the forecast for us. >> it's spookacular. not really. it will be a beautiful day in the bay area. we are talking about some rain in the forecast tomorrow afternoon and evening. high pressure in control for today. get those trick or treaters, it will be a nice day. fall like in the evening hours. temperatures now in the 40s and 50s. comfortable 70 for san francisco. expecting a few low 80s for our inland valleys. the north bay and the south bay along with the tri valley will see a warm day. temperatures rising into the upper 70s to near 80s. clouds start to increase but no rain today. get the trick or treaters out there and enjoy. we have showers in the forecast tomorrow. we'll talk more about that in a a little bit. >> all those trick or treaters won't be affected.

thanks. we begin this morning with a developing story overseas a russian airliner carrying more than 200 people on board crashed in egypt's sinai peninsula. egypt's prime minister released a statement saying air force jets located the remains of the plane which had split in two. as bodies are being recovered officials say there are no survivors. there are reports that emergency workers could hear voices coming from wreckage. the pilot oreportedly requested to land right before the the plane disappeared from radar. it disappeared 25 minutes after taking off from a resort area. it was headed for st. petersburg. back here in the bay area, new this morning, a man is dead after a shooting in the east bay. it happened after 11:00 last night in concord.

the victim did die there at the scene. another man was taken to the hospital. he is expected to survive. no were yet on what prompted the shooting. police haven't made any arrests. to a manhunt in san francisco where police are searching for the person who shot two men. it happened last night on fill more street. officers say they heard up to 15 shots fired. two young men were hurt and taken to the hospital. we're told both are in serious but stable condition. a witness wasn't far from the shooting when it happened. >> bam bam bam. and my wife came out. and she said were those fireworks? i said no, those weren't fireworks, those were shots. >> police are reviewing surveillance videos to find the person responsible.

only on nbc bay area, he was brutally beaten, left for dead, and now he's in a coma. this violent encounter allegedly between a south bay man and a night club security guard. now that victim's family wants answers. 45-year-old sebastian sandoval is in a coma. we're told a language barrier may have led to this attack. it happened back on october 10th at jess's place, a restaurant in south san jose. his brother and sister-in-law tell us there's not much hope he'll make it. >> he will be like a vegetable. >> they're hoping someone will step forward with more information. the restaurant owner says the security guard acted in self-defense. he had only worked there for two days and had since been fired. another nearby san jose restaurant is facing trouble,

lou's restaurants liquor license was revoked after a man was shot and killed last weekend standing outside the restaurant. the owners violated regulations by allowing nude entertainment. as for the shooting victim, he was a real estate agent. police are searching for who killed him. a followup to road rage that led to a stabbing. some disturbing details a 5-year-old boy witnessed his dad getting attacked. we're the only news station at the scene. this was in a quiet and typically south san jose neighborhood. a shouting match on the road turned into a street fight. police say the victim who had his 5-year-old son in the car followed the other driver home. that driver reportedly got out of his car and stabbed the father several times. travis painter has been released on bail. the father is recovering from

his injuries. an anonymous tip has thousands of students on alert. the tipster reported that roofies were given to four women at a fraternity party last weekend. an alert was sent to students. >> we're surging students if they're going to go out be with friends. pay attention to what's in their drunk. >> police will be stepping up patrols especially after today's big football game. they're hoping a specific fraternity or victim will come forward to help with the investigation. we're learning new information about a missing bay area businessman who seemed to vanish in london. investigators found a body on the tracks near where josh sanchez maldanado was last seen. an autopsy is being done to determine if it was mauld noddo. the san francisco based

welcome back. shy of 7:10 on halloween morning. we're taking a live look at san francisco. it will be a warm halloween, great night to take the kids out for trick or treating. and the weather will change tomorrow. california is cracking down on communities that aren't meeting water conservation goals. so far the bay area is doing its part. the same can't be said for cities down south. beverly hills and three other southern california water suppliers have been hit with fines of more than $60,000. that's because they failed to meet governor brown's mandatory 25% conservation target. the bay area was right on target, saving 25% in september. that's just a bit lower than the state wide water savings at 26%. speaking of water, the santa clara valley water district is sending out a message, if your

drinking water smells or tastes off it is okay. the agency says it's trying to minimize a dirtlike taste and smell in tap water. less water in our res wars has led to algae growth. we've posted a link to the water district's website with more information. animal rescuers in one east bay city are on alert. they're worried someone is trying to trap and harm ferule cats this weekend: flyers started popping up. they appear to be from the city and warn pet owners to keep their cats inside or risk them being trapped. the city says that the flyers are fake and animal advocates are concerned and just want pet owners to be aware.

