down the suspected mastermind of last week's terror attacks. >> "today in the bay's" chris sanchez is tracking the details. >> the president says france is at war but there needs to be a coalition against the threat posed by the islamic state, how those raids are just part of the reaction to the terror attacks of the weekend. they started as most of us were going to bed this morning. they are over this morning, seven hours later. it's unclear yet whether french police got their target. here is individual dwroe into our newsroom from the saint denis suburb. we know two people are dead including a woman who blew herself up with a suicide vest. there was no time for people to evacuate from the neighborhood before the prolonged shootout. we can tell you that four men and a woman were also arrested. five police officers were injured there. a police dog was killed. this is the target, abdel hamid abaaoud, the suspected mastermind of those paris

attacks. >> this man says police were in his apartment in that saint denis neighborhood. he said he hosted two people who he did not know. he says he did not know they were suspected terrorists, that he was just doing someone a favor by letting them stay in his home. stay tuned for more on that. also, another overnight video released by french police. you can see police in body armor entering a home, searching dvds, hard drives, telephones. authorities seized weapon including rocket launchers and illegal drugs. 23 people under arrest at that location. france is continuing air raids on isis targets in syria. this video just released of action over isis targets in raqqah yesterday and monday. human rights activists -- rather observers on the ground say at least 33 extremists were killed. while we wait to hear the identities of the people who were killed and arrested at that saint denis apartment in the

raids overnight, french president francois hollande says his nation is at war against terrorism. but he's also calling for french men and women to go back out into the cafes and continue living their lives so as not to give isis this win. >> thank you very much, kris. two air france flights diverted last night because of bomb threats. one plane landed safely in salt lake city after taking off from lax. both flights were bound for paris. the other plane left washington's dulles airport. it was forced to land in halifax nova scotia. both those threats were actually called in from the ground while those flights were midflight. passengers got off both planes safety. authoritiesed and found no credible threat. president obama is praising the renewed international push against isis. the president is still traveling overseas in the philippines.

that incident started around 3:00 a.m. at the satellite health care center on west el camino real in mountain view. a short time ago we spoke with firefighters. they say crews noticed smoke and when they arrived immediately issued a hazardous materials response, but they could find no flames. also, firefighters never determined the source of that smell. disturbing graffiti found at a french american school in san francisco is prompting a hate crime investigation. here is the image found yesterday at the playground at the french american international school. leaders say the graffiti did not appear threatening and there was no obvious connection to isis. but students were still on edge. >> it was like an islamic symbol from the '60s. that's what we were told. >> the group called the 5% nation uses a nearly identical symbol. the group was created in new york and is an off shute of the nation of islam. in the south bay a san jose

teenager facing charges of distributing child born. the lincoln high school teenager posted pictures of naked students on instagram. police are not releasing his name because he is a minor. no word on whether other teens may be involved. new details on a crackdown on the homeless population in berkeley. it is such a hot button issue. it had protesters camped out overnight pushing against it. their efforts, do they make an impact? "today in the bay's" stephanie chuang joining us with the late night decision. what is the latest? >> reporter: i can tell you, first of all, you the people, the protesters who have been out here for 48 hours and they're still out here. you see the tents here. unfortunately they did not get the vote they had been fighting for. the city council chambers packed last night for the vote that came very late after midnight. six of nine votes, essentially

so they can't sleep on the sidewalk and for some to move shopping carts every hour enforced from 7:00 in the morning until 10:00 at night. it would make it illegal to urinate and defecate in public. the debate last night was both tense and emotional. >> stop criminalizing the behavior of homeless people, that they have no choice. >> we are not trying to criminalize the homeless. we are basically saying there are certain behaviors that are unacceptable. >> reporter: one more measure that passed, adding nighttime police patrols at ahlone park. the plan is to add more bathrooms and provide storage for personal belong innings. the measures are back at city council for a second reading in two weeks. after 30 days they become law unless there's a successful referendum. live in berkeley, stephanie chuang, "today in the bay."

sam/cu a high-speed chase ended in a crash and injuries. breaking news from san jose. a high speed chase ending in a crash and injuries. here is video just into our newsroom of the scene. the chase started around 3:30 this morning when chp tried to pull over a speeding car on highway 101 in south san jose. officers say the driver turned off the headlines and tried to get away by getting on and off different freeways.

