to work or school. highs today so nice and comfortable. mainly in the 70s all across the bay and the winds picking up too with a lot of sunshine, and a mixture of sun and clouds in some spots. so i'll detail all of that coming up, and a look ahead at what to expect for the rest of the week coming up in a few minutes. let's check in now with mike tracking a few slow downs across the bay. >> yeah, kari. and in general, nothing really surprising, but the slowing is starting because of that commute. here's the berkeley curve, as folks make their way toward the bay bridge. this is west 580 coming in as well. a look at your map. you didn't see any folks stopping. a report of a crash near the berkeley curve. i don't see any lanes blocked, haven't heard of any further updates. here's the rest of your east bay and north bay, showing a nice applicable driving.

fast as to what they say was a quickly escalating situation. the san francisco bound plane finally arrived at 2:00 this morning minus one passenger. a passenger on board shared this picture of the return landing at l.a.x. you can see police cars there on the tarmac. another passenger told nbc news that it all started when a woman

reclined her seat and the man sitting behind her started to choke her. that witness says the woman screamed for help. flight attendants rushed over and the captain called air traffic control to declare an emergency. when that flight landed, the fbi was waiting to question the man. an individual was detained for questioning following the return of the aircraft to l.a., based on allegations of an assault involving a fellow passenger. no arrest has been made at this time. southwest airlines quickly separated the passengers, and they landed safely. 136 passengers all of them except for the one man who was removed switched planes and landed in san francisco about five hours behind schedule. this has certainly ignited a debate in our newsroom, probably maybe in your office today. do you recline or not? it is your right to recline.

however, is it the right thing to do? we're following this story today as will the "today" show after this newscast. >> tweeting people to find out what they would do with their plane. >> people certainly have an opinion. >> no matter what you do, you shouldn't choke somebody. >> there is that. 6:03 now. new details on a crash that sent a car flying into the ocean off the santa cruz wharf. police now say one man is dead and another in critical condition. this video was shot by santa cruz sentinel reporter, showing rescue divers freeing one man from the submerged vehicle saturday night. police say it's not clear what caused the car to drive off the wharf. but witnesses say the driver was driving aggressively, whipping through lanes and nearly hitting pedestrians. they also say as they watched, the white cadillac swerveded to avoid another car before hitting a guardrail and eventually plunging off the wharf. a disturbing discovery in the san francisco bay. a boater found a body floating in the water yesterday

afternoon. the investigation is still just getting under way, steph. >> reporter: that's right, sam. it's very early on in this investigation. what we do know from san francisco police is that a boater made this discovery somewhere between alcatraz and angel island yesterday afternoon. a fire rescue crew brought the body to the embarcadero. to show just how much work investigators have, we know the boater spotted this body, again, somewhere between alcatraz and angel island, more than two miles of water we're talking about. the medical examiner has been working to identify this man. we know it's the body of a man working to identify his name, age, where he's from, and, of course, cause of death. how did he die, how long was he in the water. we are hoping to get answers today. live in san francisco, stephanie chuang, "today in the bay." 6:04.

take a look at this. a car crash right into a lexus dealership. it happened on stevens creek boulevard in san jose yesterday. black suv drove over the sidewalk, slipped and slammed into the front of several cars for sale. the driver of that suv is now recovering. happening today, a new platform for bicyclists riding through san francisco. construction begins today on the first raised bike lane in the city. the goal is to keep cyclists safer. >> "today in the bay's" bob redell. bob, when we say raised, we're talking just a few inches. >> reporter: correct. you're talking about the existing bike lanes, like these green bike lanes. and what muni and the san francisco public works department will start later today is raising two block section here on eastbound market. this is between goff and 12th street and over existing bike lanes, not taking up any parking spots. but the idea is to raise it a

few inches so it's higher than the roadway, but not as high as the curb. and then where it meets at the auto lane, just a tapering off, and the idea is that if they would like to discourage drivers from accidentally or intentionally driving into the bike lanes that make it safer for the bicyclists and also hope by giving the bicyclists a safer alternative, keeping them off the sidewalks. >> all the streets in san francisco are different and that's why it's important to have a really good tool box of designs to provide protection for people riding bikes. you have green lanes, you have physically protected bike lanes, and now san francisco will have raised bike lanes for people riding bikes. >> reporter: and this is an important issue when you consider there are more than 3,000 people who bike into san francisco every day. now muni will study this project before building more raised lanes. again, they're just doing this two-block section on eastbound market. and they'll study to see how well this works out.

