maze. typical build for a monday and around the toll plaza, the north bay and upper east shore still moving nicely and slowing through concord or west highway 4 and a typical build for the tri-valley now for south 680 through pleasanton and sunol. past the san mateo bridge and the south bay. 87 and 101 start to show that volume coming up a bit. this is the start for the morning commute through the area and see speeds dip over the next half hour. we'll track it. send it right back to you. tracking breaking news this morning, firefighters have now controlled a fire burning at a richmond strip mall. started a little bit before 2:00 a.m. on 23rd street. a short time ago we spoke with firefighters on scene. they say that fire burned both floors of a building housing several different businesses that includes a construction company and they tell us no one was inside and nobody hurt. fire investigators there now trying to figure out what caused the fire. we are staying on top of this

story and we'll update you when we have new information coming into our newsroom. more now on the developing situation overseas. just hours ago, thousands paused across paris to honor the hundreds of victims either killed or hurt in coordinated terror attacks on friday. this as hundreds of raids are taking place right now as police try to track more suspects. we have multiple reports on this developing story and international manhunt. we begin with "today in the bay" kris sanchez. this story changes by the minute. >> they're having raids all night long. both in france and in bellium. we'll take you straight to that neighborhood of brussels this morning and from the live camera, you can see law enforcement out in force dressed in all black and, according to the government there, it is a neighborhood known as the home to several religious extremists. five men were arrested in that neighborhood with links to a vehicle seen near the attack at that theater in paris. this is video from just a few moments ago in that neighborhood. this is the man that they're

looking for, though. salah abdeslam. born in brussels and police believe he is one of three brothers involved in the attack. one brother was arrested in belgium and the other blewself up outside that cafe in paris. now, as the search continues. france is also launching air strikes against isis in syria. isis claimed it was behind that massacre in paris, which is considered to be a credible claim. now, on this first official day of mourning, we saw the pictures earlier. paris still on edge protected by its military as it mourns. we also have photos of raids that were, that happened overnight ins. some of the raids there, 168 of them in all and the french interior minister reports that now more than 100 people are under house arrest. the french deputy mayor says the city is shell shocked. >> it's not even a war. it's hell. it's a nightmare.

>> now, let's take you back out to belgium and those raids in that neighborhood there. we're learning that another of the belgian masterminds is implicated in the foiled attack on a paris-pound train. you might remember this summer. that was the attack that was stopped by those three sacramento friends and it speaks to the fact that those are coordinated attacks in some way. sam and laura. >> thank you very much, kris. 6:03 right now. you know the bay area is showing solidarity with those thousands of miles away. this morning, san francisco international airport is there on your left, as well as city hall lit up in blue, white and red. colors here at the civic auditorium. another visible sign of unity. one of many in the city, which is sister cities with paris. and just around the corner here at the steps of city hall yesterday, hundreds gathered to pay their respects to the victims. there was the singing of the french national anthem, some brought the french flag and a white board for people to leave their messages. counsel general expressed sadness, but above that, she expressed strength. >> devastate would sadness but we stand. we're not afraid. we won't be afraid. we will stand. we will stand by our values. >> meantime, hundreds gathered at cal state long beach last night to remember nohemi gonzalez killed in the tawic at.

a moving flame on the tribute to her. a memorial still shines in front of the french consulate. dozens of bouquets of flowers and many messages including we are all parisian and we are all french. so, a lot of signs of unity across the world. live here in san francisco, stephanie chuang, "today in the bay." >> heart break everywhere. thank you very much. president obama and other world leaders today continue their g-20 summit which is taking place in turkey. in the aftermath of the paris attacks, the fight against terror has turn under to the main topic at the typically economic summit. the president today scheduled to meet with world leaders from nations including germany, great britain and italy. attacks in paris throughout the morning when we get new information. we'll update you on air and also on our digital platforms. if you want to help or reach out to the people affected in paris, you'll find a link to that on our website at nbcbayarea.com. in the east bay, replica gun. oakland police say a man was holding. they say he aimed it at officers before they eventually shot and killed him. >> we just saw a picture of that gun a second ago. bob redell joining us live from oakland police headquarters this morning. bob, police say this could be link a series of side shows that the police were monitoring. >> well, police were actually in the process of having some of those cars towed when they ended up shooting this man with a replica gun. opd releasing thismage of the replicas. a photo they posted on twitter, sam and laura. you can see it looks like a real black handgun, but, unfortunately, it is, in fact, a fake firearm that officers say was pointed at them last night

