straight day. concerns here in the united states as millions of americans take to the skies this week. what to expect at airports as security tightening across the country. "today in the bay" starts right now. and a good holiday week monday. thank you for joining us, i'm sam brock. >> i'm laura garcia-cannon. temperatures will feel rather fallish. cooling down, kari. >> starting to cool down today. by the end of the week t will be very cold all across the bay area. as we start out this morning, you have to look out for some patchy fog. temperatures in the upper 40s to lower 50s. and looking at highs today in the upper 50s in san francisco and mid-60s else where across the bay area. i'll detail everything you need to know as you head out this week. that's coming up. let's see how it looks this morning for the commute with mike. >> we're starting in san jose. i turned my camera north. not a great shot but it gives you an idea of the volume and also shows us the area where that was that car fire reported.

we talked about no lanes affected and a fire just off the roadway in the brush. we don't see a problem and no slowing as you see on the maps, no impact to the traffic flow right there. little slow down that just popped up for southbound 17 and that will likely clear and the rest of the bay, patches of fog, as well. back to you. >> thank you, mike. on heightened alert this morning, heavy armed security forces carried out several raids in brussels overnight. police are now questioning up to 21 people. >> it is a developing story today and kris sanchez is monitoring from our newsroom this morning. belgi belgium's capital is under the highest terror alert right now. >> we now know that 21 people were rounded up in raids in brussels overnight. but not the main man at the center of that manhunt. he continues to invade the 1,000 police officers who are looking for him specifically in the belgium capital. authorities want him in connection with the paris

attacks. a twist this morning new word from nbc news in paris, isis may be looking for him, as well, because he did not die in the paris attacks. this is video just into our newsroom in the last hour or so. some of those 22 overnight raids in brussels. one of the 21 people detained was arrested after trying to plow down police. >> vehicle ran into the police. the vehicle that was intercepted later in brussels. the driver, a man who was hurt, was arrested. >> meanwhile in paris, look at the eiffel tower. it is desserted. they don't name him in the suspect picture, but he is wanted in connection with the attacks outside the national stadium in paris two fridays ago. now, we do know that president obama is due to visit paris a week from today.

he and 80 other world leaders are expected for a summit on climate change, but because of all of this action, we'll have to wait and see if that comes to fruition. laura? >> no, most definitely. the president is at the white house this morning and the political conversation shift to that fight against isis. from the campaign trail, many are demanding a tougher, more immediate response following the paris terrorist attacks. both sides of the aisle are not happy with how president obama is handling the fight against isis. democrats are questioning if he's sending enough troops to syria, while republicans are pushing for more oversight when it comes to syrian refugees. >> we have no choice. we have no idea who is being sent in here. >> we should monitor anything, mosques, church, school, you know, shopping center. where there is a lot of radicalization going on. >> donald trump is backtracking on his idea to register muslims

saying it really just applies to syrian refugees. here at home and across the country, security concern following the paris attacks have affected every airport, which is on heightened alert. "today in the bay" stephanie chuang live at sfo. how this could affect millions to take the skies this week and safe to say get there earlier than usual. >> you hear that time and time again, sam. i just spoke with the manager here at sfo who said every year for the last seven years, more and more passengers so he and others here at the airport expect it will be very busy this week at san francisco international. now, the usual concern for many traveling across the country is the weather. snow, winter weather, for instance, causing backup at the airports like chicago's o'hare over the weekend, but travel experts say there may be more reason causing longer lines and delays at airports across the country. first of all, airline experts predict that this will be the busiest thanksgiving period since 2008 in terms of travel.

as well as with the recent terror attacks and international threats, that may also be causing some delays. there are traveling warnings and every airport has heightened security. now, amtrak riders can expect increased security, as well. both at stations and also on trains with canine units and officers in uniform. as it it has been, though, most of the travel will be this week on highways. almost 47 million americans expected to travel for thanksgiving and 89% of them expected to drive. the good news there is that they will pay the lowest gas prices since 2008. down 65 cents from the $2.80 average just a year ago. now, if you are traveling by air, as usual, with sfo, san jose or oakland, the recommendation is get there 90 minutes earlier for domestic flights and two hours for international. live here at sfo, stephanie chuang, "today in the bay." it is 5:05 right now. what caused a destructive fire

