that's the focus for investigators this morning. the good note is so far there's no threat to the public because it appears the shooter and the victims knew each other. it is back open, as you said, last half hour, eastbound lanes all open. investigation had been focused along the stretch here along appian way. this is where the chp said there was a deadly shooting around 11:00 last night. investigators say a car pulled up next to a black audi and someone shot through the driver's side multiple times, hitting the driver and a female passengers. the female passenger is expected to survive. chp says both victims 20 to 30 years old. the search is still on for the gunmen. the preliminary investigation revealed the shooters and the victims know each other. >> under further investigation, it is a confirmed homicide at this point. it was not a random act of violence. it appears this vehicle and the people inside the vehicle were

targeted. >> the investigation took six hours on the actual roadway because chp had to shut down all the lanes to preserve evidence. investigators had to focus on and light the roadway section by section to search for things like bullet casings. one good part of the investigation, the chp says there were plenty of drivers out last night at the time because today is a holiday. so good witnesses helping with the case. but so far no suspect vehicle description. now let's bring in mike inouye. mike, not too much traffic given this was countercommute and also happened to happen on a holiday. >> and also happened very early in the morning, before the commute got started. chp and police did a great job of quickly getting as much of that clear as they could. the traffic flow smoothing through the area, as we said, eastbound 80 all clear at appian way. it sounds like still more details to sort out. the bay bridge toll plaza, the

metering lights are on. so there's the backup. that's about it for the east bay. two things i'm watching for the tri-valley and the east bay. westbound 580 around santa rita, i scanned the camera in the area and i don't see any problem. a lighter volume there. also a crash, looks like one crash. i'm marking two right now right around the yar of washington for southbound 880. look how light the volume of traffic is. veterans day is a holiday for many schools and businesses. that's why we're likely to see a lighter flow of traffic off much of the morning's commute. we have a slowing northbound 101. maybe as many as five vehicles on the shoulder. we need a couple of tow trucks. kari, it's cold in the area. i think there's a frost advisory? >> yes, not a freeze warning as mentioned earlier, but a frost advisory. you may be scraping the windshield and sensitive crops and plants may be damaged. it doesn't have to dip down to

32. but for santa clara valley as well as marin, sonoma and napa counties where temperatures will be 33 to 37 degrees. that until 9:00 this morning. now it is in the low 40s in san francisco. expect highs today to top out around 62 degrees. 65 in the north bay. warming up nicely this afternoon. sam and laura? >> thank you very much, kari. new this morning. a new claim of abuse by another inmate at the santa clara county jail. three correctional deputies facing murder charge ms. the death of an inmate dating back to august. now the "mercury news" is reporting an inmate who witnessed the beating is planning to file a claim of s own. ruben garcia says two guards severely beat him back in july. garcia's attorney plans on filing that new claim today. in the meantime, sheriff lori smith says she's looking into the allegations. good news this morning. the couple reported missing last

night is safe. we found out they told authorities they were taking a mini vacation. police were worried about the couple when their son reported them missing. police became suspicious when they withdrew a large amount of money and ignored appointments. san jose taxi drivers say they'll strike for a third day in a row. "today in the bay's" kris sanchez joining us from san jose international airport. taxi drivers are committed to driving en masse at a snail's pace with the goal of tieing up traffic. >> reporter: right. you can see the traffic behind me. it's pretty smooth going right now. starting at 8:00, the taxi drivers who have been on strike twice say this will be their biggest show yet. they will circle the airport as you said and try to tie up traffic. that's because today is day one that passengers arriving an

mineta san jose can call for an uber or lyft or other ride share service. the city council voted to soften the rules for the ride sharing companies. among the changes, uber and lyft drivers only have to have random checks, where each and every taxi driver has to show a clean record. taxi drivers say the city should be fair in this matter. but the councilman who represents this district says the city's hands are tied because cabs are regulated by the state. >> we want to go to the state and advocate that the cpuc improve and strengthen their requirements for background checks. that way it will affect more than just the airport. it will affect our entire city. >> reporter: so you might be thinking, yeah, so what does this mean for me? well, you're going to have a hard time getting a taxi anywhere in the city because drivers are planning on slowly circling the airport instead of picking up passengers. though you can use a ride share

company to arrive and leave the airport, you may get stuck in the logjam. give yourself extra sometime if you're flying out today or picking yourself up at the airport. by the way, mineta san jose international airport was the last major airport to not allow ride share companies to pick passengers up at the airport. that changes today. but the taxi drivers say they're not going to go away quietly. in san jose, kris sanchez torques day in the bay. a major intersection in santa clara is back open after a deadly crash during last night's commute. it happened last night at 5:15 as police say a 20-year-old on a motorcycle was killed. an suv was also involved. it's not clear if that driver was hurt. investigators have yet to release the cause of the crash as well. happening today, a live look at arlington national cemetery. we're hoping to give you that, where we see the tom of the

unknown soldier, president obama usually lays a wreath at the tomb. a very nice tribute. >> a somber day, celebration for veterans. the white house also watching a new push to improve veterans issues in many areas. but also an event to improve life for veterans at home. bob, what's being planned here in the south bay? >> reporter: laura and sam, before today's annual veterans day parade in san jose to honor the veterans at noon, at 10:00, the city leaders and county leaders are announcing a new plan to try to end veteran homelessness in the south bay. this will be sam liccardo and dave cortese in conjunction with destination home an nouning a new initiative called all the way home. this campaign will try to get homeless veterans off the streets in the south bay, the goal of trying to do this by the year 2017.