prompting them to open fire on the man. this happened around 5:30 in the evening. officers were supervising the towing of the vehicles involved in the side show from the night before. opd tells them a man approached them, drew the replica and they immediately performed cpr, according to police, until paramedics arrived, but the man did not survive his wounds. now, oakland police ended up towing and impounding ten cars involved in that side show. they arrested twoal and you can see this video. this is video that was posted on instagram and shows crowds of people watching circling the locations. chp said it started in oakland in the southbound direction of 808 with cars entering the wrong way on the interstate. the cars then began doing their spins and doughnuts right there on the freeway. there's another side show. that was one near international 55th and then others throughout the city of oakland. opd estimates there were at least 200 vehicles involved in those side shows. reporting live here in oakland,

bob redll, "today in the bay." new this morning, no mental health worker strike. reached a tentativegreement with kaiser permanante. affordable treatment plans without fear of being disciplined. kaiser officials rescind the accused cuts to and members will ratify that agreement in the coming weeks. a rare tornado touch down in the central valley. moving through stanaslaus county. twister knocked outer and gas lines and tore off part of a roof of a church and shook up people who live there. >> i saw the tornado and i was at the stop sign and i saw it. it went through the trailer park but it didn't hurt any trailers. my mom lives in there. i stopped. they were all okay.

>> and everyone was okay. no one was hurt. a survey team is heading there today to determine the twister's strength. else where in the area, another snowy sunday in the high sierra has brought out kids of all ages to enjoy some sledding and get mom and dad to tow you along there. some snowball fights in the fresh snow and also made roadways slippery and dangerous for some drivers. several drivers pulled over to put on those chains to make it to and from the high country. >> slipping and sliding everywhere. i really needed chains. glad i had them. >> oddly enough, looking forward to this. my last unit was in the desert, we didn't have anything like this. >> looking forward to skiing and snowing not necessarily being stuck in the snow. this is the third in a row with snow in the high sierra. >> in that area there you can pull over and that's probably what they did and the kids just started sledding. >> why not? when in rome, they say, or when in the sierra. 6:09 right now.

let's get a check of weather with kari. a lot of snow and a lot of inclmei inclement weather. >> just checking out the temperature there's. it's in the teens and still those chains for the tires a requirement in many spots. as we walk out the door this morning, it's in the low 40s and as we get a closer look at the south and willow glen, it's 44 degrees. downtown 46 degrees and san martin at 42 degrees. so, after this cool start, still some breezy winds throughout the day and a lot of sunshine with highs today in the low 60s. and some of us will stay in the 50s like palo alto, 55 degrees and outer sunset at 58 degrees and 63 in napa and oakland also 63 and 63 today in pleasanton. more 70s in the forecast, so a bit of a warm up as we head through the week and i'll detail that coming up in a few minutes and let's check in now with mike. how is it looking in the tri-valley. >> i pushed our camera shot out. looks similar to the shot i show because the same set of cars

before they get to our usual camera view. right there looks like some heads stuck there on the center divide area slowing as you pass by through the entire stretch of roadway. in fact, as we look at your map. 580 does slow from that area starting back at north livermore and then clearing up a little bit towards the dublin interchange. lighter traffic because of folks in that camera shot will result in this. 680 still shows a slowing. yourical pattern for the tri-valley. crash south 880 at 92. still waiting on information for lanes, but that's a critical junction right there in hayward. getting over towards the san mateo bridge. a live look at oakland shows the camera trembles a bit and you might get caught with a gust or two. >> checking around out there, thank you. targeted by thieves and it's not the first time. the high-tech gadget a south bay store says is in high demand by criminals. wall street gets its first chance to react to the terrorist strikes. tell you what to expect coming

