joining us. i'm laura garcia-cannon. >> i'm sam brock. we're going to start on the lighter side right now and the temperatures still a little lighter out there. get a check right now with kari hall. >> still breezy and a cool start to the day. a nice little warm up heading into the afternoon and we're starting out with temperatures in the 30s right now in parts of the north bay. it's 42 degrees there. it's 47 degrees in san francisco. the east bay and peninsula looking at highs today near 60 degrees and 65 in the north bay while the tri-valley tops out also at 63 degrees as well as the east bay. i'll detail all of that and what to expect the rest of the workweek coming up in a few minutes and now let's send it over to mike. >> better news for folks on the b.a.r.t. system. richmond line back moving, again. a stoppage due to a power line down and also when we have high winds, we talk about the risk of power lines coming down. that is a possibility that might be related. pg&e will let us know what

happens over there. meanwhile, a 20-minute delay reported for and the rest of the system reporting no delays. a smooth drive around the bay and also they have the wind mill farm for a good reason, folks. keep that in mind windy across the bay, as well. fire here north 880 is over on the shoulder at auto mall and sounds like smoke coming from maybe the brakes on a big rig. no danger so far. back to you guys. we begin with new developments out of paris this morning where many residents say there is still an atmosphere of fear as parisians try to return to their daily lives. team coverage this morning. stephanie chuang at san francisco city hall and we start with kris sanchez in the newsroom. we know the identity, but finding him is the task at hand right now. >> as we speak this morning, an active raid for that eighth

attacker in a belgium neighborhood. we have a live look at that neighborhood in the capital city of brussels. there in the distance you can see law enforcement out in force. many of them dressed in all black. their faces concealed by masks. now, this is a neighborhood known to the government there for religious extremism. five men already arrested in that neighborhood with links to a vehicle seen near the attack site of the theater. one of the brothers attacked in paris. france also launching air strikes against isis and syria. isis this weekend claims it was behind the massacre there. now, paris is on edge this morning. it is the first of three days of official mourning. and the city protected by its military is still very much in

shock. the french interior minister reports 168 raids overnight and put more than 100 people on house arrest. >> it's hell. it's not even a war. it's hell. it's a nightmare. >> now back to that live picture in belgium where the raid is ongoing right now. we are learning just now that another belgium man named as one of the masterminds of the paris attacks was also implicated in that train plot that was foiled by those three sacramento friends this summer. you'll remember those three friends from sacramento stopped the gunman onboard that paris-bound train and stopped what could have been a massacre there. the mastermind of that plot implicated in this plot in paris, as well. now, this is all developing right now as we speak. so, we are monitoring that. we will bring you the latest details as we get them. sam? >> kris, thank you.

ever since the tragedy, americans are coming together in remembrance to all the victims of these deadly attacks. from here in the bay area to long beach where the only known american victim is from. >> "today in the bay" stephanie chuang live in san francisco where people are paying tribute. good morning, steph. >> they are, laura and sam. a couple hours ago the french held a moment of silence in paris and sister cities are assigned to solidarity and civic auditorium lit up in france's color. i'm looking at city hall and that's where hundreds gathered yesterday to pay their respects. >> many of the people came were waving the flag and a white board set at the steps of city hall for people to leave their thoughts and their messages. the council general here also spoke to the crowd.

>> devastated with sadness and we stand. we're not afraid. we won't be afraid. we will stand by our values. >> meantime hundreds gathered at cal state long beach. her family says she was there to fulfill her dreams to learn french. the school's website is dark except for an image of a moving flame on a candle, a tribute to her. we were by the french consellt aurally this morning where there and also a condolence book there for anyone who wants to sign it this week. live here in san francisco, stephanie chuang. >> thank you. this situation continuing to develop this morning. when we get new information, we'll update you both here and online at nbc bay area online.

