ready for rainfall. the latest round to wash through the bay area this morning. kari is keeping an eye on the radar as the rain is expected to peak during your commute. a u-turn for san jose leaders trying to crack down on ride sharing services at the airport. lighter rules that are paving the way for a south bay strike. "today in the bay" starts right now. and a very good morning to you. thanks so much for joining us on this monday. i'm laura garcia-cannon. >> i'm sam brock. this morning, expect a wet commute. the sierra nevada braces for more snow. >> team coverage on what you can expect before you head out the door from the warning to drivers to how long this system is expected to last.

first, let's go to meteorologist kari hall tracking the rainfall all morning. when can we expect drivers to see the most rain? >> between 6:00 and 7:00 we'll really start to see the coverage of rain ramping up across the bay area. but starting out with some spotty rain this morning. so, if you have an early commute, you are looking pretty good except for a couple of spots where we're starting to see some of the scattered showers move in, approaching 280 in the peninsula. so, as we go into the rest of the morning, we will see some very hit or miss rain and then once again ramps up as we go later into the morning. right now, feeling chilly temperatures. 41 degrees in the north bay and 51 degrees in the east bay and expect highs to stay in the low 50s and some of us will not make it out of the 50s. i'll detail that and better look at the timing that is coming up in a couple minutes. let's check in now with mike to see how the roads are looking early this morning. >> the rain coming in again and some rain earlier and damper

roadways in some spots of the bay. over here the bay bridge toll plaza up until 90 seconds ago we had a backup on both sides. looks like all the cash lanes are moving smoothly and the dublin area where westbound 580 does show a good volume of traffic already this monday morning. very early for this commute and no slowing. this volume out of the altamont and southbound 101 no problem as far as that volume and the truck area. as i was driving through fremont, a little sprinkle on the window. >> chp warning about slick roads for your morning commute. this is a live look at the golden gate. quiet right now. you can count the cars, but it is expected to get drenched in just a matter of hours. pete joining us there from san francisco now. pete, this morning's rain could mean a dangerous drive for commuters and ponding could be an issue. what are you seeing on the roads right now? >> they expect the showers to start hitting around 6:00 a.m.

which could mean a wet commute and chp are getting out in front of this and giving us tips on social media. of course, you want to be careful on these roads and slow down with those wet conditions and you want to brake earlier to give yourself some distance. if you see what looks like standing water, be careful about driving through it because you never know how deep it is. we had some hours hit us yesterday. chp responding to several crashes, inuding a fatal off the 101 in santa rosa killing a 27-year-old woman. >> wet roads, she didn't have as good of traction and that caused her to go sideways. slow down in the wet weather. it definitely makes a difference. >> valuable tips there. we expect rain to start coming down at 6:00 a.m. and as the conditions change, we'll be right here. this storm means more snow in the sierra, as well. started over the weekend, but more fresh powder expected to fall through tomorrow with this

storm system. plenty of snowboarding and skiing. ski resorts are cashing in like royal mountain resort they're enjoying their best opening weekend in more than ten years. >> since 2004, we have not had an opening day where we've opened all the way to the top and we were able to plaaccompli that this year and that was 9:00 a.m. to 9:00 p.m. >> welcome sights for those folks. truckers and drivers on the roads are taking extra precautions and making sure they're fueled up and they have chains to make it up the mountain. we'll keep track of the storm throughout the morning, but to see it for yourself, download our nbc bay area map. realtime radar and personalized forecasts for your neighborhood. at 4:34. now to breaking news this morning. within the last 30 minutes, u.s. defense officials confirm two americans were shott and killed in jordan. a jordanian policeman opened

fire on the contractors. a south african was also killed in the attack. it happened on the outskirts of iman. not clear right now whether the shooting was intentional. the investigation is under way and, of course, we'll follow this story all morning long and give you updates as soon as we receive them. back at home, the city of san jose, taxi drivers and ride sharing companies all revving up for a big fight. city leaders decided drivers working for ride-sharing companies must submit fingerprints and get a business license. tomorrow they'll consider pulling back on those requirements. instead, they'll look into doing random checks on a small number of drivers. some taxi companies are not happy with those proposed changes. they plan to go on strike later today. >> all right, later today, actually, later this morning. during the morning commute, the rain will be coming down. want to check in with kari and look at that forecast. >> quite a bit of rain yesterday. like around gilroy you had almost half an inch of rain and

