"today in the bay" starts right now. good chilly wednesday morning. thank you for joining us. i'm sam brock. >> i'm laura garcia-cannon. it is a cold start to our day. a live look outside in san jose. a frost advisory is in effect for much of the bay area which means bring a jacket with you this morning. >> you might even see your breath out there. meteorologist kari hall tracking the chilly temps. starting to feel like fall. >> it feels more like winter out there especially when we deal with the patchy frost and the valleys and temperatures in the low to mid 30s. 35 degrees in the north bay and 46 in san francisco. the frost advisory only for the south bay and the north bay and for the low lying areas. today's forecast brings it up into the mid 60s once again. comfortably cool, a nice fall afternoon. i'll detail what to expect as we head into the weekend. that's coming up. let's see how the roads are

moving with mike. >> pretty well. the frost advisory, the one for the south bay, not a concern for our freeways. we do have one minor incident for 101. details from chp when they show up in the next couple seconds. slowing through highway 44. typical slowing but we'll follow that as well. a big issue affecting a small group of commuters. eastbound 80 towards the carquinez bridge, you're forced off, down san pablo and back on to 80. this is our breaking story this morning. i'll head it back to you guys. as mike just mentioned, a frantic search to find gunmen from that interstate 80 shooting. this morning, one person is dead, another wounded after a shooting along interstate 80 in pinole in the east bay. >> "today in the bay's" stephanie chuang is live in pinole. we understand the chp says it could take another 90 minutes before they manage to reopen that eastbound direction of 80.

>> that's right. a pretty conservative estimate. technically while all eastbound lanes are closed, traffic is getting so you can see in a few seconds cars will start moving by on the appian way on-ramp onto eastbound 80. they're getting diverted off the freeway and back on here. technically they are being able to get through. this was shut down, though, so police could collect evidence along several hundred feet here on the freeway. chp says there was a deadly shooting around 11:00 last night, a car pulling up next to a black audi, shooting through driver's side multiple times, hitting the male driver who died at the hospital. hitting the female passenger in the arm. the good news is she's expected to survive. the search is on for the people who shot these two victims. the chp says there should be no panic in the public because the shooters and the victims know

each other. >> at this point it appears it was not a random act of violence. it appears this vehicle and the people inside the vehicle were targeted. >> reporter: one on-ramp at appian way back open. another is still closed. the eastbound lanes are still technically closed again. so the cars are getting through he here. the investigation is taking six hours, seven hours because it's dark, of course. investigators have had to work stretches of the roadway to collect evidence. the good news is they say there was witnesses, because of the holiday today, people were out last night. so they're getting new information from people. but still no suspect vehicle description. in pinole, stephanie chuang, "today in the bay." >> thank you, steph. it is 5:03. continuing coverage, if you're hoping to catch a cab to the airport this morning, think again. an ongoing battle with ride share companies is boiling over, and cabbies are expected to strike for a third day in a row in san jose. international airport with a decision that may leave you scrambling for a ride this morning. kris? >> reporter: this is a decision that's good news/bad news for passengers. starting today they can call for an uber or lyft car. the bad news is the car might get stuck in the logjam around the airport because the taxi drivers are very unhappy and vowing this will be their biggest strike yet. we know they've been circling the airport for the last couple days. the san jose government voted to soften the rules for ride sharing companies for doing business at the airport. among those changes, uber and lyft drivers will only have random background checks where each and every taxi drive has to show a clean record. taxi drivers say the city should be fair. but a city councilman says the city's hands are really tied because cabs are regulated by the state. >> we want to go to the state and advocate the cpuc improve

and strengthen their requirements for background checks. that way it will affect more than just the airport. it will affect our entire city. >> so what does this mean for you? you might have a hard time getting a taxi anywhere in the city because drivers are planning to slowly circle the airport instead of picking up passengers both in the airport and throughout the city. you can use a ride sharing company at the airport. but you could get stuck in the traffic jam. so give yourself extra time if you are flying out of mineta san jose today, or if you're picking someone up at the airport. by the way, mineta san jose international airport was the last major airport to not allow ride share companies to pick passengers up at the airport. certainly one more option for passengers, so taxi drivers say they will continue their fight. that continues with the strike today. at mineta san jose, kris sanchez, "today in the bay." >> thank you very much, kris.