feature. they want to use it more often. >> we saw one of our co-workers check in from paris. very safe, scott. >> i saw that, too. the safety check pops up automatically if it detects you're in the area of a huge emergency. are you okay after the big menlo park earthquake. no, there was no earthquake, but a for instance. you have two choices. i'm okay, or i'm not in the area. by expanding this, this puts some pressure on facebook to decide what is and what is not a disaster big enough to set off the alarm. it's not automated. somebody in menlo park has to make the call. facebook came under criticism, as did the media. for concentrating on paris when there was so much going on in leb lawn. safety check was not used on facebook and you'll find less mention of this in the news. about a third of many people died in beirut as in paris and that means, perhaps, there is some sort of criteria for our

attention. investors in america have their chance to react and they'll start with a moment of silence. the futures, the bets investors take on the direction of the market show a good day ahead and that's not because anybody is insensitive to suffering, probably because the markets are starting from such a low position. there will a moment of silence at the beginning of trading. the hacker group anonymous says that it will begin attacking websites and other online accounts run by isis sympathizers. as you well know islamic has a vast online presence from recruit to executions. a big buyout to tell you this morning. marriott buying starwood hotels to create the biggest chain in the world. starwood owns the saint francis there on union square the regis, the sheraton chain and all the subchains like four-point as well as w and aloft hotels. if approved, this would be the biggest hotel chain in the world. sam and laura. >> holiday points for everybody. let's talk more holiday.

come out and melt it, kari. >> it won't melt it. it's going to be cold as we go through the morning and even early afternoon. as we take a live look now at the bay bridge. at the time you see the camera shaking around a bit and yesterday we had the peak wind gusts up to 55 miles per hour and not as windy today but you still need to hold on to your hat and we look at the current temperature and napa 35 degrees and san francisco at 48. but definitely a day to bundle up, especially when the winds are sustained up to 20 miles an hour and higher along the coast, half moon bay and i'll have those up to 30 miles an hour and picking up, once again, as we go into the evening during the drive home. you have to keep a tight grip on the steering wheel, especially on those bridges and some of those elevated roads. so, as we go through the forecast hour by hour, the morning commute still very chilly. lunchtime it will be in the upper 50s all across the bay area. and still breezy, even as we go into the afternoon. some spots hitting the lower 60s

like oakland and fremont staying in the 50s throughout the day. and as we go through the rest of the weekend, livermore, we start out at 63 degrees today. look at the trends of those temperatures as we go through the rest of the week. average is 65. we're up to 68 degrees on thursday. and friday 67 degrees. so, a warm up is on the way. still more dry weather, no more rain in the forecast. even as temperatures drop off a bit slightly. we will have another cold front moving and some gusty winds but it looks like no rain at this point. let's check in now with mike to see how things are looking with those gusty winds this morning. >> that's one of the notes we have for drivers. places like the san mateo bridge. high rise in the distance and might be more likely to catch gusts of wind there. hold on. that's the note for the morning. we also had a couple vehicles in the center divide and over the last two minutes they cleared completely from the area and little haze on the lens. this will not be a problem for your visibility. west 92 and look at the other problem getting there on the map.

south 880 out of hayward and san leandro and jamming up towards the connector where one lane is blocked by the crash. the crash might have had a secondary crash. no major injuries but a backup down towards the 92 interchange. south of there towards union city and fremont. across the bridge, 92 moves well. we're looking at the bay bridge with metering lights on and typical backup there for a monday and soming here for concord, pittsburg, bay point and pleasant hill. no surprises. the south bay an easy flow of traffic. 101 and 87 looking better for the speed sensors than they were. a different flow for right now the build will start in earnest in the next couple. back to you. you having any trouble finding the right change for your next muni ride or figuring out how the ticket machine works? now there is an app for that. san francisco city leaders will unveil a new app allowing commuters to pay with a few swipes and pushes. it's supposed to officially go

