the upper 60s to lower 70s. some of these temperatures are above average, and we continue that trend into the next several days. i'll show you details on that and our next chance of rain that's coming up. let's see how it looks at the bay bridge. >> i have a live shot of the bay bridge. i was watching a slow-moving car. it looks like it's made its way to treasure island. you see the cars moving toward san francisco. on your maps, the speed sensors won't reflect that one car but it shows a slow drive from the full toll plaza. a motorcycle involved in a cash, the distraction is more of an issue. west highway 4 bogs down at willow pass road. the dublin interchange, good stuff there compared to yesterday. southbound 880 builds through hayward. typical pattern outside that

area. north 101 and 87, a little build. back to you. thanks so much, mike. we have an update to breaking news. within the last half hour the chp confirmed one of the suspects involved in a high-speed chase in the south bay has died. we also just learned that car was stolen. it started about 3:30 this morning when the chp tried to pull over a speeding car on highway 101 near hellyer in south san jose. officers say the driver tried to get away from them by getting off and on the freeway. the driver reached speeds up to 125 miles an hour. the chase ended when the driver couldn't maneuver the southbound 280 ramp at winchester boulevard. a man a woman were in the car. chp says the man died while the woman suffered minor injuries and is in custody. two officers also suffered

injuries when their cruiser hit a wrong way sign. more breaking news this time overseas in paris. a tense and dangerous scene hours ago as gunfire and explosion explosions rock the city during an early morning police raid. >> "today in the bay's" kris sanchez joins us. we learned there's a bulletin going across europe to watch out for a certain car tied to one of the suspect. >> right. french authorities put out a bulletin for police across europe to be on the lookout for that car and that suspect linked to friday's coordinated attacks, a suspect whose brother blew himself up. saleh abdeslam on the left. authorities say he may be trying to get awachlt we don't know exactly the color at this point. we do understand it is headed to fran's border with spain. that bulletin for all of europe.

police broke into a church in the same saint denis neighborhood where the seven-hour raid ended just this morning. that's the sound of the siege as it was under way. we know few people are dead, one woman blew herself up with a suicide vest after firing at police. there was no time for police to evacuate the neighborhood. it was daylight by the time it was over. seven people were arrested there. we don't know whether this man is among the dead or the arrested there in that neighborhood. abdel hamid abaaoud is the suspected mastermind of the paris attacks. that man told nbc news in paris that police were in his apartment. he hosted two people he did not know as a favor, but he does not know if those were the suspected

terrorists. in another overnight raid police entered a home searching dvds, hard drives, telephones and seized weapons including a rocket launcher and arrested 23 people. france just released this video of air raids of isis targets in syria yesterday and on monday, human rights observers on the ground say at least 33 extremists were killed. while we wait to hear the identities of the people arrested and killed in that saint denis apartment, french president francois hollande says he is at war against terrorism. he's telling the french people to return to their lives as normal. very tall order. >> so many tense moments. more tough talk from president obama praising renewed international efforts to push back against isis. the president right now traveling aefr seas, currently in the philippines. from manila he praised french air strikes against syria and

rurjed russia to force its efforts on subduing isis. he also blasted u.s. republican lawmakers, some suggesting the u.s. should reject syrian refugees. >> when candidates say we won't admit 3-year-old orphans, that's political posturing. >> sure, let the 5-year-old orphan in, of course. the 5-year-old orphan is no threat. >> u.s. intelligence leaders are focusing on how to verify 10,000 syrian refugees that the white house wants to allow to emigrate next year. that screening process may take up to two years. new video to show you of one of air france flights forced to make an emergency landing because of a bomb threat. it was shot by passenger getting off the plane in salt lake city. both flights were headed to paris. the other plane left washington dulles airport. it was forced to land in halifax nova scotia. both threats were called in from the ground.

passengers managed to get off both planes safely. this morning fbi says authorities investigated but found no credible threat. we will continue to watch all the developments out of paris closely. for updates any time, you can check our website. new this morning, firefighters are trying to figure out what caused an unusual smell at a south bay health care facility. the incident started around 3:00 in mountain view. crews noticed smoke when they arrived and immediately issued a hazardous materials response. they could find no flames. that smell eventually went away without investigators finding a source. new details on an early morning vote for the city of berkeley. about six hours ago council members approved controversial new laws that some say discriminate against the homeless. stephanie chuang is live.

