the roads. mike keeping an eye on an accident. start with meteorologist kari hall. talking about the rain on its way and we see it on the doppler radar. >> it's reaching closer to the bay area and a lot of rain still off shore and sprinkles across parts of the north bay. we may have some rain on the windshield as we go through the morning commute, as well as the afternoon commute, as well. our highest chance of rain comes later tonight into early tomorrow. we have clouds covering the bay area and temperatures in the upper 50s to lower 60s. expect it to top out in the 70s with a high of 67 degrees in san francisco. i'll detail that rain, what to expect and a look at the halloween forecast, too. let's check in now with mike taking us to the north bay. >> yeah, kari, yesterday at this time we couldn't see the shot of san rafael and being tuesday, let's look at your map. you saw the volume there and the heavier volume around the bay, as you would expect. top of the screen down and

across the golden gate bridge. a nice smooth flow towards the bay bridge toll plaza. metering lights turned on at 5:30 right on schedule. out of antioch and hayward for 880 and 680 coming down through pleasanton. no delays across the san mateo or dumbarton bridges. we have the build for north 101 and the crash sam was talking about. it looks like all the activity has shifted to the shoulder but the build for 101 and 87 and further south a smooth flow of traffic coming up through morgan hill and san martin. we do see slowing there. sam, back to you. >> thank you very much. trying to keep track all the earthquakes going on right now. 12 earthquakes in just the last eight hours. the most recent about 20 minutes ago. swarm. >> they are all taking it in stride this morning. because they were sleeping and these are very small earthquakes. the most important thing is large number of small earthquakes does not mean a large, damaging quake. we are talk about a record number of earthquakes in this area. let's take a look at our nbc bay area seismograph that captured a lot of the activity overnight. some magnitude 3.0 and that is the level where people start to feel shaking. the earthquake swarm under san ramon started on october 13th. since then, the usgs says there has been more than 400 quakes detected here. we spoke with one expert who said the biggest swarm was 1980 in alamo. now, nbc bay area earthquake map from the usgs shows the activit.

experts say there is a 72% chance of at least one magnitude 6.7 or greater quake causing widespread damage. somewhere in the bay area in the next 30 years. the likely of it happening along the calaveras fault is small at 7%. people taking it in stride and saying they're not worried but a good reminder they should be prepared. live here in san ramon, stephanie chaung. to a developing story this morning at first light crews will resume their search for a missing fishermen near the mouth . they are looking for three men that ended up in the water when something went wrong on their 14-foot boat. crews did rescue one survivor who washed oun the rocks. they recovered one man's body and the third is still missing.

signs warn boaters of dangerous conditions. >> this area is a hazardous area to people who are novices and even more experienced people because there is an actual surf break there. >> rescuers say no one on the boat was wearing a life jacket. 6:04 on your tuesday morning. one man under arrest in what appears to be a deadly case of domestic violence. late last night police arrested hugo castro. he is facing murder charges. earlier yesterday officers found the body of a woman inside her apartment in san jose. she had been stabbed multiple times. investigators say the victim once dated castro. the whole situation left neighbors shaken up. >> we see a lot of crazy stuff because, i mean, you're in the middle of downtown san jose. it happens. this is as far an extreme i've ever seen it get. >> last night police did not announce the name of the victim saying family members have not

been notified. also new this morning 6:04. authorities will not arrest a boy accused of stabbing and killing his stepfather in fairfield. happened two days ago. police say the boy used a knife while trying to stop his stepfather from beating his mother. officers say the man actually had a histof domestic violence, including a prior arrest and multiple calls from that home in the past. investigators are revealing more about a deadly shooting outside a livermore cvs over the weekend. two men shot from the central valley. shooting happened saturday outside the pharmacy on first street. one of those men died and the other in critical condition in the hospital. now, the main suspect is this man, jason brown. police say he may be connected to at least one other homicide in fresno. he's still on the run and believed to be armed and dangerous. the health concern is not over yet. the sugella outbreak. 182 reported cases of that virus

