lunchtime. temperatures cool but not as cold as yesterday. we had a few 30s across parts of the north bay this morning. later on this afternoon temperatures are expected to climb back into the 60s. we are expecting to see occasional showers through the day. keep those umbrellas handy and jackets handy as well. south bay will see rain around lunchtime. same thing for the tri-valley. if you're headed down to levi's stadium for the game, umbrella is a good idea. >> that's right. 1:05 gametime. you're probably going to get wet. >> definitely. and we have heavier showers that move through tonight. that's in my next report. >> anthony, thank you. did you see it, a bright light in the night sky caused quite a buzz on social media. you could see this all the way from san diego to the bay area. some people in arizona also reported seeing it. today in the bay's christie smith talked to the experts from the science center in oakland. >> oh, my god! >> reporter: from southern california to the bay area, social media lit up with a mystery. a light in the sky.

jacqueline lomelli was stunned in san francisco. >> me and my friend were sitting there talking. i looked up and i seen this blue light that was, like, flglowingn the sky. what is that? it was really strange. >> reporter: ramos caught this shot in the east bay. >> that's something. that is not a plane. that is not a weather balloon. >> reporter: a viewer shared this on our nbc bay area facebook page while another video came to us from the north bay. >> what is that? >> it started behind this, we were over on the other ramp so we could see in that direction, started from there and arced to the rest out toward the pacific ocean. >> reporter: at the space and science center in oakland, astronomer gerald mckeegan has been busy offering an explanation. >> we got a lot of phone calls asking whether it was a meteor or something else. what it was. of course, we all recognized it right away as a missile launch. >> reporter: a trident missile test flight from a sub off the coast of southern california by the navy according to a spokesperson.

it was not armed. part of a scheduled system evaluation. many reported seeing a blue/green color after sunset. >> although it was mostly dark here in the bay area, you go 20 miles up, and you're still in sunlight. so what they were seeing was the plume of the rocket in sunlight. >> this was weird. this was like a giant cone of light, you know. it just looked li eed like a sp. >> no ufos, no aliens, no meteors, just a plain old rocket launch. >> reporter: krchristie smith, y area news. four people lucky to be alive after a small plane crashes in the south bay at reed hill view airport in san jose at 9:00 last night. all four passengers are okay. one man was taken to a nearby hospital with minor injuries. the single-engine cessna ended up upside down on the tarmac. firefighters say when they arrived, all four people inside it already managed to crawl out. firefighters say the pilot tried

to ram the plane but the wheels hit the dirt instead of the tarmac. >> the plane was inbound. and the landing gear went off basically off road a little bit of the landing strip. and caused the plane to tilt. and it flipped over on its side. >> fire crews made sure there was no fuel on the ground. reed hill view airport was closed for a short period while firefighters responded. records show the plane is owned by tomo llc in san jose. new this morning, several families out in the cold after a fire ripped through a two-story apartment complex. this happened just a block from oak grove high school in san jose. crews are still cleaning up the scene but here's what we know so far. the fair broke out just after 3:00 this morning. eight apartments were evacuated during the firefight. the roof did collapse but no one inside was hurt. firefighters are telling us that that fire jumped from one unit to another through the attic. the cause of the fire is still under investigation.

getting answers about what happened to an inmate who died in custody just got more complicated. the blue ribbon commission was created to investigate the death of an inmate who allegedly was beat. by three guards at the santa clara county jail. the group is supposed to spend the next six months working with the public to come up with recommendations on how to improve the jail system. but the commission just learned the county has hired its own independent consultant to assess jalen cans. some commission members are now concerned about the dual investigation. >> i don't want to spend time duplicating what's being done but i don't know. >> reporter: this retired judge was appointed to lead that commission. she says she will step down if more information is not provided about the county's consultant by the next meeting of that commission. well, traffic is bad in san francisco, and it's about to get worse. expect major delays around at&t park at least for the next week. construction is taking place in the area for the next phase of

the central subway project. the 1.7-mile subway line will connect chinatown, downtown, mission bay and the bay shore. crews are putting in special tracks at fourth & king streets. work begins friday night. it will last about a week. drivers are being told to avoid that area. new developments in the investigation into what downed a russian airplane in egypt. investigators are now focusing on a sudden noise heard on the cockpit voice recorder. the noise will be analyzed and compared with sounds from other crashes. experts say that could tell them if an explosive device created the sound. u.s. officials believe it was a bomb. isis claims it downed the plane to avenge russia's bombing of syria. >> the number one most important thing is testing the residue of this airliner to try to see whether there's any kind of traces of explosives. >> investigators say part of the planes are still missing but bad weather in the region is hampering their search. all 224 people on board died.

