that's coming up. but let's get an update on the situation in the tri-valley. >> situation. i don't think people are using that word here in the backup. west 580 where it's jammed solid from hacienda back to highway 84 it cuts down as you take off and get down towards vineyard. we'll show you the maps and show you how extensive that is. showing you the gravel earlier and blocking three lanes and jamming up traffic through that shot and highway 84 very popular and make your way over towards livermore and pleasanton into 680, as well. flooding of the city streets as folks try to get out of that backup. over in the backup chopper heading out to another issue and west 580 and we have two lanes blocked now. your two right lanes by a big rig tractor trailer on fire right there. and the fire crews are on scene. no of injuries, but that's a huge distraction. actually keeping track before it gets to this other backup at the

dublin interchange. look at the rest of your map, hoe. an easy drive for the rest of theers. and a crash in concord slows you and other than that, back to you. an act of terror. just hours ago russian leaders confirmed last month's deadly crash of a russian passenger jet in egypt. russia's chief of security says traces of homemade excluplosive were found in the debris of the metrojet that killed 224 people. at the same time egyptian authorities tell nbc news two airport workers are being questioned in connection with the bombing and russia is now offering a $50 million reward for information that leads to arrests. isis claimed responsibility for that blast. in paris this morning, defeating isis the main topic of conversation between secretary of state john kerry and the president of france. the two met just hours ago. secretary kerry called friday's

carrier is on its way from virginia to the mediterranean for that mission against isis and secretary of state john kerry is in paris meeting with french president hollande defending the president's position. >> terrible events in paris were, obviously, a terrible and sickening setback. even as we grieve with our french friends, however, we can't lose sight that there has been progress being made. >> the president also met with the prime minister of australia saying that it is imperative for the communities to reach out to muslims here at home in order to not allow them to be radicalized. now, the cia director is predicting that isis is planning more attacks and, indeed, in this propaganda video you're looking at right now. one was promised on washington, d.c., akin to the one that happened in paris this weekend. now, in the last hour or so, german police also confirm this. they arrested three people in connection with those attacks in

paris. we are tracking this as we know that at least one suspect in the paris bombing is still on the run this morning and certainly they have a lot of accomplices. laura? >> the search continues there. it is 6:05 right now. as the discussion continues on how to fight isis, people here in the bay area will know more about the group and its future. many lined up last night to buy a called the islamic state at a soldout world affairs council called "understanding isis" in san francisco. the book's author spoke to them via skype from london. the general says isis makes al qaeda look amateur. made up of many leaders from saddam hussein's army who sell oil for money and have u.s. and russian weapons. they also communicate fwloebally on social media. >> they are not dependent of the main stream media. and they can communicate with their people, with the enemies.

>> he says isis has a captive audience in the middle east where millions of young muslims have no work and the study says isis can be defeated. he cautions, however, there must be a plan in place for the days after to defeat another similar group from forming. bay area schools will be trying to add perspective to thutacks. santa clara university political science department will hold a discussion. experts will examine what happened in paris and the political landscape now shaping the growth of isis. well, the timing is merely a coincidence, but in just a few hours the fbi along with several other law enforcement agencies holding a major training event ahead of super bowl l. the goal is just to keep people safe. bob redell joining us live from levi stadium. while this is planned before the paris attacks, takes onned urgency right now. >> and you can bet that paris will be on the mind of fbi and

other law enforcement agencies, sam, as they participate in this major security exercise here at levi stadium later this morning to prepare the ventrue super bowl l which is, of course, next february. this event, this training exercise starting at 11:00 this morning will run for five hours. about 100 members of law enforcement will participate. as i mentioned, the fbi is heading this, but local law enforcement will participate, as well, including s.w.a.t, bomb squad, paramedics teams. they will train not only how to secure the venue, but how to respond to an incident or some unplanned event. now, as simple as it might sound part of today's exercise will focus on radio communications. making sure that everyone is able to get in touch with each other via the two-ways which is very critical when you have an emergency. choppers will also be involved and bring that up in case you are in the area, you can see a helicopter landing in or near the stadium, don't be alarmed. the exercise runs from 11:00 to 4:00 and most of the noise and activity we are told will be

