that first burst of traffic hit about 5:30 and then things are starting to ease up. 101 at 680. still showing on our sensors as oronge and red and we still have that registering and will calm down and at 6:30 things will kick in for the northbound route throughout the south bay. an easy drive throughout morgue on hill and off santa cruz mountains and southbound 880 shows a slower drive through hayward and union city. over the tri-valley we have a smooth drive, some folks may be held up just east because of a crash that is still at the center divide there. no lanes blocked but it is a distraction. overall things are looking really good and upper east shore freeway with a little build. there is a crash causing more slowing and the concord build is on heading 242. this morning a sheriff deputy guarding the area where hikers discovered a human skull in the south bay. now, investigators are combing the hills for more remains. bob edell joining us live near

los gatos. the pressing question is who that skull belongs to. >> the investigators still do not know. the site discovery site, sam, is up the road here in unincorporated los gatos. you can see the santa clara county sheriff's office has isolated that site. only letting in resident while their fellow law enforcement colleagues and cadaver dogs search the area for possible more remains. a hiker discovered the skull yesterday morn oing and deputies know for sure it is a human skull, but can't tell yet whether it belongs to a man, woman or child and not sure if a coroner will ever be able to identify the emains. >> this is an area that is pretty remote. so, it's kind of not what you expect. it is kind of off the beaten trail. depending on where they were. not quite what you want to hear, though.

the sheriff's office will look into whether it is linked to any murder or missing persons cass s including sierra lamar who has been missing for three years. reporting live here in unincorporated los gatos, "today in the bay." uc berkeley under fire this morning for handling of sexual harassment complaints against a prominent professor. conducted a six-month investigation of jeffrey marcie. this is his picture from the school's website. found to have violated campus harassment policies. complaints back as far as 2001. the school been quiet about details of the probe unmarcie recently offered a public apology on his personal website. he also brought to light that he and theversity had come to an

agreement of a zero tolerance policy moving forward. many calling for a heavier penalty. uc berkeley is defending the position to keep him on campus saying it was the most certain and effective option. a fauoster parent is accuse of a 12-year-old boy. they arrested david elliot earlier this month. the 12-year-old boy he is accused of abusing has relatives living at that same park. elliot was a foster parent for santa clara county for five years and he did not have a criminal record before this arrest. back in the bay area to face murder charges. three drifters accused of a wild crime spree, including killing two people arrived in marin county last night. the trio arrested in portland last week. all three suspects will now face charges for the shooting death of a canadian backpacker in golden gate park and a hiker in

fairfax. they're expected in court tomorrow. police say both victims were robbed and shot with the same gun. marin county prosecutors say if convicted, all three suspects will face life in prison or death. the three correctional deputies accused in the beating death of an inmate are scheduled to enter a plea later today. the three men who work as guards as the santa clara jail allegedly beat and killed michael tyree in late august. tyree was supposed to be moved to a mental health program before that incident. all three are on paid administrative leave. if convicted of the charges, the guards could face life in prison. now to decision 2015, the presidential debate is tonight. and bernie sanders are already gaining some momentum in this race. >> still three other candidates who hope to be able to partake in tonight's debate and get their names in the spotlight. kris sanchez joining us now. >> now, no one expects the kind

of fireworks we saw at the republicans first debate. certainly not donald trump himself. he said it is a ratings killer. but maybe people will be able to name all five candidates by the end of the night. can you? here they are. the frontrunners former secretary of state hillary clinton and vermont senator bernie sanders and then there are the three lesser known candidates. we're talking about maryland governor martin o'malley who has 1% of the polls. former virginia senator jim webb and lincoln chafee. political experts expect that all of the candidates will follow the republican lead and clinton's private e-mail server along with her response to benghazi. meanwhile clinton herself took aim at the republican frontrunner donald trump right in front of his own las vegas hotel while sanders was talking about his record. >> it's entertaining when somebody insults immigrants. insults women. that is just unacceptable. >>al will have to conmy

