the bay area dousing roads and causing a mess of the morning commute. everywhere from san jose to the bay bridge is getting soaked right now. just the beginning of what could be a very soggy morning. we have team coverage of what we can expect from this storm. "today in the bay" stephanie chuang is in the midst of it in san francisco but first let's turn to meteorologist kari hall. she's keeping track of the storm's path. >> heavy rain for the south bay this morning and lighter rain for the north bay. let's get a look at the radar where the rain is covering the bay area at this point. the heaviest rain continues across the south bay and east bay and continues to track inland from some of those showers that have been just off shore. you are still hearing the rain pouring on the roof around roy and also as you head up 101 and thren in san francisco, we do have some more rain approaching that looks a little bit heavier. and we had quite a bit. let's go the north bay first, we

had a quarter of an inch around hillsburg and san rafael and san francisco getting about a tenth of an inch for most of the city and then as we go to the south bay, we're anywhere from half of an inch to even close to 0.75 in milpitas. we'll continue to give you more updates and some rainfall totals as we see more of this rain moving in. but right now let's check in with steph who has been on the roads seeing what it is like as the commuters get out there. >> yeah, hey kari. traffic is pretty light still here and probably light drizzle, i would say, in san francisco, but it has been raining overnight. unclear if it contributed to an accident on the bay bridge that took place earlier this morning. as you look at the video, crews have been cleaning up an oil spill on eastbound 80 after a big rig crash. it shut down three of five lanes, as well as nearby onramps. so, you might want to take note

of that if you're heading in that direction. the cleanup is ongoing as an update from the chp minutes ago and the three lanes are still blocked and the big rig suffered front edge damage but has been toed towed since the accident. responding to help with the cleanup and at the scene. the rain was heavy in places mrik president like pleasant hill and the wet weather hitting around the east bay roads and dash cam videos as well driving on 880 in oakland and 680 in walnut creek and 24. so rain everywhere. we get the usual advice from chp, which is of course, leave yourself plenty of distance between you and the vehicle ahead of you and very importantly leave yourself enough time so you're not rushing this morning. live here in san francisco, stephanie chuang "today in the bay." want to see how things are shaping up so far with mike. >> we'll take you out here.

looking over here towards the bay bridge and you see it is misty and murky and the lights traveling on a low deck getting out of san francisco. steph just showed you the video of the smashed up big rig. getting on to the lower deck right around the fourth street ondeck. the rig itself has been cleared from the roadway, but we still have some debris and from what i'm told a oil spill that has to be cleaned up. earlier flooding reported also in the same area approaching the skyway. just be careful through the area some slowing and down to about one lane at some point. the rest of the span is moving smoothly out of the city or into the city. i want to zoom out and show you the rest of the bay. the green where it is wet and the blue is where you'll find active puddling coming up. we'll talk about that coming up for westbound 580. weather updates for your neighborhood right on your phone. download our nbc bay area app, it's free. at 4:34 this morning.

grief counselors will be on hand this morning at one east bay school that lost two students in a tragic weekend crash. last night students gathered for a mass to mourn the two girls who died. the crash happened early yesterday morning near martinez. police say the 16-year-old driver fell asleep at the wheel. her car struck a tree and she was the only person in that car that survived. all three students attend college park high school in pleasantville. a cousin of one of the girls is understandably heart broken. >> she would always remind me that she loved me and it's really sad that she's not going to be here any more. >> people who know the victims say they're juniors at college park. investigators do not believe alcohol or drugs played a factor. let's get back now to our main story this morning, which is tracking those road conditions and the weather as we still see plenty of green and yellow and orange on the radar, kari. >> colorful. >> that means heavy rain. the brighter colors on the radar show the heaviest rain and we did have it really coming down here in the south bay within the

past hour but it is tapering off to some more light rain as we get a closer look but still a lot of rain streaming across the bay area and there will be times when the rain is a little bit heavier. a closer look now at the san jose area. you do see once again, breaks in those downpours and then as you head up towards pleasanton, still a light, steady rain. also in san francisco been tracking some of the showers moving in there. looks like you could have some more heavy rain moving into parts of the north bay, as well. that may slow you down as you get out for work this morning. the heavy rain once again, tapering off for the south bay, but we could still see more rounds of it and temperatures not warming up as we go through the day. only the mid-60s. i'll detail that and give you an idea of when this rain is wrapping up. dublin. live shot and the water kicking up behind the cars. even though traffic is light that weather will hit you in the

windshield and you have to slow down because that traction you don't have as much braking possibilities there. now, a look at the map coming into dublin and livermore. in fact look at this westbound 580 slows out of the altamont pass and way out at greenville and majority of your lanes blocked. you get by on the shoulder and overturned big rig and bob is out there heading to cover that scene. the blue shows you where there will be puddling and wet roads all over the bay and count on that and we'll cover the rest of your traffic coming up guys. back to you. a russian plane seemingly disintegrates in the air. the plane crash in egypt that killed all 224 people onboard.