around 1:00. so, if you're in the area and you hear some commotion and traffic, don't be surprised. that's the peak time of activity. it's worth noting that the media had been invited to this, but yesterday the fbi canceled the invitation. citing security opal security concerns. not clear whether or not that is in response to the attack in paris. reporting live here outside levi stadium, bob redell, "today in the bay." it is 6:07. a woman accused of driving her minivan into a crowd of people on purpose is expected to face a judge today. deputies say jessica garcia got into a fight inside el ray nightclub early saturday morning. deputies say the fight spill under to the parking lot where witnesses she got into her minivan and ran over five people. then took off. she was arrested a couple of blocks away. all five people were taken to the hospital with nonlife threatening injuries. happening right now, an all-nighter under way in

berkeley. but this has nothing to do with studying. people are camping out to show support for the city's homeless. >> stephanie chuang. they hope to make an impact ahead of a vote scheduled for later on today. >> they have been here for 24 hours, laura and sam. the sleep-in portion started at 6 at the steps of the old city hall. protesting several issues set forcussion by city council tonight. one would limit how much space the home can take up on the sidewalk. it will also restrict shopping carts in being in one spot for more than an hour. now the mayor and three city council members are behind these efforts. they have to protect the families and businesses here, but also want to help the homeless by creating storage space. 100 bins for personal belongings and more bathrooms in the downtown and telegraph areas and provide mobile showers. protesters say that's not enough adding that they believe the timing is no coincidence here.

program. the board of directors will vote on whether or not to improve the cushuttle program. several silicon valley companies pay for the right to use city busstops to transport workers from the city. critics of the program say it's causing housing prices to spike near shuttle stops and they also claim the buses block traffic. supporters say that the it cuts down on traffic and pollution. at 6:15. new this morning. a vote to strike tomorrow. workers with conference city work say they'll walk off the jobs protesting what they call unfair labor practices. officials representing teamster local say members voted in favor of that strike last night. employees unpublic works, city hall and even certain workers in the police department are expected to hit the picket lines tomorrow. a hot company officials in san francisco square are wrapping up their big road show. >> scott mcgrew they're coming back to the city and looking for investors. >> secretive meetings, laura. in cities all over the u.s. offering early stock in the company. their initial public offering. the actual sale of the company

will come wednesday. and then the first trades to people like you and me on thursday. high-tech is watching this so carefully. just see what the mood may be like out there for tech ipos. match, the dating company, will also trade for the first time thursday, as. square's unique company shares its ceo of twitter. jack dorsy will try to run both companies simultaneously. it has been done before, steve jobs did it and elan musk does it now. square will trade on the nyse just as so many tech ipos have from twitter to pure story. the nasdaq has noticed that it is losing. one reason why it opened a mega center in san francisco to lure in new startps. they hope to get the next generation of companies. and they did get match. the federal government is telling drone hobbyists to ignore new websites that offer to help them register their drones for a fee, of course. the government is working on a

drone registration program but it hasn't released any details yet. put another way. if you're paying someone to fill out your paperwork for you, there is no paperwork. and what is behind door number two? it's a new car. a german company called fksav has opened up a car simulator lab in san jose. the idea here is companies will bring theira tonmous driving software and load it on to that bmw and test out their computers. lots of car companies audi and ford and even lamborghini and, of course, you have this. google has its own car and apple might some day and now they can use that driving simulator to test out their ideas and see if it actually works before they put it out on the road. >> because that little google one is nice because it doesn't look like a lamborghini. >> we call it the fisher price car, you have to be honest, that's what it looks like. >> i always wanted to make the sound. all right.