image of peace and the eiffel tower in times square. the nasdaq and new york stock exchange and traders on both platforms taking a couple minutes to honor those who died in paris. we'll have much more on that developing story throughout the course of the day, the latest on the search for the engineer, the mastermind of those attacks. 6:26 now. a woman accused of driving her minivan into a crowd of people on purpose expected to face a judge tomorrow. deputies say that jessica garcia leos got into some sort of fight in santa rosa. this happened early saturday morning. deputies say that she hit someone with a beer bottle, then that fight spill under to the parking lot. witnesses say she got into a minivan and ran over five people and then took off. she was arrested a couple of blocks away. all of the victims were taken to the hospital, some with major injuries. at 6:26. coming up next on "today in the bay" the punishment for two bay area deputies after this video surfaced on social media.

50s to lower 60s. but a few spots hitting up to 65 degrees today. like the north bay. looking at that bay camera, you can see it shaking all around. so, mike, is that impacting the traffic. >> a warning and you have to watch as you're crossing over the san mateo bridge and conditions out there you might get caught a gust or two. no major incidents and bay bridge toll metering lights are on. this is the major issue for the east bay. hayward south down towards the 92 connector and a crash blocking the right lane. word from chp is it is still blocking that lane and recovery for speed and look at the san mateo bridge camera over the last minute and a half. i've seen westbound across this and may indicate more traffic through the crash scene and update the neext few and back to the maps and track that over on the hayward side. just showing the build off of the san mateo and a south bay

live from washington this morning. peter, he is trying to get more countries on board in the fight against isis and expanding the coalition and the president set to talk about that in less than an hour. >> good morning to you. the president is expected to speak. that could happen we're now toldy and we'll keep you posted on that. it's clear that there is no indication at this point that the white house is in any way planning to change its strategy toward isis. instead, they're referring to the desire for an intensification. they acknowledged that must happen of the current strategy right now. the air campaign would increase, that means an increase of support to the local forces on the ground in syria who are fighting isis and a desire to continue to target leadership targets like jihadi john. within the last matter of minutes. we just for the first time from the cia director john brennan and he indicates that he believes this attack in paris was not simply a one-off attack. that he believes this is

we'd like to warn you that this video you are about to see is graphic. two deputies pushing him to the ground and beating him with their batons. it happened thursday morning in san francisco's mission district. the sheriff's office says the deputies spotted petrov in a stolen car in san leandro and proceeded to ram two deputies cars hurting two officers. that's the back story. then came a car chase into san francisco at times reached 100 miles an hour. this surveillance video was posted on twitter by the san francisco public defender's office. the public defender wants the d.a. to consider filing criminal charges against those deputies. 6:38. in the east bay, a replica gun oakland police say a man aimed at them before they shot and killed him. live at oakland police headquarters this morning. this could be linked to a series of side shows. >> well, laura, officers last

night around 5:30 they were supervising the towing of some cars involved in a stock show the night before. you can see in this video, the shooting scene taking place at 90th and bancross avenues. a man approached them and pointed this at them. this is a photo that opd posted on twitter. a photo of what looks like a real handgun. it is a replica. officers did not know this at the time. several officers fired their weapons at the man, hitting him. opd says that they immediately performed cpr and continued to do so till paramedics arrived and the man did not survive his injuries. that side show taking place, as i mentioned saturday night going into sunday morning. as many as 200 vehicles involved in several locations throughout the city. see this video posted on instagram shows you how many people were there watching these vehicles perform their spins and doughnuts. chp said at one point some of

these vehicles went up the opposite direction of 880. they went up the southbound direction heading northbound, though. the opposite direction. very dangerous. and actually started doing their spins and doughnuts on that section of the freeway. just one of a few locations throughout the city of oakland. opd aeventually arrested two people. reporting live here in oakland, bob redell. >> thank you very much, bob. as you can see based on bob's dress there, it is cold out. 6:40. this is standard operating poermsh for the last couple of weeks, kari. it started out cold, will it warm up a bit? >> feel much nicer as it goes into the afternoon and windy throughout the day. so windy yesterday, a little bit calmer today. and it's 38 degrees now in concord, napa 35 degrees and some of us in the 30s and warming up into the 6 os all across the bay area. as it will be 63 degrees in gilroy and palo alto 69 degrees and low 60s in san francisco and also 60 in the north bay and oakland 63 and livermore today

