we'll talk to marco rubio. first peter alexander has got the highlights. good morning to you. >> reporter: good morning. among the night's winners, two ambitious senators, marco rubio and ted cruz, chris christie, all setting themselves up to rise. jeb bush is getting panned for a poor performance after what was clearly a chaotic and contentious night. call it the rumble in the rockies. donald trump and ben carson largely faded to the background. the biggest clash, between marco rubio and his one-time mentor, jeb bush. after rubio was pressed about missing dozens of senate votes and bush called for him to resign. >> when you signed up for this, this was a six-year term. you should be showing up to work. literally, the senate, what is it, a french workweek, you get three days you have to show up? >> rubio turning in what many consider the best night of his campaign, blasted that as a convenient criticism. >> the only reason you're doing it now is because we're running for the same position, and

someone convinced you that attacking me will help you. here's the bottom line -- >> reporter: showing a new aggressiveness, john kasich didn't mince words, tearing into trump and carson. arguing both men are unqualified to be president. >> folks, we have to wake up. we cannot elect somebody that doesn't know how to do the job. >> he was such a nice guy and said, i'm never going to attack. then his poll numbers tanked. that's why he's on the end. he got nasty. he got nasty. you know what? you can have him. >> reporter: the candidates cheered on by the colorado crowd were united in their contempt for the moderators and the media. >> the questions that have been asked so far in this debate illustrate why the american people don't trust the media. >> such a nasty question. >> total propaganda. >> the democrats have the ultimate superpac. it's called the mainstream media. >> reporter: the chairman spoke after the debate.

show he could own the stage. savannah, in his operative's words, he didn't. >> peter alexander, thank you so much. senator marco rubio is with us now. senator rubio, good morning to you. >> good morning. >> you were up late. you have an early morning to join us. has that blow softened, by the fact that most viewers thought you had the breakout performance of the night? is that how you feel about it? >> we feel good about it, and it's just a debate. we've already done two others and felt good about those, as well. there's more to come. we have another one in 13 days. for us, every time i get a chance to do the debates, it's an opportunity to hopefully talk to the american people about the future of our country and what i would do if they gave me the chance to be president. i felt good about that chance last night. we're looking forward to the next one, as well. >> everybody is talking about the moment between you and governor jeb bush, your former mentor and friend. there were a lot of comparisons to the young jedi taking on

obi-won kenobi. i read a tweet that that rubio/jeb exchange is when your kid whips your behind in one-on-one for the first time. you have that relationship with governor bush. what was it like, taking him on like that? >> i have admiration for him as a person and what he did as governor of florida. i won't talk bad about him. my campaign isn't about him. i'm not running against him or anyone else. i'm running for president. what i'll continue to do, and what i hope more candidates will do, is we'll talk about who we are and what we would do and let everyone do that. and let the voters decide. if there are policy differences between them, we were engaged on those policy differences. that's how i'm going to run my campaign. everyone can run theirs. i won't change how i run my campaign based on what other people decide to do. it won't change my views about him. >> your communications director

last night told reporters your phone is already buzzing, calls from bush donors, ready to jump ship and join the rubio train. is that true? >> well, look. we're always trying to get new supporters. it costs money to run races. if the media stops charging for advertising, we'll stop raising the money. it's difficult to get our message out. >> to the substance of governor bush's accusations, and you've heard this time and time again, once and for all, answer the "sun centinal's" question. should you resign some would you resign? why not leave your senate seat and just remove this issue from your opponents, remove it from the discourse? >> well, for me, it's an incredible honor to serve in the united states senate. i enjoy very much to serve the people of florida. we serve real people every day. the veteran who has to fight for his disability benefits and prove he's disabled even though he's missing both legs

