couple minutes. >> but first to kari hall tracking the latest. >> the rain is moving into northern california at this point. as we go into the commute time, but now if you're getting out on the roads, you have an early start, it is looking good, and we are starting to see those clouds rolling in. chilly temperatures in the mid 40s for the north bay and south bay, low 50s for san francisco. the temperatures will not warm up as we go through the day, so it will be windy, wet, and also chilly, and more of that weather as we go into tomorrow as well. i'll talk about that, snow in the sierra, the flooding concern and strong winds, all coming up in the microclimate forecast, let's see how things are going. >> kari, before all this stuff you're going to talk about comes in, it's very calm. we'll look at your map, only equally smooth drive there. the toll plaza over the bridges

are also very smooth. we'll show you the overall speed senses. and then we'll show you that bay bridge toll plaza. back to you. >> mike, thank you, an update to breaking news, a chase in the south bade leaving for an all-out search. stef just got to the scene in campbell. what did the investigators tell you? >> reporter: good news, to le us know, sam. the third suspect in this chase is caught in the last half hour. we're here in this campbell neighborhood here casamont elementary school. we understand the driver, a woman, maybe 19 years old is in that car. this is payne and harrison where an acura legend came back stolen a little ways away from here, crashed in this neighborhood, you could really see it right

now. it's around the corner waiting to be towed. this started around 3:00 in the morning when deputies spotted this car, when it came back stolen, the deputies pursued the driver, at one point at 90 miles an hour on the expressway. it crashed, and all three took off running. they were eventually found. >> we had two four-man search teams. we were lucky with you the manpower and time to do it. >> so back here live again, looking at santa clara county deputies wrapping up the scene. they have all three of their suspects caught. they'll be booked into the santa clara county jail. one suspect did complain of pain, so there were paramedics who responded. we also understand, and this is

preliminary information, but that the female driver was recently released from the woman's jail in milpitas. we're not sure for what. also the investigators did not find any weapons on the scene. we'll have more for you in the next half hour. that's the latest from here in campbell. >> thank you, stef. to more breaking news, this time overseas, a russian warplane shot down. >> "today in the bay's" kris sanchez is tracking it for us. >> the russian president is amping up the rhetoric in this already volatile relationship. just moments ago vladimir putin said the down us was, quote, a blow in the back from turkey. let's get right to the video, where you can see something going terribly wrong. the video shows a plane, a streak of flames, and smoke

heading nearly straight down spinning as it goes. it then crashes into the turkman mountain region near the coastline and we're getting records into the newsroom that one of the two pilots that ejected is now in the hands of rebels in that region. to a map for context about where this harngsd you can see how close it is to the border with syria where russia started air strikes against opponents of bashar al assad. back to the video now, the two spots you see are parachutes in the sky. the commander the the rebel group that calls itself the 10th brigade in the coast told the associated press that the two crew members tried to land in government-controlled areas, but came until rebel fire.

one was shot and dead upon landing. it's not clear what happened to the other pilot. the military says it fired on the unidentified plane after warning ten times in five minutes it was violating turkey's airspace. french president hollande is head to do washington, d.c. right now to meet with president obama at the white house. the recent terror attacks in paris have triggered this visit. the main focus will be on france's military push against isis. france would like to game just how far the understanding isling to go. including in the category of military contributions. >> it is believed the two will talk about the possibility of ground troops in syria. up until now, president obama has been reluctant to send in

sierra snow pack. meantime, laura, those helping the homeless in the south bay, right now in a race against time. they need to get supplies out to the thousands of people stuck outside in the cold. >> some people die under cold snaps. you say there's not enough emergency shelter beds. the sunnyvale shelter is not open, so we wanted to get on the road appeared pass out blank either. >> that's the new shelter in sunnyvale. problems with the water hookups are delaying the opening under the weekend after next, so obviously urgency here in that situation, and the temperatures will drop, it is winds are going to kick up, some rain even coming in. let's check in withi i. >> definitely a winter storm that will bring in very cold air. this is what to expect as we take a look at the futurecast.

>>sh. >> sure, it's only money. 5:14 right now. the faa briefed reporters on possibly new drone rules, rules you'll have to follow if you happen to get a drone in underneath the christmas tree. trying to come across as drone-positive. >> as a federal agency it went out of its way to sound very friendly. the faa looking at a series of recommendation. while a final decision has not been made yet, we expect these rules. first you give the faa name and street address. the faa says so it can update you on rules. secondly your drone will need a unique identifier, a number on the side, and this would 'reply to drones from roughly half a pound and heavier, whether they were out of the box or made from

his. the tops, cvs pharmacy gets credit for the walk-in medical clinicians jetblue for offers free broadband on its flights. and target another winner. the department expanded its policy of matching the lowest prices. the complete list is on "consumer reports." all right. it is 5:18 right now. kari has been tracking the storm that's going to move from the north to the south, right? >> yes, a major heads-up if you're hitting the road for thanksgiving. we have some rain moving in, chilly temperatures, if you have family coming in, you want to let them now it will be cold in the bay area for the holiday, as we take a live look now at san jose, nice, quiet, calm start to the day. we're starting to see the clouds moving in, here's a look at the radar where the rain is farther