a new claim of abuse by another inmate at the santa clara county jail. three correctional deputies are already facing murder charges in the death of an inmate dating back to august. now the "mercury news" is reporting an inmate who witnessed that beating is planning to file a claim of his own. ruben garcia says two guards severely beat him back in july. his attorney plans to file a new claim today. sheriff lori smith is looking into those allegations. time to say thank you to the nation's veterans. >> "today in the bay's" bob redell joining us live in san jose with a special ceremony happening later today. bob, a plane being flown that you're still familiarizing yourself with today. >> reporter: i am, sam and laura. you're talking, of course, about the veteran's day parade, the annual tradition in downtown san jose to honor veterans. what's even more significant is what's going to be happening a

couple hours before when civic leaders will be announcing a new campaign to end homelessness among veterans in the south bay. at 10:00 this morning, san jose mayor sam liccardo, supervisor dave cortese in conjunction with the organization destination home will announce a new initiative they're calling all the way home. it's a campaign aimed at getting homeless veterans off the streets in the south bay. it's estimated there are more than 700 veterans homeless in santa clara county. the campaign will call on organizations to help find these people housing. the goal is by 2017. again, that's at 10:00 a.m. then at 11:00 a.m. which is the 11th day of the 11th month, the city and county will commemorate veterans at plaza de cesar chavez. the annual veterans day parade will be leaving the staging area at the s.a.p. center marching its way to downtown.

as you alluded to, sam, something special this year, the 1945 lockheed pv-2d harpoon, a world war ii aircraft will be flying over the san jose parade. it's a long range naval bomber. what's distinction are the sounds. 2,000 horsepower each with a distinct sound. when you hear that sound and look up to the sky, it will be departing stockton field, flying over san jose's veterans parade, moffett field, oakland international which used to be a naval air station, san francisco and the richmond shipyards before heading back to stockton. reporting live in san jose, bob redell, "today in the bay." >> that's always a really nice parade in downtown san jose. >> i also like the fact that bob is becoming a historian as well. >> not a veteran but a historian. it's 5:08 right now. you better buck bundle up if you're headed out the door.

>> it is chilly out there. for the first time in the south bay, worried about frost in some of the low lying areas, 39 degrees in livermore. sunnyvale, oakland and san jose, 42 degrees and 46 degrees in san francisco. highs today in the low to mid 60s once again. kind of like yesterday. comfortably cool and maybe a couple degrees warmer in a few spots like pittsburgh up to 68 degrees and livermore a high of 65. let's check back in with mike with an update on what's happening with the road closure. >> full closure for eastbound 80 at appian way. i want to show folks the bay bridge toll plaza. that's a big concern. that is fine, flowing smoothly. no backup, not even for cash lanes. we'll zoom up here toward the full closure for eastbound 80. steph chuang is on the scene where she just gave us that update. folks are forced off the roadway at appian way. then you can jump back on that same appian way on-ramp. about .10 mile later. that adds to slowing and a little delay for your commute. not as much as the bigger reroute that used to be in

policeman but we should be the world leader. >> reporter: taxes and military spending -- >> the strongest military on the face of the planet and everyone has to know it. >> i want a strong national defense, but i don't want us to be bankrupt. >> we can't have an economy if we're not safe. >> reporter: ben carson defended claims about his past. >> i have no problem with being vetted. what i do have a problem with is being lied about. >> reporter: this debate largely stuck to tissues with middle tier candidates grabbing much of the spotlight. >> republican candidates also taking a shot at janet yellen. >> scott mcgrew, they say she's holding down interest rates for political reasons. >> this is a pretty hard accusation to defend. she inherited, yellin did, interest rates of zero. those weren't her idea. most of what the fed does has completely stuck to its mission. that didn't stop chris christie

at the undergrard debate calling yellen as making the economy look artificially good. other candidates say the fed is too political and they want to bring it under congressional review. somehow simultaneously. a very much republican politician is in charge of the mini apple. neal cass carry who you'll recall ran as governor of california was just appointed president of the minneapolis federal reserve bank. president obama reminded the world the economy tends to do better, in fact, much better under democratic administrations with data that stretches all the way back to harry s. truman. the economist magazine ran the numbers back in to late '40s, early 50s finding that the economy grows 2% faster. our best growth was under truman, kennedy and clinton. our worst growth were under

presidents bush. let's check your business before the bell. we turn to landon doughty at cnbc world headquarters. >> the markets closing mostly higher after trading in the red for most of the session. it could be a quiet wednesday as the bond markets are closed for veterans day, although the stock markets are open. the dow rising 25 points to 17758, the nasdaq slipping 12 to 5083. back over to you. >> it is veterans day, but yes, the markets are open. i'd also like to point out it's singles day, sam and laura in china where they're making a ton of money, buy themselves something. like valentine's day except you don't have a date. and it's wally week as well, a clot of purchasing for the media community. >> singles day. you can produce more babies in china. >> singly that can be difficult but we can talk about that