"today" show will continue coverage of the terror attack. an investigation into a side show in the east bay turned deadly when police shot a man they say was pointing what looked like a gun theft. "today in the bay" bob redell live in oakland this morning. officers eventually discovered the gun was not real. >> laura, oakland police have released an image of this replica gun. they posted this photo on twitter of what looks like a real black handgun, but it's not. they tell us a fake firearm that officers say was pointed at them last night promoting, prompting officers to open fire. now, this happened near 90th around 5:30. officers were supervising the towing of vehicles inlved in a

side show. opd said a man pointed the replica at them and several officers fired their weapons at them and they did cpr but the man did not survive his wounds. oakland police ended up towing and impounding five cars in the side show the night before. video posted on instagram shows crowds of people and chp said it started in oeklund with several cars entering the southbound direction of 880 in the wrong direction. the cars then began doing their spins and doughnuts on the freeway and another side show popped up near international and 55th and other and opd estimates that at least 200 vehicles were involved. reporting live here in oakland, bob redell "today in the bay." an alleged assault inside a north bay nightclub turned into a hit and run outside of that

club. a woman hit another patron with a beer bottle during an argument in santa rosa early sarturday morning. that confrontation continue under to the parking lot. witnesses told police that the suspect got into a minivan and ran over five people. jessica gary suabandoned that minivan and fled the scene. officers found her a couple blocks away where she was arrested and will now be arand in court tomorrow. the victims were all taken to the hospital with moderate to major injuries. it is 5:08 right now. let's get a look at that forecast for today. another cool start. bundle up before you head out the door. >> especially in the north bay. napa will start out during the morning commute at 38 degrees. morganhill 42 degrees. now, keep an eye on where you live. we'll go throughout the day as we see those temperatures slowly warming up, we'll be in the upper 50s all across the bay area by lunchtime. and into the lower 60s for a few spots, redwood city 59 degrees during the drive home and san jose at 58 degrees.

still gusty today, but winds relaxing tomorrow. and our temperatures starting to go up, so, i'll detail all of that. now, let's see how it looks at the bay bridge toll plaza with mike. >> we'll take a live look. little backup on either side of the bay either side of the fastrak lanes. the other sides have eased up. look at that, folks are moving over and you see the final lane open for business. back across the map, we're looking at a smooth drive across the bay, as well. as we look at the map, we'll see traffic moves smoothly over the span and pretty much any other bridge right now. pretty windy overnight. you may have some gusts catch you and be prepared and some wind related to a power line. the red line on the b.a.r.t. map and north berkeley and the trains were stopped for a short period of time and trains are back in service and a minor delay just over ten minutes for the red line there. the rest of them moving smoothly and the roadways no major incidents. it is 5:09.

on friday the dow fell to 17245. and futures are higher this morning, scott, back over to you. >> all right, landon, thanks. a big buy out that landon is watching. marriott buying starwood hotels to create the biggest hotel chain in the world. starwood owns the regis, the sheraton chain and w and this is a huge buyout. but as we see, hotels having more of a some competition with air bnb this is something they can fight back. >> more starwood points. >> that's what i was thinking. your points. >> where are we going? >> merge them. okay, no vacation from colder temperatures, which is basically what we're seeing for a couple weeks, kari, that continues. >> that continues for today and a warm up as we head through the

rest of the weekend. we'll be back in the 70s and today it is starting out in the 30s and low 40s. a live look at the bay bridge and also breezy starting out the day. some of those bridges may have to grip a little bit tighter on the steering wheel as you head out for the morning commute. a look now at all the microclimates in the north bay. 47 in san francisco and the peninsula. a closer look at the north bay. we see some mid-40s in a few spots and no patchy frost this morning because the winds are still gusty. and we will still have those winds staying up throughout the day coming in from the north and northwest. up to 25, almost 30 miles an hour but compare that to yesterday behind that cold front and we have some gusts over 50 miles an hour. so, a little bit better today, but still pretty breezy. we see those winds all throughout the afternoon. up to close to 30 miles an hour. so, as we go hour by hour in livermore. you start out at 41 des at 6:00