>> reporter: a lot of people out here, laura, 48 hours protesting. i spoke with a homeless man who says they're very angry and frustrated for last night's vote and have plans for how to fight back. council chambers were packed. they can't sleep on the sidewalk and making it illegal to urinate and defecate in public. a homeless man who says he speaks for the group says they don't have a choice but to use public spaces as a restroom and now they're considering breaking the law to try to find their own solution. >> the fourth option that someone considered was to go to home depot and break the locks on the city administration building to force the bathrooms open. what we heard last night was a lot of hatred an concern. >> one more measure that passed last night, adding more police

patrols at parks where they found images of needles left behind. these measures after a second reading in two weeks could become law after 30 days unless there's a successful referendum. this group here saying it has several different plans to try to fight for more rights here on the streets. live in berkeley, stephanie chuang, "today in the bay." we're learning more about what might have triggered that double decker tour bus crash in san francisco's union square. here is new surveillance video of the cash. this is what it may have looked like on the street or watching from a building nearby. "the chronicle" spoke with the attorney for the driver. he says a small explosion perhaps from the compressed air brake system may have forced the bus to lose control. it forced the driver to steer the bus into a construction scaffold and try to head off a worst disaster.

investigators are still looking into the cause of the crash and not look ruling out medical failure. happening today, a training dispute is triggering a one-day strike in concord. city workers are walking off the job to protest what they say is a violation of their contract. they accuse the city of allowing unauthorized supervisors to train union member. the city says the union is going overboard. calm start to your wednesday so far. kari hall has more. >> warms up nicely as we go through the day. in the upper 40s in oakland and sunnyvale. compare that to 40 in livermore and 37 in napa. also a little milder if san francisco, but overall a chilly start. but it will feel so much better today, kind of like the weather we've had the past couple days, even warmer in san jose, up to 67 degrees. redwood city 69 embarcadero, 69.

crash) an update now to breaking news. one man confirmed dead following a high-speed chase this morning that started in the 3:00 hour. reportedly this car going at speeds up to 125 miles an hour. the driver of the car has been confirmed dead. another person has been taken into police custody. bob redell is headed to the scene and will have a live report coming up in about 15 minutes. at 6:14 right now, recent travels at santa clara county's

main jail is prompting renewed scrutiny of the treatment of inmates. the "mercury news" asked for hard numbers on excessive force complaints. since 2010, more than 300 complaints have been filed. the santa clara sheriff's office investigated just 14 cases. some of the complaints led to suspensions and one firing. more recently, 65 inmate complaints have been filed through the first nine months of this year. >> a $1 billion expansion plan will be put to a vote later this week. with applications on the rise, the university of california at merced wants to add more than 3,000 students by the year 2020. the expansion would include housing, classrooms and research laboratory space. that project would mostly be funded in uc issued bonds. the board of regents expected to vote on the plan during a public meeting in san francisco on thursday and friday. 6:15. san francisco's tech buses will

continue shutting peninsula employees back and forth from san francisco. they have become a symbol of a changing city and the struggle with jent fi case. after a long program, approval for making the buses permanent yesterday. mayor ed lee praised the program for keeping thousands of vehicles off city streets. the world's largest maker of drones tightening restrictions on where they can fly this morning. >> scott mcgrew explains how it all works. the dji drones are using geofencing, preventing them from flying near major airports and the white house. they're probably what you think of when you think of drones. this morning the company is going to offer its customers an expanded geofence that will prevent drones from flying over things like forest fires and visits by the president, that kind of thing. a major forest fire pops up. the update will be sent to your

