morning long and, bob, witnesses say they could hear the family inside their home screaming for their daughter. >> she was pulled out and is in the hospital, sam and laura, while san leandro police are trying to figure out that the driver who crashed into the home was under the influence or some other factor that led up to this crash that caused them to lose control of his suv. a witness believes he was traveling around 100s an hour. around 9:30 last night and came down farnsworth and clipped a car and jumped a curb and careened into the side of the garage, which has been converted into a bedroom for the family's 25-year-old daughter. she ended up pinned underneath the suv as her family frantically tried to rescue her. >> i heard the dad screaming, my daughter. >> the fire department pulled the woman to safety. had her taken to the hospital with serious injuries. the driver also transported the

last we spoke with police, not taken into custody. several people live inside the house, we believe it's all one family. we also believe the red cross will be helping them until their home is made safe, again. reporting live here in san leandro, bob redell. it's 6:02. san jose hacked. the bay area's biggest city finally back online recovering from a day's long cyberattack. scott mcgrew joins us now and likely not the work of professional hackers. >> this is not something where sophisticated hackers steal data, we don't think. but someone is able to send so much data to the city web server it just shuts down. we can set this up from our work computer. it is not sophisticated, it is effective. knocked the city police department's website off line for a while. they successfully defended against it and things are mostly back to normal this morning. now, i.t. workers have a term for people who do this. script kitty.

it's the dismissive term because the program, the scripts to do this are easily available online. and don't take a whole lot of skill to execute. you can kind of think of this as the internet version of graffiti on the wall. it's annoying, it's obnoxious but not the kind of hack we saw at a target or those sorts of things where your personal information is in danger we don't think. we don't believe that's the case. >> they're saying it's amateurish. but for the city, this was obviously a huge pain. >> amateurish and effective. >> thank you very much, scott. a setback now for president obama and his plan for immigration reform. the federal appeals court ruled yesterday that the president cannot use the power of his office and bypass congress to protect undocumented immigrants. 26 states sued to block the obama administration's plan to stop the deportation of undocumented parents of american children. the plan granted work permits to those parents, despite the

setback, the president says his fight is not over. he still has time and is expected to take that case to the supreme court. could hear the case within the next three to six months. in the south bay, a gunman and his hostage are dead and a police officer shot. all of this unfolding in a normally quiet san jose neighborhood. "today in the bay" kris sanchez joins us live and, kris, we do not know the exact relationship between the hostage and the gunman, but they did know each other. >> right. we're not confirming the relationship between those two people but we know they knew each other and it did not end well the last time they saw each other. looking here at the video from last night. police got the call about a hostage situation around 2:00 in the afternoon that the suspect had gone into the home after taking the woman by force and firing two shots into the ground. immediately, police set up a perimeter and evacuated neighbors from the surrounding houses to try to come up with a

plan to make contact with that man inside. chp even shut down the freeway ramps to highway 85 for some time. not confirming, again, how the man and the woman knew each other, but neighbors say they've never seen anything like this in this neighborhood before. about three hours after the standoff started, police say the man came out of this home here behind me with a handgun, shots were fired and the suspect fell. that's when officers rush under to the home, but at that point, it was too late for that woman. >> stunned. i've lived here for a30 years and i can't recall anything like this happening in my neighborhood. >> a san jose police officer was grazed by a bullet, but his injuries nonlife threatening and se students at a nearby middle school were on lock down, but, again, everything back to normal for the neighborhood, at, today. in san jose, kris sanchez, today in the bay." >> kris, thank you very much. 6:05 right now on your tuesday happening today the city

of san jose considering reversing course and easing restrictions for ride-sharing companies at sjc. this as taxi drivers plan to respond with a larger strike than the one they staged yesterday. as we showed you, hundreds of drivers held a strike that left travelers stranded. south bay taxi drivers are fuming over a city plan to lift regulations against ride sharing companies. one such regulation would involve fingerprinting requirements, which taxi cab drivers do have to follow. to coincide with today's city council meeting, they plan to expand their strike citywide. they're planning to at least double the number of drivers taking part. hold off on that big mac, fast food workers organizing all-day strikes across the area. part of the action calling for $15 an hour wages. organizers say today's strike involvesers in 270 cities.

