i'm sam brock. >> i'm laura garcia-cannon. it's the first major storm of the season and pounding the bay area this morning. everywhere from san jose to the bay bridge getting soaked. we have team coverage of what we can expect from the storm and what's going on out there right now. let's turn to meteorologist kari hall. she's been keeping track of the storm's path. >> we have a widespread rain all across the bay area, but getting a little bit wider within the past 30 minutes as we gate live look now at the radar. we with see heavier rain trending farther to the south and still raining all across the bay area. so, steady, light rain will continue for at least the next few hours. but where we do have some of the heavier downpours moving through san francisco as well as approaching san rafael and richmond, as well. expect a slow commute this morning. a look at how much rain we've already had in parts of the east bay and pleasanton over an inch of rain. so, pretty good soaking, not only there, but all across the bay.

we'll look at some more of the rainfall totals and what to expect throughout the rest of the day coming up. sam and ura. >> puddling out there, hydroplaning and means a dangerous commute. mike inouye is tracking trouble spots. the scene of an overturned big rig causing quite a mess east of livermore. >> this is westbound 580 at greenville, laura. this is right at the base of the altamont as you come into livermore valley. right now all lanes of westbound 580 are shut down. there are a couple wreckers out there right now that are trying to upright this overturned big rig and, unfortunately, that big rig is a full load. around 80,000 pounds according to the chp. that's one reason why it is taking so long. this big rig flipped over around 2:20 this morning which is around the time the rain starting coming down here in livermore. chp hasn't said whether this is

related to the rain but isn't surprised if it is just because of the wet conditions that are out there. what they're trying to do right now is get this uperate euprigh you come out and pan to your left and looking towards the central valley, you can see there is quite a backup here, again, this having been going on now for about two and a half hours. so, once you get through the backup, the traffic does move a little bit more smoothly. but keep in mind, once this is fully reopened for us in the bay area, who are trying to commute on westbound 580, that backup that was coming from tracy has got to get through there at some point. it is has to be impacting your commute in terms of there being more cars out there drawing the morning commute when normally they would have gotten through. wait to get on to the altamont. so, again, as you can see, a couple wreckers out here trying to overright that overturned big rig and could be some time because a full load around

80,000 ponds of whatever that truck is hauling. reporting live here in livermore, bob redell. >> completely shut down westbound. boy, mike, that makes for a tough commute. the altamont pass is well traveled. >> a small road and not accessible in that backup. that is that horrible, big backup that we're talking about. here are two sides of the issue. the bad traffic coming in out of the altamont and, of course, for the person involved, still waiting for updates on the extent of those injuries there. once you're west of there, making a benefit and highway 84 even because all that traffic held up back here in the altamont pass. the green highlighted all over our map because our weather and traffic systems are tied together. wherever you see the green highlighting system there, you'll definitely have wet, soggy roadways, but damp all over the bay and ponding active in many spots, as well.

getting out of san francisco, an earlier big rig crash, as well. the big rig has been cleared from the area and still oil and debris heading on eastbound 80 out of san francisco. look at the soupy conditions you're dealing with. slow it down, folks, use caution. back to you. 5:04. let's turn now to "today in the bay" stephanie chuang. been a busy morning out there, as well. >> especially on the bay bridge where there was an accident earlier this morning. the rain has picked up a little bit since we saw you last. about half an hour ago. unclear if rain played a major role in this big rig accident and we did get an update from the chp around 4:55 all lanes shut down to help with part of the cleanup. crews have been there for an oil spill after a big rig crash. the good news it seems the driver is fine and no one else hurt. this is just east of first street on the san francisco side is shut down. three of five lanes and nearby

on ramp at the time. now, at last check, again, the cleanup of the oil and the debris still going on. so, the lanes aloft still. san francisco fire reporting more than 30 people responding to help with that cleanup and at the scene over a while. the rain has been heavier in places like pleasant hill where overnight there was a bit of a downpour you could see there in the video. the wet weather hitting all around the east bay roads. dash cam video also from different highways all around from 880 in oakland and 680 walnut creek and 24 all getting rain. the usual advice, leave yourself more distance between you and the other drivers, as well as more time for travel. i want to add the chp did tell us that it has seen an uptick in accidents overnight. that it does believe is related to the weather. this is very real and that warning and hopefully people taking that into consideration as the commute builds here this morning. live here in san francisco, stephanie chuang.