you, biased media." chris jansing, nbc news, new york. live from new york, it's donald trump. the business mogul and presidential candidate took the stage last night as host of "saturday night live." trump hosted "snl" four years ago. this time his appearance generated controversy including hundreds of people who protested outside 30 rock. the nbc headquarters in new york. many demonstrators were from latino advocacy groups responding to comments trump has made about immigration. monday hundreds of thousands of others signed petitions to try and stop trump from hosting. let's start you off now with a live look at the golden gate bridge. cloudy skies above. traffic moving nicely. and some sprinkles hitting the ground as those showers move from north to south. and of course, anthony slaughter will be here in just a moment to give you all of the details on the storms headed our way. san jose's sports hall of fame will induct its newest class tomorrow night. former san jose state and 49ers quarterback jeff garcia. garcia who grew up in gilroy attended from 1990 to 1993. he still holds the school's record for most career offensive yards. other inductees include john carlos, a san jose state track champion who went to on win a bronze medal at the 1968 summer games and also became a civil rights icon.

chris carver for synchronized swimming and coach of the famed santa clara aquamaids club. and manny hernandez, a soccer legend both at san jose state and at the san jose earthquakes. he now coaches at san jose's presentation high school. super bowl 50 is coming to levi's stadium. the actual event still months away, but those in charge are already scouting for help. but they're not just looking in santa clara. they're also asking for volunteers in san francisco. people attended a volunteer orientation center at the masonic auditorium to get details from the host committee. volunteers will help with visitors in san francisco where most of the official events leading up to super bowl 50 are happening. >> if people think that you have to be a football fan, but really most of the people here just have a love for the bay area. so they're here because they want to share this place with the visitors, the hundreds of thousands of people that will be here. >> you can find out more about volunteer opportunities at

sfbaysuperbowl.com. so far there are about 4500 confirmed volunteers. the host committee says it still needs about 1500 more. san francisco won't get all of the action, aside from the game itself, the south bay will also benefit from america's biggest sporting event. today in the bay's damian trujillo has more from downtown san jose where one of the teams will be staying while preparing for super bowl 50. >> reporter: they're fired up at the new deluxe eatery and drinkery in downtown san jose. >> the super bowl is coming. we can't wait and we're going to have some nice happy hours. >> reporter: the restaurant opened only last week and is ready to get a crash course on what to expect for the super bowl. >> we are so excited. >> reporter: kim is san jose's deputy city manager in charge of economic development. she called a mting for next week with downtown merchants to highlight the expectations during super bowl week. >> we want them to understand the large numbers of visitors who are going to be here and when they're going to arrive in

our city so that they can plan that they have enough food and beverage and hospitality to serve everyone. >> reporter: city council will alsoen is consider a temporary ordinance to ban street vendors and counterfeit merchandise sales from the downtown area. the nfc team will use a weight room at san jose state's south campus during super bowl week. the team will also have a choice of two football fields to practice on. >> we have two practice fields here. 200-yard practice fields where the offense can work on one field, the defense can work on another, and if we have rain, the nfc team can go into spartans stadium and get its work done. >> reporter: that's because spartan stadium has artificial turf. and after practice, deluxe hopes the players drop by for happy hour and enjoy the downtown. the city will still have several briefings with merchants here inside san jose city hall to get them ready for super bowl 50. we're in san jose, i'm damian

trujillo, nbc bay area news. >> that's going to be a lot of fun. a few months away. >> and lots of traffic. >> and great weather then, but first we're looking at rain here if the bay area today. >> we're tracking some showers this morning that are moving through. in fact, it's light shower ted but it's nonetheless some showers. you can see from the doppler that green moving through the north bay. that's some light stuff. a few hundredths of an inch has been picked up from this band moving through the north bay. it's not a whole lot. enough just to get the ground wet. this is kind of like the appetizer, if you will. ahead of the main course. that's going to arrive tonight. so light showers through the day today. gray skies and clouds really starting to increase especially from san francisco and the east bay as well. still seeing a good amount of sunshine for the pps and south bay. later on this afternoon showers will move there as well. temperatures cool today. only back into the mid-60s. if you're headed down to levi's stadium this afternoon, kickoff at 1:05 against the falcons. they're talking about showers there. in fact, a good mix of sun and clouds through the afternoon and

