>> good post election wednesday. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. we want to check the forecast. it's a cold start to our morning, kari. >> don't forget the jacket before stepping out the door. you will certainly regret that. a cool day once again with a lot of sunshine all across the bay area. warming up nicely in a few spots like san ramon very pleasant 67. mission district at 63. 71 in santa rosa and 68 in oakland. we don't see much of a warmup heading into the next few days and there's another chance of rain headed our way. i'll detail that and more coming up in the next mime crow climate forecast. >> we'll start in dublin with the volume good as well. the headlights going west out of livermore and into dublin. that's your commute direction, a little slowing out of the altamont making its way into livermore without any problems for 580.

we'll zoom the map out. anywhere south of the dumbarton bridge completely clear. we'll take a look at the bay bridge toll plaza. let me show you the backup is over off here, the left approach looks like one of the cash lanes is blocked. so is one over on the right approach. back to you. >> thank you very much, mike. at 5:01 we or covering breaking news this morning. at least 25 people are dead after a cargo plane crashed in south sudan. the plane went down shortly after takeoff. it crashed on the banks of the nile river leaving wreckage strewn across the water's edge. an unknown number of people were killed on the ground. a man who saw the plane come down said it seemed as though initially the plane might crash into a market area before the pilot apparently diverted it. investigators are looking into the cause. decision 2015, the votes are in, the ballots counted. this morning we have answers to

some of the most high profile races in the bay area. from a proposition that might set a new precedent to the controversial politician likely out of a job. >> let's get to today in the bay's kris sanchez with more on a possible new leader for the san francisco sheriff's department. there could be a new sheriff in town? >> seems that way. vicki hennessy celebrating quite a win over ross mirkarimi. you see she has 61% of voters in her favor, nearly double the number of votes that ross mirkarimi got with just over 30% of the vote. hennessy is a san francisco native who joined the sheriff's department back in '75 and in 1983 was the youngest captain in california law enforcement. she says she is a career practitioner and not a career politician. in 2012 mayor ed lee appointed her to be the interim sheriff with the department when sheriff ross mirkarimi was suspended for

official misconduct. >> i never thought in my entire career i would ever run for sheriff, but i found that i felt compelled to do so as a san francisco native and someone who worked hard to make the department professional, want to keep the department pro fshl and responsive, and somebody who is pretty much -- i'm a pretty steady person, not somebody that has a lot of drama. >> sheriff ross mirkarimi was elected in 2011 and soon convicted of domestic violence against his wife, a conviction that stripped him of his ability to carry a gun. he was also widely criticized for his support of the sanctuary policy blamed for the shooting death of a woman on pier 14 this summer, killed by -- allegedly killed by a convicted felon with several deportations on his record. she has said there is room to interpret the policy, the sanctuary policy to allow notification, though perhaps not detention. hennessy will be sworn in in

january. laura and sam? >> kris, thank you. that race got a lot of attention. so, too, did the fate of two high profile housing fights in san francisco, those ballot measures. proposition f lost 55 to 45% with 100% of the precincts reporting. prop f would have limited the number of days a private housing unit could be rented out like airbnb. some people saying it's turning housing into hotels, changing the entire feel and fabric of those communities. hotly contested for months. >> prop f was an extreme proposition that would take away the right of middle class san franciscans. >> short-term rentals have devoured our housing stock. regular tenants in san francisco no longer have amendmentments to live in, instead they're being represented to tourists. >> the san francisco controller's office says the

city collects between $10 and $15 million annually in tax, paid by short-term residential units. airbnb saying a decisive victory for the middle class, standing up for rights to share their homes, closed quote. the company is also expected to hold a news conference later this morning. >> it's 5:05. in the meantime, another housing measure, proposition i did not pass. this is another closely watched housing proposition. a yes vote would have stopped luxury housing in the district for 18 months. that's not going to happen. we have extensive coverage of the election process, the votes coming in all across our digital platforms. head to nbcbayarea.com to find up-to-the-minute election results from all bay area