>> you can get weather updates for your neighborhood right on your phone. you can also head to our website, nbcbayarea.com. grief counselors on hand this morning at one east bay school that lost two students in a tragic weekend car crash. last night students gathered for a mass to mourn the two girls who died. that crash happened early yesterday morning near martinez. police say the 16-year-old driver fell asleep at the wheel. her car veered off the road, struck a tree and she was the only person in the car to survive. all three students attended college park high school in pleasant hill. a cousin of one of the girls is heartbroken. >> she would always remind me that she loved me and she's not going to be here any more. >> those who know the victims say they are juniors at college park. investigators don't believe that alcohol or drugs played any factor. >> very sad. well, the search continues this morning for the arsonist accused of sparking a halloween night fire in the east bay.

witnesses told police they saw someone drive by and throw an object at a danville home and then drive off-. no one was home when it started. the fire caused $210,000 in damage to the home. firefighters were able to contain the fire in about a half hour and keep it from spreading to nearby homes. there are no injuries reported. 5:07 right now on your monday morning and a tragedy in the skies. this morning investigators are revealing more clues about a russian plane that officials say broke up in the air. all 224 people onboard dead. the plane's two black boxes have been recovered and soon the voices and data from the cockpit are going to be analyzed. the wreckage is spread over a huge area in egypt's sinai peninsula. the tail section was found about three miles from the nose section. investigators still have no idea why the plane suddenly lost altitude and speed at 31,000 feet. or why the pilot made no distress call or exactly why the plane broke up in mid-air.

we've been waiting for it and finally it's arrived. a soaking of rain hitting all over the bay area this morning as we take a live look outside at the oracle arena in oakland. it will take a lot more than that to slow down steph curry and the warriors. >> no kidding. but a soggy commute for many. let's check with meteorologist kari hall. a lot of green behind you there. >> we're not done with the rain yet. even some spots where we see the yellow, the reds and the orange indicating some heavier rain. and, also, the rain as far that will pick up in intensity in san francisco and also for parts of the peninsula. so, expect more of this rain for at least another four or five hours, which is great news. although it may slow you down as you head to work or school. we are taking a look at all the microclimate temperatures now in the mid to upper 50s. and it only warms up a few more degrees as we go through the day and the possibility of some pop-up showers and thunderstorms, especially for the east bay later on this afternoon. i'll detail that coming up in a

few minutes, but right now i'll send it back to you, sam and laura. >> i'll take it over here. real quickly, kari. i wanted to jump in because we're looking at soupy conditions. part of the reason it's so light here is because of this crash that bob was at the scene there. he just reported all lanes blocked as he was doing his report. big rig overturned and 80,000 pounds of cargo there, as well. huge issue coming out of the altamont pass. anywhere west of greenville because, again, all those lanes are blocked and all traffic is held up there for the time being. wet, rainy conditions. you saw that on our live cameras, as well. a new incident reported around the dublin interchange and i'll check on that and bring you the details. minor flooding and minor crashes and spinouts and we're focused on the big stuff. and in towards san francisco where east 80 getting to the lower deck. we still have lanes blocked on your left side because of fuel spill and debris left over there. here's a live look at palo alto

for the hp enterprise. current ceo megwhitman will become ceo of that company and hp will make computers and printers while this company does software and services. these days hp doesn't make the news the way that smaller, more glamorous companies do. uber and twitter. even though hp outearns them both. technically we all outearn twitter. it's significant, though, because hp is splitting up after 75 years. they'll start trading independently on wall street at 6:30 a.m. our time. the government is changing its investor rules to make it easier for middle class households to invest in startps. small mom and pop investors can own a piece of a start up, much of the way venture capitalists do. this law has been around for a while, but there were big income requirements to qualify. now, starting at about 90 days, those requirements go away. anybody can invest $2,000 or 5% of their income.