drone. this is optional and a way to help stay out of trouble. you'll be able to turn it off because there may be situations where using a drone in a fly zone may be legitimate. for instance, you're a firefighter and using a drone to look for survivors. in san francisco on tuesday, parrot, the second largest maker of drones showed off a new model in time for christmas called bebop 2, it's faster with better battery life than bebop 1. the summary of the recent fed meeting, we talked about reading tea leaves. these are the leaves. san francisco-based square will price its shares tonight offering them to the public pour the first time. by public i mean people richer than you or me, banks and inside investors and various funds. if all goes as planned, square will start selling shares on the

mostly clear skies, also patchy fog. looking at the highs today, it will be warmer than yesterday. feeling much more comfortable and even low 70s on the map like the north bay and tri-valley. i'll detail that and what to expect heading into the weekend. looks like there's a slowdown on the bay bridge. >> from this shot it looks like i'm causing the slowdown. i'll step out of the way. it's the crash blocking the right lane bogging you down before the treasure island tunnel. we zoomed in a bit. there's the old span of the bay bridge. the mini cooper and the pickup involved in the crash are jamming you up. it's slow off 580 and 24. that's the worst of the backup. slowing speeds around the berkeley curve as well. crews are arriving there but that lane is blocked and a big distraction. the rest of your day by comparison moving very well. slow through concord, disabled vehicle clear to the shoulder. this accident blocking one lane west of 80 at pinole valley

road. nothing big as far as your build. predictable up to the san mateo bridge. an update to breaking news for you. a stolen car, a high-speed chase and now a deadly crash. this is the aftermath after a man reportedly crisscrossed south bay freeways going up to 125 miles an hour trying to get from chp officers. it ended there at 280 and winchester with the driver dead, his female passenger now taken into custody. bob redell headed to the scene gathering information for us coming up in a live report in just minutes. more breaking news this morning, this time in paris. a tense and dangerous scene just hours ago as gunfire and explosions erupt during an early morning police raid. the raid is over. now we know two people are dead, several more under arrest. >> we have multiple reports on all the developments related to the deadly attacks. we start with "today in the

bay's" chris sanchez. bulletins to look for one of the suspects in friday's coordinated attacks. take a look at the picture. officials say salah abdeslam may be headed for spain. his brother was one of the suicide bombers on friday. this is new video of a search of a church at the saint denis neighborhood, the same neighborhood where the seven-hour siege is now over. that was the sound of gunfire as it was under way. there was no time for police to evacuate people from that neighborhood before that prolonged shoot out. we now know two people are dead including a woman who blew herself up with a suicide vest, killing a police dog. no time to evacuate the people who live there. seven people were arrested in

that part of the raids overnight. it's unclear if the believed mastermind abdel hamid abaaoud was arrested. that man told nbc news in paris that police were in his apartment where he hosted two people that he did not know as a favor to someone else. he says he does not know whether they were suspected terrorists. if he had, he certainly would not have let them stay. police seized weapons and a rocket launcher and arrested 23 other people at a different location. french air strikes over syria are effective. they say 33 extremists have been killed in those air strikes. french police say in all police arrested 25 people total and seized 34 weapons including the rocket launcher we mentioned.

as always, this is a developing story. france is still under a state of emergen emergency. new void i don't to show you, one of air france flights forced to make an emergency landing because of a bomb threat. this was shot by a passenger who was getting off the plane in salt lake city after taking off from los angeles. tracie potts is live in washington this morning. tracie, both flights headed to paris. do investigators think there is a connection? >> not clear yet. we do know both of those paris-bound flights were grounded. the flight that came out of lax landed in salt lake city. those passengers were there for hours. they ended up taking off about 3:00 this morning our time. passengers were off-loaded. we're told both flights were cleared. that one and another from here outside the nation's capital.