consistency and my willingness to stand up to wall street corporations with the secretary. >> now, the debate starts at 6:00 our time and donald trump will weigh in via twitter, but what folks are really waiting to hear on the democratic side is what vice president joe biden has to say. not only about the debate, but about his own possible run. he was supposed to meet with his family this weekend to finalize his decision. there is an extra podium at the ready in case joe biden decides to show up tonight. coming up in our next half hour, we will talk with nbc pete peterxander who will be at the debate and has a little bit of information about clinton's message for joe biden. >> the debate and a biden watch. thank you very much, kris. firefighters certainly watching this right now. fast-moving wildfire burning just south of us in the bay area. so far, 200 acres have burned. it's happening about ten miles south of hollister.

fire started yesterday afternoon and as of this morn oining, firefighters say it is burning out of control. no homes are threatened and interesting if any winds of the area kick up any of that smoke. >> that is a concern given the fact that temperatures are still elevated, kari, and be that way for the rest of the day. >> really hot this afternoon. so, making conditions worse for those crews. but, actually, as we start out the day, the wind coming in from the north, but not much of a wind coming in at about maybe up to five miles an hour through most of the morning. but the direction does blow that wind, blow that smoke farther to the south. then we get a very weak onshore flow and it won't be enough to help cool off those temperatures. so still very hot inland as we go into this afternoon. with highs in gilroy up to 98 degrees and burlinggame 89 degrees and richmond district and 94, napa and 93 in brentwood.

up to 95 degrees. still sizzling today, but much cooler as we go closer to the weekend and two chances of rain i'll highlight coming up in less than ten minutes. let's check in with mike to see is happening for your morning commute. >> bigger volume of otraffic and that's a pretty typical thing we see. 880 past the coliseum northbound with these taillights and as we show you on the map, 880 and 580 both basically at speed through oakland and east shore freeway just at the top of your screen around golden gate field. show the slowing down towards golden gate field and the merge off of the north bay. the north bay itself move at speed and the bay bridge metering lights are on and the build for concord, crash west highway 4 to a little slow down there. pretty pleasant drive and san mateo bridge for the nimitz freeway. holding stead waey with a good

>> mike, thank you very much. 6:08. one peninsula city hoping less equals more. redwood city council approved a two-hour parking limit on broadway right in the heart of downtown. spurred by retailers who raised concern about the turnover of prime parking. they say people complain they can't always find a place to park and have to move on to another shopping area. from 9:00 a.m. to 6:00 p.m. monday through friday that will begin in december. drivers call it a night, but emergency responders call bay area traffic killer. >> a bad day in our business, people die. coming up, the stern words of warning from a well-known local fire chief. a bay area program creating an emergency water supply in the event of a natural disaster. i'll have all those details in a live report. coming up. er makes it official. they are laying off.

little more than an hour ago -- dutch investigators released their findings into the crash of malaysia rl a little more than an hour ago, investigators released their findings into the crash of militia airlines flight mh-. the safety board sedan fs to air missile struck near the cockpit of that plane and the aircraft likely dissent grated in the

air. ukraine should have closed off air space, but no one stopped to consider the risk to passenger planes. that crash killed all 298 people onboard. the apartment building that killed two kansas city apartment building continues to burn. two died while saving the lives of those trapped inside. firefighters managed tahelp two people out of a second story window, but then the roof collapsed. two others were hurt, but should survive. the cause of the fire is under investigation. any driver here would tell you that traffic is a serious problem in the bay area, but not only headache for drivers, in some cases it is keeping first responders from being able to get to emergenciesly. this dash cam video given to us by the fire protection district shows what is a real issue. you see the center divide there,

which is keeping one of oits fire trucks from getting to an injury crash on the dumbarton bridge. traffic was at a stand still and were forced to drive on the o p opposite side of the road for six minutes. >> that center divider looks good with the trees in it and everything else. well, you know, how good does it look when somebody's house burns down because we can't get there because the streets are blocked. the removal of lanes and adding different things whether it's buses or bicycles or whatever we're going to do. how does that work with emergency response. most tiof the time they don't think about that. happening today, nearly 30 years ago the earthquake rocked the bay area. the 6.9 magnitude earthquake shook buildings and even the bay bridge. >> in the event of another major disaster a project on the

