cleared. traffic is jamming up the incline heading around that bend. looked like the incident and the stalled vehicles may have cleared from the span. let's look at the bay bridge toll plaza. that backup to the bottom of the incline has not reached the toll plaza. these folks on the roadway, they actually are waiting for the prices to change. bad, bad, folks. you're not supposed to do that. the span should be cleared in the next few minutes and the rest of your bay moves very smoothly. no problems peninsula or east bay or even silicon valley. back to you. >> very busy morning for breaking news this morning. within the last 30 minutes, crews put out a fire at an apartment complex in the east bay. stephanie chuang is live right now. you're hearing everyone made it out safely. >> yes. that's the good news. everyone made it out safely. no one really hurt, although there is a woman there who seems to be kind of recovering from some panic. apparently she was the one in the apartment unit where this fire started around 3:30 this morning.

we're on the 300 block of joan vista street and joining me this morning is evan francis. goodern moin morning, evan. you called 911. explain what you saw this morning. >> i got up and saw a little commotion and i saw nothing but flames. i've seen my neighbor crying with their kids and trying to frantically get out and all call 911 at the same time. rush out bare foot and just flames everywhere. >> you went across the way to help your neighbor and her two kids. so they got out safely. describe the scene. there are a lot of flames, you said. >> oh, yeah, a lot of flames. the number one objective was to get in there and get out. the flames just started spreading like really, really fast because of the cold air. i just start knocking on doors because it's five units and all apartment buildings and they're really close. if the fire catches, it's easy for the other ones to catch on

fire, too. number one thing was getting everybody out. >> evan, lastly, describe to me. the firefighters get on scene pretty quickly and talk to us about the action of that. >> as soon as i got on the phone. as soon as getting them out, five to ten minutes later, as soon as i was finished getting everybody out. the fire people were here and they were already on the job. if it wasn't for them, this whole place would be incinerated right now. i'm just glad everybody is okay. that's the number one thing. >> evan, thank you so much for your account this morning. first-hand account of what happened this morning. fire investigators are trying to figure out what caused it. i will add a note it was a little difficult because it is very steep here for firefighters and a car crash around the corner that took out a fire hydrant. a lot of difficulties. but as laura mentioned, everyone is safe this morning and that's all we can hope for. i will keep you updated here from the scene. stephanie chaung "today in the bay." so, more breaking news this morning. a popular concord park turned

into a crime scene right now. police investigating a homicide at hillcrest park this morning. >> "today in the bay" bob redell joining us from the scene with details just revealed. someone found a body in that park. >> just after midnight, sam and laura. as you can see right now a good portion of this park is shut down as law enforcement, namely concord police conduct their investigation. we believe that the body was found beyond these cars over here. it was around 12:05 that someone called 911 to report they found a man on the ground who was unresponsive. whoever made the call did stick around to talk with police and when police arrived, they did find this man with at least one gunshot wound and that person was declared dead here at the scene. all we know is that that person is a man. do not know the age. they have not released the identity and they have not released that they know who this is.

they aric looie ilooking into wr not this is gang related or other recent homicides that have taken place in the concord area in recent months. that's why detectives with the major crime unit are conducting their part of the investigation. if you're not familiar with hillcrest park. this is where mateo's dream is located pap large play area for children with disabilities and also near the green park is along the regional trail. i bring that up because it is a very popular park here in the concord area which, right now, is a major crime scene as law enforcement is investigating a body of a man found shot dead here just after midnight last night. reporting live here in concord, bob redell, "today in the bay." 5:04. it another breaking story. this time in antioch. police swarmed a 7/eleven store overnight. the manager of the store told us an armed robbery turned violent when the suspect shot at the clerk. happened at the 7-eleven store early this morning.

police have not revealed much about the investigation or even the suspect and we do not know the current condition of the clerk. as soon as we hear back, we'll, of course, give you an update. new this morning, a wrongway driver caused a deadly crash in the north bay. the chp says a car going northbound on southbound 101 crashed into a fuel tanker just before midnight. this happened in san rafael right near the central san rafael exit. a person in the car died after losing consciousness inside the vehicle. two southbound lanes were blocked for several hours while cal trans crews cleaned oil from the roadway. the search for a man accused of stabbing his ex-girlfriend to death is over after a tense standoff on the peninsula. this is video of 22-year-old anthony kirincic being arrested. took a couple hours for police to convince him to surrender. he is accused of killing his ex-girlfriend colleen straw in her san mateo home on saturday.