to the north, moving into the north bay, as we head through the next several hours, but that rain will be heavy, and becoming more widespread as we go into the day. this is the way it will shape up. let me take you hour by hour, as we look at what i regard dar could look like. there could be some heavy rain in there. it moves into santa rosa by 9:00 this morning. and in san francisco as well, and then by 10:00, we're seeing it moving into the peninsula, as well as the east bay, south bay looking at that rain shortly before noon, and that is when it will be heaviest by early afternoon. we take a break throughout the evening, and then they may be more showers moving in late tonight and early into tomorrow morning. that will be the last push, with gusty winds to follow and some dropping temperatures. we're looking at the possibility of anywhere from a quarter of an inch to possibly a half of an inch where dismiss heavier bands set up. snow in the sierra, it will be a heavy one, the possibility of up

around a foot of snow. it starts around this afternoon. it wraps up, so there are winter storm warnings in effect for gusty winds. we will also have the concern of some flooding along the bay area coast because of king tides rolling in, the sun, the moon, the earth all align to cede some higher tides. combining with the storm system, that will provide some gusty winds, so we may have the bays and beaches flooding and low-lying areas, we'll be watching out for all of that. now watching the roads for you, mike, how is it looking? >> so far great, a little concerning, water coming from the sky, water from the coast, about you we're looking at a smooth drive right now over the water. the bay bridge shows a few folks waiting in the cash lanes, and the map shows you an quaemly smooth ride for the maze. we only see slowing on the certainsors over there in towards livermore, a lighter flow of traffic is what we expect today. yesterday we would have seen a

"the fast track?" new clues suggest they may be. 5:24, driverless cars headed for the fast track? there is indications that they're rethinking their position on driverless cars. transportation leaders are looking into updating policies quickly to get the technology into the hands of consumers rather than later. it's a far cry from the cautious tone two years ago which suggested cars should be limited to testing purposes only. now to an investigative unit exclusive. water supplies could be contaminated in one part of the bay area, after hazard out chemicals from an oil field seeped underground. the leak was discovered at the end of march in alameda county. now more than seven months later, local and state

good tuesday morning. thank you very much for joining us. i'm sam brock. >> and i'm laura garcia-cannon. bracing for some chilly temperatures. does kari hall have her scarf and gloves? >> she's got her boots on. >> she's monitoring the radar. we can expect some rain and possibly snow from the system. >> this would be the strongest cold front we've had so star this season, and also some very cold air. it starts out with some rain if you're hitting the road early this morning, you are going to beat it unless you're heading north. we'll see that as we go through the day moving into the bay area. temperatures in the mid 50s now for the peninsula. east bay and san francisco, 40s for the south and north bay. expect it to only reached into the mid 50s, so temperatures holding steady with gusty winds and times of rain.

i'll give you a better idea of the timing and how cold it gets. let's check in with mike to see how the commute is going. >> the community we're hoping not quite so dramatic. sort of a smooth drive, and we'll look at the rain coming in. this camera will likely show it first. we're hoping bay area wide for a lighter commute, just like we saw yesterday. no backup or problems there. a little slows from the altamont. and into fremont, no drama like idea, and the south bay moving well. we'll show you the camera, though, 101 northbound shows a lot more headlights, but still close to the speed limit. thank you, mike. a chase, a crash and manhunt for suspects. it all ended one the past hour in campbell. steffy chuang is live from the scene. deputies tracked two of the suspects into people's backyards, all of this blocks

away from a elementary school railroad that's right here at harrison and payne. they had a couple teams of officers and deputies going door to door in this manhunt early this morning. you can see the acura legend that tracked into a hydrant and ended up in this person's yard here. deputies and investigators are using flashlights, trying to find evidence under the tow truck takes this car away. a cull been by air tolla avenue, santa clara county deputies spotted it, but the driver took over with two others inside. preliminary information is that speeds up to 90 miles an hour at one point eventually this car crashed in this neighborhood, all three of the people inside took off running. sheriff's investigators say they call one person right away and caught the other two by 4:30

sam? >> it certainly complicates things. thank you very much. this as we watch what's happening with isis and terror attacks in the same region, it's been 11 days since the paris attacks now the french president in washington today urging the u.s. to support its campaign against isis. >> tracey, is the big question is how far will the u.s. go? >> and maybe even by land, too. it's part of what president obama and hollande are talking about here today in just the next few hours. president obama has been reluctant to send troops into syria. president hollande likely will talked with him about that, also about intelligence sharing which apparently has not been happening as effectively as it could among europeans. but the military issue, the military option is a big deal here in terms of what they're going to be talking about.