some light sprinkles. and again, we could see some moderate to heavy bands of rain pull through this afternoon and even tonight, some thunderstorms expected to develop. let's talk about this storm system. there it is making its way across the pacific northwest. showers and thunderstorms for the pacific northwest. even across northern california overnight showers move through eureka, now making their way over towards chico. here at home, eventually it's going to develop, strength. and move into the south bay and the tri-valley. this is around 2:00 in the afternoon. still dealing with pretty decent rainfall amounts. towards the evening after about 5:00, i do think things will start to dry out. then tonight, we get recharged, the core of area of low pressure moves overhead. so by 5:00 in the morning tomorrow, through 10:00, we're going to be dealing with pretty heavy rain. and even the potential for some thunderstorms. and then by tomorrow afternoon, we do start to clear out. we're going to get two waves of showers, the first today, the second tomorrow morning. your microclimate forecast for today does bring san jose back up to 64.

again, showers expected around lunchtime. san mateo, 63. ocean beach, sole ma, low 60s for san francisco for today and lots of cloud cover. north bay, showers this morning clearing out this afternoon. 64 for santa rosa. the tri-valley will see the thunderstorm activity around this afternoon. and then again as i mentioned tomorrow morning. look at these amounts of rain. we're talking some decent amounts, finally getting some good stuff. up to a half inch expected for the south bay, the peninsula, even for san francisco and we may actually get more than that across some of the east bay valleys and foothills. we're expecting maybe three quarters of an inch. overall, it looks like the chance of rain sticks today and tomorrow. last time we had this amount of rain was just a week ago when the valley floor actually had about one inch of rain. the storm system not going to be as powerful but definitely you're going to note us it wiic. more sierra snow. talking three to six inches of snow for lake level. then above 7,000 feet. winter weather advisory in

>> today we'll get the appetizer. it's not going to be the main course. tomorrow the main course pulls through right in time for your morning commute. you may remember last monday, we had heavy rain in the heart of the morning commute. expect that for tomorrow as well. we've got light showers developing as you can see from the radar. a lot of this stuff is still across the north bay. for the rest of us, we're looking at clouds increasing and later on today we'll see a good mix of sun and clouds. scattered showers are possible through the afternoon. and then after about 5:00, we start to clear out. the atmosphere gets recharged and then tomorrow morning, heavier rain pushes in. and some sierra snow will push through the sierra as well. they're expecting up to a foot above the higher elevations. we keep the rain in place especially for the first half of the day. but the afternoon spreads into the south and east bay. again, after about 5:00, once the sun goes down, we'll start to see skies clear out. again, tomorrow morning for that commute, do allow plenty of time because we're talking about heavy rain, even thunderstorms tomorrow morning. >> it's a welcome relief but sometimes people forget how to drive on those wet mornings. >> yes. i think that's a common stance

that we all share. >> anthony, thank you. >> don't let this storm leave you unprepared and soaked. download our app. track the rain as it travels across the bay area and keep it right here. anthony and our weather team will be keeping you updated. new details emerging from the fire that ripped through a two-story apartment complex leaving up to 20 people homeless in san jose. this happened just about 3:00 this morning. a block away from oak grove high school. fire crews are still on scene right now cleaning up. investigators are looking into a reported blast that happened right before the fire started. >> one of the residents that i spoke with reported a loud explosion sound. and they noticed fire from the roof line area. >> eight apartments were evacuated during that firefight. the roof collapsed but no one inside was hurt. now to our other top story. a plane coming in for a landing turns upside down at a san jose airport. the cause of that crash is now under investigation. this happened at reed hill view

airport around 9:00 last night. firefighters say the cessna's wheels hit the dirt instead of the tarmac causing that plane to flip. all four people survived the crash and managed to crawl out to safety. traffic near at&t park is about to get even worse. construction crews working on the next phase of the central subway project are now working on tracks at fourth and king streets. that work will last about a week. the subway line will eventually connect mission bay, chinatown, and the bay shore. hundreds of people reported seeing a strange flash of light over the pacific ocean last night. the u.s. navy squashed ufo rumors when it announced that light was part of a submarine missile test. the crews say the tests are routine and the missile was not armed. and donald trump hosted "saturday night live" last night but it was larry david who stole the show. >> trump's a racist!