the driver traveled at speeds up to 100 miles an hour during the chase. the two people in the car are now in custody. one was taken to the hospital with a head injury. no word on that suspect's condition. 5:13. happening today, hitting the pickett lines. concord city walkers walking off the job, upset over what they call unfair labor practices. "today in the bay's" bob redell has more on how the strike could impact you. bob? >> reporter: good morning, laura. this one day strike won't affect police protect or 911 service. all the city officers here in concord will remain open but there will be limited service. this concord city worker strike meaning no building permits, street sweeping, landscaping, limited construction and building inspections and the police record and property room will be closed to the public. now, at issue here is a strike being put on by the teamsters local 856. about 137 employees walking off

the job. that's about 35% of the city's workforce. they've been without a contract since june 30th. been in negotiations with the city since april. the reason for this particular one-day strike, the union is filing for unfair labor practice against the city of concord. the union accuses the city of allowing a non-union supervisor, someone who is not a teamster, allowing them to train a member of their union. they say that's not appropriate. it's an unfair labor practice. in response, the city said training is a shared responsibility that should be shared among all workers regardless of union affiliation, and the city says the union is by passing any informal resolution process. in other words, they wish the union would come to them so they could sort this out instead of going on this one-day strike. the union will rally at the civic center and starting around 8:30 this morning. it's just a one-day strike. the city has said that they do have a mediation meeting that is

scheduled for friday to discuss those on going contract negotiations. reporting live in concord, bob redell, "today in the bay." >> thank you, bob. a followup, san francisco's tech buses are going to continue shuttling peninsula employees back and forth through san francisco. the plain white buses with no logo that have become a symbol. after a long pilot program, the municipal transportation agency approved making those buses permanent yesterday. mayor ed lee praised the bus program for keeping thousands of vehicles off city streets. 5:15. the world's largest maker of drones is tightening restrictions on where they can fly this morning. >> scott mcgrew joins us to explain how this works. >> the dji drones are using something called geofencing, preventing them from flying near airports and, say, the white house. this morning they're going to

offer customers expanded geofencing that will prevent those drones from flying over other things like forest fires or visits by the president, that kind of thing. the restrictions not to fly over the white house, those are hard coded into the drone software. the temporary restrictions will have to be downloaded and updated the way you update your apps on your iphone. it is entirely voluntary but can help you stay out of trouble. in san francisco tuesday, parrot showed off a new model in time for christmas, called the bebo 2. it's faster and has better battery life that bebo 1. stocks will try to bounce back today following a mixed session on tuesday. futures are higher. look for data on new home

kari. another cool start. it's been very nice. >> it has been so comfortable in the afternoon, just perfect. all the sunshine after a cool start. it feels very nice as we go throughout the day. more of the same today, even warmer than yesterday. the wind is kicking up, too, feel a lot more gusty as we go through out the day. as we take a live look in san jose, clear skies, a calm wind. the winds will once again start to pick up. before you step out, be prepared for 46 degrees in san jose, sunnyvale and oakland. in napa, 39 degrees. we do still have those 30s popping up. may drop another degree or two before sunrise. we start off in san francisco at 8:00 at 53 degrees and then into the low 60s throughout the day. another day in the 60s, absolutely perfect and mostly clear skies with lows in the mid 50s. we have high pressure to the west of us, bringing in the

northerly winds, keeping it gusty, too. we've had weather systems passing to the north. when we have high pressure and low pressure close together, it makes the air cool quickly. the cold fronts moving to the east of the bay area and keeping the rain away. when will we see some rain? it looks like it takes a while. here we are all the way into next week. on tuesday, wednesday, i know you'll be making plans to hit the road for thanksgiving, we could have another wet system moving in. so you want to keep checking in for updates on that. in the near term, in this weekend's forecast, it will be warm, warmer than average. reaching into the upper 60s to lower 70s. how about 74 degrees on friday in the tri-valley. we keep that through the weekend, just dropping back a couple of degrees. we will feel more like early fall rather than approaching thanksgiving as we head into the next few days. let's check in now with mike. how is it looking at the bay bridge toll plaza? >> really good right now. we have the cash lanes starting -- about five minutes

will reportedly examine what's behind teenage suicides along one stretch of caltrain corridor in palo alto. ==vo== that st the centers for difficult vees control will examine teen suicides along a corridor in palo alto. the story is getting new attention nationally with the publication in the piece of "the