peninsula is under way to make our water supply is in tact. "today in the bay" pete is live. good morning, pete. >> we talked about this all morning the groundbreaking program that will create this savings program of water supply. and just behind me, you got this active drill that is going to create this ground water well that will extract the ground water that we're talking about or when there is drought conditions. this is $100 million ground water project through san francisco public utility commission. we're talking about 16 wells throughout northern san mateo and san francisco and a part of san francisco's water improvement program and here's how it is going to work. here is the nuts and bolts. the surface water will be used during the wet years and then during the dry years or if there is aeral disaster, those 16 wells that are being built, we can tap into that savings

account of water supplies getting up to 7 million gallons a guy helping out more than 20,000 households. later today at 10:00 a.m., you'll have officials with the utility commission talking about this. talking about the next steps here in millbrae and all 16 of these wells are set to be finished by the summer of 2018. reporting from millbrae, pete. we heard rumblings of this yesterday and now come to fruition twitter is laying off a few of its employees. >> about 8% of the workforce. >> 336 jobs worldwide, laura. many coming from the engineering department in san francisco. let's unpack this for you. the layoffs really are very alarming to twitter investors because they are interpreting this news as saying, twitter isn't sure what to do with this engineers. it doesn't have some kind of future project. some development ahead where it can stick those engineers.

it is kind of strange to see a new company. what was a hot company laying off. former companies not surprised hewlett-packard lays off so often, we forget it's shedding town tens of thousands of jobs. and chevron in the east bay lost about 10% of its job. where this could really hit hard and i have said this before is in the luxury economy. the san francisco tech has become so dependent on. people who shop for your dog food for you or deliver your lunch or park your car or deliver your dry cleaning. think of it as -- all of those acts, the lux park apps depend on people having a lot of money, but not a lot of time. there's even a service that will pack your's school lunch for you. people who have been laid off don't use those kind of apps. many analysts, myself included, think there are too many companies in san francisco offering services that cannot

survive a down turn. shares in twitter fell monday on rumors of the layoffs. rumors that are, indeed, now back. trading starts in about 15 minutes. other news, scientists in england are rethinking that whole standing at your desk idea. it is supposed to be healthier. sitting is the new smoking, right? doing anything sedentary is probably bad for you. 30 years ago we thought oatmeal lowered cholesterol and it does but further research not so much the oatmeal but you eat oatmeal instead of eggs. it's not a question of standing in an office or sitting in an office but the office that is the problem. anything sedentary. >> we need to get out of the office. >> exactly. sit or standing doesn't make any difference. we have to go. >> just like we did in high school. class outside. >> keep your attention span there. these people were on the run. especially a bride, bride and groom an unexpected detour while going to their reception. what happened next became a

viral sensation. >> the tennessee newly weds that were taking some time, i should say, out ofrom celebrating their nuptials when grandma, grandpa and the father of the bride all got into a car accident. the bride also happened to be an emt. she immediately sprung into action, wedding dress and all. >> a lot of people have used the word hero when they're talking about the story and i just, i don't like it. i don't feel that i was being heroic in any way. it's just my family was in an accident and i needed to make sure that they there and it just happened that i am a paramedic and i was in my wedding dress. that's all there is to it. >> pictures of sarah at the scene in her wedding dress have reached more than 1.5 million viewers on facebook. and grandma, grandpa and dad are all doing just fine this morning. >> i just danced on my wedding. >> still makes me cry thinking about it.

