well as pacifica and a line-up towards san francisco. the north bay also seeing some widespread heavy rain and it looks to continue for at least another three or four hours before it starts to taper off. so, i'll have cdetails on that and the cruel temperatures that are coming up. let's see how it is slowing you down with the morning commute with mike. >> the peninsula and we also saw the dar in the east bay and we're concerned about more folks hitting the roadway. look at this live shot here from dublin. westbound 580 very sparsely populated, but you can tell from the glow of the lights and the sheen on the roadway, sheen conditions here. the main reason we look at the maps, the jam coming out of the altamont pass. it's clear along livermore and dublin. back here the crash and bob redell is out there and been out there for hours. bob redell is tracking the overturned rig in livermore.
6:01 am
what is tlaehe latest out there? >> the westbound direction at greenville where you can see this big rig is overturned and it's been there since 2:20, 2:30 this morning. i just got off the phone with manage control out of oakland and conglomeration and they say they do not yet have an estimated time of reopening. i can tell you, it's been at least one or two hours that these wreckers have been trying to upright this big rig. the problem is this big rig is fully loaded around 80,000 pounds of goods. so, you can figure it out there it will take some time to get them upright. there are five trucks that have shown up that have pulled up at the side of the road. we're assuming these are with the company of the big rig and they'll move the big rig out of here. so, you're looking at quite a bit more time. we're talking not minutes, not tens of minutes, but in terms of hours before you get 580bound reopened here at greenville. right now only one lane of
6:02 am
traffic is being allowed through and sometimes they're having to shut down all lanes just so the wreckers can do their job. but you can look at the backup. this is extending well into the central valley and even though that's not bay area, you have to imagine all those people want to get through livermore into the bay yare for their jobs here. so, eventually when they have this reopened, you'll have the residual effect of all the cars that should have already gone through and tried to get through during the morning commute. livermore police putting out a note here. so, if you have to get into work today and you can't work from home, that's something you want to keep in mind before you head out on the road. mike? >> thanks, bob. believe it or not, folks, some of that backup that bob was showing out of tracy in central valley may be reflected over here at the bay bridge. the traffic is jammed up in the fastrak lanes because some of that traffic was held back up over there. you see the live shot on the wet
6:03 am
roadway there's and reflected in the green all over the bay and the blues active puddling through the north bay and despite that coming down through san rafael. an earlier crash past 808 and looks like everything biltdz around the shoulder. slow it down, folks. that's where we're doing a gradual build and pittsburg, this is where bob was talking about the crash. look d look dublin and pleasanton slower drive there. the san mateo bridge heading south of there and maps in the northbound direction and flooding reported in patches around and end with a live shot of the san mateo bridge soupy at times and you can see the rain falling down in the live shot and we'll show you that all morning, guys. >> inbig rig just gone after it lost control on the bay bridge. hand about four hours ago on the
6:04 am
eastbound side of the bridge. crews shut down three lanes while trying to clean up the oil that spilled from the rig. is there a residual effect. stephanie chuang joining us and what is it like out there right now? >> well, from my vantage point, it looks like a steady pace eastbound into the city. the rain has picked up in the last couple of hours, that's good, but maybe not for the commute. the goods for drivers heading into the city all lanes are back open on the bay bridge from that accident. you can see from the video that crew husband to spend some time cleaning up on eastbound 80 after the big rig crash around 2:20 this morning. it did leave a pretty big mess as crews spent hours cleaning up an oil spill left behind. you can imagine they want to be very careful about the oil spill and anything left behind. they also had to clean up debris. this happened just east of first street in san francisco and had shut down of five lanes for almost four hours this morning, as well as the nearby on ramps.
6:05 am
until, again, about 15 minutes ago. good news on top of that is the driver of the big rig is fine. no one else hurt. san francisco fire did report more than 30 people at some point responding to help with the cleanup and the scene. so, it was, you know, pretty sizable oil there. the rain heavy in places also like pleasant hill where there was a downpour overnight and the wet weather hitting all across bay area roads, including the east bay where we have dash cam vid from 880 in oakland and 680 in walnut creek. just everywhere. the chp did confirm everywhere an uptick in the number of accidents related to the weather. so, it may seem redundant and you keep hearing it over and over again, but you're seeing it everywhere. livermore where bob is and south bay where kris is, definitely an impact. keep some distance and give yourself some time here this morning. live here in san francisco, stephanie chuang. a live look at downtown san jose, not only crashes on the roadway and flooding, as well.
6:06 am
nearly two feet of standing water in one area of the south bay. >> kris sanchez live in sunnyvale for us near the intersection of lawrence expressway and 101. already seen some calls out there this morning. >> yeah, we have. in fact, in the last five minutes, we lost the last of our flares. they were lining one of the lanes going on to southbound 101. trying to make things more visible for drivers and chp put the flares out earlier this morning. they have since extinguished and folks don't know that ponding water is there. they are rushing right through it. we do have video of when the flares were burning and it was pretty effective. drivers were able to make their way around ponding water. we have seen folks driving faster, i think, than they should, not just to editorialize but it does seem pretty fast to me. we were also on northbound 280 earlier today. and we did see one car that had spun out and perhaps was
6:07 am
involved in another crash along the off ramp on saratoga avenue. nothing too serious there except that chp had to shut down the lanes of traffic so that folks could move off to the shoulder and get out of the lanes of traffic. traffic did then flow normally. we do, we have not seen any of the traffic signals out because of the rain or because of the power failures. but we do know that pg &e is reporting power outages. nearly 3,000 homes and businesses in the dark here in the south bay. and we know that there are also some homes and businesses about 300 in the east bay that are without power. about 100 in san francisco. and about 750 or so on the peninsula. so, if you're waking up with just your smartphone this morning, i hope it's fully charged because pg&e has not estimated yet when everyone will have their power back. we have seen lots of crews out this morning and we also have