counties. 5:05, also happening today, cal state university students learn if they can expect teachers and staff to walk off the job. last week members of the california faculty association wrapped up a strike authorization vote for teachers at all 23 csu campuses. contract talks are currently at a stalemate. teachers will announce the results in less than five hours. there's still no timeline on when teachers might walk off the job. >> a potentially deadly toxin putting a damper on a bay area holiday tradition. crab season on hold amid a serious health warning. "today in the bay's" bob redell joining us life from fisherman's wharf. it will affect fishermen up and down the pacific coast all thanks to an algae bloom. >> unfortunately the fishermen are at the mercy of a naturally occurring toxin that sometimes you'll find in these crabs. until those toxin levels go

down, these crab pots here will be staying put. within the past 24 hours, the california department of public health made the surprising announcement that the dung nous crab caught off our coastline are unsafe to eat. tested from oregon to sana'a barbara and found they contained large amounts of da mowic acid. >> we've had two unusually warm years, red tide. we thought we would have a good season. yet, if the crab isn't safe to eat, no one wants to see people get sick. >> eating crab with high levels of demoic acid can cause nausea and headaches and can even be deadly. the season is supposed to start saturday, the commercial season on november 15th. seafood restaurants on the wharf

are warning diners that a crab shortage the lead to higher prices. >> a lot of people heartbroken over that. thank you very much. >> that's tough. a lot of people serve crab on their thanksgiving table, maybe along with the turkey. >> a little surf and turf. plenty of cold coming your way. feels like fall. temperatures in the mid 40s in the south bay and 50s across the bay area. expect highs today reaching 68 degrees in the east bay, 66 degrees in the peninsula and the south bay. a lot of sunshine, breezy winds, a couple of spots hitting near 70 degrees in the tri-valley today, up to 70 degrees there. i'll have a look at what to expect as we head into the weekend. quite a few changes in the forecast. details on that in a few minutes. let's check in with mike with a heads up as you head out. >> easy drive, nice smooth flow

potts joining us from washington with the candidate to beat. >> it's ben carson. in our poll, they tie. in the new quinnipiac poll he beat her by 10%. our nbc "wall street journal" poll shows hillary clinton and ben carson would get half the vote, but carson does much better with independents, the only republican hillary clinton doesn't beat. >> i hope we have a chance to find out. >> clinton telling reporters there are big differences between democrats and republicans on things like minimum wage, now pushing $12 an hour and making college affordable. >> you can listen to the many hours of the republican debates, you never hear anything about that. i think that's a very stark difference. >> president obama watching from the sidelines is telling both sides to get out and vote. >> regardless of what your party is, you've got to get involved.

>> meantime, candidates are already filing in new hampshire and a newly fired up jeb bush. >> i actually have pretty good energy every night. >> -- is hoping to turn things around. >> if you take a look at the other republicans out there, the only other one that comes close to clinton is marco rubio, within three percentage points. actually that's within the margin of error. that's technically maybe a tie, too. >> we'll see where it all heads. we know hillary clinton headed to the bay area. the democratic presidential front-runner is returning here today to attend two private fund-raisers. the former secretary of state was in the bay area raising money just five weeks ago. this afternoon she'll attend a fund-raiser from the biotech company 2 and me in mountain view. tomorrow she'll attend a fund-raiser with katherine hahn.

>> might be a little early pour the glass of bourbon. scott mcgrew wants to take us to kentucky. >> you're not following the bluegrass state? the republican candidate got the governor's office. i bring this up because the fellow who lost the election for governor, an internet millionaire. in kentucky he may be the only internet millionaire, creating a website called fark before reddit. he ran a serious yet somewhat doomed campaign, one of the new generations of politicians that we've become accustomed to who have the new ideas and new money from their internet startups. twitter did something unusual on tuesday, broadcast an analyst meeting. twitter is trying to fire up stop analysts and reporters assuring them everything is going to be just fine with

business despite the fact that the stock is down 20% on the year. tesla says it's not making that suv quite as quickly as it would like. apparently having trouble getting parts for the back seat. as elon musk says, you can't build 99% of the car and have the last 1% not work. it's going to make all the difference. musk also says they're going to update the tesla s software to discourage people from driving totally hands free. your news before the bell, landon dowdy is live at cnbc headquarters. good morning. >> good morning to you as well. stocks trying to extend their winning ways. the markets rallied again on tuesday closing off the highs of the day. investigators reacting to more corporate earnings and deals such as activism take over, candy crush maker king digital. look for data on private sector jobs, the trade deficit and the service sector. the nasdaq up nearly 18 points to 5145. >> thank you, landon.

movie specter is out in england getting blockbuster audiences. the makers of the movie telling the telegraphic newspaper in london they turned down millions from sony in a deal that would have had bond using a sony cell phone because they said bond would not use android. james bond movies are full of product placement. you may have seen this tv commercial. that's a sony phone. this is only in the tv commercials do they actually make this product placement. you will not see that in the movie. apparently the movie makers thought bond would only use the best and in their opinion it isn't. you may remember in "house of cards," they use a windows phone. it takes the whole plot in this weird direction. you think no, no -- >> got to be believable. >> he was an interesting character. >> he was a blackberry guy.