investigators eventually tracked him to his parents' home. >> once he entered that home, that put us in a better situation to create a perimeter. create a tactical plan and plan for a safe arrest of the suspect, which is exactly what we did. >> police arrested him for domestic violence against coleen straw back in september. he was ordered to spend 6 odays in jail to stay away from straw. he is expected to be in court in the next 48 hours. a parents' pain hoping to be soothed. a desperate search in southern california for a bay area man. 27-year-old eric vanished last week right before thanksgiving. his parents are trying to piece together clues to find him. kris sanchez checking the very latest on the search. kris, what have investigators found so far? >> they do think this is suspicious that he disappeared. these are the parents of the missing 27-year-old man. they are down in l.a. from

oakley posting fliers and trying to figure out what happened to their son. no one has heard from him since tuesday. as lapd investigates, his parents are pounding the pavement where he is a producing dour in l.a. where he is a producer at a special effects company. this is the last-known image of him leaving work on tuesday, without his wallet, though, without his bag. these are new images just in this morning. now, surveillance video shows him in his black range rover pulling into a grocery store parking lot south of downtown l.a., but then police say the phone records show that he turned his phone off and part of the reason his parents are worried, not only did he miss thanksgiving with the entire family in oakley, but also missed a major deadline at work at a job that he loves. >> disappeared. it's heartbreaking. i don't want to say. as a father, i can't do anything

"today in the bay" tracie potts following developments minute by minute. now, tracie, even if a deal is made, it might not be legally binding and congress wants to take a look. >> exactly. that's likely what we'll hear. part of what we'll hear from president obama. a news conference just got under way a few minutes ago. he has been meeting this morning with small island nations and we want to make sure that their interests are represented here and also overnight the white house announced there are more companies, american companies that are interested in doing business as green companies, essentially. what we're seeing here is that more private investment may be happening, but the big question is going to be, what about these 150 or so companies or countries that have gathered, are they going to be able to come up with some sort of deal?

new this morning, the white house is announcing 73 more american companies promising to go green. reducing emissions by as much as half and converting to 100% renewable energy. >> this is the moment we finally determined we would save our planet. >> reporter: last night's very public dinner between president obama emphasized the president's two-fold mission here. dealing with climate change and defying terror. >> they're very different threats. but they're both very serious and we have to deal with both of them. >> reporter: there have been amentes here. a big clean energy announcement by bill gates. me meetings with india and china, two of the world's biggest polluters. a one-on-one with vumere putin on syria. >> the urgency should be finding common ground. >> reporter: more on syria today with turkey's president. but a global climate change deal has yet to be announced. the u.s. is insisting it not be

called a treaty, so it doesn't have to be approved by congress. now, we are continuing to follow the president as he speaks before he heads back home today. one of the big issues that he is leaving behind is even if countries agree and right now they have 180 of them onboard saying they want to reduce emissions, how are they going to do it? when are they going to do it? what are limits going to be? that's the tricky part and that's what they're hoping to work out over the next two weeks. >> tracie potts live from washington, d.c., very much. new this morning, we now know what caused an air asia plane to crash crash into the java sea. two major factors. a faulty rudder control system and the pilot's response to it. the pilots made that problem worse. bad weather did not play a role. 162 people died in last's tragic crash. the hack of children's toys,

which we first reported monday morning, has now gotten far worse. scott mcgrew has the very latest for us. >> we first told you this company that created toys like this one was hacked. called v-tech and that the bad guys probably got names and birth of children. now, it is strange to think a toy computer could make you vulnerable to hackers, but parents would set these kind of devices with their children's name and ages and send that to v-tech. several news agencies are now saying photographs of the children may have also been stole, as well as chat logs. several of the toys allow kids to chat. it's hard to imagine hackers have some nefarious purpose here. this is more likely they hacked because they could. spe speaking of hacking, the chinese and cybersecurity experts will meet in washington to discuss some of the ground rules for cyberespionage. here you see chinese president ping on a visit to washington in