in the bay area, that includes add least one restaurant in san jose, san francisco and oakland. fast food workers are generally among the lowest paid workers anywhere. the fast food restaurants argue the typical entry level position can often lead to much better jobs else where in the workforce. a xhildhood concussion such an issue in sports, no more headers. that is the word from u.s. soccer when it comes to kids on the field and it's all in an effort to keep them safe. >> stephanie chuang live in our newsroom and this new protocol stems from a lawsuit filed in the city. >> now, the players and parents sued u.s. soccer not looking for monetary damages, but wanting rule changes and they got them. the u.s. soccer federation announcing the settlement yesterday and along with that, these new guidelines for u.s. youth national teams, namely three things. banneriing soccer players 10 an younger from heading the ball. limiting players 10 through 13

to only head during the game, not in practice. they want medprofessionals on the field to decide whether players suspected of concussion to stay in the game. there are questions about u.s. soccer will enforce this across the country and whether this addresses concussions properly. a recent study by a pediatric journal found it wasn't heading but player-to-player contact that was dominant in causing concussions. a former player for the new england revolution. his career was cut short after he suffered a serious concussion in 2008. can't tell you how emotional i am progress is being made and i can't wait to see it come to fruition. not everyone is happy, though. dylan calder tweeted, this is another reason why we will never be a dominant country in soccer. still supporters saying the big point here is, of course, health and this is a big step in push it forward. live in our san francisco newsroom, stephanie chuang,

of the hayward side and more slowing coming down 880 approaching that transition on the connector crash. that's the one i'm concerned about. the other crash getting closer to the toll plaza. those usually clear closer to the shoulder. but this entire area coming off of 238 we're seeing some congestion could cause a slow down. over here the bay bridge, that's not unexpected. 580 has the slow down and the build off of 24 and there's your upper east shore for your typical build. no it lays for the north bay. we'll go to the south bay where northbound 101 continues to show a slower drive just north of 680. looks like from this pattern that there is something going on around allen rock but the live camera doesn't show anything and chp shows no problems through the area. we'll keep track of this, guys. back to you. it is 6:10 right now. coming up an extreme makeover for a big south bay mall. major step forward today for the future of valco.

last night city council members approved a plan to ban two-story homes. the area well known for its one-story eichler homes they designed about 50 homes in the neighborhood, many of which have full-length windows and open floor plans. park leaders plan to announce a new veterans housing project later today. the combined private and public development will be built on willow road and menlo park v.a. facility. what kind of services it will provide. happening today, a significant step in the redevelopment of a south bay mall. the city of cupertino will begin the process of giving valco a boost. a $3 billion makeover. a meeting will be held tonight at the city's community hall to discuss concerns of the environmental impact of that project. people who live there will have a few days to submit feedback before the official environmental impact review begins. the sand hill property company

francisco preparing for potential flooding. this weekend neighbors can pick up free sandbags at five different locations around the city. here's a list of those sites. the fire training department facility at 19th and folsom and the great highway at balboa street and lake meced and golden gate on 7th street. all five locations open from 9:00 a.m. to 2:00 p.m. both this saturday and next saturday, as well. the good news, it should be sunny on those days. you can prepare for when the rain comes. >> looks like the rain can start to move in as early as sunday and, yeah, of course, the thing about el nino is that we see the weather systems a little bit more, producing more heavy rain than we originally forecasted. so, that's just one thing to keep in mind. so, as we take a live look now at san francisco. we're waking up to a sunny sunrise after having some rain yesterday during the morning commute, well now it is looking