speaking of investments, let's check in with landon dowdy live at cnbc world headquarters on this monday morning. good morning, landon. >> good monday morning to you. the markets look to start the week in the green after capping off a banner month in october. the dow, nasdaq and s&p 500 have their best month in four years and all have posted five straight weeks of gains. on manufacturing and construction spending ahead of friday's big monthly job's report and testimony by fed chair janet yelin this week before congress. on friday the dow fell 92 points and the nasdaq losing 20 to 5054. scott, back over to you. >> thank you. amazon launching a new subsession to its website called black fridays. offer deals to prime members 30 minutes before regular amazon shoppers can get them. up and running now. more and more this idea of an actual day. it moved to thanksgiving and now just whenever. >> but, you know, it's funny,

too, some of the things they put on sale, you're like -- >> yes. >> i don't want any of those things. >> getting you guys some trash bag liners. thanks a lot. taking out the trash while, actually, right now, we're filling up bags of water, basically. creating a lot of rain coming down this morning so far and coming through throughout the morning here. >> set out the kiddy pool yesterday so it would compile some of that water. >> party at kari's. >> i don't know about that. >> really good to see this rain this morning. but you will have to leave out the door a few minutes earlier because things are already starting to slow down. as we get a live look now across the bay bridge, you can see those traffic lights, the car headlights just rolling across the bridge. so, many people already out and trying to get a head start on what may be a slow commute. we still have a lot of rain streaming across the bay area.

taking it to the south bay now. and gilroy, you have a pretty good heavy downpour moving through. so if you have to have head farther to the north, you may see that rain getting a little bit lighter. and then as we go across the peninsula around pacifica and then extending towards 101 just to the east of there, you are going to see some heavy rain. also in the north bay in san rafael the rain is coming down at a pretty good clip. so, still adding more rain in the rainfall bucket as we have already gotten over an inch of rain in pleasanton. this may just briefly create some puddles and some slick spots and the rain may continue to off. in livermore, 0.75 taking it to the south bay as we're just looking at how much rain we have gotten so far. about 0.25 inch in gilroy and you have over an inch of rain and close to 0.75 around milpitas. in the north bay, you've had the rain lasting a little bit longer there, but light. about a quarter of an inch of rain across most of the north

bay and then in san francisco, we've also got about 0.01 in some spots approaching 0.02. so, really good soaking. not only in some parts of the bay area, but we're all getting it as we go through today. the futurecast shows the rain skirting off to the east as we go into the 10:00 or 11:00 hour and some clearing and we could have pop up showers and thunderstorms through the afternoon and some snow that will continue across the sierra. let's see how the roads are moving now with mike. >> the rain and the wet roads will be an issue all morning long for our commute and just starting with the backup at the bay bridge. now, look at the sheen on the roadways here. not much of a concern as far as active rain at the bay bridge but slick roads around the bay. we'll talk about another issue getting out of san francisco eastbound 80 still restricted down to one lane from an earlier crash that leaves oil or diesel, oil i should say and debris on the roadway and that's causing a slow down getting out of the city. the commute causing any delay

getting into the city. the green highlighted all over your bay shows you where you have the slicker conditions. the north bay across the golden gate bridge. better news, got this in the last couple minutes here. westbound 580 all lanes are nowen and bob redell is covering this crash for an overturned big rig. all lanes are, again, open. release all the traffic held up in the altamont pass and down through pleasanton what kari had already talked about. rain totals over an inch. we'll update you on those, as well. the rest of your south bay and moving well. again, watch the slick roadways. >> there is a lot of water kicking up out there. thanks, mike. >> leave plenty of time this morning. when foster children cry out for help, sometimes no one listens. >> everywhere in the world children are abused and it's hidden. >> we a county agency after