atlantic's" december issue, at least nine suicides involving people on one four-mile corridor. that's what was reported in that piece. four four of those deaths happened since last fall. the cdc study will also involve the group project safety net. now to an investigative unit exclusive. a bay area medical center can't find hundreds of pieces of equipment. government leaders say it's possible items you helped pay for may have been stolen. >> a lot of money at stake. the original purchase price of those items? nearly $11 million. investigative reporter bigad shaban explains what public officials are doing about it. >> agencies need to be accountable for how they spend your money, including doing an annual inventory of what they have or may have lost. in doing that inventory,

hundreds of ielts terms were paid for many millions of your tax dollars. we obtained five years of records. heart monitors, office furniture, microscoping and even a lcd projector. after our investigation, they say they've been able to account for 29 of the missing items. that means 354 others remain missing. that equipment cost taxpayers $11.3 million. the county executive in santa clara told us budget cuts over the last ten years hurt the hospital's ability to keep an accurate list. they believe much of the equipment may have been sold or thrown out by hospital staff who just failed to notify the county. two years ago they started tagging their equipment so it can be tracked and the medical center hired someone to help oversee the inventory. you can watch our full

moving well. let's get you updated on breaking news in san jose. within the last few minutes the chp has confirmed one of the suspects involved in a high-speed chase has died. you're taking a live look right now at the scene. presumably his car, near winchester boulevard and 280. this all started around 3:30 when the chp tried to pull over a speeding car on highway 101 in south san jose. that's where things started. here is video of where it ended, in a crash. officers say the driver turned off the headlights and tried to get away from them by going on and off different freeways. the driver couldn't maneuver the southbound 280 ramp at winchester boulevard. two people were inside the car. one of them has died. the other person has been taken into custody. see coming here over the next year or so. he said it takes 18 months, almost two years to clear someone into this country. he believes the pushback from capitol hill from the 31 states that have said no to syrian refugees is political, particularly on the campaign trail where the president accused some candidates of playing politics. here on capitol hill, intelligence briefings are focusing on the verification process. how do you verify when people come into this country as syrian refugees that they're not really members of isis. there are gaps there, concerns at this point without third party verification. they're working it from all angles, the president condemning those here in the united states, pushing back saying no syrian refugees, even orphans, children as young as 3, 4, 5 years old should be allowed to come in. terrorism continuing to

milpitas police say when they questioned him, he was carrying a device used to break glass and found stolen items in his car. new scrutiny about the treatment of inmates in the wake of the august beating death that left three guards facing charges. the "mercury news" asked for complaint records. the santa clara county sheriff's office investigated just 14 cases. sources say some of the complaints led to suspensions and first. more recently 65 inmate complaints have been filed through the first nine months of the year. new details now. an overnight vote on a controversial plan that cracks down on the homeless population in berkeley. the issue had protesters camping out against the proposal and they are out again this morning. restrictions on the homeless of where they can be and what they can do. you can see a couple dozen still cramped out in front of city hall. it's been 48 hours they've been out here. many of them were here at midnight for the vote by city council, passing a measure to limit the space the homeless can use on the sidewalks so it prevents them from sleeping on the sidewalks and forcing them to move shopping carts and their personal items every hour. it also bans urinating and defeca defecating in public. it could become law by the end of this year. >> it's really important that the city of berkeley's streets be safe and welcoming for not only residents and people that work in berkeley, but visitors also. >> we need to actually invest in restrooms first before we consider any laws that ban urination and deaf case. we need to invest in adequate storage space before we

a followup on what might have triggered the double decker tour bus last friday in san francisco's union square. right now you're looking at new surveillance video. the chronicle spoke with the attorney representing the driver. he says a small explosion, perhaps from the compressed air brake system made the driver lose control. the attorney says nothing else worked including turning off the transmission. that forced to driver to steer the bus into a construction scaffold to head off a worst disaster. investigators are still looking into the cause of the crash. they are not ruling out mechanical failure. 20 people were injured in that crash. about quarter to 6:00 right now. super bowl 50 begins to come into focus in the bay area. so are safety measures from fbi-led drills to a super scrimmage in san francisco. this morning public safety officials and planners will participate in a tabletop exercise using a miniature diagram focusing on security,