in berkeley sending one person to the hospital. that fire broke out last night at the chandler apartment building on telegraph avenue on dwight way just a few blocks from the cal campus. firefighters battle the flames for four hours and now 30 people are without a place to stay. >> currently it's uninhabitable. we've disconnected the electricity for our safety and shut off the gas. the building's got a partial collapse of the roof on the back side of the building. >> crews discovered the fire started at the back of the building on the fourth floor, but the official cause is still under investigation. firefighters believe the flames caused upwards of $500,000 in damages. 5:06 right now. 16-year-old boy with autism reporting missing in livermore is back home safely this morning. reported missing about 6:00 last night on the northeast side of livermore right near the spring town golf course. the teen was safely located and since has been returned home. these temperatures are going

to start dropping this week, aren't they, kari? >> fairly mild today. but not as warm as it was yesterday and the big changes start to happen as we head into tomorrow as well as wednesday and highs today up to 64 degrees in los gatos and the mission district at 58 degrees today. 63 in napa and also in oakland and dublin looking at 64 degrees into the next few days. our highs will strug tool make it out of the 50es and detail that and along with freezing temperatures and some rain. a lot going on here. is it busy yet on the roads, mike? >> like the temperatures, kind of chill out there. also, we're looking at vanishing roadways. emoryville camera, you can see a lot of folks there by powell but can't see powell all the way around the bend to the bay bridge. show you the toll plaza to ensure you it is still there and a little backup for the cash lanes just starting to build. there are the low clouds. look at your maps, patches of dense fog around the bay at times and more specifically in

sorts of unusual things this year. >> putting all its black friday deals online, as well. no need to go to the store on the bizzestiest shopping day of the year. walmart said it would move cybermonday deals to sunday. really an old-fashioned idea born when we didn't have internet connections at home. we came to work the monday after thanksgiving to shop online because work had an internet connection. considering you now have an internet connection in your pocket, cybermonday is a very old-fashioned idea and walmart's move may be the beginning of the end to cybermonday. who knows, maybe the world's largest retailer will spend the end of this. you never know. walmart says 98% of its deals will offer in-store friday will be available thursday morning. no reason to try to get a barbie doll quite like that. one of the most popular christmas gifts this year is drones and the faa wants to have a drone registration system in

service here in the south bay, sam and laura, they are short frozen turkeys. what they're going to be doing later today is distributing these food boxes and they're going to be getting fruits, vegetables and canned goods and what not for a good meal and they want a frozen bird with that and we have morgan. do you mind opening the pharyngbehind you? >> normally, not normally but this fridge should have a lot more birds, but you're short by how many? it was 3,000 over the weekend but something happened overnight. >> almost 1,700. >> obviously, wednesday, the last day. is this the normal shortage for this time of the year? >> no, i mean, people, we really need the help and i don't think people really realize until they see it's down to the last minute. we need to make sure zee enough for all these families. i kaej can't imagine what they'll feel like when they come through and they don't have a turkey. >> do some of these come through? >>fully. i'm worried to base my judgments

on past experiences, but we really do believe the community will step up. if they have the resources, if they can just really help us out. >> 4,200 families is that a baseline number or has it gotten worse as far as need goes? >> we actually had to raise the number. >> raise the number. >> yeah. we had to raise the number. >> what are you hearing from people out there? outside from what we're reading on the cnbc economy, what are you hearing from the people? >> i've seen families crying and parents who have to leave their kids alone to able to go to work and people are barely making their rent and they have nothing, literally nothing left after their basic necessities. >> so, if people want to help, cash works, i'm assuming. what about, do you want them to drop off a bird or would you prefer the money? >> it would be great, both. if people could come by and bring turkeys if they're available. if you're working, donate online and we can buy the turkeys for

you. >> morgan, thank you very much. happy thanksgiving to you. thanksgiving is thursday and they can take donations last minute until wednesday and today would be preferable. bob redell, "today in the bay." >> whatever you can do tamake a difference. >> generated from this time and extends through the rest of the year because need to stop. >> everyone is hungry year round. >> it is a cold thanksgiving. so, be mindful of that, as well. as we get ready for the family to head in or maybe you're about to hit the roads, we do have a few concerns out there. as we start out in san jose, mostly clear skies. and no problems here, but we've seen some patchy, dense fog across parts of the bay area. so, heads up on that before you head out the door. it's 49 degrees. milder temperatures this morning in a few days. this will be closer to our high temperatures. so, a drastic drop in temperatures on the way. and a look at what we are expecting. gusty winds moving in tomorrow. the gusts up to 45 miles an hour.

