good sunday morning to you. your time is 7:00. we want to give you a live look right now out at san jose as the sun begins to rise. thank you so much for waking up with us. i'm vicky nguyen. let's get a check of that microclimate forecast with anthony slaughter. >> good morning. we're looking at clouds building across the area. we have a cold front that's going to slide through later on this morning and that's going to trigger a few areas of showers mostly for the coastline. you can actually see the showers are very light in nature. so a lot of this stuff that we do see this morning will be light and probably just enough to get the ground wet. so we're not expecting a whole lot in terms of rainfall.
7:01 am
nonetheless, any accumulation. so temperatures today will be coming down because of that cold front moving through. no 80s for the bay area. just the tri-valley. upper 70s. mid-70s for east bay and 60s for san francisco. a little drizzly early in the day and then we'll see a few clouds towards the afternoon. but again, a good mix of sun and clouds as that front moves through. temperatures coming down. very fall-like this afternoon. we have another chance of rain in the forecast for wednesday. we'll talk more about that coming up next. >> waking up to sprinkles this morning for us. >> definitely. breaking news, west oakland home is evacuated as police surround the spot where two wanted gunmen are believed to be holed up. the standoff has been going on since 1:00 this morning on center street. that's just two blocks away from the west oakland b.a.r.t. station. we first broke the story during our 11:00 newscast last night. police say the men inside are suspected of shooting two people in a car in a cvs parking lot in livermore. one person was killed. the men got away in a black car

everything wept off according to plan. >> we gave our guests the wedding they were looking for. we gave them a little bit of drama. we had pa trsh tricia coming in. and at the end of the day, everything was perfect. >> great attitudes there. flights in and out of puerto vallarta aren't quite back to normal yet. as for the grooms, they are honeymooning in australia before returning home to san zo hey. 15 million people are on high alert as the remnants of patricia move closer. 18 inches of rain from the last three days have already flooded parts of texas, damaging roadways and knocking a freight train off its tracks in north texas. now the focus is on the southern part of the state as the remnants of the tropical storm system move closer. >> depending on how fast that rain comes down, we know there will be some high-water incidents. we have, of course, all of our first responders on notice that they may have to deploy.

six million californians may be added to the voter beginning next year, more than 6 million californians may be added to the voter rolls
7:46 am
increasing the size of the potential electorate by o one-third. that's because the new law signed by jerry brown. larry joins us to explain it. why do lawmakers say yes to this? >> you know, california, vicky, has a very poor record of voter registration. we rank 38th out of 50. that's not so hot. so this law will require the department of motor vehicles to register any citizen doing business with the dmv unless he or she explicitly says no, thanks, i don't want to be registered. now, over time, as many as 6.6 million californians could be added to the registration rolls if they go along with the idea. >> one-third, as we said in the opening. what do you think this does to the voting population? how do you think it's going to change the demographic of the electorate? >> you know, records show that in california, latinos, african-americans, asians, pacific islanders, these folks are all disproportionately
7:47 am
unregistered. now, to the extent that the new law works as intended, the numbers are likely to grow, adding yet another dimension to california's already diverse electorate. it could mean a lot for these people. >> so by 2016 we are definitely going to see a jump in the number of registered voters. but that doesn't necessarily guarantee we're going to have more people who actually show up to vote. that's one thing the law can't address. >> which is why this whole thing may really be much ado abouting to. you know, congress, a new years ago, passed the motor voter act. it was 1993. and that law enabled voter registration at all state dmvs. yet state turnout in california has not increased. and in 2002, california adopted a permanent vote by mail option. again, the hope that there would be an increase in turnout. no, it did not increase. so the bottom line is, you can make it easy to vote. as easy as pie. but, you though, if there's no
7:48 am
likelihood that anyone's going to do it just because, you increase that possibility. so yes, the new law in the end may be insignificant. >> i think more people on the voter rolls is always good. it's a chance to at least reach out to more people. >> it's a chance but you know, vicky, if they're not ready to do it, they're not willing to do it, if they haven't done their homework, you koond of wonder. >> that's true. that's a good point. before we let you go, congr congratulations on the publication on yet another group. this is your first children's book. it's called "the road to hana." what was the inspiration behind this book? >> you though, too many times, vicky, i get caught, maybe you get caught in completing a task or assignment. and in the process, we kind of lose everything that goes into it. what happens along the way? along the way. so this is especially true these days. i think where demands for productivity, immediacy, all these things give us just too little time to appreciate what we do to get it. this little book, this children's book focuses on

appreciating the journey as much maybe or more than reaching the destination. and i guess it's a version, really, of the idea of stopping to smell the roses. let's see what's going on around us as we trudge through life. >> it's certainly something we all can relate to and i think even young kids can appreciate that because the pressure grows. it's building on kids as youngk. >> get it done now, get it done quick. i really think so. here's where we can maybe learn from kids in this book who often appreciate the wonder. they're not caught up quite as much as we are. they appreciate the wonder in whatever they're doing. and putting a bit of that wonder in our lives maybe will go a little bit toward increasing our own concontentment. it's written for children but it's really intended for adults. >> i love that because you want to enjoy the books that you're reading to your kids, too. we appreciate it. find the book at amazon and
