a capital city in europe on lock down and high alert today. the paris attacks might be over, but threats to neighboring cities and countries continue to paralyze the region. meantime, back on u.s. soil. continue to pit both political parties against the common target. president obama. plus a close call in berkeley after a fire tears through an apartment complex just blocks away from cal's campus. "today in the bay" starts right now. a very good monday morning to you. thanks so much for joining us, i'm laura garcia-cannon. >> i'm sam brock. it is a early holiday week. the weather was ridiculous. hopefully it continues, kari, because that was like blitz. >> no, i'm sorry, sam.

that was a beautiful weekend. it comes to an end right here. that's right. even as you head out this morning, if you're hitting the roads in the early holiday, start to beat the traffic. it is foggy in some spots, so you do have to watch out for that. mostly clear skies in the south bay and north bay. looking at today's forecast it will be cooler and goes down hill from there. i'll detail that in a couple minutes. let's check in with mike and see if those patches of fog are slowing you down. a. >> big warning for folks. we're looking over here towards the bay bridge toll plaza. our camera in emeryville has lights at that camera and let's look over the ocean as we're looking towards the bay bridge and a smooth drive. a stall 880 south at 7th looks like it should be cleared. one of our friends, aaron, who drove in this morning and right here in sunol by the golf course, big, thick fog.

when he drove through there about an hour and a half ago and stick around in pockets right there. just north of 580. >> got to watch out for those patches, you're right. developing news out of brussels this morning following the paris terrorist attacks. right now as the capital of belgium remains under the country's highest terrorist alert. >> kris, this coming amid dozens of overnight raids in brussels. >> day three of lockdown in the city of brussels. no subways and tank soldiers on the city streets. and, yes, this man continues to evades the police officers. authorities want him in connection with the paris attacks, but new word from nbc news on the ground in paris this morning, he may be fleeing isis, too, because he did not die in the suicide attack. this video just into our newsroom of some of those overnight raids in brussels.

16 people were detained. there were 22 raids in all. one of those detained was injured when a car he was driving tried to ram police frs os and unknown whether he is connected to the paris terrorist attacks. >> a vehicle ran and the police officers fired two shots. the vehicle was later intercepted in brussels. the driver, a man who was hurt, was arrested. >> meanwhile, in paris, the eiffel tower not looking as it usually does. usually a busy tourist hot spot, but it was almost deserted on sunday. apart from that heavy police presence. an additional 1,500 soldiers have been deployed in the greater paris region since friday. large department store controlling every shopper's bags and heavily armed police officers and soldiers are also patrolling the streets and now this morning we have another look at another man who is wanted. the search continues and french

police issuing a new appeal for the third man they say was involved in a terrorist attack outside the national stadium in paris. national police posted the photo on twitter with an appeal for information, but they are not identifying him by name. certainly his picture has been floating around. we've seen it in the last week or so. but we do know those raids and we'll check on those numbers and have those for you in the next half hour. sam. now to the people responsible for those attacks. president obama back at the white house this morning continuing a krvegconversation how to fight back about isis. many are demanding a tougher, more immediate response. both sides of the aisle not pleased with how the president is handling the fight against isis. democrats are questioning if he's sending enough troops into syria, while republicans are pushing for more oversight when it comes to syrian refugees. >> we have no choice. we have no idea who is being

sent in here. >> we should monitor anything, mosque, church, school, you know, shopping center. where there's a lot of radicalization going on. >> what many consider to be a radical idea donald trump is now backtracking on a suggestion to register all muslims. it should really just apply to syrian refugees. investigators are trying to figure out what caused a destructive fire in berkeley sending one person to the hospital. fire broke out at the chandler apartment building just a few blocks from the cal campus. firefighters battle the flames for about four hours. now, 30 people are without a place to stay. >> currently, it's uninhabitable. we've disconnected the electricity for our safety and shut off the gas. the building's got a partial collapse of the roof on the back side of the building. >> crews discovered the fire started at the back of the building on the fourth floor,

but the official cause is still under investigation. firefighters believe the flames caused upwards of $500,000 in damages. is it a calm start or a windy one for your monday morning? let's check in right now with meteorologist kari hall. good morning. >> definitely a calm start. but they allowed for patchy fog to develop across parts of the bay area. watch out for that. temperatures are milder and upper 40s to lower 50s and looking at highs today that will be cooler than yesterday. many of us hit 70 degrees and we'll bring it back down about five degrees all across the bay area. in san francisco up to 59 degrees and also some low to mid- 60s in parts of the east bay, north bay and tri-valley. i'll detail what to expect as we get ready for a drastic drop in temperatures. that's coming up. but, let's see how the traffic is moving now with mike. >> kari, little dramatic with this shot. emeryville camera. the fog has rolled in between

the emoryville camera and embarcadero was lit up on friday and not seeing much of those lights and no slowing. on the span you'll be all right and an indicator of how thick the fog can be. on the road weather index, patches of fog along the north bay and just west of highway 101 and just north of 580 and watch sunol as you're passing by the golf course. coming up next, great hopes that an elpe nino winter provid hope for our state. our investigative unit looks into solutions in other parts of the world and why they aren't being done here. now to an investigative unit

exclusive: ==sam/2shot== el nino may be on the way -- but that doesn't mean we will be out of the drought. an investigative unit exclusive. an el nino may be on the way, but that does not mean that we're going to be out of the drought. governor brown has extended his executive order mandating possible reductions and water usage until next october. >> senior investigative reporter stephen stock traveled the world trying to find solutions to our water crisis. >> good morning. you know, as part of our investigation into california's water crisis, we spent two weeks in israel and there we found many solutions that do not involve rain. they involve things like underground drip irrigation techniques that put water directly at the roots of crops. that not only saves water, but also increases crop yields, both there and here in california and it is now being used in places in california, not at the rate that experts say it should be used. we also went behind the scenes