and the idea is that they've already committed to doubling the bike lanes in the city the next three years. reporting live in san francisco, bob redell, "today in the bay." a town hall meeting to explain what happened when police shot and killed a man on market street last week. police say it happened when two officers were called out to an incident involving a man throwing bottles on market. right near 8th street. police say the officer shot the man when he managed to grab one of their guns as they tried to arrest him. the two officers suffered minor injuries in the process. this meeting is going to begin at noon. if you want to attend, it's at the main public library at civic center. 6:07. and happening today, a procedural hearing in the federal racketeering trial against raymond ciao, charged with running a chinatown criminal gang, facing multiple charges that may include soliciting murder. today's hearing is supposed to involve disclosing the identities of undercover fbi agents who may testify against

ciao when the case goes to trial. the trial is now scheduled to begin next month. kari has been talking about this in her weather forecast today. the north bay recovering from a weekend storm that prompted flash floods and mudslide warnings. this is cell phone video of a heavy rainfall in the vacaville area yesterday afternoon. thunder and lightning on what began actually as a sunny day. one neighbor described how uneven the weather was yesterday. >> it was pretty light rain on the west side of vacaville, maybe an eighth of an inch of rain. on the north side, it poured. it was just saturating. it was just pools of water everywhere. so i was very surprised. >> a flash flood warning was in effect until 7:00 last night. the rain caused concern in yolo counties too for areas that were burned during the rag and rocky fires. officials fear the vacated ground could give way, causing dangerous mudslides.

>> something certainly to keep an eye on. kari is keeping her eye on the skies this morning. a break in the rain pattern? >> yeah. and we will have drier weather moving in. this morning, we're still feeling light rain and sprinkles in some parts of the bay area, shows how different the weather can be from even one side of town to the next. so as we start out now with some lower 60s, expect highs today in the 70s. we'll be at 76 degrees in san jose, 75 in palo alto. castro at 71, and afternoon sunshine too, gusty winds picking up to dry us out. santa rosa today, a high of 80. oakland, 74, and is dublin up to 75. so 70s today, and warming up as we go through the week. i'll show numbers coming up in a few minutes. let's check in with mike tracking slow downs in san jose. >> we see north 101, the volume starting to increase. this is not as bad as i had feared. we'll show the map and the

reason i was concerned. north 101, north of our camera right there at mckee, reports of a hit and run crash. if you saw anything, and you hear about it at work, call that into chp. it sounds like all lanes were able to clear before a major backup. here is your typical pattern for 101 and 87, starting the bulk of the morning commute. the tri valley, south 680 through pleasanton and sunol and through hayward and union city, both areas showing your typical build, and now the san mateo bridge westward for the 92 over toward the peninsula. we'll show the bay bridge toll plaza where you have the backup. alarming down the east shore freeway and no drama for the north bay. now back to you for hopefully good news for folks on the nimitz. >> commuters in the east bay may find congestion relief if they're carpooling. a new hov lane scheduled to make its debut on southbound 880. an additional three-mile stretch

especially you know what they say, don't believe everything you read. apparently that's especially true when it comes to online product reviews. amazon suing 1,000 people accuse misleading customers. the suit targets users on a site called fiver.com where paid freelance reviewers charged $5 per item. it accuses defendants of offering five-star reviews. experts say there are ways to sniff out a rat. >> look for patterns, to look for comments that you see over and over again about specific aspects of a product and look at multiple websites and not just on amazon if you're shopping on amazon. >> amazon filed a similar suit last spring, focusing on review websites that are now mostly shut down. happening today, a subject scott mcgrew has been reporting on for weeks, a crackdown on

friday. we haven't heard more. there were or are high hopes for oscar munoz at united. a company whose share prices just plunged, despite the fact that business has never been better. united just cannot seem to catch a break. you remember this guy, the pharmaceutical ceo who raised the price of a drug by 17%, and donated money to bernie sanders, but sanders wouldn't take it. so why the x-ray? the ceo says he was so angry about sanders' refusal to take his money, he punched a wall and broke his wrist. he posted this x-ray to twitter. users recognized this as a stock photo. if there is any football team i care about less, it's got to be the jacksonville jaguars, but they're making news, because next sunday's game between the two, at wheembley stadium in