the backdrop to all of this today is this new travel warning -- travel alert from the state department, warning people who are traveling abroad from the united states to be careful, especially in open-air markets, at large sporting events, and when it comes to public transportation and air transportation in light of what's been happening, that new travel alert says that isis, al qaeda, boko haram and others terrorist groups may be looking to launch attacks. the travel alerts goes through february 24th. >> we'll be expecting extra security. thank you very much, tracie potts, live from d.c. efforts to protect power plants from terrorism are in trouble. that's because state regulators are without the money any need. the legislature approved $5 million for terrorism protections, but lawmakers are now withholding that money. it's all because of an unrelated disagreement with the state public utilities commission. the state senator who pushed for the protections, calls the

disagreement unbelievable. especially with all of the concern over possible terrorist attacks. 5:37. let's talk some fun. the crow playing big bucks to see history. all they have to do is beat the lakers tonight to break in a nba record. >> all they have to do is beat the lakers, who by the way, are 2-11 right now. they're not exactly on top of their game. the warriors are 15-0. if they win tonight they become 16-0, the first team in nba history to the win the first 16 games. right now the record is 15-0. as you can imagine, tickets for tonight's game are not going cheap, even though it's officially sold out, you can go to warriors.com or third-party

the wind starts to pick up today. we'll have gusts up to 45 miles an hour. with the wind and the cold, we'll also have a slight risk of this morning and snow in the sierra with some of the elevations of anywhere from 2,000 to 3,000 feet. the next few mornings will be very cold. we're tracking that rain now far to the north, but we'll be moving into the bay area as we go into the morning commutes. most likely by 9:00, you can start to see that rain come moving into the north bay. what to expect over the next few days coming up. let's check in with mike to see how it looks. >> we have the bay bridge toll plaza. the metering lights are o. and the toll plaza, we feel that, but it's a lighter flow around the bay. we expect that to thanksgiving week. some schools off all week, others start their vacation tomorrow or thurl, but we're looking at a nice, easy drive.

many california schools are doling out fewers suspensions these days with a positive ripple effect. a new ucla study conclusion fewer suspensions have led to higher test scores. that's three-year study finds that school districts around the state are lowers suspension rates, some by as much as half. that includes west contracost r.a. schools, which top the list that reduced suspensions. they're working with teachers to better relate to their students. as a result, students are performing better in their classroom. a young man in texas suspended after he brought a clock to school, is suing his former school and a texas town. >> to the tune of $15 million. scott mcgrew, some of the ahmed's biggest supporters reacting with disappointment. >> i think a lot of them are disappointed. there is no question that the suspension and arrest did cost the family money. they had to hire lawyers, and ultimately decided to move away

from texas to qatar, but there is some surprise this morning about the lawsuit. $5 million against the school, $10 million against the town of irving. one interesting twist in the suit is it may finally allow the school to tell its side of the story in court, because ahmed was a minor, the school was fairly tight-lipped. it did say right now the media only has one side of the story. understand that the school district cannot release our statement or facts without written consent from the parents, and we have a very different version of what happened than you're seeing in the media. business news, the euro continues to fall in value. it's been years since the euro and the dollar matched, parity they call it, but it's coming close. that could do more to push of the currencies it's an oversimp lisk, but higher interest rates do make occurrence sis more, and there are a lot of things that

have to be equal for this to happen, but bottom line is gas could get cheaper, so could travel because of the lower airfares, and because europe may have some trouble obviously attracting tourists. add in a strong dollar there, a weak euro, if you're up for it, good time to see europe. >> we're always up for it, but yeah, we would have to dip into the old savings to do that. thank you very much, scott. some neighbors in san jose are being credited with catching a suspected drunk driver, so this is during a hiddant run crash. they say that those neighbors lifted a wrecked car off of a bicyclist who was hit. it happened late saturday night after a crash at vine and willow streets just south of downtown san jose. they rushed -- these happened after neighbors ran out to see what happened and lifted a car off a victim. they held up three men whomp in a car that smashed into several others. >> no night on my watch, it

it would be cold and windy, and just be prepared, as we take a live look out from san bruno mountains, we are starting to see the clouds moving in. we will quickly see our weather changing as we go through the morning and early afternoon. getting ready for the rain to move into the bay area, and it will take its time getting here, so if you have an early start, you are doing much better than everyone who's already going to be on the road or planning to be on the roads later on today. so it's starting to move into ukiah, scattered light rain moving into francis once again later on. this is a look at the futurecast and what you can expect. by 9:00 we start to see it moving into the north way. it will be some heavy rain in spots, and then it moves into san francisco by 10:00 or 11:00 into the south bay in time for lunch. we will take a break from the rain. it will be windy and cool, and also sunny too, but there will be another round of rain moving in late tonight and early into

the morning. so keep that in mind, as you make those travel plans. the snow starts in the sierra this afternoon and continues into early tomorrow morning. all the microclimate showed those highs today reaches into the mid 50s, not a huge range in temperatures from the bay into the inland areas, so generally 50s and off and on showers throughout the morning and once again later tonight. rainfall totals will be anywhere from a quarter of an inch up to half an inch in some suppose. on so looking for a good smoking here the the possibility of up to a foot of snow around kirkwood, up to 14 inches in tahoe city at 8 inches of snow, so there are winter storm warnings in effect. also we'll have the concern of strong winds and high tide ceding king tides late morning into the early afternoon. we'll see the tides coming down in the evening. there will be that possibility of low-lying areas and low road