mystery house on this halloween. a warm halloween ahead. they have the fun flash light tours on this spooky day. it's the end of an era. silicon valley giant hewlett packard is splitting into two smaller companies. the board decided to make each one have a narrower focus. hp inc. will sell personal computers and hewlett packard enterprise will offer commercial systems. the tech firm has struggled to keep pace in the world of cloud computing. each will traseparately beginni monday. behave or be sorry. that's the message from police for those planning to spending halloween downtown. last year, police took in about 400 calls. they issued 36 traffic fines and

an era for one charitable bay areana welcome back. this halloween marks the end of an era for one teenager. after raising and selling pumpkins for more than a decade, this big hearted high school senior says he has to move on with his life. garvin thomas has this morning's bay area proud. we first met wyatt coulter

and heard his story when we featured him in a bay area proud segment three years ago. when we heard that this very genio chapter of his life was coming to a close. we wanted to check in on him. truth be told this past weekend, wyatt coulter's last weekend selling pumpkins. is one the san francisco 18-year-old should have sat out. or at the very least, should have sat down for. what with the stress fracture he got running cross country at all. just like a runner, wyatt is determined to cross this finish line. the end to a mission he embarked on when he was eight years old. >> i was obsessed with halloween i think at the age of eight. >> so obsessed he began growing pumpkins at that age and selling them to raise money for charity. >> that year we raised $100. >> wyatt has come a long. >> this is where we grow a lot

of them. >> ways since then. in 2012 we visited the 15-year-old when his goal was to raise $20,000. this year, wyatt ended up taking in more than 35,000 for three san francisco charities. his 11-year-old total, something like, $200,000. >> it's weird to think about. like that amount of money, like, i mean, you never think about like that's going to be a giant goal. looking back, i never thought this was going to be 11 year thing. >> this sale, though, is wyatt's last. because this time next year he'll be busy somewhere else. >> i got to go to college. >> all this work for charity began wyatt says because his 8-year-old self was just beginning to realize there was bad stuff happening in the world. it's ironic then that his number one take away after all these

the jet disappeared 25 minutes after takeoff. it was headed for st. petersburg. although isis operates in parts of sinai, there is no official indication that the terrorist group played a role in that crash. the white house has made the decision official. it is sending 50 special operation forces to syria to help in the fight against isis. the decision comes despite repeat assurances by president obama over the years he would not send u.s. ground troops to syria. the white house went to great lengths to explain it's not changing its stance, it's intensifying its strategy. >> the president has been quite clear about the fact they have -- do not have a combat mission. they have a training advising and assist mission. >> isil will not be intimidated by this move. they're all in for their agenda. >> republicans are encouraging more u.s. troops on the ground saying it's the best chance at

going to bull doze your church. >> caltrans has environmental experts and archeological experts. and they are doing, you know, truly, they are doing what they feel is best. >> caltrans says it's questioning the timing of the lawsuit. the agency sent out a final draft agreement to all the parties involved in the negotiations. he's fed up and creating his own parking. a san francisco homeowner is doing something radical about the city's lack of parking. it could end up costing him. the owner of this home in the sunnyside neighborhood bought the home for $700,000. it had no garage or parking spot. he met with the city about digging out a space. he was told it posed challenges, but he went ahead anyway. he did it. city inspectors found out about it. he now has two weeks to get a

we have a rare behind the scenes look at a system that many say is failing our community. we exposed foster care system, kids who are abused and victimized by the very people who are supposed to protect them. investigative reporter vicky within d wynn dug into who is watching these kids. >> we reveal a broken system few have seen. you'll meet people who open their homes to children and you'll hear their frustrations about how they tried to do the right thing for a 4-year-old girl only to have the reports go

nowhere. some of the pictures in the story are hard to see. we're showing you these images that reveal the abuse that so many people try to report. signs are everywhere in the house. >> they're all good kids. >> what was built as a retirement home for two. >> we were going to have them here for a little while. >> turned into a slightly crowded casa. >> we had them for three years. >> for four growing children. >> it changed our lives totally. >> after raising her own family, isabelle wanted to give back. she and al went through the process to become emergency foster care parnltents. when they were asked to take in two kids, they did. eventually ending up with two more of their siblings. a fifth was in another home >> she was the normal child. >> then something changed. >> she went to the car and run to us. with her arms open.