down in some spots. you may say, whoa, look, it rained overnight. but it's probably already done. as we take a live look at the bay bridge, starting to roll out there on this monday morning. and some clouds to start out the day that will clear out this afternoon. also some mist and drizzle possible with temperatures now in the low 60s. we take you to the east bay. let's drop in. 60 degrees in walnut creek and hayward at 62. and in livermore, starting out the morning, 61 degrees. north bay, 48 degrees, a lot of rain over the weekend and some isolated spots, north bay. and we start out with a light wind. and the direction of these arrows show where the wind is coming from. mainly a northerly wind and still breezy along the coast. look at half moon bay, 29 miles per hour. these are sustained winds. you may even have higher gusts. 20 miles per hour. so we'll all feel the wind picking up as we go into the evening and temperatures dropping back. let's go hour by hour in san jose, because we're at 64

degrees at 11:00. and this afternoon, bright and sunny, highs in the low 70s. it is going to be a nice one. but as we go through the next few days, it's going to be warming up. here's the outlook for the trivalley. 78 degrees today. 83 tomorrow. wednesday, 88 degrees. and the average high is 76 degrees, so we're going well above that as our temperatures continue to warm up. high pressure will be building in, keeping us from getting that onshore flow. but by the end of the week, weakeni weakening cold front dropping in, cooling off temperatures by the weekend. we're watching another system that may bring us a nice amount of rain for the start of next week. all of this week, it looks pretty dry after the sprinkles this morning clear out. a look at the weekend forecast, in the 70s and 80s. and 78 degrees in the peninsula on saturday. looking like another weekend to get outside and enjoy, and a mixture of sun and clouds.

mostly sunshine during the afternoon. clets let's check in with mike. >> a lot of slower spots and a spin-out. we talk about the build and the approach to the bay bridge as we have your typical pattern causing a clog. and there's west 580, coming off the maze. that's the slow drive. so as we show the map, same things reflected off 580, and the east shore freeway and a crash. a fender-bender around that area. i scanned with the camera and don't see any lanes blocked. the volume starts to build and you have the mist and drizzle. just a word of caution there. hayward, no surprises. 880 toward union city and fremont starting to jam up. 680 at pleasanton. i will track that carefully. there may be something going on, 680 through sunol. northbound, through san jose, an easy build. 17 over the santa cruz mountains, on the santa cruz side toward the summit, reports

would feel it in their car if they were to drive over it. and that's the idea, to discourage drivers from doing that to make it safer for the more than 3,000 bicyclists to ride every day. and muni and the city hopes that the raised bike lane, since it would be a safer route for the bicyclists, it would discourage bicyclists from using the sidewalk. >> market is a great place to demonstrate this project. because it will help the agencies that are working on it figure out how to roll it out across the city. >> reporter: again, they're just doing this two-block stretch between goff and 12th on eastbound market. the city is already committed to doubling the number of bike lanes in the city over the next three years. reporting live here in sf, bob redell, "today in the bay." >> thank you, bob. a disturbing discovery in the san francisco bay. a boater found a body floating

in the water. stephanie chuang where the investigation is actually just getting under way. steph? >> reporter: yeah, that's right, laura. i did just get back from the san francisco police department where the medical examiner's office has taken the lead on this investigation. all we know at this point, it was a man's body found floating in the bay, around 3:00 yesterday afternoon. then brought here to the emobamacare daro to fire station 35, a half hour later by a fire rescue crew working with police as well as the coast guard to retrieve the body. it was found somewhere in the two-mile stretch of water between alcatraz and angel island. the medical examiner has had the body since yesterday, working on, of course, the identification who was this man, how old was he, where was he from. and also the cause of death. how did he die, and how long was he in the water. we are hoping, of course, to get an update later today. live in san francisco, stephanie

chuang, "today in the bay." >> a san jose state student died at the campus pool. the mercury news reports he was taken off life support saturday. university police found harriman unconscious during a water poly club team practice tuesday. his team posted this testimonial to facebook. rest in peace to our teammate, friend and brother, ryan harriman. he never missed a practice and was undoubtedly one of the most dedicated members of our team. he brought a constant, positive attitude and made a smile at every opportunity. authorities do not know what caused the 24-year-old to lose consciousness. in southern california, crews freed dozens of stranded cars out of the mud this weekend after massive flooding. they're making pretty good progress, especially on state route 58. as of yesterday, only two big rigs and five cars were still stuck in the mud. at one point, there were more than 100 vehicles stuck.