about a russian planat at 4:40. a tragedy in the skies. this morning investigators are revealing more clues about a russian plane that officials say just broke up in the air. all 224 people onboard are dead. the plane's two black box have now been recovered and soon the voices and data from the cockpit will be analyzed. the wreckage is spread over a huge area in egypt's sinai peninsula. investigators still have no idea why the plane suddenly lost altitude and speed at 31,000 feet or why the pilot no distress call or exactly why the plane broke up in mid-air. it's 4:40 right now on your monday morning and now an investigative unit exclusive. a mother speaking out upset and ang angry. she says speeppeople in charge of

protecting foster children left her 4-year-old daughter in the hands of abusers. when she tried to report her daughter's abusers. >> good morning. the santa clara department of social services knows about critical failures at the agency. all laid out in a comprehensive audit. the key finding, 41% of calls to the abuse hotline are not answered. that's 7,000 callers who want to report that somewhere in the county a child is being hurt. the audit also found callers waited 20 minutes to more than an hour on hold. now, two years after the audit was released a mother tells us the system failed her daughter. she says her 4-year-old daughter suffered abuse and torture that almost killed her. we reviewed a series of police reports and internal records that revealed the mother other caregivers and even the preschoolteacher all reported the abuse to social workers. they described bruises, bite marks and burns on the girl, but no one did a thing until it was almost too late.

now the county faces two civil lawsuits. no one from the department will comment. a civil grand jury report found the response rate has improved but 11% of calls are still unanswered. we talked with supervisor dave cortez who says he will hold the leaders of this agency accountable. they're scheduled to appear november 12th at a public meeting to discuss what they have done since the auditple we will be there. meanwhile, you can watch our full two-part investigation on nbcbayarea.com and just click on the investigation's tab. >> vicki, thank you very much. we'll be right back.

at 4:45 here on your monday morning. weather and traffic. a quick look. >> oh xwraurnsh. >> might be a long morning for people. >> let's call it exciting. >> got this radar. >> we've got a lot of puddles on the roads this morning especially with our first major rain of the season. especially with the widespread downpours as we take a live look at oakland at oracle arena. you can see the raindrops on the camera lens there. very wet as you head out and even though in some spots we're not seeing the heavier downpours like we had just an hour or two ago, it is still very wet with downpours at times bringing rainfall rates at about 0.75 of rain per, just a couple of hours. so, now as we get a close view of the radar a live look now as

you head up 101 from gilroy. you can see there is some rain there and it will continue to move off to the east. that has been the trend we've seen throughout the morning. a look at some of the rainfall totals now. look at pleasanton. over an inch of rain there. livermore, 0.75. san ramon about 0.25 there and as you head over towards alameda, some lights amount of rain there. in halls valley, milpitas 0.75 and sunnyvale 0.5. in the north bay, we also had quite a bit of rain through the past 24 hours, but it did start a little bit earlier there as the rain started out yesterday. in san francisco, 0.1 across most of the city and we do still have some of that on the ground. our temperatures now in the mid-50s. let me take you hour by hour in san jose. we still see the light rain falling throughout the morning. temperatures very slow to rise. only making it into the low 60s today. and when the winds start to pick

up, it will be a breezy afternoon. look at all the microclimates today. expect highs mainly in the 60s all across the bay area. and don't think many spots will hit 70 degrees, but upper 60s in pittsburgh, as well as oakland. and the rain tapering off this evening, so what does it look like now on the roads? mike? >> it's wet. there you go. live look show you san jose. kari is talking about south bay, milpitas almost 0.75 and that's a tough drive through milpitas. so we're watching for reports of flooding. not a lot of that just yet. look at the roadway and the water kicking up on the roads behind them. we'll show you the south bay map and entire south bay map. the green, our traffic weather systems tied together. blue is where there is more active puddling and west 580 and we're down to about one lane westbound 580 just going past greenville an overturned big rig there and a bunch of cleanup that has to go on including off loading that big rig.