as we get into weather and

traffic on this monday. mike was in front of the bay bridge, but it was missing something. >> it looked like something. >> it looked like it was disappearing. >> you know what you should check out, too, the moon. >> if you can see it. not everyone can see it this morning. cool sight to see and we're looking for some cool weather to move into the bay area heading into thanksgiving. now as we take a view from above down to the bay bridge, we can see a clear shot there, if you're over in emoriville looking across, it's kind of hard to see. the fog is patchy and more widespread as we head towards sunrise and temperatures right at 50 degrees in oakland and san carlos. let's take it hour by hour in san jose. a cool start a 49 and then dipping to 48 degrees. we see those temperatures holding steady and not rising as

quickly as yesterday. won't be as warm, but still a lot of sunshine at least for the south bay and highs reaching into the low 60s. that was after yesterday. hitting the low 70s. so, it will be a much cooler with much more clouds moving in. we're getting ready for some rain. it begins tomorrow morning and could impact the morning commute. but as far as some spotty, light showers becomes more widespread by 9:00 and we also will have some bouts of some heavy rain moving in. this may come in as a couple of rounds of rain as we see the cold air starting to roll in from the north. we call this air canada. yes, it will feel very chilly heading into thanksgiving and probably the coldest temperatures we've had since the beginning of the year with highs only reaching into the mid to upper 50s. and north bay 59 degrees and tri-valley 56 and freezing temperatures during the morning. as we head into the weekend, it will not budge. we will only see those highs staying in the 50s for the next several days. this will not be a one and done

thing. but i think the 70s we had over the weekend are done for a while. let's check in now with mike to see how the morning commute is going. >> i like that air canada thing. looking over here towards san jose. a ground driver through san jose. ground san jose moving well. you see a good number of cars. we'll show you. we'll look at your maps and so far the south bay looks great. there is a crash or a car fire reported just north of our camera shot. waiting for chp to get up towards mckie and tell us exactly what is going on. so far i'll say we're watching something there. no slowing shows up around the bay as you'd expect this time. we're looking at a dip for livermore, but, again, not unexpected and pretty much feels like you're at the limit and little fog registering around 580. in the distance there, a smooth drive, but, yeah, cars are coming out of lower clouds there as they're passing el charro. back to you. >> thank you very much. walmart starting cybermonday on sunday this year.

be driving. experts say about nine out of ten. those folks will get a big break at the pump, which landon just mention would the lowest gas prices since 2008. >> take what you can get there. 4:50 right now. happening today, the president's thanksgiving turkey departs san francisco international airport in just a couple of hours. the bird is part of a flock like these raised at foster farms in central valley. about 8:30 this morning a so-called first bird along with an alternative bird will be takingen to a cargo area. the president will pardon both birds at a special ceremony at the white house later in the weekend. >> over the holiday here, the call to end hunger. such an important one and loud and clear this holiday season. >> our nbc bay area team reached out this weekend for your help and you certainly answered. so far, people have donated 22,000 bags of groceries at safeway stores across the bay area. they'll be distributed to those

in need from seven bay area food banks, but there is still some time to help out. it was so fun meeting people. you can make a $10 donation towards the bag of groceries through christmas eve. >> it was. i mean, we were probably at, what? a dozen plus locations. as kari told us earlier, we're expecting chilly temperatures later this week and people are getting prepared. many people are going to be searching for heaters and weather stripping. also leading to a safety reminder. the national fire protection agency says that all half of heating fires happen from december to february. they say regularly check your smoke alarms during these high-risk months.

we are coming off a really gorgeous weekend across the bay area. now, we're going into winter. >> you had to set us up. kari, let us down gently. >> i will try to. we have family coming in. we always brag about how beautiful the weather is in california this time of year. maybe not so much this time because tomorrow the winds start to pick up, we'll have gusts up to 45 miles an hour. the rain also moves in. and a slight risk of some thunderstorms. also, for the sierra, we're looking at snow and then we'll have the system moving east, cold, clearing conditions. and valley temperatures in the 20s and 30s. and what about the sierra? we're looking that possibility of, check this out, 17 inches of snow. and it may be even higher for the highest elevations. so, we'll keep you up to date on that. how is it looking on the roads this morning with the fog, mike? >> it's looking like we can't see all of the roadway.

we see all the flashing lights. nothing big. there you go, your zipper truck. moving the center divide on days like this with lower visible, things are a little more dangerous or scary for these folks over on the road crew. keep that in mind, flashing lights give them a lane as far as the spacing, if you can. as we look at the bay bridge, no problem and plenty of lanes to choose from and across the deck and watch that, as well. you should slow down as you look at your maps. no major need for that because of the speed sensors. ample opportunity to make up a little time on the roadways and patches of fog on the north bay and out of here out of the altamont. >> thank you so much, mike. 4:55. san francisco's homeless has more options available. the shelter winter program opened yesterday offering expanded service. allows guests to remain in one place for up to seven days and receive two meal s daily. at least dauzen people recovering right now in san

francisco. at least 13 people overdosed on a bad batch of spice yesterday in downtown san diego. left two people in critical condition. the people ranged from 13 to nearly 30 years old. the drug made some pass out. others were disoriented and throwing up or foaming at the mouth. investigators are still trying to track down all the victims and whoever sold the synthetic marijuana. now, to an investigative unit exclusive. buying alcohol with a public credit card. it's against the rules, but that didn't stop a bay area college district chancellor. he's in charge of the san mateo county community district. he oversees 42, uncovered records showing he spent hundreds of public dollars on alcohol, violating his own district policy. >> receipts and records that show that mohejitos and martina