exclusive. a mother speaks out upset and angry. she says the people in charge of protecting foster children left her 4-year-old daughter in the hands of abusers. she says when she tried to report her daughter's injuries, she was ignored. investigative reporter vicki nguyen found concerns at this agency. >> the department of social services knows about critical failures at the agency. all laid out in a comprehensive audit. the key finding 41% of calls to abuse hotline are not answered. that's 7,000 callers who want to report that somewhere in the county a child is being hurt. the audit also found callers waited 20 minutes to more than an hour on hold. now, two years after the audit was released, a mother tells us the system failed her daughter. she says her 4-year-old daughter suffered buse and torture that almost killed her. we reviewed a series of police reports and internal records that reviewed the girl's preschoolteacher all reported

cannon. =sam/2shot= d good morning. waking up to a good drenching across the bay area. i'm laura garcia-cannon. >> i'm sam brock. halloween, of course, was last friday and we saw orange on the radar. good point t was saturday. wet roads and a as a storm is whipping through the bay area everywhere from san jose to the bay bridge getting a bit of a soaking this morning. right now the beginning of what could be a soggy morning in general. team coverage of what we expect the storm. first we turn to meteorologist kari hall who is keeping track of the storm's path. >> grabbing the rain boots, the umbrella, rain jacket and some warm clothing we don't warm up much as we go through the day. a look at the radar now. you can see it is covered with rain as more of those heavy downpours rolling through the bearia as we get a look at the south bay, we can see there are

some yellows and reds there approaching gilroy. expect it to get pretty soggy thering up on more rainfall totals and the peninsula, as well as san francisco heading to the north bay, you can see the rain coming down in san rafael and the bright yellows and reds show where the heaviest rain is now. as we go through the day, highs only in the 60s all across the bay area and rain tapering off as we go through late morning and still have some thunderstorms this afternoon. i'll detail all of that coming up in a few minutes. for now, send it back to you, sam and laura. >> keeping the theme going, kari. wet roads could mean a very dangerous commute. mike inouye tracking the wet spots and bob redell causing quite a mesin livermore. >> a big rig that had been overturned for three hours now, laura. we're here at westbound 580 so your headlights are heading westbound. this is at the altamont at greenville in livermore. you can see the big rig right there for the past, i'd say at

least for the past two hours these wreckers have been trying to upright the big rig. the problem is that big rig is fully loaded according to chp with around 80,000 pounds of goods. not clear what it was carrying. but it did flip over. roll over around 2:20, 2 30k this morning which is around the time it started raining here in livermore. it is quite possible that that wet weather did cause that big rig to lose control and end up on its side. westbound 580 as we do suggest one lane of traffic at times as they have been trying to upright the big rig. they had to shut down all lanes. so, i bring this up because you can imagine the backup going over the altamont into the central valley and into tracy. as this road is event reopened, you'll have that backup and that residual effect trying to get through livermore later in the morning commute. if you live in livermore on the

tri-valley and taking westbound 580 into your drive into work this morning, keep in mind there are a lot of people behind you who want to get into work, as well, who should have already been down 580 but won't because of this accident here again at greenville. no estimated time of opening. but i can tell you it looks like it's taking a long time for these big rigs to finally get this, excuse me, the wreckers to get this big rig uprighted. again, a full load in there and looks like it is just hard to get in there and try to get it upright. reporting live here in livermore, bob redell "today in the bay." >> hopefully the driver is okay, as well. let's turn to mike to see how things are shaping up else where. that is where the red is right there at the altamont. >> we were concerned about the driver, as well as another car involved. sounds like minor injuries reported and nothing major and that's the good news. no life-threatening injuries. we're focusing on the impact of the traffic. that's it big red drive. the slow drive, you saw in bob's report, the car creeping by one

by one right here past greenville and a slow drive. now it's horrible for folks coming out of the altamont pass but great for folks in livermore and the dublin interchange. incorrectly reported that all lanes of westbound were open, they were not. one lane creeping by. eastbound where there was another crash. that is clear getting out of the area and, again, slow for all those lights. look at the green all over this map and as we move across the bay, looking at green all over the bay. over an inch in pleasanton and 0.75 in milpitas and some flooding and we'll track that and, of course, the crash in san francisco and clear the roadway and still some problems and i'll hand it off to you guys steph chuang is out there. >> she's live in san francisco this morning. a very busy morning there, as well, i should say, scott. >> that's right. traffic is now starting to pick up a little bit more. the concern is as we're getting into the rush hour time frame that the accident that was on the bay bridge earlier this