a performer. unfortunately for him and all the people who admire the way he governs, you have to become a performer to win the job. >> it was not a good night for jeb bush, and people are saying, how much longer will he stay in the race? his people are constantly saying, we're in it through the early states. we have the money, the organization. but is there kind of, for lack of a better term, a death watch? >> last night in boulder in that spin roof, it felt like a wake. other campaign operatives were not gloating about this. they were like, oh, my god. is jeb not going to actually make it to the starting line? that was this air in there. look, he has $100 million in the superpac, he has the safety net. the first president bush getting whipped in the primaries didn't get out until may. there is no way -- >> the second bush was whipped by mccain, he didn't get out. >> that said, they'll have to throw something to the wolves. he's going to have to retool. publicly do something with the campaign to shake it up. >> the people on the side of the stage there, did anybody do or say anything, anyone like

kasich, chris christie or fiorina, that will move their numbers? >> christie has strung together a magical moment in the debates but it's not showing in the polls. even voters like what they saw out of trump. he was subdued but had a little bit of the town hall demeanor. he seemed to be holding back and only engaging where he had to. i say cruz was the winner cruz was the winner because of his indictment of the moderators. republicans are desperate for someone who stands up against what they feel is a rigged system. >> that's the elephant in the room we haven't talked about. the media was the opponent not on the stage right with them but, clearly, a big part of this debate. fairly or unfairly, this is a winning strategy for candidates. >> well, it is. cruz captured the moment better than anybody. in many ways this was a premeditated attack. there were leaked ideas beforehand that they were going to go after the moderators and

say, hey, the democrats didn't get questions like this. and they determined this before the debate started. boy, cruz captured the moment. he actually came across as the guy that supposedly everybody secretly doesn't life, but he was the guy that defended everybody on the stage. maybe an important moment for him, if he does what he's trying to do, which is vacuum up trump and carson's support if, not when in my book, but if they falter. >> chuck todd, nicolle wallace, thank you very much. jeb bush will be chuck's guest this sunday morning on "meet the press." >> guys, thanks. now to the other political intrigue in washington. the paul ryan era is under way on capitol hill. the congressman was nominated to be the next speaker of the house, and they're making it official with a full house vote this morning. ryan said the republican party lost its vision and he intends to begin a new day on the house of representatives. let's turn to the drama in the sky that's captivating the country. an unmanned military balloon breaking free and drifting 115 miles from maryland to pennsylvania.

fighter jets had to be scrambles. the balloon's long tether causing destruction on the ground. tom costello is in muncie, pennsylvania, where the balloon came down. good morning to you. >> reporter: good morning. power has been restored to people in pa, and a military team cornered off this area. it's behind this tree line, described as having a lot of holes in it. it was impossible to control and very difficult to catch. >> reporter: it's a top secret project with a price tag of $2.5 billion. this morning lying in a field in central p.a. >> most of the wreckage is intact. it is secure. and it is mostly in trees. and it is in a difficult access location right now. >> reporter: this morning the military is speaking out. what caused the balloon to break loose is still unclear.

>> reporter: they are under investigation why it broke and why it came down over this system. >> the hovering high-tech surveillance system is supposed to watch the skies. >> this is part of a new thing that's supposed to protect cruise missiles. >> reporter: this military balloon broke free from its moorings in rain and high wind at a military base in aberdeen, maryland, and then floated out of control more than 150 miles to montour county, pennsylvania. in the east coast skies, air traffic controllers routed passenger planes around the balloon, while f-16s went to intercept it. >> they're working very, very -- as fast as they can. >> reporter: for four hours, cable news and social media followed its soaring to 16,000 feet, then descending and skipping across the pennsylvania countryside. the size of two football fields, the balloon dragged a heavy mile-long cable hitting utility

lines and knocking out power to 28,000 people. finally, the helium escaped and fell to the ground amid amish country. power has been restored. this has been a controversial project based on privacy and also on cost. a lot of people really dubious about the idea that you would use these blimps to essentially watch for oncoming russian missiles. >> tom, thank you. sentencing day for a former student at a prestigious new hampshire prep school convicted of sexually assaulting a younger classmate. he's asking for probation instead of prison. stephanie gosk is at the courthouse this morning. good morning. >> good morning. this case drew so much national attention in part because of the school that owen labrie and the accuser went to. it's one of the most prestigious boarding schools in the country. people were already concerned about how women were being

treated on college campuses. today labrie's attorney will ask for probation. he says his client has already been punished enough. hours from now, owen labrie will learn whether he's going to jail. >> guilty or not guilty? >> guilty. >> he was convicted of sexual assault and endangering the welfare of a child and luring someone from their computer. the accuser, a 15-year-old classmate, alleged the sex was not consensual. we're concealing her identity. >> i was raped. i was violated in so many ways. >> reporter: the trial shined a light on the elite st. paul prep school and revealed a wittual known as the senior salute, where seniors ask out freshmen, sometimes for sex. labrie denied the charges. >> it wouldn't have been a good move to have sex with this girl. >> reporter: now, the 20-year-old faces up to 11 years behind bars and would have to register as a sex offender.