unfortunately it's a big problem here. estimated there are more than 700 veterans homeless in santa clara county. this campaign will call on landlords, apartment owners, corporations and faith-based organizations to help find these people housing. at 11:00 we'll have the special commemoration for veterans at plaza de cesar chavez. at noon the veterans day parade leaving the staging center at s.a.p. center and marching downtown. unusual this year, a world war ii veterans flyover. when you look to the sky and see this ceremony, you might be able to hear the sounds of two radio engines putting out 2,000 horsepower each, those are attached to a 1945 lockheed pv-2d harpoon. one of the pilots is a veteran from livermore who flew that kind of aircraft back in the day again. that will be flying over to san jose veterans parade, heading north to moffett field, over

how things are going now. >> we're tracking the crash over on the shoulder at 101 in san jose. here north of the crash we see more traffic coming through and beautiful sunrise peeking through. the pattern at tullie road looks like it's starting to loosen a bit. tow trucks may have arrived in the last few minutes. i say maybe because chp has not given an update to the case. we see the traffic flow improving a bit. 87 and 101, slight. no problems or slowing for the dublin enter chachlkt we have two separate crashes, north 101 at washington. another at marina. the one at marina may still be blocking one lane. a lighter volume of traffic there also keeps things moving at speed past those scenes and building through hayward and union city. north of the san mateo bridge, a new crash at highway 24, slowing out of the concord, but not necessarily due to the crash. we're going to get an update as chp arrives and a little bit of

we'll take you to the east bay. it's also very chilly there. livermore, 34 degrees, patchy frost you may be scraping off the windshield. in lafayette, 33 degrees, oakland 34. there are some spots where it feels a little better. also 44 in san francisco. as we go hour by hour in san jose. after the parade it will be cool, starting at 46 degrees and making it up to 58 degrees by 11:00 and at noon it's 59 degrees. lower 60s there. a light wind, a lot of sunshine and mostly clear skies as we go into tonight. temperatures dipping quickly once again. we won't be able to tell, but there will be another cold front moving in today to reenforce this cold air. we're already feeling it with the breezy wind. as it moves through, we may have winds picking up as we go through the day. but no changes as far as the weather. as we go into the weekend, there will be rain moving in. it looks like it starts on

sunday. possibly another good soaking that could linger into the morning commute on monday. we'll keep you up to date on that. a look at the weekend forecast, it is going to be a nice one, especially on friday and saturday in the tri-valley. highs in the low 70s. by sunday the clouds move in. we'll start to see the scattered showers and possibly heavy downpours here and there. temperatures in the 60s all across the bay. it dips once again heading into the start of next week. let's check in with mike for an update on the morning commute. >> we'll start in the north bay where you talked about the frost advisory. not a problem as the drivers go. a gentle build kicking in. conditions there, maybe a little fog, but unlikely to affect your drive. i don't see any problems for our live cameras. the bay bridge toll plaza, the metering lights are on, but only at the toll plaza. no problems for the maze or upper east shore. highway 24 approaching 242, a crash there off to the shoulder.

without power will get it back by 10:30 a.m. that's also when the road is expected to reopen. this happened yesterday morning near 20th and dehero streets. the truck also hit a house shearing off the gas meter and causing a leak. a story we first brought you as breaking news yesterday morning. a newly engaged woman is recovering after this horrific crash in san leandro. the diver of an suv slammed into her home and landed on top of her. the crash killed two puppies and also hurt the 20-year-old driver. witnesses say he was going 80 to 100 miles an hour when he lost control. he is being tested for drugs and alcohol. >> we were covering that all morning yesterday. that was tough to watch. a frost advisory in effect. that's because there are cold temperatures sprinkled all over the bay area today, kari. >> especially for the north and south bay. in the south bay it's south of the city and in the valley. that's where temperatures will be really dipping.

"today in the bay's" bob redell live in san jose for the ceremony longstanding will be happening in just a few hours. bob? >> reporter: laura and sam, in a few hours from now in downtown san jose, a ceremony and parade to honor veterans, but something a little different beforehand this year. the mayor of san jose sam liccardo will join his counterpart on the board of supervisors dave cortese launching all the way home, campaign aimed at getting homeless veterans off the street in the south bay. it's estimated more than 700 veterans are homeless in santa clara county. this campaign will call on landlords, apartment owners, corporations and faith-based organizations to help find these
