from nbc bay area, this is "today in the bay" . >> good sunday morning to you. your time is now 7:00. we want to start off with a live look outside at san jose. absolutely beautiful as the sun rises. nice and pink. a little bit cooler today. good morning. thank you for waking up with us today. let's check on the forecast now with anthony slaughter and of course our thanksgiving forecast. >> hard to believe. it's been nice across the bay area. hard to believe it's fall and winter is coming. but this week, get ready. we are talking about another storm in the bay area coming tuesday. there it is off the coast. getting its act together. by tuesday, widespread rain across the bay area.

the snow will begin as well. wednesday the snow moves out and the rain moves out but the cold moves in. by thanksgiving morning we'll wake up to temperatures near freezing for the inland valleys. only rebound in the 50s. 51 now in san francisco. yep, that will be your high come thursday. later on this afternoon, nothing like that. we are still in the wake of the storm. 60s and 70s today. nice day to get last minute shopping. i know what's on my list. stop by holiday safeway to donate there as well. >> absolutely. last-minute shopping. >> i'm thinking last minute. christmas is coming, too. >> i done my first minute shopping. way behind. a fran sick search for a missing teenage girl is over. police say she's safe and recovering after being kidnapped by three men. this was the scene last night in martinez on pacheco and vine.

the 17-year-old was walking when she was forced into a truck by three men. sheriff's deputies say the witness gave a description and license number of the truck. deputies and the chp located a white truck this morning in another county. that's where deputies took the three men into custody and brought the girl home. authorities say the victim knew one of the suspects. they didn't give us details on the relationship. new this morning, a bomb scare leads to an emergency landing in canada. the plane departed for new york headed for turkey. the plane with 256 people on board landed safely in halifax this morning. the plane was flying to istan l istanbul. this is cell phone video from a passenger. canadian police say the airliner was diverted due to allegations of a bomb. police searched the aircraft and the luggage but didn't turn up explosive devices. authorities and airlines have be on high alert since the terror attacks in paris and the crash of a russian metro jet plane in egypt.

isis claimed responsibility for both incidents. now to a developing story. for the second day brussels, the capital of belgium is on high alert. city leaders aren't taking chances after authorities uncovered an imminent threat of a paris-style attack. people are told to avoid large crowds. heavy police and military presence blanket the city as police look for several people including sale abdul salam. this has people on edge. >> definitely my life won't be the same. there will be a before and after the 13th of november. >> authorities say the alert could continue into monday. rome is also taking extra security precautions after being threatened in an isis video. in sole dar ti with france people in san jose came together yesterday for a prayer vigil. >> the majority of the muslims,

1.5 billion or more are peace-loving and really condemn what happened in paris. >> 50 people met to hear a reading of the koran and listen to leaders of several religious organizations. there's been backlash against muslims since the attacks in paris. organizers here say they haven't seen it in the bay area. a womanle is recovering after being shot by her estranged husband. police say cipriano vasquez shot his wife as she was pulling into the troy. the couple recently separated. he threatened to shoot her if she left him. he is now on the run, considered armed and dangerous. now to a homicide investigation in the east bay. police say a man was shot dead in the middle of the street. a memorial continues to grow for that victim. this happened around 11:30 on friday night. shots were fired near monument boulevard and eric son road close to the costco in concord.

police found the victim suffered multiple gunshot wounds. he died at the scene. his sister said she can't understand the violence. >> i believe it was just a random act of violence, is what i believe. he had no enemies. he was a sweetheart. ask anybody that knew him. they will say the same thing. he was just a great guy. >> detectives are trying to determine a motive. a suspect description has not been released. anger over the gentrification of the mission district continues. vandals hit a week ago and those who live in the complex are concerned about the violence over gentrification. >> it gets scary because, i mean, it's not like i built the building. i just am using this as my place to live, you know. that's what's bizarre about it. >> neighbors say it is not the

first time they have seen vandalism. the area has been hit before with graffiti targeting renters at the pricey new condos. an unex expected roadblock on the bay bridge. a motorcyclist shot this video and posted it to instagram. we want to show you patrol cars stopping traffic. video from the tower camera shows how far the backup stretched. the reason is a commercial. traffic was shut down for periods at a time while filming was taking place starting at 5:00 yesterday morning. it lasted about four hours. bay bridge officials issued an apology for delays. new hope for california's multiple dollar crab industry. the california fish and game commission said the latest tests show the crabs caught from san francisco to half moon bay are less toxic than before. crab season was put on hold this month after crabs were found to contain dangerous levels of demoic acid. don't get the pot boiling yet. the season won't start until the crabs test clean for two weeks

it's been a week of raging me debate over islamic state violence and syrian receive gees in the wake of deadly attacks in paris. on the presidential campaign trail, republican donald trump addressed his earlier statements about a database to track muslims in the united states nbc's lee anne gregg reports. >> reporter: after rebukes from democrats and republican rivals over support of a government database to track muslims in this country, donald trump campaigning in alabama clarified comments. >> i will absolutely take database on the people coming in from syria if we can't stop it. but we are going to. >> reporter: trump called for additional surveillance of arriving refugees at certain mosques. >> i want surveillance of these people. i want surveillance if we have to. >> reporter: more than two dozen governors oppose allowing syrian refugee s into their states including chris christie who opposes even let ing in widows and orphans. >> the widows and orphans i care about are those in my states,