officials hope to have the road back hope by thursday at the latest. and if more rains come, geologists say the hillsides are stable, so another should not happen. some bay area communities are really prepping in more ways than one for the possibility of an intense winter weather. of course, you've heard of the forecast of the impending el nino and what it could mean for the san francisco creek joint powers authority already clearing debris for major south bay creeks. the agency is also launching a website in hopes it could provide faster and detailed flood information with as much as twice the advanced warning as current online services. 6:37. people who live in san francisco could have to pony up tax dollars as leaders look for ways to offset rising bay waters. a new report by more than 100 bay area scientists and 17 government agencies says san francisco's infrastructure will be at risk in the coming years because of climate change. el the report says the looming threat of rising seas, surging

tides and extreme storms could lead to a tax measure aimed at combatting the potential danger. experts say the money could be used to restore 57,000 acres of wet lands around the bay to help knock down waves and reduce flooding. the north bay saw the biggest haul of rain over the weekend but we're all seeing a little bit hear, kari and i guess to continue here into monday. >> yes. we start out for the morning commute heading out the door. it's like, hey, it rained. that's not for all of us in some spots. we do have some wet streets, wet grounds, and our temperatures are very mild. it's in the lower 60s, now 64 degrees in the east bay. and the rain has been too light for the radar to pick up on. but we can tell there is at least a little bit of some mist and spray going through the air under the clouds. and after the clouds clear out, we're up to 78 degrees today in gilroy. it clears out. it will be a comfortable afternoon. 73 degrees in redwood city. the marina, 64 degrees, a mix of

ticking... vice president joe biden reportedly spent the decision 2016 now, and the clook is ticking. vice president joe biden reportedly spent the weekend working the phone lines trying to gauge how much support he has if he decides to join the race for the white house. this dance going on for a while. live in washington, d.c. for us. and brian, we have heard this before. but those close saying it could come within the next couple days. >> yeah, and really, sam, it has to come within the next couple days. the iowa caucus within a few months out. other states with the election deadlines coming up for him to file if he's going to do it. and there comes news biden has made a couple of important phone calls, one of them to the head of the international association of firefighters. prominent union chief trying to figure out whether he has union support out there, trying to gauge that support, talk

strategy, and also infrastructure and maybe even more importantly, fund-raising. if biden were to jump in today, $60 million in the hole, far behind hillary clinton and also behind bernie sanders and some of the other candidates who have been out there trying to raise money. of course, after last week's debate, there are a lot of people who believe that hillary clinton, basically locked things up, not knocked biden's chances off the board. a new cnn poll shows that biden support dropped, from 22% down to 18%. so shows, sam, if he doesn't make up his mind soon, time is running out. back to you. >> that crucial window. thank you, brian mooar from washington, d.c. meantime, brought up hillary clinton, actually preparing for a showdown with republicans on capitol hill. she second quarter called to testify before a house committee investigating the 2012 terror attacks on the u.s. consulate in benghazi. a democratic front runner claims the house hearing is motivated

so some afternoon sunshine expected. the seven-day forecast is now coming up at the bottom of the screen. it will start out mild, but the week will not end that way. and a look at the current it's in the upper 40s but we've got some mid 60s in the south and east bay and the wind forecast will start to increase as we go into the afternoon. the arrows show the direction of the wind from the northwest and it will be breezy, especially along the coast and also in the north bay hills where there may be an increased fire danger. we'll keep an eye out on that. but it will be breezy. keep that in mind as we go into this afternoon as the skies clear and that's what we can expect. hour by hour in oakland, more clouds this morning by 8:00. we still see clouds, a few peeks of sunshine around 10:00 and lunch time. 69 degrees and is sunny. you want to take that lunch outside. so comfortable with highs today reaching into the low 70s.