5:17. from bond to netflix and now back to your city and community. a program in east palo alto getting folks outside and into the parks in the worst parts of town. >> called the fit zone program. the idea is to get people out of their homes and into parks. people get fit along the way. the police chief says it's pushed out gangs and violence. the number of gun shops dropped 20 to 25% each in the last three years. >> by coming out and essentially participating in elementary school style recess and working on small art projects, people are able to reclaim their city. >> that's great. get to know your neighbors, too. the chief is creating the clean zone program. community members will spend saturday picking up trash and painting over graffiti. the first cleanup is this saturday. i love that program. >> also, get the kids out there. if there are kids outside today,

bring plenty of kleenex, because those noses could be running a little. kind of chilly out there. >> and a light jacket, too, until the middle of the day. once the breezes pick up, even in the middle of the day. you can see the camera shot there. look at the bay bridge, because of the wind gusts that will slowly relax as we go through the day. it feels a little cooler than the temperature of 45 degrees in san jose and livermore. in sunnyvale, 50 degrees, also 50 in concord and oakland at 52 degrees. let's go hour by hour in oakland. we'll see the temperature dropping another degree or two as we go through sunrise and a few clouds mixing in. mostly sunny skies. by 11:00, at 64 degrees. it will be another nice beautiful day, in the upper 60s for the high throughout the afternoon. a look at all the microclimates in los gatos today, 67 degrees.

in palo alto, 69 degrees. outer sunset making it up to 67 degrees. 69 degrees in napa, 68 in oakland and danville today, a high of 70 degrees. what's next as we go into the next few days, morning clouds and a lot of sunshine with more of this comfortably cool weather. the next cold front moves in, as we head toward the end of the weekend. it could bring scattered showers starting on sunday and continuing into monday morning. and some of the initial runs of the computer models show the possibility of another quarter inch of rain. that would be great after having a few days to dry out, we'll need the rain again early next week. highs in the 70s this weekend. staying in the mid 60s in san francisco. we'll see the temperatures going down a couple of degrees by the end of the weekend, but still very nice and one you'll want to make some outdoor plans. let's check in now with mike to see how the morning commute is rolling. >> you showed the camera with a

little tremble there. you can see in oakland the traffic is moving well, but the camera moving as well. some gusty winds. not a major concern. look at the emeryville camera toward the bay bridge, does this tremble at all? no. the traffic is moving well. from time to time you might see the wind kick up a bit. we'll look at the maps. a very calm drive right now approaching the bay bridge. a backup forming with the cash lanes. we should see metering lights turn on about 5:30. 580 westbound, your build coming out of livermore. out of the south bay, no delays and no problems. >> as anyone would attest to, we have plenty of cars in the bay area. that's not the problem. parking spaces, that's the issue. the outrageous price one spot is going for in boston. here is a hint. it's actually worth more than most condos. now to an investigative unit

cannon. a very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm sam brock. starting off your wednesday. the time change not the only signal of fall. those dropping temperatures also a bit of an indication. >> leaves dropping off the trees as well. let's check 234 with kari. >> almost like mother nature finally got a look at the calendar. let's take a look outside all across the bay area, in the mid 50s in san francisco while in the mid 40s in the south bay. expect highs to not have such a wide range as we see those highs reaching into the upper 60s, a few spots hitting near 70 degrees. a lot of sun and breezy wind. i'll detail what to expect with our next chance of rain. let's head to the bay bridge with mike. >> our metering lights should be