southwest, more rain expected for you by wednesday. for us here at home it's all about the cold front moving through. you may have heard the rest of the country bracing for snow and severe weather for thanksgiving day. that's this system. that will eventually swing that way. we are going to get the first dose on tuesday with showers. wednesday that clears out for us. by thursday, these are the morning lows for thanksgiving morning. 32 degrees for santa rosa. san jose, 36. 7 degrees in truckee with snow on the ground. it will get really cold. here's how much snow we are ex expecting. from six inches at lake level and the potential of a foot above 7,000 feet. we are giving it all here this rain season. for thanksgiving day it will dry out across the bay area. it will be cold. morning lows in the 20s and 30s. afternoon highs everywhere, even the inland valleys rebounding to the 50s. 57 for the tri valley.

here's gar vin thomas. >> candy alcott doesn't have a long history of humanitarian effort. as a school teacher and mother of six she didn't have time to throw herself into causes until this cause which burned close to her heart. to live in lake county these days is to be reminded every day of the devastating power of nature. >> i need all volunteers down here. >> reporter: how nice it must be to be the force of nature. >> all the chairs go behind the tables down there. >> reporter: working to build them back up. >> kids' helmet s here. adult helmets on that table. >> reporter: candy isn't a trained relief worker. she's a preschool worker from livermore. she used to live in lake county though. which is why she was so moved.

>> feeling she had to do something, candy packed her minivan with supplies and started making trips to the disaster zone. when the bike repair class heard what she was doing they donated 18 bicycles. candy handed those out in september. but one little boy got there too late. >> i didn't have any more. >> she promised to come back. >> that's where the promise comes in. this is about a promise to to one little boy. this is about a she brought 300 more. and this past weekend, the bike angels united returned once again this time 500 bikes in tow. >> we have approximately 220 new biex and 300 used. >> reporter: many of the families are in the process of having to replace everything

they own. while a bicycle may not seenl high on the list, candy disagreed. a lift the little ride can give. >> mom and dad can deal with the evidence issues we are speaking about. >> even now with 800 bikes around lake county, candy is not done. she said someone need s to repair them all. she 's promised to come back and do that. and, as the people of lake county have already learned, when candy makes a promise, you can be sure she will deliver. while candy is promising to return to lake county she doesn't want it all to be just re leaf efforts. she's bonded with the people now and considers them friends. she's looking to more trips just to go camping and fishing with them. garvin thomas, nbc bay area news. >> if you know someone doing something nice for others garvin would love to hear from you.

we'll go over it again in the next report. >> thank you. now for a look at today's top stories. a missing teenage girl is back safe at home. police say a witness reported the 17-year-old girl pulled into a truck by three me investigators found the truck in another county this morning and arrested the three men inside. authorities say the victim knew one of the suspects. police are searching for this man. they say he shot his estranged wife friday. the couple had recently separated. police say he threatened to shoot his wife if she left him. he is now on the run and considered armed and dangerous. crab season is still on hold. but there is some good news. new tests show the waters off the coast are less toxic than before. this month scientists discovered that warmer ocean water is causing algae blooms which means

57th avenue yesterday morning. the driver is cooperating. quick work by the chp lands a man in jail after he pointed a laser at an incoming plane. now he 's facing felony charges. this happened wednesday in stremt sacramento. the southwest flight was coming in for a landing when a pilot reported being blinded by a laser. a helicopter was sent up to find the suspect. the pilot alerted deputies on the ground and stayed on the suspect who tried to drive away. >> great risk to passengers and people on the ground. there is an aircraft collision. it could be devastating. >> extremely serious. the man was identified as david fanning. he could face 20 years in prison and a potential fine up to $11,000 by the f.a.a. now to a court case that could shake up fantasy court websites.

new york state attorney general is trying to ban sites like draft kings and fanduel for promoting a what he calls illegal gambling. this is just one of 40 others filed since last month. nbc is an investor in fan duel. a convention on the booming business of pot left some in nevada with high hopes of becoming the fifth state to legalize recreational marijuana. nbc's gabe gutierrez went to las vegas to see how the marijuana industry there could affect neighboring states including california. >> reporter: inside a vegas hotel, pot is turning over a new leaf. >> this is grape. >> it's billed as the world's largest conference of its kind. no puffs of smoke here. this joint is all about a booming business. these entrepreneurs from new jersey are launching a company making high end purses for women

with more than 40 million tourists visiting every year. >> we would love to have you in kansas. come home and be good citizens. >> reporter: medical marijuana card holders from out of state can buy cannabis here. michael hayford runs a dispensary and estimates half his business is from tourists. >> if it goes recreational it adds to the brand of las vegas. >> reporter: bringing higher hopes for sin city. gabe gutierrez, nbc news, las vegas. >> one of san francisco's busiest hospitals get s a major upgrade and a new name. san francisco general celebrated the opening of the zuckerberg san francisco general hospital building yesterday. the honors included a ribbon cutting for mark zuckerberg and his wife dr. chan. city officials adopted the name in recognition of a 75 million dollar gift from the couple. voter approved money funded the rest of the project. the new hospital will open next