later. >> that was good. that was funny. open right now is the latest city to seek financial damages for the cleaning that dates back decades. the city filed a suit against the mansanto company for knowing about the pcb toxin even before it was banned in 1979. it covers costs for cleanup in the runoff that wound up in the san francisco bay. by some estimates, alameda county cleanup may approach $1 billion. san jose filed a similar suit against monsanto back in july. if you're headed out the door this morning, you better bundle up. >> the early morning run, you need those layers. as you get going yourks may be peeling those off. it's still chilly outside.

let's get a look outside right now with the temperatures generally in the 30s 4507bds heading out the door. a live look at the bay bridge. we see mostly clear skies as you look up. everyone is getting going. no problems on the roads and the frost advisory for santa clara valley where we do have those temperatures dipping and also for most of the north bay now our temperatures dipping into the 30s, down to 37 degrees as well as 33 degrees. look at what it feels like now. it's 34 in napa. 35 in santa rosa, 42 degrees in sunnyvale. we'll go hour by hour in walnut creek. you're starting off in the 30s as well at 7:00. shortly after sunrise is when temperatures will be the coldest. then we see it warming up nicely as we go through the morning and early afternoon, eventually making it into the mid 60s and then mostly clear skies tonight and temperatures dipping once again. chilly mornings, warm afternoons. that's what we're expecting.

there will be another reenforcing shot of cool air moving in from the north. it looks to stay dry as that cold front passes. there will be another front moving in by the end of the weekend, this one not so dry which is great news. we need that rain as it comes in on sunday, may linger into early on monday. a look at the weekend forecast as you make those plans. it will be 69 degrees in the east bay and then it gets a little cooler heading into the weekend. sunday the coolest day of the weekend with more clouds, a few showers. so make sure you plan for that, too. as you head out the door, mike gives you an idea of what to expect. >> over here in san jose we have a good volume of traffic. it's moving. it's just a frozen digital stream. before you get to that area, northbound side is slowing for 101 because of a crash on the southbound side. flashing lights likely present a bit of a distraction. as i understood it, no lanes were blocked southbound. that's the only thing for the south bay. that's the only other incident

outside of the slowing for highway 84 and, of course, the big headline we're looking at, the full closure for interstate 80. technically it's closed over at appian way and folks are forced off the roadway. but they're getting back on via the same appian on-ramp. allow a few minutes because of the slowing on the approach. we had the overnight deadly shooting. steph will give us an update in a few minutes. she has the very latest. the bay bridge, no delays at the toll plaza. back to you guys. up next, investigating car burglaries in the bay area. the numbers are growing out of control. now, an inside look as to why. we investigate after the break. a developing story...

==laura/ots== authorities in akron, ohio will tell us more today about the a developing story at 5:23. authorities in akron, ohio, will tell us more about a small plane that slammed into an apartment yesterday. a neighbor was live chatting with a friend when the doomed plane suddenly flew by. >> oh, my god! >> the building burst into flames, set a nearby unit on fire. amazingly no one on the ground was hurt. while it's confirmed no one on board the plane survived, authorities say it will take time to determine the exact number of passengers. it's believed the plane carried nine people. the crash is under

investigation. >> now to an investigative unit exclusive. a good chance you've been a victim or know someone who has been. one of the most common crimes is car break-ins. >> tony kovaleski has exclusive from a car burglar. >> good morning. odds are you've been victimized by a car burglar or know someone who has. the numbers are growing at nearby epidemic proportions throughout the bay area. san francisco's break-in numbers up by 36%. some parts of the bay area have seen jumps by more than 100%. we talked to this guy currently in jail for breaking into cars. he got caught, part of an increased police of effort to stop the growth industry. he told us he had two jobs, a barista by day and a burglar by night. he also had advice for everyone, something that sounds simple, but a mistake people are making regularly every day right here in the bay area. check your car before you leave

i'm laura garcia-cannon. >> i'm sam brock. a cool start to your day. a live look outside. this from downtown san jose. a frost advisory is in effect for much of the bay area which means as you are celebrating our veterans, you're out there for the parades and the air shows. you're going to want to make sure you bring a jacket, maybe a scarf as well. >> that's right. bundle up. meteorologist kari hall checking the chilly temperatures this morning. definitely starting to feel like fall. almost a taste of winter today. >> yes. the lows have been dropping into the mid 30s for the santa clara valley as well as parts of the interior north bay. as you start out, here is what you can expect, 35 degrees there in the north bay and san francisco at 46 degrees. today's forecast brings it up to 65 in the north bay, 64 in the east bay and south bay, also 64 degrees. we'll take a look at the weekend and what to expect with our next chance of rain coming up. let's check in with mike tracking several issues for the south bay. >> that's right, kari, it's