public safety and transportation for the week leading up to the big game. thousands of fans from across the world are expected to take part in super bowl 50 festivities. the city will host several events beginning january 29th through super bowl sunday. you can never be too prepared especially when it comes to safety. the massive safety drill was held at levi stadium yesterday. we told you about it in the morning. less than three months away from super bowl 50 coming to the south bay. helicopters, ambulances, bomb squad technicians around the area of the stadium. the fbi, santa clara police and other law enforcement agencies were on hand for the drill. we all know how expensive education is. the federal government is expanding refunds for those ripped off. >> corinthian college misled students about the value of their education. >> primarily by inflating the

prospects of job placement. students at hooeld had been getting money back. that is being expanded to everest and wyotech. federal law says they can have federal loans forgiven if it's proved the school deceived them about their education. one of the bits of evidence the feds in the state of california found was a marketing memo from corinthian colleges that explained to their recruiters what kind of students they should be targeting. it is so insulting and so hurtful, it's not worth reading. sprint today will introduce something big. we have no idea what it is. they say something big. it's been forced into a corner by t-mobile. earlier this week the ceo of sprint tweeted out this picture of his team after they came up with the idea.

state senator jerry hill set to hold a hearing in san francisco to examine wildfires ignited by power lines, focusing on what utilities have or have not done to prevent fires like the recent butte fire that burned 70,000 acres. the investigation is on going, pg&e officials ignited fire was like lick ignited by contact between a power line and a tree. the senator wants to use taxpayer moneys for safety measures. expect smoke in the skies, in about three hours cal fire will begin a prescribed burn in the isabelle area about 25 miles east of san jose. the goal is twofold. it will clear out dry brush. >> how far will that smoke be

scene? that might be a function of cloudiness or lack thereof, kari. is it going to be pretty clear to start? >> we will have some clouds here and there. it won't be completely clear until late morning, early afternoon like we normally see. temperatures will be warming up, too. as we take a live look, we see there's a thin layer of clouds up there. as we go into the rest of the day once again, that will be rolling out of here, still chilly, though. take a look at these temperatures as we get a look at all the microclimates in the north bay, 45 degrees and san francisco 49. let me take you to the east bay. 39 degrees in dublin. we've been hitting upper 30s. bundle up as you head out. the south bay at 46. a look at the microclimates, this is what you can expect as we go into the afternoon. warming up nicely, feeling comfortable in san jose, high of 67. 69 in redwood city and the embarcadero at 66. 72 in santa rosa and 70 in napa.

dublin reaching 70 degrees. we have high pressure just to the west of us. with these low pressure systems passing just to the north of us, it keeps the rain away from the bay area, but still making some gusty conditions. so when will we see some rain again? it looks like it takes a while before it goes here. computer models picking up on a chance for early next week, maybe starting on tuesday and continuing into wednesday. unfortunately that's when a lot of us are getting on the roads to travel to get to family for the holidays. we'll keep you updated on what to expect there. a look at the weekend forecast, highs in the upper 60s to lower 70s. peninsula, 71 degrees on friday. it gets a degree or two cooler for the end of the weekend, but still feeling very nice. above average temperatures as we head into the end of november. let's see how it looks out there for the morning commute now with mike. >> kari, that's good looking for next week's travel and the weather there. we'll watch your forecast. meanwhile we have a slowdown for

0% apr financing. now to an investigative unit exclusive. a bay area medical center can't find hundreds of pieces of equipment and government leaders say it's possible items you helped pay for may have been stolen. >> pretty high sticker price. the original purchase price, more than $11 million. investigative reporter bigad shaban explains what public officials are doing about it. >> agencies that run off your tax dollars need to be held accountable for how they spend your money. that can include an inventory for what they have or may have lost. in doing that inventory, santa clara valley medical center in san jose discovered it had no idea what happened to hundreds of its items that were paid for with millions of your tax dollars. we obtained five years' worth of

inventory records from the medical center. the list of missing items included heart monitors, office furniture, microscopes and even an lcd projector. after we started asking questions, the county hospital told us it has since been able to account for 29 of the missing items. that means 354 others remain missing. that equipment cost taxpayers $11.3 million. the county executive in santa clara told us budget cuts over the last ten years hurt the hospital's ability to keep an accurate inventory list. the county as well as hospital leaders believe much of the missing equipment may have actually been sold or thrown out by hospital staff who just failed to notify the county. two years ago vmc started tagging the equipment so it could be tracked and the medical center hired someone to help oversee the inventory. you can see the full investigation by logging on to our website, nbcbayarea.com. >> if you have a tip for our