year. a record number of weak and emaciated seal pups are showing up on the california coast. warmer weather is likely to blame. the marine mammal center has taken in 85 northern fur seals so far. that's more than double the priest record. most of the pups are malle nourished and should have been with their mothers still. the el nino weather this year is keeping the fish that seals normally eat away from the bay area. it's not just affecting fur seals. the marine mammal center is taking in more california sea lions as well. take a look at this. new video of a boat rescue off the southern california coast. five people, including a 4-month-old baby were trapped an board. thankfully crews reached the group in time. you can see thick black smoke pouring from the boat. no one was hurt and the cause of the fire is still under investigation. it's a yearly tradition that

program. larry gursten is here. we were talking last week about this onslaught of state initiatives in 2016. are these part of the ballot blitz? >> they would be two of the biggest. very significant. the twin tunnel proposal to move freshwater under the delta. we know about this. it's the cornerstone of brown's legacy. given the success on virtually every issue and the ability to convince the voters to increase taxes with proposition 30. what you think on the face of it that brown would be just fine in these areas. maybe not. >> let's take the issues one at a time. moving water past the delta not a new topic. we have been talking about it for years. do you think voters may be compelled to pass the initiative now after four years of drought? >> the drought works in mysterious ways for the

governor. most central valley farmers and urban dwellers, yeah, sure. but a coalition of fiscal conservatives and environmentalists of all things believe that the project should be scrapped. conservatives think it's too expensive. environmentalists think it harms the delta. it's not good. you wouldn't expect to see these guys, normally enemies on everything. in this case on the same side, but they are. politics makes strange bedfellows. >> indeed. interesting. the process not looking so good. another initiative, high speed rail. voters have already approved a $10 billion bond. we are talking about reports that are surfacing that this project will take years and many billions of dollars more than originally projected. it doesn't seem like voters are still on board. >> right. >> that's a good assessment. recent polls, by the way, back you up and show growing opposition to the high speed rail project for a variety of reasons including the expense

and projected routes. the fear that the state would be a perpetual sub diezer of the system that doesn't pay for itself and so many other factors. sponsors of the initiative want to use the remaining bond funds, not spent for new dams and under ground storage. that's how they want to do it. use it for that. dams and under ground storage. by the way, they want to making a cult the state's primary source for water. they want to slip that in as well. which may catch an awful lot of flak considering how much water is used other places. >> what do they mean making a cult the primary -- >> they want agriculture to be the state's number onecipient of water. if there is controversy over water agriculture gets it first. what would that mean to millions of people who live in the city, suburbs and other users of water. >> they are lumping those things in hoping the water issue will slip under and be dove tailing people's ire over the high speed rail. >> this is the part of the

initiative people don't understand yet at all. >> got it. okay. so we are talking about sponsors can get a ballot initiative doesn't necessarily mean it will pass and that's important. if people don't read the fine print they could vote for something they don't want. >> absolutely right. the fact is two-thirds of all state ballot measures are never implemented. because the voters defeat them at the polls or perhaps the courts find them unconstitutional. two-thirds after hundreds of millions of dollars are spent to get them passed. so nothing symbolizes brown's legacy as much as these projects but there is no guarantee the governor will get it through. he won't take chances. not going to take chances and you can look for the governor to lead vigorous opposition campaigns in the months to come. a lot is at stake for so many interests. >> he doesn't want things to go through. he's going to be a strong voice.

get ready for the big chill. across the bay area, 40s and 30s across the north bay. later this afternoon, 70 for many of us. for the north bay, tri valley, east bay, peninsula and south bay. cool in san francisco. up to only 66. let's time out the system and show you what i'm talking about. tomorrow around 5:00 in the evening, dry. today and tomorrow, a couple of dry days. by tuesday, 6:00 a.m. the shower ace review for the north bay. showers are quick. it will be a quick burst of rain. tuesday during the middle part of the day, a few more showers into the afternoon hours on tuesday. then things clear out as we head for wednesday morning into wednesday afternoon. the sierra snow will wrap up wednesday evening. they are expecting decent amounts of snowfall across the sierra. it will be cold as well. we have been mentioning the potential for freezing temperatures near thanksgiving morning. 32 for santa rosa. livermore, 33. even san jose, 36 degrees. that will be thursday morning. in the meantime we'll continue to track the rain and snow.

returning home just in time for the holidays. minutes ago the crew of the coast guard cutter returned home after 106 days at sea. the cutter left in august on an 18,000 mile deployment ranging from the coast of southern california all the way to the arctic ocean. it carries a crew of approximately 120 people. they carried out several missions at sea including search and rescue missions. welcome home. crews delivered the 80-foot white fur from shas that county yesterday morning. a crane lifted the tree into place at the california street plaza on california and kerney. it will be covered in 196,000 lights. the tree lighting ceremony and concert takes place on december 1. thanks for making us a parking lot of your morning. sunday night football tonight in