also, some spotty, light rain and also a slight risk of thunder heading into tomorrow afternoon, as well as wednesday morning. and then snow for thesia. near 2,000 to 3,000 feet and then the cold temperatures move in. that happens as we go into thanksgiving morning and really on friday morning we'll have our coldest temperatures of the season. the next 48 hours, though, low clouds start to move in. some drizzle possible this morning. and then here we are tomorrow morning. we start to see the rain moving in to parts of the north bay and it becomes more widespread and heavier as we go through the morning commute, early afternoon and then by tuesday night, we may take a break before the next round moves in. early wednesday morning. so, all throughout the commute and travel times a lot of people getting out on the roads, we'll have a few issues out there. the cold air starts to settle in from canada. we call this air canada, if you're hopping on a flight, well, it will be possibly very bumpy out there with those winds picking up in the jet stream

setting up right over us. we're also looking at a pretty good soaking. the amount of rain we could see wib the next few days. up to about 0.5 for the bay area and maybe a few spots getting 0.75 and snow in the sierra. look at this, up to 15 inches of snow and maybe a few spots getting 17 inches between now and wednesday. we'll keep you up to date on that, but let's see how it looks this morning for the commute. >> kari, it looks great right now. point out a couple patches of fog. not so bad towards dublin but kari is talk about the weather changing over the next few days and if you're plan on heading over the sierra over the next few days and likely to be snow and bring those chains that are required. over here, right now, just a little bit of fog. we didn't see any in that shot. a little slowing builds at the dublin interchange. this week we'll see a lighter flow of traffic and at times it may be very light, but we'll still see your congestion and

now to an investigative unit exclusive. el nino may be on the way, but that does not mean we're out of the drought or out of the woods yet. governor brown has extended his executive order mandating water usage until next october. stephen stock travelled the world trying to find solutions to our water kriss >> as part of our investigation into california's water crisis, we spent two weeks in israel. and there we found many solutions that do not involve rain. they involve things like underground drip irrigation techniques that put water directly at the roots of crops. that not only saves water, but increases crop yields both there and here in california and it is now beinged in plac eused in pl

authorities carried out dozens of overnight raids this in search of more terror suspects and 1 peepp are being questioned. including how it could impact your holiday travel plans. but, first, we start with "today in the bay" kris sanchez keeping track of the situation in brussels. kris, that city still on high alert right now. >> day three of the lock down. you mention 21 people were rounded up in overnight raids in brussels. we can tell you none was the man at the center of that manhunt there. this man, abdeslam continues to evade police who are looking for him. authorities want him in connection with the paris attacks, but new word from nbc news in paris, isis may be hunting him, as well, because he did not die in paris. his brother appeared on french tv to urge his brother to turn himself in. we know by now a third brother blew himself up near the

sort of contraband this morning. now, president obama is due to enter pair as week from today. he and 80 other world leaders are to attend summit on climate change. laura? >> that's right. the president is returning from his trip overseas to really this political firestorm we're talking about. both republicans and democrats are starting to question his tactics when it comes to the fight against isis. tracie potts in washington. this is a hot topic on the campaign trail. >> no question about that. here on capitol hill, too, laura. the president just got back early this morning and facing things like donald trump saying that we should be checking mosques in this country here in the united states. not everyone agrees with that, the bottom line is some of these ideas are coming up because republicans and some democrats aren't comfortable with how quickly the president is moving to go after isis. >> and we will not give into fear -- >> president obama arrives from

