ongoing concerns with integrity of steel rods at the base of the span's tower. cal trans and a bridge oversight committee are mulling over the next move. ening today, palo alto city leaders will hold a special meeting to assess where the city stands on the latest issues with high-speed rail projects. the state's high-speed rail authority agreed to move forward with the san jose to san francisco segment. palo alto issued a draft of its response to this rail plan along with a proposed tax measure funding the project and the city's own tax measure. posted that draft online ahead of tonight's meeting. preparing for the worst, several bay area water agencies are coming together to gear up for nekts big disaster. >> pete joins us live from millbrae with their plan that could save water for thousands and that has to do with tapping into ground water. >> that's exactly right, laura and sam. basically this is $100 million

project through the public utilities commission in san francisco and to put it in layman's terms a saving account when it comes to our water supply. and in millbrae and behind me you have this drill that is going to be used to build this ground water well that could extract the water when we need it in the event of a drought or a natural disaster. now, as i mentioned, this is a $100 million, actually $100 million plus project and there is going to be 16 wells throughout northern san mateo and san francisco and it's just a small component of san francisco's overall water improvement program. here's how it is going to work. the surface water that will be used during the wet years when it's raining so that ground water is going to be stored and creating this savings account water that i mentioned. and during the dry years or if there is a natural disaster or major earthquake, the 16 wells that are going to be built will tap into the water suppliesing 7 million gallons a day and helping more than 20,000 households. later on this morning, officials with the utilities commission

tragedy in the midwest. the fire chief in kansas city says it's going to be a tough day. two firefighters have died after a roof collapsed on them as they were battling an apartment fire last night. firefighters managed to rescue two people trapped inside of that building before it crumbled. two other firefighters fighting the flames were also hurt. but are expected to survive. the fire chief says the two who died gave their lives to save others. >> they did not die in vain. they saved two civilians. carried them out of the second floor on ladders before the wall collapsed. >> the cause of othat fire is still under. the minnesota dentist who

killed beloved lion in africa is off the hook, at least when it comes to criminal charges. authorities in zimbabwe announced yesterday they will not charge dr. walter palmer. they said he had all the necessary paperwork for lion hunt. palmer killed cecil the lion back in july with a bow and arrow. he got the hunting permits, but the killing led to global backlash and death threats. the university of california storeied college football program the trojans suddenly in crisis mode after the abrupt firing of their head coach. usc athletic director late yesterday fired head coach one day after placing him on indefinite leave for a drinking problem. players say he showed up drunk to a sunday meeting. that incident followed in which he acted belligerently or during a team rally. he later blamed it on oalcohalc mixed with prescription drugs. well, two videos hit the

internet in the past few days and they're both horrifying. scott mcgrew, they both combine drugs, alcohol and driving. >> i'll add terrifying to horrifying. the first is a young woman in lakeland, florida. she is very, very. and she decided to periscope, that is to live broadcast her drive home. her drunk drive home. >> i am drunk beyond belief, people. i can't read your, i feel like i'm going to be drunk all the way home. please supervise me because i'm driving super drunk right now. i feel like i am not driving straight, but i should be. >> she was, thank goodness, pulled over by police. in fact, people watching that unfold helped police find her. the second video is even more terrifying. this one was not broadcast but recorded on a cell phone we're not going to show you the actual

video. what we're going to show you stills. it shows two young men in sussex, england, high on drugs and driving 90 miles an hour and crash under to a stone wall. the boys parents asked to release it to the internet this week. in the recording which survived the crash, you can hear the rescuers arrive and them asking can you hear me? to which, of course, there is no response. the parents asking that kids watch that video to understand the dangers of drugs and driving. well, where in the world do we go from there? some very nice children very happy and very alive. pediatricians now saying they need to rethink their ban on screen time with small children. the american academy of pediatrics and doctors now say that so-called ban was short sided. they realize parents might use a kindle to read to their kids and

those temperatures warming up quickly. 79 degrees at 11:00 and then heading into the afternoon under all that bright sunshine. making it into the 80s with a very light wind. so, not much to cool us off. but i'm looking towards the next weather system that will bring in some cooling changes for the middle of the week. this swirl of clouds that is well to the south and west of california. as we go into the next couple of days. it moves to the north and at least increase humidity. by thursday, we could have some showers moving into the south bay and start tomorrow, as well. so, tomorrow into thursday, we could have some rain and then another chance on saturday with a front that will be moving in. so, two systems that could bring us at least some light amounts of rain. but, unfortunately, it's not a lot. and it looks like maybe for the north bay, especially on saturday, up to 0.06 and then some trace amounts across the bay area. nothing to really bust this drought. but looking at how much rain we've had so far this month,

0.03 well below average. and also 3.5 below average for the amount of rain or that's how much rain we had throughout the month. i'll talk more about this and the rest of the forecast coming up. let's check in now with mike. >> all right, kari, look over here towards the tri-valley and the crash activity in the divide and now some slowing in through livermore and dublin approaching the dublin interchange. this is an easier pattern for the dublin interchange. south 680 starts to build into the south bay. a gentle slow down for north 101, that first burst did hit and sticking a bit. as you start to ease up and then the next burst about 6:30 through that same stretch. and no drama and nothing unexpected there or a peninsula. easy drought for the most part around the east bay. trend for the san mateo obridge off of o880 and the bay bridge, of course, quick peek. we have the metering lights on and all the backup at the toll

struggles to make money. scott mcgrew following the story. he has more coming up in 20 minutes. federal laws are supposed to protect a worker when they raise red flags about safety issues at the office. the government retaliates and drags out their cases. investigative reporter vicki nguyen shows the national data when people blow the whistle. >> good morning. you looked at the complaints that came in for the past ten years to the federal whistleblower program. and we're seeing for the first time when the government finds in favor of workers who report concern about public health and safety. not often. we learn fewer than 2% of the cases osha investigates actually result in a positive finding of merit for the whistleblower. 22% of cases resulted in settlements osha calls those outcomes favorable and we talked to more than a dozen people who say osha unfairly dismissed their complaints or dragged out their cases.

that first burst of traffic hit about 5:30 and then things are starting to ease up. 101 at 680. still showing on our sensors as oronge and red and we still have that registering and will calm down and at 6:30 things will kick in for the northbound route throughout the south bay. an easy drive throughout morgue on hill and off santa cruz mountains and southbound 880 shows a slower drive through hayward and union city. over the tri-valley we have a smooth drive, some folks may be held up just east because of a crash that is still at the center divide there. no lanes blocked but it is a distraction. overall things are looking really good and upper east shore freeway with a little build. there is a crash causing more slowing and the concord build is on heading 242. this morning a sheriff deputy guarding the area where hikers discovered a human skull in the south bay. now, investigators are combing the hills for more remains. bob edeljo