[ applause ] >> it's larry david. what are you doing, larry? >> i heard if i yelled that, they'd give me $5,000. >> you just heard it there. many people took issue with the republican presidential candidate hosting "snl" especially after he called mexicans rapists and criminals. hundreds protested outside of the building and when a hispanic advocacy group offered anyone who called truch a racist during the show, larry david went for it. the group took to twitter to thank david and say they plan to deliver on that promise. the popular podcast serial is helping a convicted murderer get a chance at clearing his name. 15 years ago, adnan said was found guilty of strangling his high school girlfriend. thanks to the podcast that debuted last year, millions of listeners got to hear the case details, and they questioned if said got a fair trial. just this week, a judge granted

the case be reopened and new evidence be presented. said is currently serving a life sentence. this morning, a cruise passenger is still missing after falling overboard in the bahamas. now the family says a confrontation with crews and employees led to the fall. bera berardo was on the oasis of the seas cruise with his husband. the family says crew members made anti-gay remarks toward the couple. an altercation with security broke out. that's when the man fell over his balcony and into the ocean. the cruise company has classified the incident as a suicide, but the family says that's not the case. >> and so what the family wants to know the truth, not that bernardo did anything related to suicide or that there's any kind of domestic dispute, but the truth is that he fell overboard, so there is much more to this story. >> the cruise ship is back in port, but the man's body has not been found. a class action lawsuit was

settled with several california high school students including two in oakland and now it is changing the face of classes for underprivileged youth. the suit involving castle mon and fremont high schools claimed certain students received much less learning time in class compared to others enrolled in more affluent high schools. in some cases students were forced to retake classes because there wasn't enough room in other courses. others were even made to do manual labor. starting next year, both practices will be banned and state workers will have to help out schools that have scheduling issues. bay area fast food workers plan to step away from the fire and take part in a massive nationwide walkout. the one-day fight for 15 walkout is set to happen this tuesday. so far we know workers in san francisco, san jose and oakland plan to participate in the fight to raise the minimum wage to $15. other workers who say they are underpaid are also expected to join in including airport workers and child care providers.

qualified for the november 2016 three initiatives have already qualified for the november 2016 general election in california. but more than 60, yes, 6-0, are in circulation with sponsors now seeking the necessary number of voter signatures. our political analyst larry gerstin joins us now. how did we get to this extraordinary number? >> extraordinary and a little frightening if you think about it because these things are not just a paragraph. they're pages and pages and pages each. where it used to be that initiatives, they could appear at any statewide election because at that point, they were allowed to do so. but because of recent legislation, vicky, all the rules are changed here. now they only appear in november of every presidential year. so you all gather up, right, and they qualify by sponsors obtaining signatures from 5% of the number of voters who participated in the most recent gubernatorial election.

that was very low in 2014. okay, bottom line here, it means that for this year only, 360,000 signatures are required. that's next to nothing in a state of 38 million people. >> okay. so all of these things combined, we're seeing so many initiatives that certainly makes sense. but does this also reflect certainly like a citizen movement towards causes maybe that lawmakers just don't really want to touch? >> you've got a point there. let's start with the fact that consolidation has led to this proliferation, the likes of which we've never seen before. but yes, as you would suggest, there's more. some would say that the reluctance of state legislators to act on important issues, it's led people and groups to promote their own causes because the legislature views them just too hot to handle. to give you an example, we're talking about 60 initiatives that appeared in the ballot during the entire decade between 2000 and 2009. 60 during the entire decade. we could have that number in 2016 just this year alone.