asia just after midnight. back to washington where even democrats questioning if he's sending enough troops to syria to fight isis. >> a group of 50 is fine for what they're doing so far. but it's not going to solve the problem. >> republicans want more boots on the ground. >> this is not a return to iraq. we're not talking about 100,000 people or 50,000 armed soldiers. >> reporter: the most controversial ideas from donald trump, waterboarding. a database to register syrian refugees and monitoring local mosques here in the u.s. >> we have no choice. we have no idea who's being sent in here. >> we should monitor anything, mosques, church, school, you know, shopping center. where there is a lot of radicalization going on. >> reporter: republican presidential candidates disagree on how far to go. >> should we target mosques and have a database of muslims? absolutely not. >> the idea that we're going to repel an entire group of people

on the basis of their religion, it's nonsense. >> it's far from settled. in washington or on the campaign trail. >> in fact, speaking of campaigns, marco rubio throwing out a first big national tv ad tomorrow, it will focus on isis and the war on terror. >> already a part of the political debate here. that's tracie potts from d.c. following the tragic events of paris. security will be tighter at airports across the country this week, this as millions of americans heading to the airways. >> stephanie chuang live at san francisco international airport with how airports across the country are preparing. >> sfo manager telling me there is no official travel warning for passengers, but what is a critical message is get here 90 minutes early for u.s. travel and 30 minutes on top of that for international flights and that's so you can have a smooth experience getting to where you need to go this thanksgiving travel period. now one of the usual concerns impacting travel is weather.

for instance, the wintry weather caused backups at chicago's o'hare over the weekend. but travel experts say this year there are more reason that could keep you waiting in line longer. first of all, airline industry experts predict this will be the busiest travel time since 2008. and on top of that the recent terror attacks and international threat. >> with all the travel warnings out there, every airport has heightened security. >> and that means extra officers and security. so, that goes if you're riding amtrak, as well. trained police dogs at stations and onboard the actual train. now, almost 47 million americans are expected to travel for thanksgiving. the majority 89% will be driving and the good news for you there is you'll be paying the lowest gas prices since 2008. we're talking 2.15 on average and that's 15 cents cheaper from $2.80, the average a year ago. now, federal officials say they're keeping a close eye on any potential threats.

but right now there are no credible threats anywhere in the u.s. right now. live here at sfo, stephanie chuang. >> trying to keep everyone calm. thank you. a man in custody in san jose after a six-hour long ordeal on top of a buddhist temple. he was acting quite strangely. bizarre even throwing ceramic shingles off the roof and dancing as he has one of the shingles in his mouth. this all started around 3:00 yesterday afternoon on top of the temple on san fernando street in east san jose. >> beening to get him down, but he just starts throwing stuff at them and he didn't respond to them in a good way. he starts yelling at them. >> so, police did try to coax him down. they even offered him pizza. eventually, the man climbed down about 9:30 last night. he's facing charges of felony vandalism and resisting arrest. an investigation under way in antioch after three people were shot. one of them killed saturday night. police say the men were standing

outside an apartment building having their smoke when suspects approached and started shooting. it happened on secmore drive. police say the other two victims were also wounded and are expected to survive. no arrests have been made. new details of back track from police. they say an alleged kidnapping in martinez did not actually happen. police were in an all-out search saturday night after they saw three men pull a teenage girl into a truck. police found the truck, the suspects and the victim a short time later. all of them in walnut creek. they say the girl was unharmed and she knew one of the men after investigating that further, it was determined that that situation was not actually a kidnapping. 5:38 right now. want to check the forecast with kari. we'll have some changes this week. >> it was such a nice weekend, laura, but, yes, it will not continue as we get ready into the next couple of days. look at our current temperatures. we are in the mid-40s and low

50s still on the map there and some patchy, dense fog. heading into today, still a nice one, but cool than yesterday. in some spots by about 5:00, eight degrees. 61 in palo alto and the mission district at 51 degrees. santa rosa of 4 and oakland 63 and we're also looking at 63 degrees today in livermore. a drastic drop in temperatures and also some rain and some sierra snow. i'll detail all of that coming up and let's see how the commute is rolling now with mike. >> it's hard to see that from our live camera here in dublin. remember, we have rooftop cameras and sometimes the clouds are right at that rooftop level and not necessarily affecting the visibility on the roadway. so, we'll just note that it there. this is the tri-valley and you'll see the volume here. towards the dublin interchange and you're likely taget a patch or two rolling through there and as early as 3:00, we saw patches developing around the golf