much better after a good soaking. a look at all the microclimates now. 46 degrees in the east bay, san francisco peninsula, as well as the south bay. 35 degrees. it's cool in the north bay. so, let's get a closer look there. petaluma is at 36 degrees as you step out the door. santa rosa 34 and hillsburg 37 and vallejo at 34 degrees. going hour-by-hour in livermore. 45 degrees will be your temperature after a very chilly start at 7:00 in the morning and 1:00 we're at 58 degrees and sun setting earlier and earlier. 58 degrees at 5:00. it's shortly after sunset there and it will be aright around the upper 50s throughout the evening. a look at all the microclimates now. cupertino a high of 60 degrees and palo alto 63 degrees and outer sunset at 53 degrees and north bay at santa rosa at 64 and east bay oakland and tri-valley reaching 66 degrees

in danville. that system that brought the rain is now producing quite a bit of snow. it still continues through the sierra and we're drying out and we're seeing the dry air filter in behind this system. so, we are done with the wet weather. at least for the next couple of days. we will have another cold front moving in and it looks like we're starting a pattern here with some rain moving in. just about every sunday into monday. and that one could also bring quite a bit of a downpour. we'll keep you up to date on that. a look at the weekend forecast. it starts out dry, still school. temperatures right at about average for this time of year. east bay 78 and 68 degrees on saturday and sunday with more clouds and the possible of rain temperatures dropping back a few degrees. all across the bay it will be in the 60s. let's check in now with mike and slowing down at the san mateo bridge. >> let's put a positive spin on it first, kari. friday moves well and heading over there to 101 and not as

much of a backup we might have because look at the map. yes, the issue over on the hayward side and the crash 880 at 92. the connector on to the san mateo bridge and the crash in lanes and that is causing a big slow down. a big backup and quickly building back through hayward and starting just at the bottom edge off of 238 and more traffic building and looking at maybe another 15 to 20 minutes until that lane can be cleared. bigger issue out of oakland towards the san mateo bridge and some folks decide to go north and head across the. tuesday a good volume of traffic, but no real problems coming through that area. go ahead and try it, but be patient because then you have a lot longer to drive on the peninsula, as well. as we move our map out, no problems for the tri-valley. just your typical build there. same thing for highway 4 at the top of the last map. south bay now northbound typical 81, 85 build and 85 at winchester a crash and we're

tommy hanson spent last season playing for the giants triple-a team. he began his career in 2009 with the atlanta braves and also played a season with the angels before signing the minor league deal with the giants. he died last night after suffering catastrophic organ failure and falling into a coma. he was only 29 years old. a leading bay area lawmaker is lending her support to current and former sanford students who were victims of sexual violence. jackie spear last night attended an on-campus summit focused on sexual assaults and better protection for victims. students at stanford say the school's rate of sexual assaults is vastly underestimated. take action to strengthen the policing of-campus sexual assaults. >> what we need to do is put strong laws on the bookz, make sure there is enforcement and change the culture. >> spear co-authored a campus sexual violence bill.

but we start with a cold day to greet you with a warm smile. kari hall, good morning. >> good morning. it is behind yesterday's cold front that brought us a soaking to start out the week. now it's 34 degrees in the north bay while the east bay is at 47 degrees. it will be cool, a cooler day with highs in the low 60s and a lot of sunshine with the high of 65 in the north bay and the peninsula will be at 60 degrees. let's check in now with mike with a heads up for the san mateo bridge. >> a good news/bad news situation. bad news a lot more traffic and westbound is already slowing now over here at the section and look at the map. at the plaza you're getting a burst of traffic. the connector cleared of that crash southbound 880 and now still just backed up to about the bottom edge of san leandro and hold steady and build across the dumbarton bridge mild. for a tuesday, not as much backup as we typically see, but that might be tomorrow is a veteran day holiday for a lot of businesses and some schools getting today off.