a quarter inch of rain in parts of the north bay. very scattered, too, while most of the bay area did get in on the scattered showers and more widespread rain as we go through most of the morning. showers moving through the peninsula and you're seeing a break at this point and more rain moving in, once again. we're talking about the sierra. it is really coming down over there. bouts of heavy snow moving towards lake tahoe and as we go through the rest of the morning, we to see a more widespread rain. this is a look at the futurecast and it shows us 7:30 this morning where there will be a heavy band of rain moving in and we'll see several of those as we go through not only the morning, but early afternoon and we could have quite a bit of rain coming down and being measured as we go into this evening. i'll detail that coming up in a few minutes, let's check in now with mike to see how the early commute is going. >> good morning, kari. this is the area i was driving earlier this morning and sprits

cold out there. you have to contend with. let's get a live look outside right now. we are taking a look at the bay bridge and it's looking nice and clear now. but we will start to see some heavy rain moving in. so, if you can get out the door early and get on the roads and get a head start, you should go ahead and do that so that you can beat the showers that will be moving in. as we take a look now at what's happening. we see some scattered rain at this point. starting to see some more of those showers moving into parts of the north bay and as that moves in, we'll have times of some heavy rain and a lot of snow continues for parts of the sierra where the snow will be coming down for at least several hours possibly into early tomorrow morning. temperature wise now, it's 49 degrees in livermore and 47 in san jose and sunnyvale and san francisco. 51 degrees. our highs today in the 50s to lower 60s and some will not make it out of the 50s today like in san francisco. 62 degrees in napa and antioch

63 degrees and danville up to 60 degrees. this is a look at the future cast and it shows the scattered showers moving in. here we are at 7:30 in the morning and it does become more widespread. now, when we start to see the yellows and the reds, that shows some heavy rain. there could be some lightning embedded, too. rumbles of thunder and then as that continues to move off to the east, we will still have more rain moving in behind that. by 10:00 this morning, the rain will be off and on. it buzz come a little more hit or mess as we go into the evening, but any rain we see then could also be bearing some lightning and then it all starts to clear out later on tonight as that snow continues in the sierra. how much rain could we see? the possibility of at least a quarter of an inch. some amounts approaching about 0.4. so, looking like a pretty good soaking. the sierras looking at the possibility of over a foot of snow and the twin bridges area, south lake tahoe eight inches of snow and truckee about four

inches of snow. quite a bit there over the next several days. i know the ski resorts are rejoicing. let's check in with mike and see what's happening on the roads. >> i think you a cheer from the sierra earlier this morning. kari talks about the weather coming in off the coast and some activity for 101 but not until a la lot later on the morning commute. so wet roads are in the green area and you'll see the blue later on as the weather comes in and that bit of highlighting. the green on these roadways the sensors move very well and a tiny bit of slowing into livermore and the altamont and off the shoulder right around american canyon and not a big deal across the golden gate. one way to say that you're sorry, padding your pocketbook. volkswagen has come back with a new way to win back customers following the emissions cheating

scandal. >> let's turn to landon dowdy live at cnbc world headquarters. >> sam and laura, good morning to you. the markets will try to go for lucky sevens as stocks posted their sixth positive week in a row. raising expectations. the fed will hike interest rates next month. reports this week on inflation and retail sales. on friday the dow rose 47 points to 17910. the nasdaq up 19 to 5147. volkswagen will reportedly offer cash to u.s. owners of diesel cars part of the efforts to restore good will in the wake of the emissions cheating scandal. owners will get a 500 debit card to spend any way they choose and another 570 and faces lawsuits from owners seeking compensation for the lower resale value of their car that was equipped with illegal software. unclear whether they have to give up the right to sue, if they accept the cash. and the average price of gas