gradually that changed to a point where she didn't say hello. >> isabelle noticed the first bruise and scratches on the girl's face in january 2014. >> i went in there and i said oh, my god, what happened. she looked like somebody hit her in the face. two boys took her scarf off and she had black markings around her neck. >> two weeks later at another visit it was al that saw signs of abuse. >> her lip was turned inside out like that. she was punched. >> after both incidents, they reported their concerns to the department of social services. worried that the girl was being abused by her foster guardians and half sister. the 21-year-old seen here in facebook photos lived in san jose with your brother and their mother. >> nobody did anything about it until it was too late. >> during this time, they say they were in touch with the girl's mother. she lost custody after her

husband was accuse said of physically abusing one of the children. she was granted regular visits and it was during those visits that she, too, began to suspect abuse. she took these photos to document her daughter's injuries. they say this is what social workers ignored. >> the mom constantly in every visit she would pull the gloves off and take pictures and she would come back and show pictures. oh, my god, this couldn't be happening. >> records obtained by the investigative unit reveal how social workers responded to the reports of abuse. the concerns range from two black eyes and a big burn on the girl's cheekbone to a bruise underneath her right eye. and the tip of her right index finger that appeared smashed. reports show crystal always had an explanation for the wounds. she said the burns were an accident from a curling iron. when asked why it appeared there was makeup on the girl's face as if trying to conceal marks or

bruises, crystal said she took the girl to a princess party. police records show she provided 13 doctor's notes to explain the injuries and lengthy absences from school between january and june. in these three cases, social workers saw the girl, talked to her and determined the allegations of abuse were unfounded. what did you think the first time you got the report back and they said there's no findings? >> i started crying. >> leslie is the executive director of the children's law center of california and the child welfare specialist who serves for years as a social worker. >> when i read the various reports, the first thing that struck me was that they -- the little girl was not interviewed privately by the social worker. that right there is a big red flag. >> we asked her to review this case. she says while it can be difficult to detect abuse, social workers missed multiple signs and failed to verify the

doctor's notes. >> there were many bruises and bite marks and injuries all over her body. those were not discovered until she got to the hospital. they would have been readily visible to the naked eye had somebody looked. just reading the words on paper, it's heart breaking. she was hurt and no one came to rescue her. reading those words no one came to rescue her, even after 25 years, it's heart breaking. >> at the same time the others reported abuse police recorders show the girl's preschool teacher called dfs. the teacher suspected the child was frequently absence because crystal was trying to give the injuries time to heal. she reported bizarre behavior that included dressing the girl in long sleeves in summer. it wasn't until june five months after the first report that the girl's mother convinced a social worker to check on her. these are photos taken the same day the girl was found.

bruised, per eyes swollen shut. bite marks and scars covering her body. police records show instead of calling 911 or taking custody of the girl, the social worker told crystal to take her to the hospital. when the worker called hours later, the girl was still at home. police records show four hours passed before crystal finally took the girl to urgent care. where she was rushed to the emergency room and given a blood transfusion. the doctor concluded she was a severely battered child and could have died from blood loss. now, crystal pareta faces charges of child abuse. police determined 7 of the 13 doctor's notes were forged. her mother and brother are also facing charges of child abuse. none of the abusers wants to answer questions about what

happened. this man is the director of the department of social services. we were hoping to talk with you about how the county investigates child abuse cases. >> i am headed into a meeting tomorrow. >> we caught up to him after the county's lawyer said no one from the agency would answer questions about policy or training. what are your social workers trained to do? >> we can set up some time and talk later about this. >> minutes later an on camera was offered. two days later, the county canceled. >> i don't understand why this happened. why they let it go on over and over. here i'm like practically screaming and yelling and telling everybody, you know. >> as for the little girl, found like this, she's now in a new foster home, still seeing her siblings. >> she comes over and hugs us

he was a week old. and tiny. now, he is five weeks old today. and thriving. congratulations on fostering this sweet little kitten. you've been up every few hours. >> right. >> the last four weeks. taking care of him. he must be four times the size now. >> yeah, he's about a pound and a half now. when he gets to be about two and a half pounds he'll be ready to be neutered. he's already started his vaccinations. he's developing very nicely. >> he's made some strides. we have video of him eating his first food out of a dish. right, he's had some progress over the last week or two. >> he's just in the span of a few days, he learned to eat out of a dish. learned to use a litter box. learning to clean himself. he's playing with his brothers and sisters. he's coming along nicely. >> it's wonderful what you do at