>> put you in a good mood here. we're starting off our week on a positive note. >> yes, it's a way up, if you want to think about it that way. that is the way these temperatures will be this afternoon. as we take a live look now at the bay bridge. mostly clear skies and get going on this tuesday morning and those temperatures will be ramping up quickly. so, be prepared for that this afternoon. but right now as you step out the door. it's in the lower 60s. feels nice, right? this not so much. 88 degrees in the peninsula and the east bay. that will be the high this afternoon. 92 degrees in the south bay and san francisco 82 degrees and 94 in the north bay and these temperatures well above average and approaching some records. so, we'll be watching the thermometer closely as we go the day. our relief comes with this swirl of clouds we're watching as we look towards southern california. it will be approaching that area, spreading some humidity as well as clouds and that starts to surge in tomorrow. with more clouds and a little

bit more of a mugginess to the air, we also have a chance of rain starting tomorrow evening and then heading into the weekend there will be another system moving in. it will be out ahead of a cold front. some rain possible, especially for the north bay. but, unfortunately, as we look at how much rain we could see, not a lot. at least it will, though, at least bring down that intense heat and we may have maybe 0.06 up around napa. so far in san jose, we only had 0.03 throughout the entire month of october. are had below average there and also for the year by nearly seven inches of rain for the year. so, hopefully we can get something closer to average as we head into this weekend which will, once again, feature a chance of rain on saturday and cooler temperatures heading into sunday. let's check in now with mike to see what's happening now as you make that morning commute. >> kari, it's tuesday. expect to have the volume from yesterday and yesterday had a holiday for many folks and a lot

those temperatures creeping up, again. >> hot, hot, hot again. even hotter than yesterday. if you thought it was bad then, increase that by a couple more degrees later on today. we're right now right at about 63 degrees across most of the bay. all clear and that bright sun will heat those temperatures up quickly. we're up to 88 degrees in the east bay and peninsula. expect a high of o96 degrees in the tri-valley and 92 in the south bay and 94 in the north bay and san francisco 82 degrees. i'll talk more about that, thor changes on the way, including some rain coming up in a few minutes. let's check in now with mike to see what is happening for that morning commute. >> kari, this tuesday commute kicking in right now. san mateo bridge getting slower and slower from the hayward side. as we look at your map, slow on the sensors from 880 south and moving across 92 and down towards that dumbarton bridge. see more slowing there. that build, as well, for the tri-valley and both pushing down

the end of the night. but it is safe bet that they, along with vermont senator bernie sanders will take aim at former secretary of state, hillary clinton. peter alexander will be at the debate where there will be an open podium for joe biden. what do you think of that? >> they will have that extra podium. it's waiting if joe biden says at the last minute if he wants to show up. he has plans today to be in washington, d.c. but as for the two top democrats that will be on the stage, hillary clinton and bernie sanders, they are both highly skilled debaters and in the words of the former obama adviser, david axelrod. the challenge for each of them is simple. for clinton is to be real. for sanders it is to be human. when hillary clinton got here yesterday, she didn't focus on the democrats at all, but focused on the republican frontrunner donald trump taking aim at him outside a trump owned

hotel. on stage tonight, he'll likely face questions about a series of onagging criticisms, including the ongoing e-mail. and also her veering left or shifting policy physicians on things like trade and on income inequality. bernie sanders looking to contrast himself as the consistent true blue progressive and recognize the team knows that there is a lot of stake here on this evening. and any one mistake could recognize this debate as 2 1/2 hours long. there is the potential for a mistake. any one mistake could give ammunition to clinton's opponents and drive a narrative that the wheels are coming off her campaign bus. we'll see you when we see you later on today. >> thank you very much. peter at that debate in las vegas. so, hillary clinton will likely have to defend her record. vermont senator bernie sanders will strengthening and he right now leads in iowa and new hampshire. here's information about the other three. always good to know something as

you're going, right? martin oo'malley served two terms as as governor of maryland. but right now he has the most to lose because he's only polling at 1%. jim webb the former virginia senator. he is considered a centrist and he opposed the iraq invasion, which is going to force hillary clinton to address her 2002 vote to approve that invasion of iraq. on to lincoln chafee who is a former rhode island governor and served as mayor and senator. he is a former republican and is considered progressive on social issues like same-sex marriage and abortion rights and higher taxes on the wealthy. but, still, not a lot of folks know much about them. a lot of democrats say they already know plenty about their favorite. and that is, uncle joe, joe biden, despite a weekend meeting with his family, again, like peter said, he has not publicly said whether he is going to run and, yet, there is that extra