early. a couple of updates. this is a major update. instead of southbound, it's northbound 101 at tullie road. that explains why we see slowing on the northbound side. northbound mild slowing, the build just gentle for the south bay, as we look at the rest of your bay, we have slowing over the tri-valley at the dublin interchange and the orange highlighting there, conditions might be fog in the north bay. we haven't seen any in our live cameras. this is a much bigger issue. still a closure eastbound 80 at appian way. force are forced off and then back on. that's a mild inconvenience for the traffic flow. the biggest issue is why. you'll handle that. >> thank you, mike. an update to the story mike was just telling you about on interstate 80, it's closed eastbound in pinole, in the eastbound direction after a shooting took place. one person died, another woman is wounded. the shooter is still on the run this morning. pinole. you've been live on the story since we first got word of it. what can you tell us? >> reporter: as you heard mike say, the stretch of appian way along eastbound 80 is still technically closed. you see taillights there because they're getting diverted off appian and right back on. that's the good news. lanes closed for six hours now so police can collect evidence after a deadly shooting around 11:00 last night. investigators say that's when a car pulled up next to a black audi which was gone by the time we go there. shooting several times, hitting the driver and a female passeng passenger. the female passenger expected to survive. the search is still on for the person or people who shot these two. they say there should be no threat to public because the investigation revealed that the shooters and victims know each other. >> the shooter is still out there, however, since we believe

this is a targeted event, the chances of a random shooting like this to occur is not likely. >> reporter: the investigation in his sixth hour because the chp had to shut down all lanes. investigators had to light the roadway section by section the search for pull let casings. we're told because it's a holiday today, the chp saying there were drivers out last night and good witnesses with descriptions. i see chp vehicles, so one off-ramp or on-ramp should be open again. we expect all lanes of the eastbound 80 will be open shortly. vehicles getting diverted off and right back on again. live in pinole, stephanie strong, "today in the bay." back in the south bay now reaching a boiling point. cab drivers in san jose say they are fed up and are taking action for a third straight day. they're upset city leaders loosened the restrictions on

ride sharing companies. "today in the bay's" kris sanchez joining us from sjc with the impact that could have on anyone trying to get into or out of the airport. it could be a struggle. >> reporter: usually having one more option means it makes it a little easier to get a car. passengers arriving at mineta san jose can call for an uber or lyft car. the problem is the taxi drivers say they are going to strike and this will be their biggest strike yet. we've already seen what they've done the last two days. san jose city council decided to soften the rules for companies like uber and lyft for doing business at the airport. among the changes, they only have to submit for a random background check where each and every taxi driver has to show a clean record. taxi drivers say the city has to be fair about this. the councilman who represents the district says the city's hands really are tied because cabs are regulated by the state. >> we want to go to the state

and advocate that the cpuc improve and strengthen their requirements for background checks. that way it will affect more than just the airport, it will affect our entire city. >> reporter: so what does this mean for you today? well, if you are going to take a taxi anywhere in the city, you might have a difficult time because drivers are planning to slowly circle the airport, not picking up passengers, not dropping anybody off and slowing down traffic flow around the airport. they will be picking anybody up off the airport campus either. you can also use a ride sharing company here at the airport, b you could get stuck in the logjam. bottom line is give yourself extra time if you're flying out today or if you're picking somebody up at the airport, make sure you arrive early. this means that san jose is no long ter last major airport to ban uber from picking up passengers at the airport. so one more option for passengers, but as always it

supervisor dave cortese in conjunction with destination home are going to be announcing a new initiative called all the way home, a campaign aimed at getting homeless veterans off the streets in the south bay. it's estimated that unfortunately there are more than 700 veterans that are homeless in santa clara county t. campaign would be calling on landlords, apartment owners, corporations and faith-based organizations to help find these people housing. they have a goal of 2017. they're going to be making that announcement at 10:00 a.m. an hour later they'll be a special ceremony to commemorate veterans in the downtown area. then at noon, the annual veterans day parade, leaving the staging area and marching their way through downtown and something we've been talking about that would be unusual, there will be a world war ii veterans flyover. the aircraft is a 1945 lockheed pv-2d harpoon, very distinct