on wednesday his lawyers filed a motion with family photos urging leniency. the harsh truth is that owen will be penalized every single day here after for what he did one night as an 18-year-old high school student. the court was given 28 pages of testimonials on labrie's behalf. friends write, he's a model gentleman. stunningly brilliant. a role model. from his father, it would do no good to incarcerate owen. his mother pleading, owen has already been hurt far beyond what anyone might ever know. a spokeswoman for the victim's family says the victim was harmed, too. >> this was sexual violence, and it was an egregious case. i'm hoping the sentence reflects what we heard in trial. >> reporter: the accuser and her family will have statements and will be in the court today. labrie's attorneys are appealing the felony charge of luring someone on a computer saying it's a cruel and unusual application of the law. >> thank you.

a 10-year-old boy has been injured in an apparent shark attack in hawaii. natalie has that story. good morning. >> good morning, guys. this marks the seventh attack in hawaii this year, and the third on the island of oahu, in the last three weeks. >> reporter: this morning, a 10-year-old boy is recovering from wounds he suffered after an apparent shark attack off the coast of hawaii on wednesday. police say the child was bitten on the thigh while body boarding 30 feet from the shore on the island of oahu. >> when i looked up, i saw the life guards pulling the young boy to the quad and took him under the trees and did their thing. >> he had three gashes on his leg. had a sty, which was opened. >> reporter: this is the seventh shark attack in hawaii this year, the third on oahu this month. on october 17th, a 44-year-old man was seriously injured after a shark attack off lanakai beach. >> heard him, turned and went.

my dad got him, and i understood that and went to get his friends. it was just go, go, go. my dad just kept him talking to keep his mind off the giant holes in his legs. >> reporter: a week earlier, a 25-year-old man lost his left leg and some fingers in an attack on oahu's north shore. it comes amid a series of recent shark attacks off the mainland waters this year from california to north carolina. due to the unusually high spike in incidents, experts in hawaii this morning are warning swimmers to stay out of dirty water. don't go into the ocean at dusk or dawn. never go out alone. >> ocean safety officials posted temporary shark warning signs and they're strongly recommending that people stay out of the water there in oahu for today. >> don't have to convince me. >> get me out of the water. >> thank you. mr. roker, what's cooking? >> we've had wild weather overnight, and we have more coming. let's show you, first of all, in minnesota, the snow is out. they've broken out the snowplows, getting things going. had a couple inches on the ground, so they're watching that.

now we go to rice lake, wisconsin, and you can see more snow falling there overnight. the winds were whipping, and they picked up about three inches of snow there. here in the northeast, we had big storms move through, and that caused a lot of problems. take a look. this is connecticut. power outages, flooding in front of homes and businesses. a real mess. in fact, about 10,000 people without power this morning in parts of connecticut. we're also looking at more flooding and heavy rains out west, as low pressure develops. jet stream is to its south. we look at more heavy showers and thunderstorms, firing up where they don't need them, throughout parts of texas, louisiana and on into oklahoma. in the southwest for today, we're looking at heavy rain. could be severe storms later on tonight. then we move to tomorrow. look at the heavy rain developing. one to two inches per hour locally. four to five inches more rain. as we get to saturday, it moves into the central gulf coast. we'll get to your local forecast coming up in the next 30 seconds. ming up in the next 30 seconds.