and 8:00 at 44 and a slow warm up by lunchtime and 57 and still a jacket needed at lunchtime and then we hit the low 60s before dipping back into the 40s at midnight. as we go through the rest of the week, we will be at 63 degrees today. 64 degrees tomorrow and you see it goes up to close to 70 degrees. the average high of 65. we could be feeling some low 70s as we head closer to the the weekend. a look at that weekend forecast for all the microclimates as we go through the week, you can see that seven-day forecast at the bottom of the screen. no more rain on the way, but the winds may pick up as we head towards sunday as those temperatures dip another cold front moving in. but low 70s in the south bay by friday and the east bay at 70 degrees. north bay up to 75 degrees. well above average there. let's check in with mike to see how the morning commute is rolling. >> kari, first a good update through fremont. no incidents here. looking north where there was originally a truck fire reported

four people remain in critical condition this morning -- after 5:22. to a follow up now. four people remain in critical condition this morning after a double decker tour bus slammed

into cars and people in one of san francisco's most well-known tourist spots. investigators are trying to figure out what caused a driver of a bus to lose control hurting 20 people on friday. the bus, which was carrying 30 passengers sped down post street along union square hitting pedestrians, cars and a bicyclist along the way before coming to a crashing halt near stockton. the bus driver was also hurt and taken to the hospital. investigators will talk to him and 30 other witnesses to see what went wrong. now to an investigative unit exclusive. almost every week endangered and threatened animals are killed abroad and then shipped as trophies right here to the bay area. >> discovered that american hunters killed more than 70,000 animals abroad for sport every singleiary. now a former top government official raising serious questio questions over how the u.s. regulates that industry. >> we found that killing lions for sport is generally legal and

happens often. even though the species population is at historic lows. show in the very same month that minnesota hunter shot cecil the lion in zimbabwe 69 other lions in africa were also killed by american hunters, all for sport. and more every day. rare access to join federal inspectors as they sorted through shipments of animal trophies arriving into the port of san francisco. trophy hunting is big business, especially across africa where it's estimated to bring in $200 million each year. now, after reviewing thousands of pages of federal data, we discovered at least 1.2 million sport hunted trophies have been imported into the u.s. over the past 15 years. hunters and some wildlife biologists believe that trophy hunting is actually good for wildlife because much of that money is invested back in conservation. but critics say there is limited oversight and poachers routinely

it's going to stand down on accepting syrian refugees, but it's not clear how either state is going to follow through on the state. as u.s. governors start speaking up following those attacks, president obama is talking strategy with world leaders oerb sverseas. >> he is trying to get more countries onboard in his fight against isis. >> exactly, sam and laura. at the g-20 summit where they were supposed to be talking about the economy and the overarching issue there is now terrorism and specifically how to deal with isis and the unrest in syria that isis is right in the middle of. president obama trying to garner support for more allies and more middle eastern countries to do the work on the ground while we continue the air strikes. in fact, his deputy national security director has said we need to intensify those efforts as a result of what happened last friday in paris. the other big thing coming out of the g-20 is president obama sitting down with vladimir

putin, the leader of russia. they had big differences on how to deal with syria. putin supports syria's government and the united states does not. when it comes to isi, they think to be on the same page. no one isis in control and russia with that downed jet in egypt has a reason to oppose and the president and putin sat down for over 30 minutes to talk about the syrian situation. hopefully and possibly to come to some sort of agreement. russia has been flying jets there and now france has been flying their jets there, as well. hitting isis targets. the united states hoping to coordinate an effort to get rid of isis in that country. >> thank you very much, tracie potts. in the meantime, back in paris itself, tourist sites are back open this morning. asdants tried to move forward since the tragedy. this is a makeshift memorial there. just one of many seen popping up across the globe and here at

home. >> "today in the bay" stephanie chuang join us live from san francisco where people are paying tribute. we see the french colors behind you at the oughtatorium. >> that's right. blue, white and red here at the bill graham civic auditorium. just one sign of solidarity in the city and across the bay here at the civic center, hundreds gathered at the steps of city hall to remember the 129 victims. there was singing of songs including the french national anthem. you could spot the french flag in the crowd yesterday. and a white board set at the steps for people to leave their thoughts and messages and maybe memories. counsel general also spoke to the crowd. meantime hundreds gathered at cal state long beach last night to remember nohemi gonzalez killed in the paris attacks. her family said she was there to fulfill her dream to learn french and her long-time