taking a live look out at the bay bridge. our temperatures are cool and it just depends on where you r tar. if you are in san francisco, 52. livermore is at 40 degrees. some chilly temperatures to start and a breeze, as well. here's a look at the wind forecast. you the direction of the wind by those arrows and then the numbers and then as we go through the day, it starts off with a relatively light wind and then picks up as we go into the evening with the sustained winds close to 30 miles an hour along the coast and then for the inland areas, around 20 to 25. so, with the breezy wind later on this evening, it feels cool. and also cool to start out the day at 8:00. we're at 49 degrees. taking it hour hour in san jose, at 10:00, it's 55. and at lunchtime 60 degrees. so, starting to feel much more comfortable and then into the afternoon. reaching into the mid-60s for the first time this week. and still try to get an idea of when we can see some rain. this is when we look at the

futurecast and it shows green where there could be some rain. you see any green over the bay area. nope. not in the next seven days. not expecting any more showers, unfortunately. looks like it stays dry as our temperatures warm up. in san francisco, trending above average. today 64 degrees. 68 degrees tomorrow. and staying in the upper 60s as we go through the rest of the week and heading into this weekend feeling comfortable for our big food drive at the area safeway. i will be in santa clara and temperatures there will be in the upper 60s as we head into the afternoon. mike, you have an update for what's happening in the tri-valley. >> i will show you this chopper shot. they arrived on scene. this is the second of the two we were tracking for 580. no injuries reported and two lanes were blocked and traffic flows past the scene west 580 right around north flin road and then jammed up traffic off of 205 coming out of tracy. look at that and we'll show that traffic moving in and sun will

be at their backs. big spectacle. a lot of smoke and two lanes blocked by the fire crews on the scene. let's show you the maps and step into the picture now. that is the jam right here and into the rest of livermore providing a little bit of a break because this big backup was for that gravel spill which has cleared now. all lanes and a slow recovery continues as folks are still feeding in through livermore and also highway 84 and up through dublin street and expect a lot of surface streets, again, the next half hour to 40 minutes there. 680 and now we're starting to see a pattern that we expect to see heading over towards hayward for the build and 880 southbound towards the san mateo bridge and the bay bridge has your metering lights on and the build will continue. in the south bay, we do have a crash north at 101 at oakland road and it should be off to the shoulder a spectacle because there is a tanker on the side of the roadway and a live shot shows you the lights building

charles chuck feeney is donating $177 million to ucsf to find cures for alzheimer's and dementia. that grant includes a partnership with ireland trinity college and help launch what is now being called the global health brain institute. the brain health experts over the next two decades. it is 6:26. the disturbing number of suicides along one cal train corridor is now the cover story of a prominent publication. here is a look at the just released edition of "atlantic magazine." the article is called silicon valley suicide. it's about the high rate of suicide along a four-mile stretch of train tracks in palo alto. many have involved young people security along that stretch and the palo alto and draft leaders are drafting a response to that article. taking a look at this, the mountain lion roaming the peninsula with their cubs and it is all caught on camera. the reason that wildlife experts say this kind of video is

we do have the smoke coming out of the trailer. this is west 580 at around north flin. so we're down to two lanes. only two available and that is really restricting traffic flow and out of the altamont pass out of livermore. nat was a huge distraction and imagine passing that while you're on the roadways. we'll show you where this is on the map. this is helping the rest of our area commuters. folks coming out of the altamont and past that scene and then an easy drive over to the recovery and that hold up in traffic and earl gravel still cleared 20 minutes ago and have a nice flow of traffic now. a burst of traffic in towards castro valley off the dublin grade and also down 680 down towards pleasanton and all those folks making their way into the rest of the bay approaching the san mateo bridge. pretty typical pattern there. and the bay bridge toll plaza has your coming off the east shore freeway. i want to point ow the camera

"today in the bay" tracie potts live in washington, d.c. tracie, at least 26 states are behind the push, but california is not one of them. >> exactly, laura. which raises the question whether or not california may get more than its fair share of syrian refugees, if the other states close their doors. 19 so far have flat out rejected taking any of these refugees bringing back the federal government and don't send them here. four said they oppose but are not clear whether or not they will reject and others say that

people feel safe. bob redell live at levi stadium and people living in that area will notice a lot of action happening this afternoon. >> well, it's going to be a large training exercise. you think of what's on the line of security at super bowl lt february, you can understand why, laura. you're talking about 00 law enforcement personnel from the fbi down to local agencies participating in this exercise that will run for five hours. 1:00 being the peak time of activity. don't be surprised if you see a helicopter landing in or around the area. that will just be part of the training. they'll be having the bomb squad and the hazmat teams and the paramedic teams all part of this trainings is. practice keeping this venue secure for super bowl l which is, of course, going to be a monumental event. we did speak with a retired fbi agent about why he thinks terrorists, though, might shy away from this event come next february.