kicking on at any second. also on the span, let's look at your map, midspan around treasure island, first reports of a disabled vehicle. but then we got reports that it may not be cleared from the roadways. as we look at the maps, you do see slowing typical as it hits the bay bridge. there may be a stall in lanes at treasure island. we'll wait for the bridge crew to give us more detail. the north bay, no delay there towards the golden gate bridge. we have a crash south 680 at mission. sounds like the motorcycle is down but the rider is up and walking around. there may be a couple other vehicles. i see a lot of slowing there. we'll track that coming into fremont out of sunol, and the rest of the bay looks really nice. >> an update to breaking news. a soviet era plane crashed in south sudan killing at least 25 people. the plane went down shortly after takeoff about a mile from the juba airport and crashed on the banks of the nile river leaving wreckage strewn across

could be rented out. >> today in the bay's stephanie chuang joining us from our san francisco newsroom. steph, airbnb spent a lot of money trying to defeat that measure. >> reporter: it did, millions. voters rejecting prop f came to be known as the airbnb hall. the final ballot count on prop f, 55% of the more than 133,000 votes on this rejecting the measure that would have replaced regulations already put into place earlier this year. supporters of f said short-term rentals are eating away at the city's already limited housing stock. opponents said it encouraged neighbors to spy on one another and limited income options for middle class residents. prop f would have limited short-term rentless in the city to 75 days a year instead of the existing 90-day cap, unlimited number of days if hosts are

home. it would ban rentals of in law units, making it easier for suits if the city investigated and even found no wrongdoing. it would have made it a misdemeanor punishable of up to six months in jail. spending on the yes and no campaigns vastly different. the yes on f including hotels, hotel workers, union, housing activists spent less than a millions of dollars on the prop campaign. airbnb estimated at more than $8 million in lobbying against prop f. we're expected to hear from executives later this morning at the company headquarters. we'll be here. live in our zpran newsroom, stephanie chuang, "today in the bay." >> thank you very much, steph. it is 5:35. not much fanfare in this race. the bay area's highest profile mayor, ed lee, stays in command in san francisco. guiding the city through a tech

boom and housing crisis. this was essentially a for a. he was elected to his second term getting 57% of the vote. he initially took over for gavin newsom back in 2011. aaron peskin won by 53% beating out christiansen and peng. go to nbcbayarea.com to find election results from all bay area counties. it's 5:36. will we get to see what police see. san francisco police will be talking about the use of body cameras today. the department is holding a meeting to discuss a policy for the cameras. there's been more attention on the use of body cameras as more police encounters are caught on cell phones. the san jose police department recently launched its own body camera pilot program. raiders linebacker alden smith heading back to court,

being arraigned on three miss meaders including a dui charge in santa clara county. back in august he was arrested on suspicion of dui, hit-and-run and vandalism. police say he hit a car before taking off, marking his fifth arrest since 2012. he was later cut by the 9ers only to be picked up across the baby the raiders almost immediately. in an interview robin williams' gave to nbc where she opens up about his death and the medical battles he was facing. susan williams said not only was he diagnosed with mark inson's disease. she said an autopsy revealed the condition. she also believes williams' medical problems would have killed him in three years and she understands why williams took his own life. >> so sad. it is 5:37 right now.

it is both a delicacy in the bay area holiday tradition. now it can be deadly. in a stunning announcement, public health officials are saying do not eat crab. "today in the bay's" bob redell live at fisherman's wharf this morning. this could have a major impact for crab bers with the crab season starting. >> reporter: it very much could. the commercial season starts a week from monday. these crab pots will stay here until the dung nous crab is safe to eat. the problem is they contain a naturally occurring toxin that can cause headache, nausea, even death. the california department of health tested crabs from santa barbara and found high levels of demoic acid which they believe was brought on by a large algae bloom. as a result we'll have to rely

on crabs from elsewhere until the toxin levels drop to safe levels. >> we're getting all of our fresh crabs from oregon or washington area. it's not the same. the prices can be a little bit more up compared to if it is crab season. >> we'll be tied to the port and the bills continue to mount. >> reporter: the recreational crab season starts this saturday. the commercial season november 15th. it's not clear whether that level of acid in those crabs will drop in time for the start of the season and more importantly for thanksgiving when a lot of people in the bay area like to have dung nous crab on that table. live at fisherman's wharf, bob redell, "today in the bay." >> hurting the fishermen. >> the financial aspect of it. not just on your thanksgiving table, a lot of families want to go out to fisherman's wharf. >> tradition, cracking the crab out there.