morning may cause some problems. as you take a look at the video, you can see crews cleaning up an ilspill on eastbound 80 since the accident around 2:20 of a big rig crash. a solo vehicle accident. the good news is it seems the driver is fine and no one hurt. just east of first street on the san francisco side. i just spoke with chp two minutes ago and it did verify that three of five lanes are still shut down as crews are out there still cleaning everything up. the big rig has been towed away, but, again, the cleanup of the oil and debris still going on. the three lanes still blocked. san francisco fire also has reported more than 30 people responding to help at some point with the cleanup and at the scene. now, the rain has been heavy, in places like pleasant hill where you can see the downpour from overnight. the wet weather was hitting all around the east bay roads and dash cam video from various highw highways. everywhere drivers have to deal

with this wet weather. usual advice, applies. leave yourself more distance, as well as more time. the chp is confirming an uptick in accidents overnight since there has been the rain. so, definitely correlation there. so, be careful. i also want to add pg&e has added power outages in the bay area. one in san mateo. as well as the south bay, two different power outages affecting 5,300 people and 3,000 in another area could be caused by the rain getting confirmation from pg&e. live here in san francisco, stephanie chuang. all bundled up there and rain dousing the south bay, as well. we certainly hope kris sanchez brought her rain gear. flooding concerns and what are you seeing there, kris? >> i'm always ready for everything. i'm geared up. no worries about me. we'll show you this series along lawrence expressway. this is lawrence expressway as

it goes on to southbound 101 here in sunnyvale. two lanes of traffic that head on to the freeway. one lane has a lot of ponding water, standing water right here and that's the sort of thing that causes those vehicles to spin out when people are driving too fast. we have seen some folks observing a slower speed because of the rain. but we still a lot of people driving really, really fast. we also saw a crash that we will show you video of in just a little bit. we were right around 280 near saratoga avenue. the onramp there also flooded and somebody must have just hit it, spun out and then there were two vehicles. chp had to stop all the traffic on the freeway to make sure everybody got out of the way. we could see more of that throughout the morning. we don't think that was a serious accident. mike was checking on that for us. we do know that you cannot see this ponding water until it's too late. so, if you are headed out right now, we can tell you that this is the first major rain that we've seen.

center. all lanes in southbound 880 in the area were shut down for two hours. officers tell us several cars hit the victim, but they don't know why he was on the freeway. >> it's traumatic event for anybody. this is truly a horrific event. we have a darkened roadway and we have, you know, quality overhead. very difficult to tell the color of his clothing. >> officers say several drivers who hit the man pulled over to tell officers what happened. 5:38 right now. happening later today in just a few hours, the trial of a dog sitter who was allegedly caught on video abusing a dog is set to begin. linda levac is facing demeanor charges. a neighbor across the street recorded a video this summer showing her grabbing a small dog by its collar and throwing the animal on to the ground several times. prosecutors also claim that she was running an unlysed dog boarding facility at her home. she's convicted, she could face punishment of up to one year in jail. now to an investigative unit

exive. with the threat of el nino expected to unleash months of rain on the bay area, hard to imagine that experts say we're still in a critical drought, but we are. tonight we begin the first of a series of stories that are part of an exclusive series called "surviving the drought california water crisis." our traveled halfway around the world to israel to find out how california could survive another decade or two of no rain. >> we simply don't have enough water. we're depleting our ground water and i guess it is why i'm so concerned that we're not ringing a bell very, very loudly. >> not just the itself, but the fact that you have to have a sustainable water system whether you have el ninos or don't have el ninos. >> tonight we investigate new technologies already being used in israel where they have more water than they can use. see for yourself in our special report "surviving the drought."

the date is not a coincidence. anonymous members also wear a mask. the group has posted a few hundred numbers and phone numbers that it got from a compromised twitter account. a football player is suing fan dual saying it doesn't have the right to use his name and likeness. that's the whole point using players names to build your own fantasy team. the suit, though, is reminiscent of a lawsuit against electronic when players from college football and basketball sued for the same reason. we don't think the suit will do much because rules and laws and licensing agreements. when we talk about fan duel, comcast a small investor in the company. >> interesting from a college student's perspective. the nfl players now saying, hey, you're making money off of my name. they're pretty well paid.