two sides to this crash. the slow drive tough out of the altamont until they can clear this and we don't know when that rig will be clear. getting out of san francisco, we still have damp roadways and steph is out there and talk bout the crash that happened. it got cleared. big rig crash towards that lower deck but oil and debris that has to be cleared up. down tew bout one lane at the worst part of that getting on to the lower deck. the earlier slowing we saw has cleared. we'll let you know if there is any progress guys. bob redell heading out to the big rig crash on 580. the big change for the silicon valley legend. hewitt packard is now splitting into two. >> let's turn to landon dowdy live at cnbc world headquarters. good morning. >> sam and laura, good monday morning to you both. the markets could start the week off in the green after topping off a banner month in october.

the dow nasdaq and s&p 500 had their best month in four years and also posted five straight weeks of gains. on friday the dow fell to 17664 and the nasdaq losing 20 to 5054. manufacturing and construction spending ahead of friday's big monthly job's report and janet yellen this week before congress. on friday the fell 92 points to 17664. and it's official the hewlett-packard we knew for more than 75 years is no more. the tech giant was founded in a garage in palo alto in 1939. split on sunday the two separate companies companies one sell printers and hewlett-packard enterprise will focus on ip services. both companies will generate $50 billion in annual sales. retailers are working overtime to lure holiday workers. unemployment is at a seven-year low. hourly retail workers was

attracted to job seekers and that's why some changed to up the ante. toys "r" us are giving workers a chance to double their hours and target is offering more money for the busiest shifts. sam and laura, back over to you. >> thank you very much. meantime, a scary attack against an uber caught on camera. enough is enough. >> get out of my car or i will call the police. >> the driver's dash cam video caught it all. the passenger pummeled the driver from the back seat slamming him on the side of the head as he's trying to get him to open the window. recently happened in newport beach and it started after the passenger refused to put on his seat belt. the driver has already decided for now he is over with uber. >> i don't feel safe driving for uber any more. the quality of the passenger has seem to go down and i know a lot

of drivers will agree with me. >> when officers arrived on the scene, the passenger was vomiting in the street from the mace. >> wow, rather aggressive there. 4:50 right now. a recent e. coli outbreak is forced to chipotle. right now the concern is that chipotle in washington state and oregon. health officials say it's been a week since the last reported case. so, the risk period may be over but they say people should still be on the look out for symptoms. >> certainly expect that people can still become ill, even if the risk is no longer present because the incubation period can be up to ten days although it's usually two to three days or four days. >> washington state health officials say the source of the e. coli was most likely a fresh food product because the outbreak could not be traced to just one place. meantime, coming up next the bay area getting drenched this morning with some welcome rain.

4:54 right now. monday morning starting it with some rain. >> some cats and dogs maybe even out there. we've seen a lot of rain out there in the early morning. >> really great to have a widespread rain across the bay area. here's what we're expecting as we go through the rest of the day. still some rain pouring at 6:00 and then it gets lighter as a lot of the rain starts to sweep off to the east by 10:00 this morning. and then there could be some pop-up showers and thunderstorms while the rain moves over to the sierra there could be some snow showers there continuing into tonight. so, a heads up. a look at how much rain we could see in the sierra or rather snow. the possibility of up to over a foot of snow at the ski resorts

at kirkwood and then around lake tahoe around nine inches of snow. so this is really looking good for not only the bay area but the sierra too. i'll give you an update on another look at the rain and the rar dacoming up later. mike, how is it looking that golden gate bridge? >> the crew getting ready to move those cones and also the wet roadways you should be getting ready for slick conditions and we'll show you the map. we're showing on the traffic system the road weather index. the green there highlighting all over the bay shows you where it will be wet and we'll have damp roads at least through san francisco and we also have this oil cleanup and debris and remainders from a big rig crash which should be in the final stages of clearing. now, on the span itself traffic moves smoothly and the blue shows more puddling through the area and the red a tough drive. we'll talk more about that coming up, guys back to you. now to an investigative unit exclusive with the threat of el

>> i'm laura garcia-cannon. it's the first major storm of the season and pounding the bay area this morning. everywhere from san jose to the bay bridge getting soaked. we have team coverage of what we can expect from the storm and what's going on out there right now. let's turn to meteorologist kari hall. she's been keeping track of the storm's path. >> we have a widespread rain all across the bay area but getting a little bit wider within the past 30 minutes as we gate live look now at the radar. we with see heavier rain trending farther to the south and still raining all across the bay area. so steady light rain will continue for at least the next few hours. but where we do have some of the heavier downpours moving through san francisco as well as approaching san rafael and richmond, as well. expect a slow commute this morning. a look at how much rain we've already had in parts of the east bay and pleasanton over an inch of rain. so pretty good soaking, not only there, but all across the