>> we're all in a crabby kind of mo mood. >> shake it off, sam. >> we're making it closer to the weekend, and that will pick you up. in the mid 40s in livermore or san jose. san francisco the warmest at 54 degrees. heading into the afternoon, we'll see uniform temperatures in the mid to upper 60s. in san martin, 70 degrees. 71 in santa rosa and oakland. look for a high of 68 degrees. mike, what's happening in fremont? >> we have a dog reported running around on 880. this is the scene south. a driver tried to pull over to help and the dog tried to bite him. now the dog is under the big rig. you see the volume of traffic. it will be slowing. it shows up on our sensors. that's for 880 south coming into the area. right now before you get to auto mall parkway.

southbound 680, we still have the crash and the motorcycle down. the rider up and walking around. the motorcycle still in lanes. two other vehicles may have gotten into a fender-bender in the slowdown that started abruptly around sunol grade, around the bend off washington boulevard. more slowing in both areas coming into the fremont funnel. this could be an issue. we'll track both of them t. one on 880 is on the shoulder. slowing vehicles on the tri-valley. nothing unusual there. the bay bridge toll plaza, the metering lights are on and we or also watching for the update. there was a stale reported on the shoulder in the treasure island tunnel. >> thank you, mike. rallies, legal fights and fierce accusations. what houston voters decided on, a controversial ordinance to protect people in the lgbt community. >> jon stewart is returning to television. thank goodness.

it's pipe place markets famous gum wall in seattle. a lot of germs can kind of build up when it hasn't been cleaned in 20 years. for those keeping track, that's an estimated 1 million gum wads. it will be 1250e78 cleaned in part due to sugar eroding the bricks underneath. needless to say, a stuckey situation. for those who find the news hard to swallow, chew on this. similar clean things have been carried out three times before. once it's done, gum will be allowed to cover the wall once again. >> it's fascinating. when you see the zoomed-in photos, i don't want to look at that. some are calling it an election day step back for gay and transgender people in houston. voters yesterday shot down a referendum that would have granted new non-discrimination and equal rights protection. it would also have protected people based on age, race,

religion. but opponents argue it infringed on religious beliefs. houston's mayor says the fight is not over for equal rights. a popular place to shoot your guns. this morning the fate of an east bay shooting range up in the air. an emotional meeting was held last night between supporters and opponents of the shibow gun park. it's been around for more than 50 years. the lease expires at the end of the year. opponents say it causes too much to maintain and it's a noise nuisance. others say it provides a variety of resk ashl options. >> i personally feel that the shibow country club is a gem in the area. >> most people go to the park in terms of serenity. and gunfire and serenity are not -- they just don't match up. >> the club claws more than 40,000 public visitors every year.

it's cold. >> yes, it is cold. nice comfortable afternoons. you may still need some long sleeves throughout the day, especially when those winds start to kick up. let's get a live look outside as you get the day started. the sun is rising. we're looking at san jose. you can tell the skies are clear. with the clear skies, cool mornings and a breezy wind. you'll want to crank up the heat maybe for a few minutes before you head out as we look at the wind forecast, this is showing the wind speeds in miles per hour this morning. at times, sustained gusts up to 20 miles an hour, starting to relax as we go throughout the day. still coming from the north and into the afternoon, our temperatures will only warm a few degrees. going hour by hour in san jose, it will be 45 degrees at 7:00, and then we make it into the mid 50s by 10:00, lunchtime, 60 degrees, with highs today reaching into the mid to upper 60s in a few spot.

5:00, we'll see the temperatures dipping back to 50 degrees. over the next few days, we'll continue on with the same weather. no major changes until the weekend with this cold front that will be approaching by the end of the weekend. most of the weekend is looking dry. but by sunday we could see some showers moving into the bay area. out ahead of this cold front, also bringing more snowshowers to the sierra between sunday night and monday. some of the models are showing how much rain we could see, and it looks like it could be another good soaking as we head into the start of next week. maybe this will be a trend as we go into the winter -- the late fall and winter months. but temperaturewise in livermore, we're up to 70 degrees today. mid 70s by the weekend, and on sunday a high of 72 degrees, a look at the weekend forecast. temperatures dipping a couple degrees on sunday with more clouds and some scattered showers moving in, especially pour the north bay. let's see how the commute is moving with mike. >> kari, we'll update the