'tis the season of giving and the largest food panry in northern california in need some of some turkeys. >> a lot of turkeys. bob redell joining us the extra push this year to try to push people to give back. bob? >> sam and laura, think about it. only a few days until thanksgiving and sacred heart community service here in san jose, this food pantry. they've been handing out food for thanksgiving and here we are in the last week, they are short 1,700 birds. actually, it has gotten better. short 3,000 over the weekend, but here we are monday. some donations came through, but they still need 1,700 birds.

what they're going to be doing is starting today there are people who signed up. 4, 4,200 families that are here and they'll come by and get a food box and a lot of produce and apples and canned goods and what not and they also want to make sure these people have a frozen bird for the thanksgiving meal and that's why they're asking for your help. >> yeah, i had a mother who said that, you know, if she didn't get this food box, she would probably be eating by herself with her kids and barely scraping to make a meal. if she has this, she can invite some family over and really make it a celebration. ideally, this would be stacked with birds. you see some of the frozen turkeys here, again, they are short. 1,700. they'll take anything in terms of donations, money, you can go online to the sacred heart community services website or drop off a frozen bird here and take anything up until wednesday. if you get it here by wednesday, they can get it out to those. again, 4,200 families they are

folks out there. >> does have more of a fall feel to it. is and some rain coming. >> tree lighting in san francisco and pier 39 and it was warm. it was like, wow, really? this is winter. soon it will feel like it. as we take a live look now at the bay bridge. you can tell that there is some dense fog in some parts of the bay area. not all of us are seeing the fog. let's check out the visibility now as we go all across the bay area. oakland visibility down to four miles or five miles and four in concord and it's all clear as you head towards san francisco where you see the 10, there is no fog. but mountain view gets patchy there. livermore a mile and a quarter and gilroy the visibility down to about half a mile. watch out for that as you head out. still some clouds as we go through the morning. hour by-hour in san francisco. 57 degrees. not as warm as it was over the weekend and little bit more of the cloudsing in as we go

through the day. lows dropping back into the mid-50s. we're in for some chilly changes. tomorrow, the winds start to pick up. weal 5 miles an hour. the rain also starts tomorrow and then a slight risk of some thunderstorms. snow begins in the sierra, so, keep that in your travel plans. and then it gets really chilly as we go through the end of the week as our skies clear, the next 48 hours, once again, we'll have some patches afffog and some clouds today. the rain begins tomorrow morning. we'll see some rounds of this as we go the day and then behind that, we'll also have the chilly temperatures. you can check out the temperatures at the bottom of the screen. let's check in now with mike to see how it looks for the commute. >> some folks will have trouble getting a good look at the commute, at least for a distance. there are the low clouds and fog drifting around. kari pointed more trouble spots as far the sensors go we'll show you on the bay bridge and we have the metering lights and the low clouds and at times tough for our cameras to see the

roadway. we'll look at your maps and show you the speeds. they're not reflecting any problem through this portion and on this approach. the bay bridge metering lights are there and slowing down through richmond and a new crash reporting at hercules around highway 4 and that could be an issue involving a motorcycle and fog right here through the tri-valley. live shot through fremont where we're showing just a little build for that traffic. typical patterns right now, guys. back to you. up on the north, a red panda vanished from the zoo in eureka. workers there still trying to figure out how she got out. but she didn't get too far. a woman walking through a forested area nearby spotted that red panda over the weekend. the zoo experts used treats to coax her out of her hiding space in a tree. she seems to be okay. probably a little tired now from her excursion. red panda eventually moved to tennessee where she will part in a breeding program. >> she seems chill there.

a drought. governor brown mandated reductions in water usage until next october. >> a long time. stephen stock travelled the world trying to find solutions to our water crisis here at home. >> well, good morning. as part of our investigation into california's water crisis, we spent two weeks in israel. and there we found many solutions that do not involve rain. they involve things like underground drip irritation techniques that put water directly at the roots of crops. that not only saves water, but also increases crop yields both there and here in california and it is being used in places in california, not at the rate that experts say it should be used. went behind the scenes in israel tasee how that country recycles human waste water. they reuse it on agriculture enabling entire fields to bloom in the desert. right now california only uses recycled water on 7% of its agriculture compared to 80% in