out this morning, cool too. it will be warming up as we go through the an. a little warmer than yesterday. a high of 80 degrees in gilroy, foster city 74 degrees, low 70s in san francisco on the embarcadero, 80 degrees in napa, 76 in oakland and livermore, a high of 84 degrees. the temperatures stay warm for the next couple of days. we have a couple of key areas having problems. over here in the east bay, west 580 does have a crash blocking one lane. that's slowing you down. and then on the east shore freeway the crash has cleared over at university. the major injury motorcycle crash. that's a slow stretch but it's actually a little lighter as a result at the toll plaza. right past the coliseum, a slowdown. the early crash has cleared in pleasanton. and the rest of the bay, that's a standard slowing down there.

county jail is facing a new round of good morning on your thursday. 7:56. i'm sam brock. santa clara jail right now facing a new round of questions this morning. an unidentified corrections deputy has been disciplined after the sheriff's office says the jail turned away a man who apparently wanted to confess to killing his ex-girlfriend. the man you just saw on your screen, he's now under arrest after san jose police say he confessed to strangling and stabbing his ex-girlfriend. when he walked in with the information about a dead body, the deputy told castro to go to the police instead. the sheriff's office also insists that that the man never mentioned being tied to the body. this is the latest blemish for the jail which has three corrections officers facing charges after a beating death of an inmate last summer.

people who backed other candidates. new developments this morning in the man hunt for a suspect accused of shooting at police in two states. floyd ray cook is wanted for shooting a tennessee police officer and for shooting at a kentucky state police trooper. wednesday night, two of cook's known associates were arrested after a violent confrontation with u.s. marshalls in tennessee. when officers attempted to stop their vehicle, the two suspects took off and struck two vehicles. eventually, they were apprehended. the army is investigating how a $1 billion top secret surveillance balloon broke away from maryland wednesday and floated over neighboring pennsylvania for three hours. fighter jets trailed the unmanned balloon, which contained sensitive defense technology and radar equipment, as part of a missile early warning system. its dangling cable pulled down power lines until the blimp came to a rest in some trees. all mistakes should be as lucky as this one.

a california man went into a store and asked for two mega-millions tickets. the clerk mistakingly pressed the button for a powerball ticket instead. he said he cout cancel it, so the man accepted the powerball stubs. guess what? the ticket matched five of six numbers, good for $380,000. gosh, i wish i had that luck. >> did he share it with the guy who gave it to his by accident? >> totally by accident. >> thank you. a third grade homework assignment that's reigniting the debate on common core standards. in schools across the country. >> sheinelle jones is here with the story. >> good morning. there's no question, we all want our kids to succeed. to put it simply, common core was intended to create a standard for how our kids learn at a young age. for math, a way to visualize what they're learning and not memorize answers. as good as that may seem, it has been difficult for parents and teachers, even the ones who

believe in common core. turns out, sometimes the right answer can also be the wrong answer. >> reporter: how would you answer this third grade math question? what is 5 times 3? this student wrote this. 5 plus 5 plus 5 equals 15. the teacher marked it wrong. not because of the answer, but the way the student got there. indicating the student should have also added five 3s. confused? you're not alone. this test gone viral sparked the common core conversation again. >> they want you to use the upside down birthday cake method, which i learned? >> reporter: hanley is a former teacher who works as a private tutor. for her, keeping up with the new math methods is like going back to school. >> i absolutely had to relearn a lot of things. not even just relearn, but learn in general, these new methods i had never learned before. >> reporter: even parents are asked to take classes to help kids with their homework.

the drought is affecting all of us. at pg&e we've definitely put a focus on helping our agricultural customers through the drought. when they do an energy efficiency project and save that money

it looked cute. i loved it. >> reporter: the result, a bright pink chemo hawk. >> i wanted to do something extraordinary with my hair, just for grins. just for fun. then unwithout my knowledge, sah posted pictures on read-it. >> i thought it was funny. >> i couldn't understand why mtv and buzzfeed and these young web sites were cashing in from that. why do they care? then i figured out, like when i was young and loved spunky old people, that's still the same today. >> you are remarkably positive for a woman who is staring this down for the second time. >> you work with what you have, and you're grateful for it. there's really two choices. as i see it in life. these x experien these experiences can make you bitter or better. >> reporter: a message she's
