a little muffled there. sweeping into the bay area over the weekend. downpours move through the area, leading to flash flood warnings and even some delays at the airport. >> but what about this morning? let's take a live look outside right now. this is san jose where skies seem to be clearing after some overnight sprinkles. meteorologist kari hall has been monitoring the situation. what can people expect as they head out in the morning? >> tracking a few lit sprinkles but too light to be picked up on the radar. you can see the mist coming down and may have to turn on the windshield wipers. temperatures in the lower 60s. all that clearing out as we go through the day. and the wind picking up. it will be a windy afternoon, but temperatures staying comfortable in the 70s across the bay. i'll give a closer look at what to expect this afternoon as the winds increase. that's coming up in a few minutes. let's see if the wet roads impact your commute. >> i had to use my windshield

wipers in san jose and a break in milpitas. it's not the rain causing the slow down. west are 580. at your map, i couldn't find the construction crew, but there is a slow down approaching the dublin interchange. that's the only slowing on the maps. the rest of the commute looking good. fremont, not enough to pick up. but enough for your windshield. >> enough to get the car wet. new this morning, a fight between passengers on a bay area bound plane, enough to the point where the pilot had to turn around. it involved a flight from lax to sfo last night. it began over a reclining seat and turned into a physical fight. the pilot declared a physical emergency and landed a short time later. the flight was delayed five hours. the passenger was detained for

questioning but no arrest made. a boater ran across a body. >> stephanie chuang is live in san francisco with what we know so far. >> reporter: we don't know too much but we do know from police a boater spotted a man between alcatraz and angel island and a fire crew was able to come here and bring the body back to the fire station the embarcadero yesterday around 3:30 in the afternoon, half an hour after the first call came in. san francisco fighters and police worked together with the coast guard to retrieve the body from the water. so a multiagency effort here. but the medical examiner has been working since yesterday on the identification of this person. we don't know how he or she died. so we're working on the cause of death. we are expecting more details. more answers later today. live in san francisco, stephanie chua chuang, today in the bay.

>> thank you. new details on a crash that sent a car flying into the ocean off the santa cruz wharf. police say one man is dead, another in critical condition. this video was shot by a santa cruz sentinel reporter which shows divers freeing one man from a submerged vehicle. police say it's not clear what caused the car to go off the wharf but witnesses say the driver was moving aggressively, whipping through lanes, and nearly striking pedestrians. they also said they watched as the white cadillac swerved to avoid another car before hitting a guardrail and plunging off the wharf. 4:34. san jose state student died several days after passing out during water polo practice at the campus pool. the mercury news reports ryan hearman was taken off life support saturday. university police found harriman unconscious during a water polo club team practice. rest in peace to our teammate,

friend and brother, ryan harriman, he never missed a practice and was one of the most dedicated members of our team. he brought a constant positive attitude and made us smile at every opportunity. authorities don't know what caused the 24-year-old to lose consciousness. 4:35 now. happening today, the voting process begins to decide as california state university employees are going to go on strike. the vote comes after several efforts to get a 5% pay raise. union members say the current 2% offer is not enough for teachers to sustain a career. rallies are expected to be held at all or many of the 23 csu campuses, including here in the bay area. that vote is actually going to run through the end of october. 4:35 now. notice it's a little moist this morning. rain on the way. >> almost dewy. i guess that's what happened after a couple days of rain. >> it is so great this weekend. a little bit of rain, sunshine, comfortable temperatures. and we are still seeing more of

that weather this morning. a couple of light sprinkles around the bay area, and temperatures are now in the mid 60s as you head out the door at 64 degrees in livermore, and oakland at 62 degrees. santa rosa now at 51. this is where we're headed with a high of 76 in san jose. the winds picking up across the bay. and we'll also have temperatures mostly in the 60s and 70s, a few spots hitting the 80s in santa rosa and dublin at 75 degrees. these temperatures actually cooler than average, but it will be heating up this week. i'll show how warm it gets coming up later. let's check in now with mike with a slow down in the east bay. >> all right, yeah, we're following the slow down in dublin. over here in 101, san jose, thought we saw a sheen but maybe not. mist and drizzle through the roadways, slicker conditions in parts but not a big problem for drivers. use some caution. still sticking around from the weekend. there was the south bay. here is the slowing we were talking about for the tri

bicycle riders in san francisco begins. construction for the ci's 4:40. there's a new era for bicycle riders happening in san francisco. cycling is so popular, as you know, sam. construction for the city's first raised bike lane actually gets under way today. >> there are designated lanes for bicyclists but there this is the next step in safety. we're live from where the new bike lane will be installed. and how this will keep bicycl t bicyclists safe in san francisco. >> reporter: the san francisco public works department will startle aggravating these

existing green bike lanes. we're here on market street, running two blocks between guff and 12th. and the lane will be slightly shorter than the curb and will taper off where it transitions back into the auto lane. the raised bike lane, to answer your question, sam, will be built over existing bike lanes and won't lead to loss of parking spaces. 3,000 cyclists discouraging drivers from ve veering into the bike lanes. and muni and the city hopes it will discourage bicyclists from using the sidewalk. >> it's a great place to demonstrate the project. it will help agencies figure out how to roll these out on streets across the city. >> reporter: muni will study the project before building more raised bike lanes. the city has already committed to doubling the number of bike lanes over the next three years. again, construction on these