with victims spread across six different counties now. the newest cases are in marin and merced counties. most people that got sick ate in downtown san jose earlier this month but many of the newer cases are so-called secondary infections involving people who came into contact with the first wave of patients. linked to an unidentified employee there. no word yet when the restaurant will reopen. a little bit of rain on the satellite radar and many hope it is just a sign of things to come. crews in the south bay this week are doing flood prevention work ahead of this coming winter. in san jose, teams are moving heavy boulders lining a creek near bolinger road. not doing it for this week's rain but if el nino come to fruition. >> goal to repair an erosion that happened on this bank as well as a bank over there. we're repairing it by replacing

rocks as well as adding soil on top of the rocks, too, to prevent it from happening, again. >> santa clara valley water district is spending $100 million on flood protection project. removing trees and debris that may cause flooding. talking about getting a little bit of rain this week. kari said we might see it for ouring commute tomorrow morning. >> we'll see it off and on. already tracking some very light sprinkles for the far north bay. let's get a closer look as we start to see some of that rain moving onshore and most of it has been well north of santa rosa, but we could see some of those light showers, not only there, but all across the bay area as we go into the day and into tomorrow morning, as well. now, our temperature is at 61 degrees and concord 59 degrees and santa rosa at 52 degrees and the clouds not obstructing your view. it will be 78 degrees in san jose and redwood city 73

and oakland 74 and alamo up to 80 degrees. a lot of clouds today. a few light sprinkles and i'll detail the rain and how much you could see coming up. let's check in now with mike. a heads up for the bay bridge drivers. >> westbound bay bridge that is your commute direction into san francisco and right before you geet t get in the bridge crew could take care of that quickly and slow metering lights for the time being. meanwhile the approach down through berkeley a little slowing for the east shore freeway. a skunk reported on 580 right around the 13 interchange. wake you up in the morning, but nothing reported as far as lanes being blocked. 680 and 880 headed down through fremont. tri-valley and east bay. northbound routes really start to build. crash north 101 just north of our camera and activity from our live shot.

lights in the center divide. so, kstill have that activity. we'll show you that map, again. the build for 87, but nothing dramatic there. 101 where we typically see slowing farther south. from gilroy into and starting back at san martin and kris sanchez is out there. 101 slowing right now. we were hoping to see some improvement, kris, because the metering lights were turned on. what do you see? >> you know that saying, mike, it always gets worse before it gets better. today is day one. all these folks have to get used to the metering lights starting to psyccycle through from green yellow to red. folks seem to be managing this metering onramp to 101 pretty well. switched on about an hour and ten minutes ago. but the drivers coming through here, they have known that this was coming. orange signs announcing that

today is the day. they have been up for quite some time. caltrans says eventually the metering lights should cut the commute from 2:30 to 7 minutes in the morning that is a lot of time. the metering lights are cycling on highway 101 in the north and south directions from gilroy to the 101 interchange with highway 85 in south san jose. 17 metering lights in all. caltrans tells us that they expect drivers will fear the biggest growing pains at the monterey street onramp in gilroy with a three-minute wait for drivers there. now, you can expect metering lights on northbound 101 from 5:00 in the morning to 9:00 in the morning and southbound 3:00 in the afternoon to 7:00 and if you're trying to get away on friday, you'll want to get on the road earlier because the metering lights will switch on at 2:30 in the afternoon. we just had a caltrans truck pull up right behind us and we

also this morning, holmes says start publishing some of its scientific data. something it had not been willing to do in the past. square has some trouble, too. the company reported its financials monday and said sales were slipping and losses wering. square has a part-time ceo in the form of jack dorsy who is going to be busy with his other company, twitter, this morning, as it reports profits. the biggy today is apple. not only will we hear how many iphones it sold, but give us a better idea of how the current quartser going. the fourth quarter is the big money quarter because of the holidays. i'll show this to you because it's cool. shot on an iphone6s. hummingbirds 80 beats a minute and look at what my friend, cathy, could do on her back porch. would you hold the phone the other way, we're just saying. nonetheless, very cool. i think it's phenomenal.