60 degrees. let's check in with mike and see how it looks in the south bay. >> the censors are are going from green to orange to yellow and traffic backing up 101 and 280, 85 and all of it showing a slower drive kicking in right here. this portion of 85 heading up towards win chester and then continuing up into cupertino now. silicon valley commute building southbound 880 and hayward and in towards fremont. the focus of our concern right there, south 880 and the connector there still has one lane reported. although the speed sensors are changing a and a lot more traffic heading over the san mateo bridge. chp says one lane blocked by that crash. clear over towards the menlo park and typical pattern for this portion of the bay. back to you. >> thank you, mike. coming up next, the south bay's plans to make changes to the sanctuary city policy. a huge hotel merger affects the bay area and investors try to

front just moved through yesterday and it's still windy and a chilly morning, but we will have a warm up as we go through the week. we take a live look now from bruno mountain. you can see the cameras are shaking around and still pretty gusty. expect that not only this morning but all throughout the day. not a great day to wear that flowy dress that you've been wanting to wear, ladies. 41 degrees in the north bay, san francisco. 48 degrees and let's take a close look at the east bay. 37 in pleasanton and, wow, really cold, again. walnut creek 34 degrees and oakland at 46 degrees and we will have some warmer air moving in. just takes a little time to get there. still wearing a jacket all throughout the day in san francisco with those highs today in the low 60s. but with the winds picking up to 25, 30 miles an hour. it will feel much colder. it is not a good day to head out on a boat to go fishing today because we have some seas. anywhere from 15 to 20 feet.

winds at 20 to 30 knots and the winds will start to calm down tomorrow. so, maybe through the middle of the week, a better time to head out to some of those area beaches or go boating. as we take a look at the forecast for the rest of the week and the south bay, 60 today. but 65 tomorrow. we're heading into the warmer temperatures by the middle of the week and even above average after such a chilly start. and if you're making plans already for the weekend, why not? it will be in the upper 60s to low 70s. we will be up to 73 degrees in the south bay while the north bay, 75 degrees turns cooler on sunday with another cold front moving in. but, unfortunately, it looks like this front will be dry. we'll just have those winds picking up, once again. let's check in now with mike to see how things are looking as you head out the door for the commute. >> overall not so bad, kari. a couple key spots we're tracking. th two lanes are blocked by a crash there that makes things in livermore and dublin and

which, of course, claimed responsibility for friday's attacks. yesterday france struck back with hitting some 20 bombs on raqqa in syria an islamic state stronghold and, again, acting upon their notion that this is an active war. the terror attacks that killed 129 people here on friday. i'm joined by our chief foreign correspondent richard engel. things have been moving very quickly on this front. a lot of folks from this investigation today in belgium. what do we know? >> this seems to be a combination of home-grown terrorists. extremists from france, from belgium and a connection back to isis in syria. so, france has had a long problem with domestic terrorism. this issue of foreign fighters. people who have been leaving europe, going to fight in iraq and syria. now, that they've been energized, trained, financed by isis it seems they have been able to come back and not just have the war in the middle east, but bring the middle east war

back to europe shortly. isis is saying it is going to do much. >> looking at some of the pictures from belgium where a number of raids carried out. we were told no arrests, no major arrests today. they are looking for the -- we're going to go to the res right now. >> let me begin by thanking the president and the people of turkey for their outstanding work in hosting this g-20 summit. antalya is beautiful. the hospitality of the turkish people is legendary. to our turkish friends -- i've been practicing that. at the g-20, our focus was on how to get the global economy growing faster and creating more jobs for our people. and i'med that we agree that growth has to be inclusive to address the rising inequality around the world.