the ladies, before you head out, it may be a bad hair day. just keep that in mind. because we've seen some mist and drizzle out there, and spotty light rain that continues off and on. and as we get the day started, taking a look at the bay bridge, things are already moving on this monday morning. it will start to pick up, though, as the skies clear later today. we'll have some gusty winds, so you'll feel that as you get ready now at 61 degrees across most of the bay area. today's forecast brings it up into the 70s. in the east bay, 74 degrees. 78 degrees in the tri valley. wow, that is really nice. but that's after that system that moved through over the weekend that brought us some rain. a little bit of some cooler air. and the winds still staying up this morning. this is the wind forecast at 10:00 this morning. winds coming in from the north and northwest. and look at how strong the winds get as we go into the evening. winds along the coast, sustained now, up to 25 miles per hour. we will have some higher gusts.

so with breezy afternoon, our temperatures once again will be staying down. some clouds this morning as we go hour-by-hour in oakland as 10:00, at 66 degrees. we start to see that sun peeking out. heading into the afternoon, a little bit more sunshine, highs today in the low 70s. and as we go into the next several days, some changes ahead. nice cool start to the week, but it's getting ready to heat up in wednesday as well as thursday. a weakening front on friday to drop our temperatures for the weekend. we'll be watching another system that may bring us some rain toward the end of the forecast and early next week. this weekend looking nice. highs in the 70s and low 80s after that warmup once again. cooling down and bringing it back to about where we are today. let's get a look at how things are moving with traffic. >> still that slow down right here. this is west 580. right there right after the pass under, they start to speed up. also an overnight road crew as you approach the dublin

pace for its biggest monthly gain in four years. amazon going after fake reviewers. the e-commerce giant filing a complaint accusing more than 1,000 individuals of misleading customers by selling fake product reviews. this isn't the first time amazon has taken legal action against this sort of deception. the company went after a group of websites doing the same thing back in april. and china's economic growth declined to 6.9% in the latest quarter. that's the lowest in six years. beijing has been pressure to cut interest rates further and take other measures to spur activity as investment cools. chinese leaders have been trying to assure investors for months now the world's second largest economy is under control. back over to you. >> exactly. slushish growth in china could affect us too. if you're going to buy a drone, you have to register it. new requirements for drone

owners after hundreds of instances where pilots spotted drones dangerously close to planes at major airports. earlier this year, a bay area pilot reported that one actually hit his plane. if the announcement comes today, anyone buying a new drone would have to register it with the department of transportation. reaction over that idea is very mixed. >> i don't want other people to know i have this one. and where i fly it and how long i fly it. >> i'm an airplane pilot. i fly a single engine. and drones are flying aircraft, as well. >> here is another up side to the registry. supporters say if a drone gets lost, the registry could help find the owner. 4:49 now. we all know any one of us could be victims of identity theft but new numbers out this morning suggest not enough people are doing enough to stop it. a report released by bank rate.com finds 46% of americans have either been a victim of

identity theft or they know someone who was. the study also found 77% of americans are frightened of identity theft, but many are not taking necessary precautions to protect themselves from it. nearly half say they're not checking their credit reports regularly, and they continue to do their banking and other sensitive business on unsecured wi-fi networks. from cyber theft to plain old fashioned theft. one in six admit to having stolen something in the past year. however, there is hope for these young thieves. the study published in the journal of economic behavior and organization found it's just a temporary phase for most. likely because they eventually decide the risks outweigh the benefits. big ben could go silent if millions of dollars in repairs are not made soon. british politicians are concerned about the state of disrepair. at the world's most famous clock and signature bells. the price tag ranges from

preparing now in more ways than one for the possibility of intense winter weather. forecasts of an el nino have the creek joint powers authority already clearing debris from major south bay creeks. the agency is also launching a new website that hopes can provide faster and detailed flood information with as much as twice the advance warning as current online services. people who live in san francisco could have to pony up tax dollars as city leaders look at ways to offset rising bay waters. a new report by more than 100 bay area sites and 17 government agencies says san francisco's infrastructure will be at risk in the coming years because of climate change. the report says the looming threat of rising seas, surging tides and extreme storms could lead to a tax measure aimed at combatting the danger. the money could be used to restore wetlands around the bay to help knock down waves and reduce flooding. it's been called the

so-called off house. the story behind it, similar to the house of the pixar movie. the house has a new home. this little house sat in oakland. the man who owned it refused to sell to the nearby hospital. it was his parents' place and had been there for 81 years. when the man died, the hospital bought that home and it still sat there. recently, the hospital sold the property and the new owner moved it down the street. now it sits on a lot with plenty of trees and maybe pixar characters inside. >> i'm glad they kept it intact and didn't just knock it down. 4:56. talk about turning lemons into lemonade. a jilted bride's biggest bummer became a once in a lifetime event. >> her fiance backed out.