from downtown, saratoga, los gatos. peninsula mid-30s around stanford woodside. near freezing, again, walnut creek and danville this morning and in the north bay. temperatures right now 32 in petaluma and 35 degrees in fairfield. clouds moving over top of the bay area, again. high pressure deflecting most of the energy off of the north, but this isn't a very strong ridge of high pressure. next couple days you may notice areas north of marin county see a shower at times and the rest of the bay area begin to see temperaturesbing up in the morning and especially over the next couple afternoons in with upper 50s and low 60s in the forecast. upper 50s close to 60 in the tri-valley. noting tomorrow mid-60s warmest day of the week for tomorrow and rain back in the picture for thursday with some wind, as well. friday skies begin to clear as that system comes on in. the biggest impact will be for the thursday morning commute and

then the skies try to clear out there as they get into thursday afternoon and rain projections show you that the north bay may get close to an inch of rain and about a half inch or less into the south bay and for the sierra, here is the other bit of good news. perhaps more than a foot of snow in the higher peaks of the high country for thursday. right now, though, no problems with morning drive, at least in terms of the weather. let's see how things are behaving on the roads with mike. >> you have clouds and the silver lining and two sides to an incident. here's the incident side on the span itself and we did have that incident, the disabled vehicle. they cleared it so the span itself cleared pretty quickly, as well. anything on the bridge at this time of morning causes those folks to react and we'll look at the toll plaza and they turn the toll plaza on just before 5:15 and that caused an early backup over here on the oakland side. keeping that span, ensuring it moving smoothly and little extra wait for folks who were planning to get there before the lights turned on. the speed sensors recover and the backup at the toll plaza and no other problems for the rest

about ten years ago san francisco resident jerry tang disappeared from his neighborhood. we still don't know where he is, his wife is now pushing for a law to hopefully solve this case. it is called billy's law. being reintroduced to congress for the fourth time. if passed, it would allow law enforcement and the fbi to share crime information with the national missing person's database. the current database is void of thousands of cases that are not reported. since law enforcement are not required to miss anyone missing under the age 21. she has searched for him ever since and thinks this law could bring closure. >> but in general when adults go missing, you're allowed to walk out of your house and not come back. the cops don't look into it as much. >> the law was introduced to congress back in september and was referred to a committee. a san francisco elementary school becoming a target for thieves for a second time in two years. visitation valley middle school

has fallen victim to theft. police say this time thieves took off with 26 mountain bikes stolen during thanksgiving break. the principal tells us the suspects snapped a welded ceiling panel to get into the outdoor shed on campus. now, new security measures are going to have to be put in place ones. >> and, you know, just a little more surveillance on the area just to make sure we can protect the things that we care about and, you know, the resources that are here for the kids. >> the school says the owner of the local grocery outlet has stepped in here to try to help and cover the cost of those bikes. the thieves are still on the loose. >> not nice. coming up, we're tracking the latest on several breaking stories this morning. a fire engulfed an apartment complex in the east bay. the fight to contain those flames. plus, a popular park riddled with crime scene tape this morning as police investigate a homicide in concord. a live report from the scene, next. =sam/2shot= and i'm sam brock.

and sunshine today near 60 in san jose. upper 50s with a little bit of patchy frost this morning out in the north bay. mike. >> one incident for the commuters that you have to worry about. unexpectedly busy at the bay bridge toll plaza. metering lights were turned on because of an incident on the span. that has cleared and the backup has not. just building. looks like we're back to a typical as we look at your map. you have that approach moving smoothly out of the maze and compression right there. the rest of your approach for the east bay and north bay moves well. as we zoom the map out, west 580 does show that slowing and more traffic towards the dublin interchange and no surprises there for the rest of the bay. an update to breaking news. crime scene tape next police investigating a deadly shooting at a popular park in concord. >> "today in the bay" bob redell live at the scene. what are police telling you, bob. >> well, so far, laura and, they are confirming that a man was

found shot dead just after midnight last night here at hill crest park. you can see a detective who we believe are with the major crimes unit of the concord police department still out here investigating. someone called 911 at 12:05 this morning to report that they found this man unresponsive. laying here in the park. when the officers arrived, they realized that he was dead and that he had suffered from at least one gunshot wound. they have not yet released his identity and it's not fair if they know who this person is. the police indicate to us that they are investigating whether this is gang related or possibly connected to other recent homici homicides. if you're not aware, there have been flea other homicides in the city of concord. one in september, october and november. police have not since said that those prior three, they do not believe, are related. they don't know if this one might be connected to one of those. this is, of course, a very early part of the investigation. this has only been ongoing for about five hours now.