thank you very much. south bay water customers are being told it is still okay to drink your tap water even if it has a funny taste or smell. tap water from the santa clara valley may be tinged with a dirt-like along with an unusual odor. the utility says low reservoir levels are leading to warmer water levels bringing higher algae level, as well. they recommend chilling it first so if you want to make the taste and smell a little less notesable. don't tell me that somewhere in southern california where they do water tasting with water with a little hint of dirt in it. >> the region where it comes from affects the flavor and that is exactly it. >> let's replenish some of those reservoirs. let's do it. we need it. we had a widespread rain across the bay area. the first of the season and, finally, mother nature is getting the hint that it's fall. and we see the rain falling now as we get a live look now at the golden gate bridge.

you can see it coming down. the roads are wet. allow some extra time to get to where you're going today because it's not just isolated, it's not very hit or miss as we are seeing this rain covering all of the radar and we see the green, yeah, that's a steady rain. that's a light rain. as we get a closer look when you see the reds, yellows and oranges, that's where it's really coming down. we had at time rainfall rates of 0.3 per hour and it's been falling for quite a while. as we look at the south bay, you see a widespread rain there and some of the hev xwraviest rain g through san francisco and half moon bay and san mateo and over towards hayward and into the east bay we have heavy rain. in the north bay, just to the south of mill valley and over towards richmond. so, pretty much a wet commute for us all. and here's how much rain we've gotten so far. still continues to fill in. you see those numbers going up. we had an inch of rain in fremont. over an inch of rain in pleasanton and most of the east

bay has had about 0.25 up to 0.3. milpitas about 0.75 and 0.5 in san jose as well as most of the south bay. the north bay a quarter of an inch, even though the rain is going on longer there and in san francisco, you've had anywhere from 0.1 up to 0.25. our temperatures do not warm up today. as the cold front moves through, it brings the rain off to the east, but we could still have pop up showers and thunderstorms for the east bay hills this afternoon and the and the snow moving over to the sierra. let's get a look at how your morning commute is affected. >> kari, this bay bridge shows lighter backup. metering lights turned on after 5:30. the cash lanes are a little lighter. folks may be slower getting there. look at the map. we want you to lower those speeds. the green highlighting all over our maps in the blue in patches

here along the north bay coast and find patches throughout the morning. that's our weather data translating to weather conditions. at least a slick and worse we'll follow that throughout the morning. crash northbound 880 approaching avenue into downtown and looks like it's over on shoulder and sticking out into lanes and you see the slowing there, as well. zoom out the map and see slowing for highway 4 towards concord and also behind me, the worst of the jam because of this crash west 580 at greenville. only the shoulder traffic gets by there coming out of the altamont but the rest of the traffic for our viewers, easier drive through the tri-valley. the crash getting into san francisco did clear and so did the cleanup getting on to the lower deck of the bay bridge. a live look at the peninsula. here's palo alto. water kicking up and tougher to see and traction is an issue, too. the build is on, though, guys, for the south bay. >> you can see it out there already. coming up, frustration boils over into demands.

nguyen found concerns at this agency. >> the santa clara department of social services knows about critical failures at the agency. they're all laid out in a comprehensive audit. the key finding, 41% of calls to the abuse hotline are not answered. that's 7,000 callers who want to report that somewhere in the county a is being hurt. the audit also found callers waited 20 minutes to more than an hour on hold. two years after the audit was released a mother tells us the system failed her daughter. she says her 4-year-old daughter suffered abuse and torture that almost killed her. we reviewed a series of police reports and internal records that revealed a mother, other care givers and even the girl's preschoolteacher all reported the abuse to workers. they described bruises, bite marks and burns on the girl, but no one did a thing until it was almost too late. now, the county faces two civil lawsuits. no one from the department will comment. a civil grand jury report found the response rate has improved,