and nice, sunny afternoon. so we are still picking up on the possibility of some sprinkles, light rain this morning. but then as we go through the day, all of that rolls off to the south and then we'll see mostly sunny afternoon. also more of the same tomorrow looking at some sunshine and our temperatures will be heating up. here's the outlook for the tri valley. 78 today and the average is 76. above average and goes way up from there. as we head into wednesday, it stays warm through the end of the week. all because of high pressure that will be building and keeping us from getting a strong onshore flow. but a weakening cold front rolls through on friday, and by the end of the weekend, we're watching another system that could bring rain. looks dry throughout the week and brings it back down to temperatures, average for this time of year, mostly 70s and 80s across the bay. let's check in now with mike, tracking a lot of problems this morning in the south bay? >> yeah, kari, back to san jose,

starting with 101 northbound where it's still slow here and aside from the stutter, we have a smoother but slow drive for northbound 280. let's show what we're talking about as far as the incidents. not a lot of rain but drizzle, slicker roadways, doesn't take much to lose traction. crash north 280, and at 10th nearby, reports of debris and a crash over on the shoulder there. and north 680, a spin-out reported. out of the roadway. but again, slicker conditions just the note there. a smooth build, not as bad as we could have, considering the two crashes at the critical points, 101 at 280. southbound 880 shows speeds dipping from hayward to fremont. no incidents reported but mist and drizzle coming through the area, as well. our camera did show that a few minutes ago. 84 west toward 680, our second crash through the area. still jammed up out of hifr livermore. today you might want to use the

corner and take the dublin interchange. no major surprises north of the san mateo bridge. a slower drive developing toward concord and walnut creek. the east shore toward the bay bridge toll plaza. smooth drive for 101 out of san francisco. i want to show palo alto. the volume starting to build here. northbound 101 over toward the shopping center, iconic shops there. the southbound side moves relatively smoothly. just the build, guys. back to you. >> thank you, mike. we have new details this morning on a crash that sent a car flying into the ocean off the santa cruz wharf. police now say one man is dead and another in critical condition. we have video that was shot by a santa cruz sentinel reporter, showing rescue divers freeing one man from the submerged vehicle saturday night. police say it's not clear what caused the car to drive off the wharf, but witnesses say the driver was driving aggressively, whipping through lanes and nearly hitting wepedestrians.

the white cadillac swerved before hitting a guardrail and plunging off the wharf. a town hall meeting set to be held in san francisco later today to explain what exactly happened when police shot and killed a man on market street last week. police say it happened when two officers were called out to an incident involving a man throwing bottles out on to the street on market near 8th street. police say the officer shot the man when he managed to grab one of the guns as they were trying to arrest him. the two officers suffered minor injuries in the process. this meeting is going to begin at noon at the main public library at civic center. happening today, the voting process begins to decide if california state university employees will go on strike. the vote comes after several efforts to get a 5% pay raise. union members say the current 2% increase is not enough for teachers to sustain a career. rallies are expected to be held at many of the 23 csu campuses, including in the bay area. the vote runs through the end of october. coming up next, allegedly

flight to head back to l.a.x. >> it all started over a reclining seat? >> we have all been on flights, all had people recline their seats in front of us and perhaps done it to other people. a witness said that's exactly what started that fight a few minutes after takeoff. the man sitting behind this woman started to choke her in response. this is a picture of the return landing at l.a.x. you can see the police cars. a passenger told nbc news that the woman screamed for help when that man was allegedly choking her from behind and flight attendants rushed over. the pilot declared an emergency. >> a flight attendant just called. evidently two passengers are in a physical altercation. so we need to get turned around and back to l.a.x. >> according to the fbi, one man was detained for questioning, but was not immediately arrested. the 136 other passengers on board switched planes in l.a. at

l.a.x., landed in san francisco around 2:00 this morning, five hours behind schedule, certainly something that will likely have you talking with your friends today. laura? >> thank you, kris. now we bring in stephanie chuang following the latest on a body found floating in the bay. >> reporter: that's right. san francisco police telling me that the medical examiner's office has taken the lead in this case that still has so many questions. what we know, a boater spotted this body of a man floating around 3:00 yesterday afternoon. a fire rescue crew brought the body to fire station number 35 along the he can bark daro working with the police and coast guard, found between alcatraz and angel island. the medical examiner working to identify this man, his name, age and cause of death. how did he die and how long was he in the water. answers we're hoping to get

later today. live in san francisco, stephanie chua chuang. a new bike lane, bob, is supposed to protect psychiatric lif cyclists. >> bob redell joins us live. >> reporter: 12th street, the existing bike lane. the green lane people are using, 3,000 people ride in on these lanes each day, and the idea is to make them safer by raising them a couple inches, enough so if you're a driver in a car you would know you're veering over in the bike lane. they want to discourage drivers from doing that. and by giving bicyclists a safer route, hoping to discourage bicyclists from using the sidewalk. only a two-block stretch. if this works out, the idea is to expand it elsewhere throughout the city.