growing cyberthreats we created norms for our governments should conduct themselves in cyberspace, including a commitment not to engage in the cybertheft of intellectual property for commercial gain. and as we head into global climate talks, all g-20 countries have submitted our targets and we pledged to work for a successful outcome in paris. of course, much of our attention is focused on the heinous attacks that took place in paris. across the world in the united states and american flags are at half-staff in solidarity with our french allies. we're working closely with our french partners as they pursue their investigations and track down suspects. france is already a strong counterterrorism partner and today we're announcing a new

agreement. we're streamlining the process by which we share intelligence and operational military informational with france. this will allow our personnel to pass threat information, including on isol to our french partners even more quickly and more often because we need to be doing everything we can to protect more, protect against more attacks and protect our citizens. now, tragically, paris is not alone. we've seen outrageous attacks by isol in beirut, last month in ancora and routinely in iraq. here at the g-20, our nations send an unmistakable message. that we are united against this threat. isol is the face of evil. our goal, as i've said many times, is to degrade and ultimately destroy this barbaric terrorist organization.

as i outline this fall that the united nations we have a comprehensive strategy using all elements of our power. military, intelligence, economic, development and the strength of our communities. we have always thought this would be a long-term campaign. there will be effects and there will be successes. were obviously a terrible and sickening setback. even as we grieve with our french friends, however, we can't lose sight that there has been progress being made. on the military front, our coalition is intensifying our air strikes more than 8,000 to date. we're taking out isol leaders, commanders, their killers. we've seen that when we have an effective partner on the ground, isol can and is pushed back.

local forces back in iraq and iraqi forces are fighting to take back ramadi and syria and isol has been pushed back for most of the border region with turkey. we stepped up our support of opposition forces who are working to cut off supply lines to isol's strongholds. left territory than it did before. i made the point to my fellow leaders that if you want this progress to be sustained, more nations need to step up with the resources that this fight demands. of course, the attacks in paris remind us that it will not be enough to defeat isol in syria and iraq alone. antalya strengthening border controls and sharing more information and stepping up our efforts in and out of syria and

iraq. the united states just showed in libya, isol leaders will have no safe haven anywhere and will continue to stand with leaders in muslim communities including leaders waare the best voices to discredit isol's warped ideology. on the humanitarian front, our nations agree that we have to do even more individually and collectively to address the agony of the syrian people. the united states is already the largest donor of humanitarian aid to the syrian people, some $4.5 billion in aid so far. as winter approaches, we're donating additional supplies including clothing and generators through the united nations. but the u.n. appeal for syria still has less than half the funds needed. today i'm, again, calling on more nations to contribute the resources that this crisis demands. in terms of refugees, it's clear that countries like turkey, lebanon and jordan, which are

already bearing an extraordinary burden cannot be expected to do so loan. at the same time, all of our countries have to ensure our security and as president, my first priority is the safety of the american people. and that's why even as we accept more refugees, including syr syria's, we daso only after subjecting them to rigorous screening and security checks. we also have to remember that many of these refugees are the victims of terrorism themselves. that's what they're fleeing. slamming the door in their faces would be a betrayal of our values. our nations can welcome refugees who are desperately seeking safety and ensure our own security. we can and must do both. finally, we begun to see some modest progress on the diplomatic front, which is critical because a political solution istho the only way to the war in syria and unite against isol.

the vienna talks mark the first time that all the key countries have come together. as a result, i would add that american leadership and reach a common understanding. this weekend's talks, there's a path forward. negotiations between the syrian opposition and the syrian regime under the united nations and a transition towards a more inclusive representative government and a new constitution followed by preelections and alongside this political process, a cease-fire in the civil war even as we continue to fight against isol. these are, obviously, ambitious goals, hopes for diplomacy in syria have been dashed before. there are any number of ways that this latest diplomatic portion could falter and there are still disagreements between the parties, including most critically over the fate of bashar assad who we do not believe has a role in syria's

future because of role of war against the syrian people and the primary root cause of this crisis. what is different this time and what of this crisis. what is different this time and gives us some degree of hope is that as i said for the first time all the countries on the sides of the syrian conflict agree on a process needed to end this war. while we are clear eyed about the difficult growth still ahead, the united states in partnership with our coalition is going to remain relentless on all fronts, military, human tear and diplomatic. we have the right strategy and we're going to see it through. with that, i'm going to take some questions and i'll begin