well as early tomorrow. a look at the radar. we can see where the rain is moving in. it is still mostly off shore, but we still do have rain across parts of the north bay that i've beening here for the morning. but really no accumulation as far as the raindrops just yet. we're expecting the rain to start to measure up to something as we head into early tomorrow. here's the futurecast. it shows more rain moving into the bay area by early afternoon. now, this very light rain and it's priming the atmosphere for this rain to make it all the way down to the surface has been really dry. and then we could see some of that rain moving in this evening. that may impact your evening commute and some of the light rain into tonight, as well as early tomorrow. spotty light rain still continuing through 10:00 tomorrow morning and then the rain starts toer off as we go into tomorrow night. the rain futurecast brings us about a quarter inch of rain for the morth bnorth bay. it's dry now, but, mike, any

slow downs on the road? >> we have your typical ones. nothing really unexpected, kari. folks expect this the metering lights turned on. right on schedule there. as we look at the map, on a regular schedule and getting down into the area of the east shore freeway. the tire reported on the span and doesn't appear to be causing a big problem. not worried about it. we'll watch that. no problem as far as visibility for the north bay. remember yesterday the fog slowing for highway 4 through concord and there is your tri-valley, slow for 680 south and now a stall 880 may complicate things through hayward. the san mateo bridge you see westbound slowing on the sensors and live look show you slowing over to the peninsula. 101 more build over the next 20 minutes and just a few seconds we'll get back with more news right after this quick break.

6:25 on your tuesday morning. a classroom incident involving a campus police officer is sparking anger around the nation this morning. a fellow student recorded the incident yesterday on her phone that shows a columbia, south carolina, tossing her across the classroom floor. authorities say the girl had been disruptive and refused to leave. the officer is now on paid leave as the school and deputies investigate. the district is also banning that officer from all campuses. >> this could be tough news for your morning breakfast.

new report says meat specifically processed meat causes cancer. meats with breaken, sausage and hot dogs top the list. the world health organization says eating more 50 grams of processed meat a day increases the risk of colrectal cancer and stomach cancer. that's less than two slices of bake an day. the report puts processed meats in the same category as smoking and asbestos. >> the iron in meat is activated by the nitrates in processing and preservatives and that becomes a carcinogen. >> the w.h.o. defines processed meats as any meat that is alter by curing or smoking. regular meats like steak, lamb and lean meats are at risk but at a much lower level. >> makes you think twice. coming up next, the shaking will not stop another dozen small quakes rocking the east bay. the latest within just the last hour. we are live from the center of

>> much-needed rain headed towards the bay area. let's start out with cloudy skies and temperatures. we may have some light rain as we go through the day. much of it still off shore, but will be tracking towards the bay area as we go through the day and now it's right around 60 degrees in san francisco, as well as the east bay. and expect highs in the 60s and 70s. i'll update you on rain you could see and when when it moves out and a look at the halloween forecast all coming up. let's check in now with mike for the south bay heads up. >> the crash in the center divide for quite some time. look at all the lanes have cleared. that's good stuff. north 101 heading up towards alanrock. we'll look at your map. typically have the camera facing south. there is that build here now starting back at capital expressway. pretty gentle right now, but it is tuesday. so we see everything now starting to build for the northbound routes and expect a tough drive through silicon valley over the next hour or so. slower drive san martin in

last time was 351 earthquakes hitting alamo in 42 days and that was back in 1990. now, take a look at our bay area seismograph. most of them very minor or around magnitude 2.0. three this morning around magnitude 3.0. people start to feel shaking but people were probably sleeping hat the time. this started october 13th, more than 400 quakes, but happening mostly at a depth of six miles which means too small to be felt. the big impact is the magnitude 3.6 quake last week. more than 1,200 people reported feeling that one to the usgs. our data with the usgs shows 22 quakes in the tri-valley area in the last 24 hours. the activity coming from the calaveras fault line all the way down to san jose, hollister. experts say, meantime, 72%

chance of a magnitude 67 or greater quake causing widespread damage in the bay area in the next 30 years, but the likelihood of it happening along the calaveras fault line around 7%. a lot of quakes, but very small. unlikely to be a forshock to a big damaging quake. but people i spoke with here getting coffee this morning said it is a good reminder to be prepared. >> good advice. thank you very much, stephanie. developing right now on a much larger scale. more than 300 people are now confirmed dead from that powerful earthquake in afghanistan. nearly 2,000 more injured. both of those numbers could go up in the coming days as rescuers struggle to reach them. we brought you coverage as breaking news all morning long. the epicenter of that quake was in the remote area of the hindu

mountain range. here in the bay area, the afghanistan community still desperately waiting for news of loved ones at the little kabul market in fremont people were buying international calling cards. many tell us they haven't been able to reach friends and family in afghanistan. people are in need of food and shelter. >> right now no help for them. they it badly. otherwise a lot of people die from hunger, from cold. >> the nonprofit pakistani aid organization based in the south bay is already preparing to send help. the u.s. says emergency shelters and relief supply kits stored in warehouses throughout afghanistan and the white house spokesperson said the government is in touch with officials in that country ready to provide any support that it can. laura? >> so sad for the people there, thank you, sam. five mistakes within six months, that's too many. a company is getting criticized after ruptured gas lines.