podium ready just in case he decides to show up for the debate. ? >> yeah, no riding with biden tonight. but maybe at another one. thank you very much. 6:35. two east bay homes broken into within minutes of each other and now police are asking for your help finding the burglars. those burglaries happened just after 10:30 at two homes located on quebec common. police say in both cases the sliding glass doors were broken and the homes were ram sacked and both residents say they were gone for to 45 minutes and so far no witnesses and no known surveillance video. a gruesome find in the south bay. this morning, deputies are guarding the area where hikers stumbled across a huge skull. here's the area we're talking about near sherry's way near los gatos. now investigators are combing thes for more remains. bob redell is live and

investigators say it is way too early to tell who the skull belongs to. >> that's correct, laura. it was a hiker, as you mentioned, who discovered this skull yesterday morning. just over 20 hours ago here in unincorporated los gatos. since then the santa clara county sheriff department brought in investigators and cadaver dogs to continue searching that area for possible more remains. so far, deputies are certain that this is a human skull, but they can't tell if it belongs to a man, woman or child. at this point, they don't know when or if the coroner will be able to figure out the person's identity. investigators are obviously looking into whether this skull is connected with past missing person or murder cases. one case that they will be looking into is the disappearance and murder of morgan hill teenager sierra lamar who has been missing for three years now. >> it is a tragic event and we hope it is a sierra lamar so we

can give clocher to the family. we don't know right now. all we have is a human skull. >> investigators are also not ruling out the possibility that this skull could be part of a native american burial site. thoses of remains have been discovered throughout these hills before. reporting live here in unincorporated ls gatos, bob redell. whale watching trip turn under to a rescue when a nearby fishing boat overturned. a san francisco tours boat carrying 72 passengers was out on the bay saturday when the coast guard radioed to help with the rescue near the island. the fog was too thick for a coast guard helicopter so captain joe mazer quickly answered the call and raced to the accident twos away. when they arrived they found that. that overturned boat with two men clinging to the bottom of the capsized boat. >> i was just so happy to see that boat. it was like god sent him there.

>> we aggressively powered. the swell was large. up to 18 feet and the visibility was reduced. >> captain nazar was able to get close to the boat as you see right there and crew members pulled two survivors to safety. a third man, an 83-year-old, pat booker, did not survive. coast guard is investigating the accident. it is 6:38. the fate of two financially troubled hospitals will take center stage in two pivotal hearings tomorrow. san louis hospital in gilroy are part of the daughters of charity network. last year the group tried to sell its facilities to the health network, but that deal fell through. now, a new sale is in the works. the potential buyer this time is a hedge fund. workers are hoping a deal gets done. >> we're hoping that whoever takes us over will make decisions with integrity and will keep the values that we have to provide good patient

care. >> state attorney general car mela harris will host two hearings tomorrow to engage public response to the proposed sale. one hearing takes place in san hoand the other in gilroy. san francisco cable car system is a signature of the city's history, part of oits charm and the old system is in need of a fix and it's running into some modern problem s according to "san francisco examiner" the cables are fraying and need to be repaired. starting next month they plan to ban cars from driving on powell street between ellis and gary for about 18 months while they do repairs. officials say that modern day traffic makes it difficult to repair a system that was designed back in the 1800s. >> such a classic part of san francisco. 6:39 right now. want to check your forecast and meteorologist kari hall and see how we'll look in the city by the bay today. >> the weather won't be classic in san francisco today. it is going to be hot. not only there, but all across

the bay. typical trend starts out at 64 degrees at 8:00 and we're up to 79 degrees at 11:00 and at 1:00, 87 degrees. it's going to be a very hot with the air conditioner up on full blast with highs at 90 degrees and palo alto also 80 degrees and embarcadero at 80 degrees and 89 in hayward and livermore today up to 97 degrees. but this is the last day we'll have to deal with this, at least for a little while with some cooling changes on the way tomorrow. i'll show you that coming up in a few minutes. right now let's check in with mike and any slow downs in the south bay? >> definitely, kari. really kicking in. tilted the camera down and my friend gary. he's looking over here at 280 northbound and these roadways crossing there and really bogging down. we don't see any flashing lights for a crash, but that's the area where we showed you on the map the earlier slow down. an incident still reported here and a couple incidents for 101 north from 680 up to the airport