out here for the last 48 hours, frustrated by last night's vote. the city council passed the measure to limit the areas homeless can use on the sidewalk and forces them to move shopping carts every hour. it also bans urinating and defecating in public. another measure adds police places to places like ohloni park. this morning the homeless say they're considering taking matters into their own hands to show solidarity. they don't like those who give them all a bad name. >> an option that's considered is people are concerned about the tweakers in the park. they're not good for our community. the third option is going to the park with sticks and chasing them out. >> reporter: after a second reading by city council in two weeks, both measures could become law. that's after 30 days unless

after police say he stole naked pictures of his classmate and posted them on instagram. police arrested an unidentified student at san jose lincoln high school. the school sent out a letter to parents warning them about the investigation. the suspect is now facing child pornography distribution charges. students don't yet know how the photos were obtained, but it's leaving many shell shocked with some saying they've sworn off social media. >> really bad. i ended up blocking it and reporting it and stuff because it was really gross. >> so far police are not saying if the suspect acted alone or if other students may be involved. >> 6:45 right now. we are learning more about what might have triggered that double decker tour bus crash last friday in san francisco's union square. here is surveillance video of the crash, what it must have looked like to bystanders. brake system made the driver lose control. the attorney says nothing else worked including trying to turn off the transmission. that forced the driver to steer the bus into a construction scaffold to head off a worse disaster. investigators are still looking into the cause of the crash. they are not ruling out mechanical failure. 20 people were injured in that crash. 6:46. the federal government expanded the number of refunds for schools ripped off by a bankrupt trade school. >> scott mcgrew, the governor says corinthian college misled students. >> primarily by inflating the promise of job placement, sam. there were three schools, now all out of business. heald, wyo tech and corinthian college. students at heald had gotten money back. now expanded to everest and wyotech. law says students can ask to have federal loans -- one of the

bits of evidence the feds and the state of california found was a marketing memo from corinthian college that explained what kind of students they should be targeting. it's so insulting and hurtful, it's not worth reading. tom rogers has been the head of tivo for ten years. before that an executive with nbc. he created cnbc and national geographic. sprint today will announce something big. we have no idea what. sprint has been forced into a corner by t-mobile which recently announced free data for streaming services like netflix. if all goes to plan, square will ipo tonight, pricing its shares and selling them to early investors. at the start of trading on the nyse we expect square to ring the bell and start trading those shares. we'll be covering throughout the

recently. it does increase as we go through the day. here is 2:00 in the afternoon. in the north bay we start to see the winds picking up. too close to 15 miles an hour, staying windy along the coast and this evening most of us feeling a breeze as the temperatures start to drop. expect it to stay breezy, especially this evening with mostly clear skies. let's take it hour by hour in walnut creek. at 8:00, 45 degrees and jumping to 57 degrees by 10:00 with all the sunshine today touching near 70 degrees. and then mostly clear skies tonight dropping back into the upper 40s. no change in the weather pattern as high pressure stays just to the west of us. there has been cold fronts and rain rolling just to the north of california and the bay area. into the next few days it does keep the rain away. we don't see any of that wet weather moving in until maybe tuesday or wednesday of next week. we need the rain but kind of bad timing with a lot of people traveling. keep checking in for up dates,

bridge. earlier crash cleared 20 minutes ago for the incline. slow for highway 4. there's concord and pleasant hill. the bay bridge toll plaza, the backup -- metering lights trying to recover across the span which moves very well now. san rafael, southbound side getting more company for folks. there is slowing from novato towards 580 and clear towards the golden gate bridge. while some drivers might be blowing off some smoke, you could see some smoke in the south bay this morning. firefighters say don't worry, in about two hours crews will be doing a controlled burn in livermore. the goal is twofold, one, to clear away dangerous dry brush, the second is to help water flow into surrounding reservoirs during winter storms. an update to breaking news, a high-speed chase spanning across several south bay cities. the wrong turn that proved deadly for the driver and the