today city leaders will ask for a public hearing to fire the general rakter synergy project management. the company says the gas lines were not properly marked, but city workers aren't buying it. >> because after you basically made the mistake of the first gas leak, then wouldn't you do something different if you're not sure if the maps are okay? >> city leaders say the project should have taken only five weeks. happening today, berkeley is pulling to take a big step in beefing up housing safety. vote on safety reforms to the city's housing codes and inspection process. comes in the wake of last june's balcony collapse that killed six irish students. a citywide housing inspection program as well as prioritize the properties most at risk and allow confidential complaints. the meeting comes as the president of ireland is in town. tomorrow he will plant a tree in berkeley park to hawner the

students in the deadly balcony collapse. making moves to clean up trash. city leaders are going to consider fining anyone caught illegally dumping things where it doesn't belong. if passed, the fines will be steep. caught for the first offense, cost you 1,000 bucks. the second time around $1,500 and if you commit the same crime three times you will be fined 3. >> don't let it happen. 6:36. we all know traffic in the south bay, in particular, really the bay area, can be really a nightmare. >> this could help out. we'll find out today caltrans hopes to slow drivers to hopefully speed them up. kris sanchez on an on ramp with a metering lights making a debut this morning. >> turns out we have been talking about how the metering lights sickling through from green to yellow to red. they're not supposed to do that. they're not suppose to cycle through to yellow.

you can see realtime traffic inform right here. we have caltrans engineer resetting those lights so they work properly. go from red to green to red and back and so forth, but yellow means there is a problem and, mike inouye saw that on his map. the censosensors were registeri slow down. now, drivers have been getting ready for this for quite some time. the big orange signs announcing this would be the day the lights flick on and up for some time. caltrans when everything is working correctly and the kinks are out, should have a commute 2:30 to seven minutes quicker. cycling on 101 northbound and southbound on up to 101 and the interchange with hew highway 81 in san jose. caltrans they expect the biggest pinch at the monterey street

onramp with a three-minute wait for drivers there because of the volume in traffic. and those metering will be flickering on from 5:00 in the morning to 9:00 in the morning in the northbound direction from 3:00 in the afternoon to 7:00 in the evening and the southbound direction except for friday when they will slip about a half hour earlier. friday light no more, right? caltrans is counting on this $18 million traffic plan to help ease some of the congestion that has spilled out down south from silicon valley on to the south county. our economy is booming and certainly that means more traffic on the roadways and caltrans trying to do what they can to make sure it is moving smoothly. chp officers moving out and about, as well. hopefully drivers will have a smooth ride to work. kris sanchez "today in the bay." >> no road blaukz in their way for the warriors. a live look at oracle arena this morning. all quiet now in about 12 hours thousands of warrior fans will

6:45. we now know woo will investigate the troubled santa clara county jail. one name is raising some eyebrows this morning. sheriff laura smith is on the blue ribbon commission causing many to wonder if this was a conflict of interest. critics say the commission was created to investigate how she runs the jail. sheriff smith says there is a reason why she needs to be part of the investigation. >> i have a very valuable part and i want to be the voice of the department. if we need to make changes, we're going to make changes. >> this process will be transparent because transparency leads to accountability. >> the commission was formed after the death of inmate michael tyree in august. three guards are accused of beating him to death. it's 6:45 right now on your tuesday. and more on decision 2016,

perhaps it's appropriate that tomorrow night's gop presidential debate takes place in colorado because donald trump perched at the top appears to be a little rocky. ben carson with a big lead over trump among gop voters in iowa. ted cruz, meantime, make agnew push while jeb bush is struggling to gain momentum. trump is downplaying the latest numbers. carson's team, meanwhile, says he's resonating more with voters. >> they are very well aware of the fact that he is a man of strong faith and a man of strong character and strong conviction. >> there was one poll and a second poll and they were small polls. >> donald trump there appeared on a town hall on "today" show yesterday. now a separate "new york times" and cbs poll finds carson with a narrow lead over trump among national voters. the first time that has happened since 2016 polling began over the summer. 6:46. new this morning, congress and the white house agreed on a