all the way home. please supervise me because i'm driving super drunk right now. i feel like i'm not driving straight, but i should be. >> she was pulled over by police. in fact, people watching that unfold on periscope helped police find her. the second video is more terrifying. this one was recorded on a cell phone and awful enough we won't show you the video. what we're going to show you is the stills. two young men in england. police say they were high on drugs driving 90 miles an hour and recording video the whole time and smash into a stone wall at a church and killed instantly. this happened last spring but the boys' parents asked police to release it to youtube this week. in the recording, which survived the crash, you can hear the rescuers arrive and asking, can you hear me? to which, sam and laura, there is no response. again, the parents of those boys wanted other young people to see it. >> i saw the video and it is quite moving. >> thank you very much, scott.

it is 6:47 right now. nearly 26 years ago, the loma prieta earthquake struck. >> now a project under way on the peninsula wants to make sure everyone has access to clean drinking water in the wake of another natural disaster. pete live in millbrae this morning. pete, we're talking about ground water wells under construction. right now looks like there is something going on behind you, too. >> we're talking about $113 million project to put it in layman's terms is setting up a saving account of water supply for the san francisco bay area in the event of a natural disaster. this active drill here in millbrae and that will create this ground water well that can extract that water and tap into this savings account of water supply. now, that project that i mentioned through the san francisco public utilitaries commission and going to be 16 wells throughout northern san mateo and san francisco and all part of san francisco's water improvement program. here's how it is going to work.

once again. as we start out this morning, 63 in oakland. sunnyvale, san jose and san francisco. it's 64 in liverand napa 54 degrees and a look at all the micros. and a high of 90 degreesed in san jose and palo alto high up to 82 degrees and half moon bay 73 and brentwood topping out at 93 and pleasanton a high of 95 degrees. but i'm watching this swirl of clouds. this is an area of low pressure and it will bring in the next chance of rain at least for southern california. it looks like as it moves into the bay area, it kind of loses a little bit of its punch and some of the models showing a surge of moisture indicated by this blue by wednesday into thursday and then heading into the weekend, there will be another chance of showers ahead of a cold front. this one looks like it could bring at least a little bit of some rain for the north bay and then it kind of fizzles out as it moves to the south. a look at how much rain we could see over the next xupal acoupl

for the shooting deaths of the canadianpacker in golden gate park and a hiker in fairfax. police say both victims were robbed and shot with the same gun. if convicted, the suspects will face life in prison or death. happening today, a possible plea from the three correctional deputies accused in the beating death of an inmate inside the santa clara county main jail. prosecutors say the deputies beat michael tyree to death inside of his cell in late august. two of the three deputies are out on bail right now. all three are on paid administrative leave. a disturbing discovery. a lot of oquestions after a hiker found a human skull in the hills near los gatos. >> bob joining us live. bob, investigators say still way too soon to know who this skull belongs to. >> correct, sam and lorlaura. the discovery site near the intersection with sherry's way. you can see the county sheriff's office has isolated that site

only letting in residents while law enforcement with cadaver dogs search the area for possible more remains. a hiker discovered a skull yesterday morning. deputies know for sure it is a human, but they can't tell yet whether it belongs to a man, woman or child. and they're not sure whether the coroner will ever be able to identify the remains. the sheriff's office tells us they'll look into whether these remains are linked into other missing person or murder cases including the disappearance of sierra lamar, the morgan hill teenager who has been missing for three years. another possibility that the skull belongs to a native american which is not out of the realm of possibility considering these types of remains have been discovered in these hills before. reporting live, bob redell, "today in the bay". >> thank you, bob. gearing up for a showdown. the five democratic candidates.