that it crashed into her bedroom around 9:30 last night. this home, again, on farnsworth in purdue in san leandro. the driver of the suv lost control as he came speeding down farnsworth and jumped the curb and slammed into the side of the garage, which has been converted into a bedroom for the family's adult daughter. the daughter ended up pinned underneath the car. she had to be rescued, taken to the hospital. we know she was seriously hurt and we don't know what her current condition is. the driver was also taken to the #. that witness believes this person was going at around 100 miles an hour before the crash. >> he went straight through the stop sign after he clipped this girl's car and he realized he was on the wrong side of the street and was trying to get over. we heard the brakes and then he went straight through the house. >> san leandro police have not yet determined whether this driver was under the influence or some other reason. some other factor behind why he lost control of the suv.

temperatures, not that cold, but look at the north bay. 34 degrees and a closer look at the south bay now at 45 degrees in morgan hill and downtown san jose 42 degrees as you step out the door, highs today in the 50s to mid-60s in the tri-valley. most of us in the lower 60s today and we'll see that weather continuing and there's more rain and snow in the forecast. i'll detail that coming up in just a few minutes. but, right, hayward, we'll see a high today of 61 degrees in santa rosa today and 64 and now let's check in now with mike to see how the roads are moving. >> hey, kari, thank you very much. looking over ohere towards the south bay. a slow down. sticking around here at 101 and back at the maps you'll see now starting to kick in for our typical pattern and 101 slowing at capital expressway and building towards the airport. there is a fire on the south northbound 280 and no homes in danger. we often see smoke coming from the bushes on the side and it sound like everything is under control as far as caltrans is

concerned. a crash there just around winchester boulevard. one lane may be blocked there, but nobody injured as far as serious injuries. and the rest of silicon valley pretty easy drive and tuesday a light flow of traffic. this is the tri-valley slowing builds for south 680 through pleasanton and recovery for south 80 and still holding at about the same speed into hayward and recovering as you're approaching 92 where that crash has cleared the connector. the san mateo bridge sees more traffic on the peninsula and more slowing through san mateo soon. upper east here and concord and the walnut creek interchange and even in the north bay, but this orange there and weather data we might see a little fog, but none shows up in our san rafael camera. back to you. >> thank you, mike xhnchlthsing . coming up next, say good-bye to the shamu show. ending seaworld's famous killer whale show does not do enough to protect the orcas. deal with a hack and good

or some other factor that caused him to lose control of his suv. a witness believes he was traveling 100 miles an hour when he came down farnsworth, clipped a car, hit a curb and careened into a garage which was a bedroom converted and he ended up pinned underneath the suv as her family frantically tried to rescue her. >> just heard the dad screaming, oh, my dpauaughter. >> the fire department pulled the woman to safety and had her taken to the hospital, again, with serious injuries and the driver also transported and last we spoke with police not taken into custody. several people live in this house and we believe the red cross would be helping them until their home is safe again. bob redell, "today in the bay." >> we hope she's okay. meantime, in the south bay a gunman and his hostage both dead. all this unfolding in a quiet san jose neighborhood.

>> kris sanchez live in camden avenue near highway 85 and the suspect and knew each other. >> right. well we know that this is not a random crime. an investigation into that relationship will continue today but we already know that it ended terribly wrong. san jose police ended up here rushed to the scene around 2:00 yesterday afternoon on reports that a man took a woman by force after firing several shots into the ground. neighbors say it felt like a war zone out here as they were ordered out of their homes for some time. police say the man and woman did know other, but were not confirming the nature of that relationship this morning. about three hours after the stando standoff started, the man came out of the home with a hand fwn and gunfire and the suspect fell. at that point, officer os rushed into the home, but it was too late to save that woman. a san jose police officer was crazed by a bullet, but his injure are not life threatening and he will survive. again, the investigation will continue today. in san jose, kris sanchez, "today in the bay." >> thank you very much, kris.