if you're not familiar with hillcrest park. a very popular park and along the delta regional trail and also a kids section, a special play area in here for kids with disabilities called mateo's dream. right now a good chunk of this park is shut down with crime scene tape the concord police department continues their investigation. reporting live here at hillcrest park in concord, bob redell "today in the bay." more breaking news now. an early wake-up call for people sleeping at an apartment complex in the east bay. they had to rush out after a fire broke out early this morning. stephanie chuang joining us live. we still see it's an active scene behind you. right now fire crews run into an unexpected problem as they were trying to douse those flames. >> yeah, they did, sam. a nearby crash, car crash that took out a fire hydrant. so that took out some water source. it's also very steep around here. but, as you can see,

firefighters very sesful in putting out the flames, at least. the damage has been done. as you can see, this is the main unit where fire investigators are taking a look to see what the cause was. but, they said around 3:30 they got the call here in contra county firefighters and it was a full-blown fire. five units in here and four of them are completely damaged, apparently. we're talking about many people who are out without a home. now, we spoke with a man who said he was the first to see the flames outside of the building and rushed across the way to help his neighbor and her two kids. >> looked out my window and i saw nothing but flames. i seen my neighbor crying with her kids and trying to frantically get out and call 911 all at the same time. bare foot, no shirt, running trying to just scramble and there was just flames everywhere. >> thank you. >> and the fire marshal did confirm with me that everyone was out of the building by the time firefighters arrived.

give you an update. the search continues in the streets of southern california this morning for a missing bay area man. his family is desperately doing whatever he can to find 27-year-old eric kohler who vanished last week. kris sanchez with the search to find them and the desperate plea from loved ones. >> as parents we know these folks must feel incredibly desperate. the parents of a 27-year-old man whaum oakley who works down in l.a. who disappeared last week. the parents are out on the street trying to find out what happened, posting fliers talking to anyone who will listen. they fear something bad happened to their son, eric kohler, because no one heard from him since tuesday. kohler's parents are pounding the pavement where down in gardina. now, this is the last known image of eric kohler as he's leaving work on tuesday around 4:00 in the afternoon without his wallet, laptop, without his bag. this is surveillance video

35. also more tears and grief this morning at children's hospital in oakland as workers mourn the loss of one of their own. patricia alvarez was taken off life support after being struck by a suspected drunk driver in front of the hospital last friday. she worked in the pediatric unit for 35 years. leaves behind two daughters, three grandchildren and three great-grandchildren. the youngest born the same day alvarez was hit. >> she believed in patient and family centered care. and treated everyone as if they were her own children. >> oakland police are not releasing the names of the suspected drunk driver. well, san francisco police could start their new body camera program as early as next month. today a call for transparancy and accountability, first. active and civil rights groups want to voice their concerns about that program before police leaders make a final decision on the rules tomorrow. the activists are concerned officers will be able to look at body camera video before

submitting an incident report in some situation. also, starting today, people who need to recover their stolen cars in san francisco are going to being, in fact, a lot less money. the city has been charging hundreds of dollars to anybody trying to recover their car, but now san francisco is changing the policy for stolen vehicles. this is because of the outrage over the sky high fees. under the new policy, those with a police report proving their car is stolen are going to get a 48-hour break. this new policy does not affect those who get towed because of street parking violation. it is 5:37 and a little more than two months away from america's biggest game day coming to the bay area. with super bowl l comes what is expected to be really a traffic nightmare. today san francisco city leaders will unveil plan to keep things moving. many events the days leadingupe the game will take place in san francisco, including the free super bowl fan village. going to happen over on market street and the nfl experience.