sound, 2,000 horsepower, radio engines. apparently when you're looking at the sky and hear that, if you know your military history, you know what those are. they'll be leaving the stockton airfield, flying over the parade, moffett field, oakland international, sf, richmond shipyards before heading back to the central valley. reporting live in san jose, bob redell, "today in the bay." bob, thank you. let's cover some of the other events going on right now. other bay area veterans day activities include an observance at the golden gate national cemetery in san bruno. there's also a dedication ceremony at eagle park in mountain view for a new plaque honoring veterans. berkeley will hold a celebration to mark the 20th anniversary of that city's vietnam war memorial. 5:37 right now. on a national level, sam, in honor of veterans day, the white house is announcing a new way to help repay our veterans for their servicement "today in the bay's" tracie potts live in

washington with what to expect. good morning, tracie. >> good morning, laura. they're touting accomplishments and pushing new things as well. let's start with the va and health care obviously. there have been tons of issues there. the white house says they now have added 14,000 staff, more space, more people are getting poims, but they're still pushing congress for more reforms when it comes to eligibility and referrals. they have wiped out 88% of the backlog of disability claims for vets, the white house says. homelessness, virginia will announce they're the first state in the nation to end homelessness for veterans, and hundreds of cities have joined in a mayor's challenge to do that as well. a new hud report coming out next week will say homelessness among vets is down 36%. hiring, vets getting jobs. the unemployment rate is down to a seven-year low. the white house is pushing more training. finally this morning vets going to college. big new initiative.

every state will offer in-state tuition to veterans to make it more affordable for them to get the education an training to get the jobs and lower the unemployment rate and affect homelessness as well. >> these kinds of things, the least we can do to help those who have given everything to protect us. 5:39. bundle up before you head out the door. >> yes. a lot of those celebrations going on. you do need a jacket, not only for the morning, but throughout the afternoon. a frost advisory in affect for the santa clara valley. we'll see the temperatures in the frost advisory range between 33 and 37 degrees for a few hours, and for parts of marin as well as sonoma, napa counties, that's where we'll have the chilly temperatures, too. now it's 39 degrees in the east bay. san francisco 46 degrees, a closer look at the north bay in

customers without power should get it back by 10:30. it happened yesterday morning near 20th street. the truck hit a house shearing off a gas meter and causing a leak. coming up nkt, fewer antics and more talking, the hot topics from last night's debate. it was also a terrifying scene that unfolded in waco, texas, leaving nine dead. more than 100 people now facing charges since this biker gang shootout. a texas grand jury has returned

a texas grand jury returned indictments of 106 of the 177 bikers following a deadly shootout outside a restaurant in waco. nine people were killed, 20 others injured in the may shooting between rival motorcycle gangs and police. more than 430 weapons were recovered from that scene t. district attorney says the other 71 cases were not presented to the grand jury but added they will be at a later time. the fourth republican prime time presidential debate had fewer candidates on the stage but just as many fireworks. the debate lasted about two hours, testy exchanges on everything from foreign policy to economic matters. one of the most anticipated moments of the night came when ben carson was questioned over his personal life. he had a chance to respond to questions about the accuracy of

the bay area. san francisco's break-in numbers are up 36% over last year. some parts of the area have seen jumps by more than 100%. now, we talked to this guy, currently in jail for breaking into cars. he got caught, part of an increased police effort to stop this growth industry. he told us he had two jobs, a barista by day and a burglar by night. he also had advice for everyone, something that sounds simple but a mistake people are making regularly every day right here in the bay area. check your car before you leave it. if the car burglar can see change, chargers, cell phones, jackets and backpacks and even some more obvious items like luggage, purses, computers and ipads, if you leave anything of value, you're likely to return to find broken glass and your items gone. you hear his perspective and reaction from bay area law enforcement by watching our investigation. it's on our home page right now

sam. that's the focus for investigators this morning. the good note is so far there's no threat to the public because it appears the shooter and the victims knew each other. it is back open, as you said, last half hour, eastbound lanes all open. investigation had been focused along the stretch here along appian way. this is where the chp said there was a deadly shooting around 11:00 last night. investigators say a car pulled up next to a black audi and someone shot through the driver's side multiple times, hitting the driver and a female passengers. the female passenger is expected to survive. chp says both victims 20 to 30 years old. the search is still on for the gunmen. the preliminary investigation revealed the shooters and the victims know each other. >> under further investigation, it is a confirmed homicide at this point. it was not a random act of violence. it appears this vehicle and the people insid