breakthrought deal. lawmakers posted a draf ed ed a bill just before midnight. a house vote may come as soon as tomorrow. extend the debt limit through 2017 and set government funding levels for the next two years. that agreement would squash the routine threats of a government shutdown. while they are there busy actually voting on things, the senate will take up a controversial anti-hacking law. a law, scott mcgrew, many tech companies oppose. >> this has kind of become a pattern, laura. washington comes up with an idea and silicon valley rallies against it. this has worked in the past. we shut down several efforts before. this one on its face does not sound so bad. it helps and encourages tech companies to coordinate with each other and the government to fight hacking. company a warns company b about a new type of hack so that company b doesn't have to figure it out on its own. the tech company says the disagreement is really in the details. they worry about any bewean your data and the government and

given the government's track record, that's understandable. the bill called cybersecurity information sharing act has powerful allies sponsored by dianne feinstein. a lot of hot action ahead of the bell today. apple will report its profits and twitter will, too. the fed starts its two-day meeting tomorrow. they will not raise rates, i promise. it's beginning to look a lot like christmas. celebrating the season of peace and love. some stores actually open on thanksgiving itself. in my opinion, kind of ruining the holiday for the employees that have come in. look at what rei is doing or not doing. nothing intense here. not only will rei not be opening on thanksgiving, it won't be open on black friday either. rei will give the employees off paid so they can enjoy the outdoors. >> the idea of being outside on

this as we go into not only tomorrow, but it starts a little bit earlier. we could see some of that rain moving in this afternoon. and as we take a live look now, some clouds as we get the day started. it's tuesday. grab the umbrella just in case. and let me show you why because i've been tracking some rain moving into the north bay. and it's been very light. really not measuring a lot, but it is priming the atmosphere to get some of that rain to fall down to the surface. and we may start measuring some of that rain as we go later into the day. temperature wise we're right now in the lower 60s and low 50s in the north bay and santa rosa at 52 degrees. looking at the futurecast. we'll start to see some of this wet weather moving in as we go through today. this is this afternoon and light rain, very spotty, scattered all across the map. and then this evening we start to see some heavier stuff moving in. another round will be possible by tomorrow morning and then the rain starts to taper off by tomorrow afternoon. so, the next 24 hours, that's when we could see the most of

our rain moving in. some rainfall totals looks like we could see at least see a quarter of an inch possibly for the north bay and then the farther south you go, we see some lighter h amounts of rain the rain not only for tomorrow, but we may have another chance heading into sunday. so, we'll keep you up to date on that. the models now showing widespread rain into the weekend into next week. it's really looking good. as we head into the weekend, temperatures are very comfortable. a lot of people out trick or treating and going to parties. in the 70s on saturday and mid-80s for the tri-valley dropping back into the 70s all across the bay area with the chance of more clouds and rain heading into sunday. let's check in now with mike who has a look at a lot of problems for the south bay drivers. >> kari, the last ten minutes have not been good for the bay shore freeway through san jose and silicon valley, in general. more slowing north 101 just north of 680. just fine there. look at your map and we're

talking about a string of crashes reported in chp. one just before you get to story road and the second for that morning, although i can't see it on the live camera, i saw flashing lights just approaching and another one the biggest slow down is right around trimble road and there are four through this stretch of the bay shore freeway. the worst is just north of 680 ask right by the airport for the two patches. 280 just to see the build and so does 85 and 87. san jose, your commute has started for the morning and watch that bay shore freeway. watch as we continue to see adjustments. kris sanchez showed you the crew that arrived to adjust the metering lights. this whole stretch has new metering lights hoping to see some improvement for that flow on the bay shore freeway. meanwhile, typical pattern over here. tri-valley. east bay, south 880 slow past the san mateo bridge and slowing on the peninsula. that crash still there for westbound 80 and a quick look at

more shaking for san ramon. 12 quakes in the last nine hours. >> dozens because the numbers just keep climbing.