morning after video surfaced of the deputies beating a man in san francisco. we want to warn you the video you're about to see is graphic. the two deputies pushing him to the ground and beating him with batons. it happened thursday morning in san francisco's mission district. the sheriff office says they spotted him in a stolen car in san leeanndro. he hurt an officer and then came a car chase into san francisco at times reached 100 miles per hour. this surveillance video was posted on twitter by the san francisco public defender's office. the public defender wants the d.a. to consider filing criminal charges against the deputies. 5:39 right now. too much pot growing in petaluma. that's the concerns and now leaders are reportedly ready to tighten up the rules. press democrat reports that city council members are going to meet tonight to vote whether to ban growing outdoor marijuana plants. ban supporters cite the thefts

and the smells and public nuisance complaints. want to restricting to limited enclosed structures that lock. the pl the. it's 5:40 right now. the winds have been certainly kicking up across the bay area. another cool start. what are we in for today? >> today you still have to hold on to your hat because yesterday, i mean, the wind was just a beast at times. we had some gusts over 55 miles an hour. now as we take a look at those temperatures, it's in the low 40s, some upper 40s, too. but as we get a closer look at the east bay, there are some spots that are real cool to start out. walnut creek at 44 degrees and livermore 39. we do have 40s where. and with those clear skies, it will help our temperatures warm up into the 60s today. low 60s all across the bay are and oakland 63 and pleasanton looking at 63 degrees, as well. we'll take a look at a warm up for the rest of the week, but,

fortunately, no rainple i. >> looks like folks are huddling together because they are a little chilly looking at the bay bridge. it's why they huddle and the metering lights. the fastrak lanes are moving well and backup goes past west grand building towards the maze and the span itself, the red right here that is right at the toll plaza and no problems for the east shore or coming into the maze off of 24 or 580. look at that. the big look shows you the north bay at speed for san rafael out of ovato and a smooth build and highway 37 just a slight build right there, as well. typical pattern for the tri-valley and quick look at san jose shows you the initial build for 101. back to you. 5:41. the to the town in repair mode. we'll show you the aftermath behind this morning. wall street gets a chance to respond to the overnight and over the weekend problems in both paris and lebanon. let's take a look, coming up.

about a half an inch of rain and we did have up to 0.75 in santa cruz. great to get a good soaker, but, unfortunately, i'm not seeing much more rain as we go through the rest of the week. a chilly start as you head out on this monday morning and some of us in the upper 30s and widespread 40s to start out the day. it's still breezy. a look at all the microclimates 43 degrees in the east bay while peninsula and san francisco at 47 degrees. let me take you to the north bay. as we look there, we see it's 45 degrees in novato and santa rosa now at 39 degrees. taking it hour by hour in san francisco at 8:00 it's 50 degrees and it's slowly warms into the low 60s. you could be hitting about 61 degrees there, but still very windy and feeling a lot cooler and mostly clear skies as we go into tonight. if you're planning to head out going fishing, well, not a good day for that. small craft advisory stays in effect and we do have at times gale force winds and up to 20 to

30 gusts in some spots and the winds and seas up to 20 feet. going through the rest of the week in san jose, a cool start. reaching 60 today. the average of degrees. and then through the rest of the week, feeling a little bit better thursday. it's 70 degrees, not as windy. also on friday, in the upper 60s. a look at all the microclimates weekend as you make plans to figure out what you're going to do. it will be in up thor 60s to lower 70s in the east bay. 70 degrees on friday and 67 a touch cooler on sunday and the winds will start to pick up. there will be another cold front moving through and this time, looks like it stays dry and we'll just feel those winds start to pick up. still breezy out there this morning. mike, how is it looking on the roads? >> we're starting in san jose where we're looking at this. the build here and this is just a typical slow for 101 and giving an advisory as we look for the map any bridges across the bay, might get caught with a gust or two. this build up only north 101 and