actually are going to happen in san francisco. so, today an important discussion about a plan that can be both costly and impactful to people who live in the city. the board of supervisors is expected to hold a haerg about plans to remove overhead muni wires right near justin herman plaza. that plan is designed to accommodate super bowl city. free to the public. fans village on market street. hundreds of concerned residents started an online petition saying it will lead to a harder commute and cost taxpayers dollars. a live look at berkeley city hall where a sleep-in protest is moving into a second day. protesters are camping out ahead of the berkeley city council meeting where members will discuss restrictions on the homeless. stephanie chuang is atop of the developments and will bring us a live update in about 15 minutes. across the bay, new video of another protest under way right now. stanford students are camping

out to put pressure onned a in some strarts. about 80 students are in front of the president's office right now in protests of the university's investment in the fossil fuel industry. now, you'll recall stanford did diverse itself from coal last year. palo alto ongoing debate over closing mobile home parks is now neighboring san mateo county. supervisors will continue a new moratorium that will ban closing or converting mobile home parks in unincorporated parts of the county. long-time residents of pal opo o as landlord look to convert property into new housing units. take a look at this, a rare mountain lion sighting in what appears to be that lion cub roaming in the los altos hills. this is surveillance video from saturday in the backyard of a home near the rancho san antonio open space preserve. while it's not unusual to see

chief is moving on. he's accepted an offer to lead new this morning, richmond's police chief is moving on. he has accepted an offer to leave the tucson police department. chief chris namoth has been leading the police department for about 50 years and now known for overseeing a significant drop in the city's crime rate. if approved by the tucson city counsel, magnus will start his new job next year. an investigative unit exclusive. taxpayers pay for it, so, where's the building? tonight at 11:00, focuses on a bay area medical center and the millions in missing property no one can account for. we're talking about hundreds of pieces of equipment that disappeared over the year and there's no record of where any of it. >> we can't say 100% that things weren't stolen or, you know,ed in the locations that they shouldn't have been.

coming in from the northwest and we may have sustained winds close to 30 miles an hour. and it stays breezy as we go through the night. so, while we do have the calm winds, our temperatures warm up steadily as we go hour by hour in oakland. 56 degrees at 8:00 and by noon it's 64 degrees and a lot of sun through the afternoon and a few high clouds mixing in. and reaching into the upper 60s today. so, it will be a little bit warmer than yesterday. and that is the trend we will see as we go into the next couple of days. high pressure building and it's keeping us dry. and also the weather system away from the bay area. so, our temperatures will be warming up above normal as we go through rest of the week and we can see that as we take a look at the outlook in san francisco. slightly above average today but way above average tomorrow and throughout the rest of the week. let's check in now to see what's happening on the roads now with mike. >> kari, first of all, a truck trailer that is on fire behind me. you see that smoke plume. you see the wind, this gives you

a location of where we are. coming out of the altamont pass and jammed to two lanes and chopper zoomed in from time to time and a trailer on fire and as sam pointed out, chp did say it was caught and i feel less bad about people driving through that smoke. not anything they have to worry about other than the fact it's smoke. westbound traffic jamming up past all the fire crews. the hillside is all right but they're on the site to make sure that is the case, as well. you're jammed out of the altamont but holding folks up here. livermore, dublin completely clear now from that earlier gravel spill and things are recovered and even an easier drive through pleasanton. remember, this is tuesday and we expect a heavy volume of traffic there and so far they held up at the altamont. pretty typical pattern through san jose and there is your approach to the bay bridge. the roadways are looking good. i point that out because more folks may be hitting the road. a major dereported for the b.a.r.t. system and folks on the