although, look. many are going to fail to gather the necessary signatures in that 150-day window that is prescribed by law. but still, the number's massive. >> they have 150 days to gather the 300-some-thousand signatures. give us an idea of the spectrum these initiatives cover. it really runs the gamut. >> we're talking economic, social, political issues, as you said, the gamut. proposals to increase the state minimum wage, hiking income taxes for public education, more tobacco taxes, perhaps, control of the public employee pensions, and perhaps a drought bond. on social matters. proposals to curb teenage abortions, legalize marijuana, require people to use restrooms based on their gender at birth and declare a fetus a person. that's just on social. on political issues, there's a proposal to declare california a sovereign nation. i love this one. and refer to the governor as

president. there you go. these people are serious. >> yeah. >> there's also a proposal to eliminate due process for teachers to make it easier to fire them. so look, these are just a few of the many 60 all together. right now -- by the way, there could be more in circulation. there's still time. >> okay. we see that some of these proposals obviously as you mentioned earlier, are many pages in length. what's your advice to voters to help make sense of these issues that they are wading through plus all the other election issues in canada they'll be voting on in november? >> i'm not going to kid you, it won't be easy. there's no way around it. one way of cutting through the clutter is to find out which groups favor or oppose the propositions. voters can then match these endorsements, if you will, with their own views. for example, if a person believes the government's too big or cumbersome, he or she might want to see what the chamber of commerce has to say and vote accordingly. or if a person believes that public education is underfunded, he or she might look to whether

the california teachers association has endorsed a proposition on that topic. whatever else relying on those slick 30-second television ads that just transfix us, you know, relying on those ads alone that's not going to do the trick. that's really misleading. the fact is that voters, they're going to have a lot of homework. we're going to have i allot of homework to do in 2016 and it won't be only figuring out who we're going to vote for for president. >> it is helpful to look at who's behind the measures or the proposals or initiatives. one quick question. last night donald trump making headlines hosting "snl." the ratings just came in. our producer is elitting me that it was 6.6, which is the biggest overnight rating since 2012. larry, what do you make of that? >> look he's an attraction, you know. whether you call him a presidential figure in waiting or a circus character, he's an attraction and he attracts the broad spectrum of people. but how many of them are looking

to help welcome back. 7:54. light stuff across parts of the north bay. eventually we'll start to see this in san francisco. you'll notice napa towards vacaville, even fairfield along i-80 up towards sacramento and the tail end of that starting to fall apart. once it moves ashore into san francisco, we will start to see light showers in just the next few moments. north bay, and this is healdsburg. definitely misting and low visibility as those showers start to push into the north bay. eventually we'll see the rain in san francisco as well. the east bay, the peninsula and down towards the south bay, showers will start to push there by the afternoon. overall, though, it's going to be a cool gray day across the bay area. perfect for staying in, right?

let's file otime it out. this is the rain we're tracking. in fact, a lot of this radar kind of overdoing it. you'll notice by about 3:00, 4:00 this afternoon, it pushes through the entire bay area. so the tri-valley, even the south bay will be drying out after about 4:00 this afternoon. and then this evening, the showers turn more scattered in nature. but that's when we'll have the best chance of seeing any thunderstorms this evening into the overnight hours. now, after midnight, things really start to get going. and for your morning commute, right around 6:30 in the morning, we'll see our first showers and thunderstorms approach the bay area for tomorrow morning and then through the day tomorrow, we'll see a repeat performance. heavier rain is expected for tomorrow. and the potential for some thunderstorms as well. so today kind of round one of two rounds of storms that we'll see. if you're headed out to levi's stadium, keep the umbrellas handy. we're not expecting heavy bouts of rain but light showers will definitely enough to keep those seats wet and of course your outfit will get wet as well. keep that in mind. maybe an umbrella or two.

let's take you to your microclimate forecast. saratoga up to 65 later this afternoon. 62 for pacifica. the embarcardero, 62. 66 for concord. same deal for livermore. again, those showers expected to push into the east bay and tri-valley later this afternoon. let's talk rainfall amounts. the last system that we had moved through monday earlier this past week. that dropped about one inch of rain at the valley floor. this system not going to be as powerful because, again, we're not talking about as much heavy rain in such a short amount of time. this rain will be spread out over two days. first round today, second round for tomorrow. we're talking about the potential of upwards of half an inch at the valley floor. the other thing we have in place, winter weather advisories, up to two to four inches. 6 to 12 inches above that. a good snowstorm headed to the sierra. for us here at home, rain and thunder expected for today and tomorrow. even for the east bay valleys and san francisco alike. temperatures are going to stay cool. this upcoming week. once we get done with the rain