the plan is expected to involve alternate muni bus routes as well as detours for cars on city streets. also, additional transportation will be added for that nine-day period. well, today is world aids day. last night hundreds gathered in san francisco to remember those who died from the disease. it was part of the annual light in the grove event in golden gate park. the memorial was illuminated with the names of people who have passed away. some 3,200 names are etched in stone there. organizers say they're hopeful of a future without aids and hiv. >> 20 years ago, none of us thought that we would still be here, you know, without a cure. but i can personally say that myself as a man living with hiv for the last 15 years that we made great advances. >> people were asked to record their stories of survival loss for future generations to learn more about the aids epidemic. as rob is about to tell you, cold temperatures, again, to start out your day.

and after this recent bitter cold snap, fremont finally gets to open up its warming shelter tonight. a two-week delay there. the warming center operates on nights when the forecast is below 40 degrees or when rain is expected. remodeling the restrooms in the center is what caused the delay and also doubles as a senior center. san leandro and hayward will see their seasonal shelters open this week, as well. not a moment too soon. >> nice to have them up and running there. little bit of a warm up and little bit of rain coming our way later this week, right, rob? >> temperatures still in the 30s, not freeze warning worthy, but still good enough for patchy around san jose, livermore up towards the north bay right now and at least, yes, by the numbers, we're running a few degrees warmer than yesterday. 20s and 30s and not much of an improvement. 30s and 40s through 6:00, 7:00 this morning and the numbers getting into the mid-50s around noon and high temperatures today close to 60 in san jose and upper 50s near san francisco and into the north bay and close to

60 with a mix of clouds around santa rosa into the afternoon and livermore, tri-valley locations in the upper 50s. notice the north bay, you will see a chance of a shower or two heading into wednesday as the bay area sees the temperatures head on up. mid-60s in the forecast and then thursday you have some rain coming on in and gusty wind, too. rainfall projections that could drop an inch of rain for parts of the north bay and then a quarter inch down to the san jose area and a foot of snow expect in the sierra. all this coming in on thursday. now for a look on this tuesday. let's check in with mike. >> we're lookic over here towards san jose. this is the first burst of traffic starts just after 5:30 kicking in right here only at this spot north 101, 680, 280, all come together right here. we'll look at your map and that is the only slower stretch for the south bay. the rest of the routes looking fine in general for silicon valley. move your map north and no other surprises and tri-valley towards

comes more than a year well, california's top oil regulator out of a job this morning. coming more than a year after he asked workers to check on the oil and gas potential of governor brown's family ranch. steve is stepping down as head of the division of geothermal resources. the announcement does not give a reason, other than he is going back to the national lab. this comes only after 17 months as chief oil regulator. looks as if that tour bus that crashed in san francisco two weeks ago had a very

troubled. records reportedly indicating that washington, d.c., regulators pulled that bus out of its transit service for safety reasons. the chronicle cites public records. they showed the bus rear ended two different vehicles in two separate crashes. the driver of the city sightseeing bus said the brakes just stopped working. that crash injured 20 people, seven of them seriously. happening today, setting rules for ride sharing companies in sonoma county. today the city council will discuss regulations for companies like uber and lyft. san francisco-based version american comes out on top when it comes to healthy foods. so says the new survey. it ranks airlines on the food they provide their customers while in flight. wait, you guys get food? virgin is cited for "healthiest choices in the sky."

and patchy frost along the 680 corridor and walnut creek not as bad and san jose 39 degrees and upper 30s to the south bay this morning. stanford and woodside in the mid-30s and san mateo 41 and in the north bay, seeing temperatures at freezing, again. petaluma 35 degrees and we do have high clouds moving across the bay area. high pressure will, for the most part, divert most of the energy of this pretty energetic-looking system to the pacific northwest. but at times in the north bay, you may see a stray shower or two especially late tonight and into early tomorrow. sonoma county northward. but the sky's partly cloudy in the north bay. closer to 60 in san jose and upper 50s and north bay and tri-valley seeing temperatures today in the upper 50s. mid-60s in the forecast tomorrow. around the south bay, same thing for the tri-valley and north bay. thursday you have the rain coming in. north bay may be a stray shower into wednesday but watch these wind speeds. estimates for wind gusts on the