inched up less than a penny over the last two weeks to $2.25 a gall gallon. over that period gas has dropped 63 cents a gallon. the increase is likely due to the moderate jump in crude prices, which was enough for refiners to raise wholesale gas prices by a few cents. sam and laura back to you. >> a lot of people seeing a couple bucks. 4:49 right now. follow up now. if you didn't see it in person, you probably saw photos, video of it over the weekend. this mysterious light seen from san diego to the bay area on saturday night. not so mysterious now. turns out the u.s. navy was performing a missile test off the coast. analysts say the test wasn't a problem for the military. they need to warn aviation officials to keep planes out of the area, but at the same time the tests need to be secret enough to keep other countries from monitoring the missile

launch and flight. hundreds of photos and videos posted online. >> people monitoring what the heck was going on in their sky. 4:49 right now. happening later today, israeli prime minister benjamin netanyahu set to sit down and face-to-face or have a face-to-face with president obama. tengs between the pair will undoubtedly be higher this time around. the first time they met in more than a year and the first time since netanyahu addressed the congress opposing the iran nuclear deal. also a newly appointed netanyahu spokesperson recently blasted president obama suggesting in a facebook post that he might be antisumettic and calling secretary of state john kerry, "untrustworthy." meantime the president spoke directly to bay area newspaper readers. calling for action over health care. wrote a special guest commentary in oakland's sunday tribune to get the message across. the president focused

specifically on oakland and said everyone could get covered or help their neighbors do so. those who do not have health care through the affordable care acts have until december 15th to sign up. happening later today, residents pushing to preserve the architectural character in one palo alto neighborhood. well-known for a single story home made up of about 80 houses made up by joseph eichler. homeowners are going to ask the palo alto city council to ban any two-story strtures. city planners approved that idea. coming up, more on the massive fire in san francisco that filled the sky with thick, black smoke. now that it's cleared, many left without a home.

right now we're watching the building up of rain that started really yesterday. some areas getting pounded and now we're seeing another round here. kari hall is tracking that on our radar. >> could come through right in time in the morning commute. getting the kids off to school. right now spotty, light rain moving through parts of the bay area. do expect it to become more intense and more widespread through the 7:00 or 8:00 hour and then we start to get a couple breaks going hour by hour in san francisco. it's 54 degrees. it will be a cool day and by 1:00 we're at 56 degrees. not much of a rise in those temperatures and mostly cloudy skies. at times that rain coming down, not only this morning, but through the afternoon, too. i'll give you another look at the radar and a look at the futurecas futurecast, too, that is coming up in a few minutes. >> oakland you'll be slowing down a little bit later on and as that rain comes in smack dab

inmiddle of the morning commute. maps looking where you're slowing down the bay bridge toll plaza. if you're a fastrak, you have to slow down. 25 miles per hour through that toll plaza. a smooth drive for the rest of the bay coming out of the altamont a typical slowing and just a tad bit there and green highlighted a eed around the ar translate it into rare roadway conditions along the coast and that is musk in towards 7:00. back to you. following breaking news right now in san jose. police and fire on the scene of a deadly crash. a pickup truck hit the center divide right near redeman avenue. three men were inside the truck. the driver has died and the other two men are in the hospital. it is going to be closed for some time until the medical examiner can get to the scene.

bob redell is headed there right now. smoke could be seen for miles and this morning the two dozen people are out of their homes. a destructive fire in san francisco's mission district took a heavy toll on the community. the fire broke out just before 8:00 yesterday morning at a tire shop on 16th and shotwell. no one was inside the building and for the dozens of people living nearby, they were given little warning. >> the fire right next door. hurry up and get out. i forgot to get my medication. they wouldn't let me back inside. >> red cross had to find shelter for 21 people. all eyes today on raymond shrimp boy chow. long in the public eye goes to court today accused of killing a rival gang member. and rain set to pound the bay area during your morning commute. kari is watching the timing on a weather system that could snarl roadways. got a tip for nbc bay area
